Abstract

This study aims to examine the official script in the environment of universitas lancang kuning, making the manuscript format of the paper work aliralur script of the service as needed, this study was lifted from the existing phenomenon in the universitas lancang kuning that has no provision in making the official script, this study using the method qualitative descriptive research, which is available or builds a unity or explains the meaning behind reality. Researchers are based on the reality or ongoing events in the field. Furthermore, researchers will explore further phenomena that occur.The results show that the implementation of the official script has not been effective because the regulations on the official script of the universitas lancang kuning environment has no legal umbrella. a recommendation that would be taken into consideration in the improvement of grammar is that the university should immediately issue a policy on the legal document. In order for performance in each unit can be increased and avoided from overlapping authority. As well as candy and research about the official script can be a reference in the regulation of yellow university environment, because simply in the provisions have been described the official script of the manufacture of symbols, heads of departments, examples of making official script, stamp and format disposition sheet.

Abstract

Abstrak :            Penelitian tentang pengendalian dalam penerbitan izin gangguan (HO) di Kecamatan Margahayu Kabupaten Bandung menjelaskan tentang tahap-tahap pengendalian yang dilakukan oleh aparat Kecamatan Margahayu. Pengendalian dilakukan untuk memastikan agar penerbitan izin gangguan (HO) berjalan dengan efektif. Namun, masih ada pelaku usaha yang belum memiliki surat izin gangguan (HO) ataupun pelaku usaha yang sudah memiliki surat izin gangguan (HO) akan tetapi kegiatan usahanya merugkan orang lain seperti sampah yang berserakan, polusi udara, polusi suara, dan lain-lain.                            Metode penelitian yang digunakan adalah metode penelitian deduktif kualitatif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan yang meliputi observasi dan wawancara mendalam. Adapun penentuan informan dalam penelitian ini dipilih berdasarkan pertimbangan-pertimbangan dengan pihak-pihak yang terkait dalam pengendalian. Kemudian data yang diperoleh dari hasil wawancara dipaparkan dengan langkah-langkah yang meliputi: reduksi data, penyajian data, menarik kesimpulan/verifikasi. Teori yang digunakan penulis dalam penelitian ini adalah teori dari Stephen P. Robbins tentang tahap-tahap pengendalian yaitu: mengukur kinerja aktual, membandingkan kinerja aktual dengan standar, dan mengambil tindakan manajerial.                            Kesimpulan dari hasil penelitian ini adalah pengendalian yang dilakukan olehaparat Kecamatan Margahayu telah melalui tahap-tahap pengendalian yaitu: mengukur kinerja aktual, membandingkan kinerja aktual dengan standar, dan mengambil tindakan manajerial. Namun perlu dilakukan penguatan di setiap tahap pengendalian terutama pada tahap mengukur kinerja aktual dan pada tahap mengambil tindakan manajerial                            Penelitian tentang pengendalian dalam penerbitan izin gangguan (HO) di Kecamatan Margahayu Kabupaten Bandung menjelaskan tentang tahap-tahap pengendalian yang dilakukan oleh aparat Kecamatan Margahayu. Controlling is done to ensure issuance of permits interference running efectively. However, there are still businesses that do not have a permits interference or businesses that already have a permits interference but its activities harm others scattered like trash, air pollution, sound pollution, and others. This research used deductive qualitative methods with data collection techniques through library research and field studies that include observation and indepth interviews. The determination of the informants in this study were selected based on considerations of the parties involved in the controlling. Then the data obtained from interviews with the steps described which includes: data reduction, data presentation, draw a conclusion/verification. The theory used in this research is the theory by Stephen P. Robbins about stages of control, namely: measuring actual performance, comparing actual performance with the standard, and takingmanagerial action.                            Conclusions from the results of this research is controlling that conduct by Sub-district Margahayu officials has been through the stages of control, namely: measuring actual performance, comparing actual performance with the standard, and taking managerial action. Abstract

