Abstract

This study wants to answer how the Institutional dynamics in the implementation of special autonomy in the field ofIslamic Law in Aceh that have not effective and efficient so it is necessary for the agencys role maximizing theoverall implementation of Islamic Law in Aceh through regulatory quality and the quantity produced by the agencyqanun the quality of the actors in the bureaucracy, institutional partnership and good governance can demonstratesuccess in implementing the task, purpose this study was to examine more deeply about the institutional, inimplementing special autonomy in the field of Islamic Law in Aceh, three pillar theory, namely; Regulative, normativeand Culture / Cognitive, the data in the study This is obtained from the three agencies and the non-governmentalorganizations and 70 respondents in organizations that have a working partner and responsibility towardsimplementation of Islamic Law in Aceh. The method used in this research is mixed method research methods. Datacollection techniques used is library research, interviews, documents and questionnaires. The findings in this studythat first; the success of implementing Sharia second; cultural influences and bigotry Aceh society against theteachings of Islam so that Islam be cultural identity and sense of self-esteem, even Aceh society people unitereligion with the culture and customs that can not be separated, third; tolerance towards non-Muslims, and thuscreating feel safe and comfortable in the religion of the minorities in Aceh. And Fourth; dialectic role of scholarsbetween structures and actors, where public Aceh is also obedient and trust theologian, not only on the structureand regulative, normative institution.

Abstract

Gerindra Partybecome participants first general election in 2014, followed by twelve Parties. Although first-time  election in Luwu North,Gerindra Party succeeded in gaining the most votes to two after the Golkar Party and get a ration of six seats to the council. This success is supported by community leaders in Luwu North who come from the elite, like the elite bureaucrats, the economic elite (businessmen),and the political elite have major stakes in attracting community investigator to choose legislative  candidates coming fromGerindra Party. Therefore, the role of the local elite in winning Gerindra be the focus of study in this  research.This study used qualitative methods, with data collection techniques are in-depth interviews and documentation. As the informants in this study, namely, the Chairman of DPC Gerindra, six legislators from Gerindra, community leader  and Vice Regent of Luwu North.The results of this study indicate that the role of local elites on the award Gerindra using three approaches, namely positional approach to reputation and approach decision,Where the outcome of the vote Gerindra 6.5%, 39.2% of elected candidates sound, the sound of a candidate not elected 54.3% of all candidates who have as many as thirty-five candidates,so Gerindra managed to gain six seats to sit in Parliament Luwu north. In general, people in North Luwu choose legislators opted for track record is not actor or party,but because it is based on the election of community leaders who attended, besides the factor of emotional closeness, kinship and familiarity with community leaders.

Abstract

CSR merupakan kegiatan perusahaan dalam mengelola proses bisnis untuk menghasilkan dampak positif pada masyarakat, ekonomi dan lingkungan. Keterlibatan perusahaan dalam melakukan kegiatan CSR merupakan tuntutan dalam tanggung jawab atas dampak kerugian yang dialami masyarakat khususnya pada kerusakan lingkungan. Tulisan ini menempatkan bagaimana suatu kegiatan CSR yang dilakukan suatu perusahaan dapat mengurangi dampak kerusakan lingkungan, metodologi dalam penelitian ini menggunakan deskriftif kualitatif. Dalam penelitian  ini melibatkan  tiga desa antara lain Desa Padang Loang, Seppang dan  Desa Bijawang dan  sebanyak 45 informan antara pemerintah, tokoh masyarakat dan massyarakat. Dari hasil penelitian secara umum bahwa perusahaan PT. Agung Perdana tidak pernah melakukan kegiatan CSR, yang mereka lakukan hanya memikirkan keuntungan pada perusahaan serta banyak impack negatif yang mereka berikan kepada masyarakat terutama pada kerusakan lingkungan, hanya ada satu indikator yang memberikan nilai positif pada perusahaan  yaitu dalam  peningkatan ekonomi, sebagian masyarakat setempat diberikan lapangan pekerjaan sebagai buruh lepas. Faktor yang menjadi tidak adanya suatu kegiatan CSR yang dilakukan oleh perusahaan adalah kurangnya pemahaman perusahaan tenatang  CSR, serta tidak adanya pengawasan dan langkah kebijakan yang diambil oleh pemerintah untuk memberikan tuntutan pada perusahaan agar mau melakukan kegiatan CSR,  terhadap dampak yang ditimbulkan oleh perusahaan. Dari pemaknaan hasil penelitian, apakah perusahaan mampu menanggulangi dan mengurangi kerusakan lingkungan yang telah terjadi pada wilayah tersebut, ini menjadi suatu tantangan bagi pemerintah dan stacholder dalam permasalahan CSR.

