Abstract

As a country where the economic system still depend on financing of the public sector, the expectation that decentralizationpolicy in Indonesia can improve significantly society welfare has not been fulfilled yet. Happened in Yogyakartawhich has special authority in control government affairs. Constitution no 13 years 2012 about DIY privileges consistof 5 things like filling the positions, seat, job and authorities governor and vice governor, institutional affairs, cultureaffairs, land affairs, and spatial affairs. With the constitution expected DIY government can guarantee right of societyto live in prosperity. However, the expectation still can not fulfilled either. This study aims to identify and explain thepolicy configuration of DIY Privileged Funds and determine the contribution of the DIY privileged funds in publicwelfare acceleration. The research type used is a qualitative approach. Data collection methods technique is deptinterview and elite interviews, and documentation.

Abstract

The gap between gender equality policies and gender responsive budgeting is still ....in Indonesia’spublic finance (Sopanah,2004). This brings negative impacts to the society, in particular women,because the proportion of public expenditure for women’s interest is still very low (less than 5% of totalbudget). Such condition requires the commitment of the Government to realize gender equality bymainstreaming gender perspective on various mechanism, policies and budgeting. This research aimsto analyze the integration of gender responsive budgeting in regional expenditure at Department ofHealth in Makassar Municipality in 2014. This research used qualitative methods of which the primarydata were collected through in-depth interview and documentation. The result indicated that theallocation of gender specific budgeting was 4% with 26 posts and allocation of gender equalitybudgeting was 3% with 3 posts. Meanwhile general gender mainstreaming budgeting was unavailableor 0% of total direct expenditure at the Department of Health. There were several obstacles inimplementing gender responsive budgeting at the Department including the obstacles on policies,structural and cultural. Therefore, this research suggest to the national and provincial governments toactively do socialization and campaign on the implementation of gender responsive budgeting withinplanning, budgeting, implementation, monitoring and evaluation. It is also necessary to providetrainings for Regents/Mayors and Head of all Departments on this matter.

Abstract

Results of this study concluded that the performance-and activity-based remuneration program have not been able toachieve the goal of improving the poor performance of civil servants in Unit Sekertariat Daerah Provinsi Maluku Utarabecause it cannot still be implemented well. The constraint found in the implementation was inconsistency between therealization of program and the guidelines of program. It is impressed that the implementation of program was only toperforming the formal obligations and not oriented to the goals of program for improving the performance of civilservants in Unit Sekertariat Daerah Provinsi Maluku Utara. The factors influencing the implementation of the programwere the low commitment of implementing staff in achieving the goals of the program, the weak supervision of theprogram, and the poor design of program with many weaknesses.

Abstract

Education is very effective to build nation and country with dynamic civilization. Government Regulation number 47 of2008 on compulsory education is intended to realize acceleration and even distribution of education to all directionwith central and local government commitment. This research discusses implementation of 9 year compulsory educationpolicy in Ternate and factors affecting the implementation. The research was intended (1) to identify implementationof 9 year compulsory education policy in improving educational quality in state primary school and state juniorhigh school in Ternate and (2) to identify factors affecting implementation of 9 year compulsory education policy inimproving educational quality in state primary school and state junior high school in Ternate. Theory used in thisresearch is policy implementation refereeing to Grindle and Edward III views. This research used descriptive qualitativeapproach. The results show that implementation of compulsory education program in Ternate has not been optimalyet. It is indicated with attitude of policy executor in education office of Ternate in responding problems occurring inschools. There are many non-permanent employees in some school, one building for two school and library in SMPN12 in Moti Island that was hit by abrasion have not been fixed. Conclusion of the research indicated that implementationof compulsory education program in Ternate has not been optimal yet. Factor affecting compulsory educationpolicy is disposition. The disposition factor determines 9 year compulsory education policy in Ternate.