This research is about Strategy of Water supply and sanitations Community Based Sanitation (Pamsimas) In Indragiri Hulu Regency. This research is useful to find a solution. The problem in this research is that the pamsimas program, water service only fulfills <20% of service target facilities.that have been built not functioning optimally From 108 villages only 62 villages with well-built infrastructure and 23 partially functioning villages. Asmoko (2013) Fishbone analysis is a tool that is the only thing and the factors that cause it. This fishbone or fishbonediagram analysis shows the circumstances by looking at the effects and causes that contribute to this category with the categories of Labor, Machine, Methods, Materials, and Media. This study aims to find strategies for improvement and management that have been built. qualitative research with a Fishbond analysis approach. That will be OK to make a decision for. Based on the results of research the main cause in poor achievement of net service target of PAMSIMAS program is the weakness of human resources. Abstract

This study aims to determine and analyze the influence of supervision on the performance of employees of industry and trade sub division of supervision of goods and services Riau Province and its inhibiting factors. The type of research used is survey research,primary data source is all employees of Industry and Trade Sub Division of Supervision of goods and services Riau Province amounting to 85 people.Sampling technique by probability with census / saturated sampling technique is the sample taken based on the total population.Data analysis is done descriptively quantitative.The result of the research shows that supervision has positive and significant effect on employee performance with coefficient of determination (r2) value is 0,932,Meaning that 93.2% of employee performance is influenced by supervision.The inhibiting factor in supervision is that the leadership has not conducted regular and structured supervision.In addition there are difficulties in the supervision of goods and services in circulation because many new products and not in accordance with the standards. Keywords: supervision, performance of employees ABSTRAK  Penelitian ini bertujuan untuk mengetahui dan menganalisispengaruh pengawasan terhadap kinerja pegawai Disperindag Sub Bidang Pengawasan barang dan Jasa Propinsi Riau serta faktor-faktor penghambatnya.Jenis penelitian yang digunakan adalah penelitian survey, sumber data primer adalah seluruh pegawai Disperindag Sub Bidang Pengawasan barang dan Jasa Propinsi Riau yang berjumlah 85 orang.Teknik pengambilan sampel secara probabilitas dengan teknik sensus/jenuh sampling yaitu sampel yang diambil berdasarkan jumlah populasi secara keseluruhan.Analisa data dilakukan secara deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa pengawasan berpengaruh positif dan signifikan terhadap kinerja pegawai dengan nilai koefisien determinasi (r2) sebesar 0,932, artinya 93,2% kinerja pegawai dipengaruhi oleh pengawasan. Adapun faktor penghambat dalam pengawasan adalah pimpinan belum melakukan pengawasan secara rutin dan terstruktur. Selain itu ada kesulitan dalam pengawasan barang dan jasa yang beredar karena banyak produk baru dan tidak sesuai dengan standar.  Kata Kunci : pengawasan, kinerja, pegawai

Abstract

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. Its just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Abstract

ABSTRACT Minimum service standards hereinafter abbreviated SPM is a provision of the type and quality of basic services that are obligatory area obtained every citizen is entitled to a minimum. Minimum Service Standards health sector Health hereinafter referred SPM is a benchmark performance of health services, held the Regency / City. Health decentralization in Indonesia has been implemented since 2001.Basic health services Pekanbaru City can not be said to be good. Total availability of medical personnel and doctors are not proportional to the population. Distribution of medical personnel and doctors uneven per-districts in the city of Pekanbaru. Besides the availability of health centers, polyclinics and sub Per-districts are also uneven. Standar Pelayanan Minimal bidang kesehatan selanjutnya disebut SPM Kesehatan adalah tolok ukur kinerja pelayanan kesehatan yang diselenggarakan Daerah Kabupaten/Kota. Desentralisasi kesehatan di Indonesia telah dilaksanakan sejak tahun 2001.Pelayanan kesehatan dasar Kota Pekanbaru belum dapat dikatakan baik. Jumlah ketersediaan tenaga medis dan dokter tidak sebanding dengan jumlah penduduk. Distribusi tenaga medis dan dokter yang tidak merata per-kecamatan di Kota Pekanbaru. Selain itu ketersediaan Puskesmas, Poliklinik dan Pustu per- kecamatan juga tidak merata. Abstract