Abstract

When the Law No. 32 of 2004 on Regional Government was passed, which was originally centralized to decentralized, then wujudkannya regional autonomy. In addition to the inception of the autonomous regional government also established a special department to conduct government functions that are specific, D.I Yogyakarta one with Act No. 13 of 2012 on Privileges D.I Yogyakarta. Special Region of Yogyakarta has authority to maintain cultural values, the need for institutions that are able to maintain the cultural wisdom. This type of research is descriptive quantitative research. The type of data that are used are primary data and secondary data, with interview techniques and documentation. The analysis unit is composed of the  Department of Culture DIY, DIY DPRD Commission D and the palace DIY. Interactive analysis techniques using a model consisting of three things: data reduction, data presentation and conclusion. Based on the results of the study concluded that the regulatory pillar in this study was measured by an indicator of rules or laws relating to cultural values, sanctions and monitoring. Regulative as factors supporting the implementation of cultural values able to push all the elements in the institution and community groups in order to apply the values of the culture in daily life hari.Pilar normative in this study was measured by an evaluation and the obligations and responsibilities in the institutional Autonomy jawab.Evaluasi field Culture has been done by issuing a regulation on protecting the culture in DIY. Abstract

This thesis discusses the analysis of three Ministers decree on Ahmadiyah (a case study of conflict between FUI and GAIin Yogyakarta, 2012). The ministerial analysis and the factors that cause of conflicts is done by using the theory ofcritical discourse analysis of Norman Fairclough, Antonio Gramscis theory of hegemony, and the theory of the cause ofconflict by Simon Fisher. From the analysis, it can be concluded that the pros and cons that always arise in the processof production and consumption of three Ministers decree on Ahmadiyah. Groups for Ahmadiyah have opinion thatfreedom must not be restricted because of the position as a citizen. Constitutional guarantees and product legislationrelated to human rights also guarantees it. The group cons have argue that the activities undertaken by the Ahmadiyahis incompatible with Islam. If Ahmadiyah still do the activities, which can not themselves are Muslims. This research alsofound that the factors of causing conflict between FUI and GAI in Yogyakarta, 2012, are not a single. First, the GAI isconsidered an insult to the Muslim faith. Second, straying from MUI to GAI is the main reference for the rejection of GAI.Third, the differences in understanding of the decree about Ahmadiyah. Fourth, the unilateral allegations of each group,and the fifth, the exclusivity of GAI.

Abstract

Any people who live in democracies have the right to participate in development daerah. Salah of his formthrough aspiration of activities DPRD. This study discusses the mechanism and the results of theactivities during the recess which is at the level of implementation of a technical nature and the result was neverrealized. In this study, the method used is qualitative analysis method in a descriptive way. The data in this studywere obtained through interviews and research shows that the first dokumentasi. Hasil; the implementationprocess is done by a recess for Parliament East Lombok is quite varied ranging from formal activity as carried outat the village office until iformal activities like sitting at home-rumah. Abstract

The problems discussed in this study is the transparency of budget management in the area work unit (SKPD)Bulukumba Lodging at the Department of Education, Youth and Sports Bulukumba, Department of Health, Office ofFinancial Management and the Department of Highways. This study aims to determine the performance oftransparency in the management of local budgets in the regional work units Bulukumba and factors that affect theapplication of transparency. The method used in this penelitiian is the combination of qualitative and quantitativemethods, sample in this study of 60 people with menggunanakan purposive sampling method. There are two typesof data analysis applied in this study, the analysis of qualitative and quantitative analysis. The results showed thatthe transparency of budget management conducted by the Department of Education, Youth and Sports Bulukumbaof several indicators has a value of cumulative index 2:02 by category Less Good, transparency of budgetmanagement conducted by the Office of Financial Management Bulukumba of several indicators has a value ofcumulative index 2. 81 with good category, transparency of budget management is conducted by the Department ofHealth Bulukumba of several indicators has a cumulative index score of 1. 98 with the category of Less Good,transparency of budget management is carried out by the Highways Agency Bulukumba of several indicators has acumulative index score 2:09 with Less Good category.