Abstract

Matter agrarian (matter land) is matter live and livelihood human, due to land is origin and source food. Land causeproblem and conflict. Land conflict case in Pulau Morotai regency is conflict land between five villagers with TNI-AU.This research use descriptive qualitative approach. Data source obtained from study literature, documentation, andinterview with some information sources. First result research, this conflict land matters have roots in from history.This land matters conflict development originating from from difference perception of mastery land. Less firm attitudeLocal Government also is one of this source conflict. The conflict by economy impact to community five village particularlyin development. All invenstor also afraid instill the capital, this was because because happened resistance bysociety five village. Second, less intense it Pemerintah Daerah Melakukan Konsiliasi, mediation. Conciliation and Mediasionly happened when action protest getting intense. Happened by house foundation demolition and community propertyhouse five village no intervene by government to block. Third, policies issued by government of Pulau Morotairegency in conflict land matters between community five Desa with TNI-AU not touched in society. Policies made toomuch bias elite.

Abstract

Kabupaten Gunungkidul merupakan salah satu daerah yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta. Dalam hal kemiskinan Kabupaten Gunungkidul merupakan daerah termiskin diantara lima Kabupaten/Kota lainnya. Angka kemiskinan, angka buta huruf, angka perceraian, dan angka putus sekolah yang tinggi, semakin memperkukuh status Kabupaten Gunungkidul sebagai Kabupaten termiskin di DIY.Pengentasan kemiskinan di Kabupaten Gunungkidul pasca reformasi ternyata menunnjukkan hasil yang cenderung statis. Sekalipun dalam hal ini, Pemerintah Pusat, Pemerintah Provinsi DIY, maupun Pemerintah Kabupaten  Gunungkidul sendiri telah melakukan berbagai upaya dalam mengentaskan kemiskinan di Kabupaten Gunungkidul. Secara umum APBD kabupaten Gunungkidul masih sangat bergantung pada sektor pertanian. Angka penduduk miskin masih tinggi, begitu juga dengan angka buta huruf yang masih menempati urutan kelima diantara Kabupaten lain yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta.Dalam upaya mengentaskan kemiskinan di Kabupaten Gunungkidul kedepannya, Pemerintah Kabupaten Gunungkidul harus segera membenahi diri dengan cara menyediakan data yang lengkap, serta konsisten dengan program pengentasan kemiskinan yang berkesinambungan dan anggaran yang pro terhadap pengentasan kemiskinan. Kreatifitas dan inovasi dalam membuat kebijakan sangat mutlak dibutuhkan, hal ini dikarenakan Kabupaten Gunungkidul terbilang memiliki potensi alam yang luar biasa.Memaksimalkan lahan yang tersedia, mengelola potensi wisata, serta meningkatkan kualitas sumber daya manusia adalah hal yang paling realistis untuk dilakukan saat ini.Mengingat, bahwa Kabupaten Gunungkidul merupakan Kabupaten terluas di DIY dengan potensi alam yang luar biasa, sudah semestinya masalah kemiskinan di Gunugkidul dapat segera diatasi.

Abstract

The hospital has a strategic role in the effort to accelerate the improvement of  public health degree. The new para-digm of  health care requires hospitals provide quality services according to the needs and wishes of  the patient withreference to the code of  professional conduct and medical. Performance of health care organizations typically use aminimum standard criteria of  service in accordance with the Regulation of  the Minister of Health No. 741 / Menkes /Per / VII / 2008. These regulations outline covers; a) basic health services, b) health care referrals, c) epidemiologicalinvestigation and prevention of  outbreaks and d) health promotion and community development. The purpose of thisstudy was to determine the implementation of  the minimum service standards in the field of  health referral at RSUDBaubau and to determine the factors that affect the minimum service standard reference in the field of  health at RSUDBaubau. The method used in this research is descriptive qualitative. The data collection techniques in this research isinterview and documentation. Meanwhile, the techniques used to analyze the data in this study is a descriptive analysistechniques. This analysis includes data checking, data grouping, data checking, data analysis and conclusion. Theresults of  this experiment showed that the implementation of the minimum service standards in the field of  healthreferral at RSUD Baubau has been good. A slight lack of implementation of  the health sector MSS reference in RSUDBaubau is the amount of  human resources required. The factors that affect the implementation of  minimum servicestandard reference in the field of  health, namely RSUD Baubau; Communication, disposition and bureaucratic struc-ture. As for the factor of  resources because there is still a shortage of  only 80% to meet the needs of  humanresources at RSUD Baubau.