ABSTRACTSchool-based Management (MBS) rose as an answer for reformation promise in education sector. Since MBS was launched 16 years ago, schools were expected to be able to use their authorities to manage their resources. It was so necessary in order to make a higher quality of schools and their alumni. Bringing decentralization and democratic spirits, it became a brand-new atmosphere in Indonesia’s education program. Yet, MBS itself still had so many things to do and improve. It because of the dependency of its program to its stakeholders’ interests, people’s participation, budgeting politics, and also the level of people’s understanding to the urgency of MBS existence which was not yet internalized adequately.  Keywords: school-based management (MBS), participation, democracy, education decentralization.  INTISARIManajemen Berbasis Sekolah (MBS) lahir sebagai jawaban atas tuntutan reformasi di bidang pendidikan. Dengan diberlakukannya MBS sejak 16 tahun lalu, sekolah diharapkan dapat memanfaatkan kewenangannya untuk mengelola sumber dayanya sendiri demi peningkatan kualitas sekolah dan lulusannya. Dengan semangat desentralisasi dan demokrasi, MBS menjadi udara segar dalam dunia pendidikan Indonesia. Namun MBS sendiri masih memiliki banyak pekerjaan rumah yang harus diselesaikan. Based on their initial observations of problems in implementing Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.in terms of human resources mampun Technology. This study focuses on the Implementation of E-Government through Employment Service Application System (SAPK Online): (1). To Knowing how the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. (2). For Knowing the factors inhibiting the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. This study is a qualitative study with the primary objective to describe and depict in detail and depth about how the implementation of E-Government in personnel administration through the Employment Service Application System (SAPK Online). Then the data analysis techniques used in this research was qualitative descriptive analysis, which is a technique that tries to describe things that are special to the data obtained through observation, interviews and documentation so that a qualitative data, to be analyzed further to become a conclusions according to the indicators that have been determined by the authors. Keywords: E-Government, SAPK Online, Personnel Administration. Abstrak Penelitian ini dilakukan di kantor Badan Kepegawaian Daerah Pekanbaru. Penelitian ini merupakan penelitian kualitatif dengan tujuan utama untuk menggambarkan dan menggambarkan secara rinci dan mendalam tentang bagaimana implementasi E-Government dalam administrasi personil melalui Dinas Pekerjaan Application System (SAPK online). Kemudian teknik analisis data yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif, yaitu teknik yang mencoba untuk menggambarkan hal-hal yang khusus untuk data yang diperoleh melalui observasi, wawancara dan dokumentasi sehingga data kualitatif, untuk dianalisis lebih lanjut untuk menjadi kesimpulan sesuai dengan indikator yang telah ditentukan oleh penulis. Kata kunci: E-Government, SAPK Online, Administrasi Personalia.

Abstract

Abstrak Presiden Republik Indonesia Joko Widodo telah menargetkan jumlah wisatawan mancanegara pada tahun 2016 ini mencapai 20 juta jiwa ke Indonesia. Berbagai program tengah diupayakan untuk mewujudkannya. Hal ini perlu pula didukung oleh pemerintah daerah termasuk Pemerintah Kabupaten Kampar. Sebab di Kabupaten ini terdapat salah satu objek wisata unggulan yang belum terkelola dengan baik namun sudah terkenal. Sebut saja Kebun Durian yang terletak di Kecamatan Gunung Sahilan Kabupaten Kampar, Riau.Tujuan kegiatan penelitian ini adalah pertama; untuk menganalisis kinerja pembangunan kepariwisataan Kebun Durian di Kabupaten Kampar. Kedua, untuk mengetahui dan menganalisis hambatan pembangunan kepariwisataan Kebun Durian di Kabupaten Kampar.Penelitian dilakukan di Desa Kebun Durian Kecamatan Gunung Sahilan Kabupaten Kampar. Populasi dalam penelitian ini adalah Aparatur Pemerintah dan pihak terkait. Kepala Desa dijadikan sebagai Key Informance. Teknik penarikan sampel yang digunakan adalah sensus untuk aparatur pemerintah dan teknik aksidental untuk masyarakat. Sumber dan jenis data dalam penelitian ini adalah primer dan sekunder. Data yang telah terkumpul berdasarkan jenis dan bentuk data, untuk selanjutnya data dianalisa secara deskriptif kualitatif.                Dengan berlakunya UU no. 10/2009 Tentang Kepariwisataan, maka dewasa ini Pembangunan Kepariwisataan Indonesia umumnya dan Riau khususnya dilakukan dengan mengacu pada ketentuan-ketentuan UU tersebut.Penyelenggaraan kepariwisataan dilaksanakan berdasarkan berbagai prinsip sebagaimana diamanatkan dalam pasal 5 UU tersebut. Pembangunan kinerja kepariwisataan Kebun Durian di Kabupaten Kampar kurang baik.  Umumnya para responden menjawab kurang baik (14,75) dan cukup baik (14,25) sementara baik (0). Kata Kunci: Kinerja, Pembangunan, Kepariwisataan  Abstract                     President of the Republic of Indonesia Joko Widodo has targeted a number of foreign tourists in 2016 reached 20 million to Indonesia. The population in this study is the Government apparatus and related parties. Serve as the Village Head Key Informance. The sampling technique used is the census for the government apparatus and techniques for public accidental. Sources and types of data in this study are primary and secondary. Data have been collected based on the type and form of data, for subsequent qualitative data is analyzed descriptively.                    With the enactment of Law no. 10/2009 About Tourism, the Tourism Development today Riau Indonesia in general and in particular shall refer to the provisions of the Act. Tourism operations carried out by the principles as set out in Article 5 of the Law. Durian Gardens development of tourism performance in Kampar regency unfavorable. Abstract