Abstract

The background of this study is to see that the Social Service Special Region of Yogyakarta, which is one of theagencies involved in the handling of social welfare problems in view the demands and peramsalahan social welfare areincreasingly complex, the Department of Social Welfare in answering this demand by institutional innovation by establishingnew institutional namely Technical Services Unit (UPTD) Integrated Rehabilitation Center for persons with Disabilities(BRTPD) with persons with disabilities blind, mentally disabled, physically disabled, deaf, and mute. In thisstudy, the type of research that will be used is descriptive qualitative approach. Data collection techniques used are inthe form of documentation, interviews, and observation / direct observation. The data analysis is conducted by meansof data collection, data assessment, data interpretation, and conclusion, which is adapted to the prevailing theory andrecognized, on a variable institutional innovation indicators vision and strategy, gluing basic kpetensi, strengtheninginformation and intelligence organizations, market orientation and customers, creativity and idea management, systemsand organizational structures, management ideas and also variable factors that influence institutional innovationwith indicators of internal bureaucracy, the political environment, the external environment. Results from this studyindicate that the institutional innovation UPTD Integrated Rehabilitation Center for Persons with Disabilities conductedSocial Service in outline with menggukan indicators in this study strongly support the creation of institutional innovationUPTD Integrated Rehabilitation Center for Persons with Disabilities. Factors that influence institutional innovationis internal bureaucracy that human resources are still limited in terms of quality and quantity, the political environmentis not yet fully support the budget, and the environment outside the public sector (external) that is too high expectationsof the public are not comparable with capacity owned by hall integrated rehabilitation of persons with disabilities.

Abstract

Regional head election (Election), which aims at selecting the regent and deputy regent is one part of the mechanism ofdemocracy, became the main gate in building leadership in the area. Bantul regency simultaneously implement the firstelection on December 9, 2015, followed by two pairs of candidates, namely Suharsono-Abdul Halim Musleh (Suharsono-Halim) promoted by a coalition of PKB, Gerindra, and supported by the PKS and the Democratic Party. Another coupleis Sri Suryawidati-Misbakhul Munir (Ida-Munir) promoted by a coalition of the PDI-P, Nasdem and supported by Golkarand PPP. Based on the results of counting of votes at the General Election 2015 Bantul regency, the victory won by thecouple Suharsono-Halim with a tally of 261 412 valid votes, or 52.80%. The problem underlying this study is that thedefeat of the incumbent against the new candidate, their political issues couples dolls, as well as their political dynastythat occurred in the district of Bantul. This study aims to identify factors that influence Suharsono-Halim victory in theelection district of Bantul in 2015. This study used a qualitative descriptive method, where data collection techniquesusing interviews, and documentation. Sampling using purposive sampling, where the speakers who will be interviewedare selected based considerations and an informant competent to answer questions researchers. The results of thisstudy the expression of that factor Suharsono win-Halim coalition partner in the election in Bantul district in 2015 wasinfluenced by three factors. The first coalition of political parties, which the coalition used is minimal coalition victory.Both political participation, community involvement Bantul in granting voting rights in the election in 2015 increasedcompared to the election in 2010 and the highest among the Gunung Kidul and Sleman districts, which also carry outthe election. The third modality, this modality consists of political capital, social capital, cultural capital and economiccapital. Political capital owned by Suharsono-Halim ie a split in the opposite camp, the strength of the network owned,as well as the utilization of the existing political issues, while the socially owned capital as a base period, figures figures,the trust of the community. For cultural capital owned by the couple in the form of titles and social strata owned, as wellas for economic capital have is that in political funds gained from internal party coalition, volunteers, as well as from thecandidate regent and deputy regent. This proves that the factor-Halim Suharsono coalition victory in the 2015 electionBantul district is the result of cooperation of various parties, namely the performance of the coalition of political parties,as well as community involvement in high political participation and modalities owned.

Abstract

Investment is one source of  state revenue. Until  now the investment management in Indonesia can not be managedoptimally, because one of  them by a system of  investment management organization that is still weak. This study aimedto analyze the relationship between the organization (network governance) in organizing system in the developmentof  investment in the Free Trade Zone and Free Port of  Batam. The method used is the analysis of  network coordina-tion with the study of  the 5 aspects including governance structures, karaketristik service, operational interactionpar tner characteristics and network characteristics on a 3-level organization of provincial and district/city. The analy-sis finds that the coordination between the provincial and district organizations / cities still not optimal. coordinationhorizontally and vertically has not established optimally.