ABSTRACT Poverty in underdeveloped countries are characterized by rapid population growth. In Indonesia, the governments role in population to be submitted to the National Population and Family Planning (BKKBN). One of the programs is to Increase Revenue BKKBN Family’s Welfare (UPPKS). From 2010 to 2013 a decrease in the number of groups UPPKS. Based on the problems identified factors researchers focused on strength (strength), weakness (weakness), chance (opportunity) and threats (threat) in order to optimize the achievement of program outcomes UPPKS the Directorate. The purpose of the study was to look at factors weaknesses, strengths, threats and opportunities and choosing the right strategy to optimize the achievement of program UPPKS. The method used is the SWOT and AHP. The results showed the best strategy is derived from the power factor and the opportunities (SO): (1) take advantage of the availability of technical guidance for the development of work by local partners; (2) maximizing the data base to cooperate with other agencies that have programs that are compilance empowerment; (3) utilizing the integrated use of the website to attract cooperation as a form of technological development and utilization of information. Utilizes the integrated use of the website to attract cooperation is priority. Keywords: Keluarga Sejahtera(UPPKS), SWOT, AHP, BKKBN ABSTRAK Kemiskinan di negara terbelakang dicirikan dengan pertumbuhan penduduk yang cepat. Di Indonesia, peran pemerintah dalam bidang kependudukan diserahkan pada Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN). Salah satu program BKKBN adalah Upaya Peningkatan Pendapatan Keluarga Sejahtera (UPPKS). Sejak tahun 2010 hingga 2013 terjadi penurunan jumlah kelompok UPPKS. Berdasarkan permasalahan tersebut peneliti memfokuskan pada identifikasikan faktor kekuatan (strength), kelemahan (weakness), kesempatan (opportunity) maupun ancaman (threat) agar dapat mengoptimalkan hasil pencapaian Program UPPKS pada Direktorat. Tujuan penelitian adalah untuk melihat faktor kelemahan,kekuatan, ancaman dan peluang dan memilih strategi yang tepat untuk mengoptimalkan pencapaian program UPPKS. Metode yang digunakan adalah SWOT dan AHP. Hasil penelitian menunjukkan bahwa strategi terbaik berasal dari faktor kekuatan dan peluang (SO) yaitu (1) memanfaatkan ketersedian petunjuk teknis untuk pengembangan mitra kerja oleh daerah; (2) memaksimalkan pengggunaan data basis untuk bekerjasama dengan lembaga lain yang memiliki program pemberdayaan yang bersifat compilance; (3) memanfaatkan penggunaan website terintegrasi untuk menarik minat kerjasama sebagai bentuk pemanfaatan perkembangan teknologi dan informasi. Alternatif strategi tersebut diolah dengan menggunakan metode AHP sehingga ditemukan strategi prioritas untuk pengoptimalan pencapaian program UPPKS. Prioritas kebijakan yaitu memanfaatkan penggunaan website terintegrasi untuk menarik minat kerjasama sebagai bentuk pemanfaatan perkembangan teknologi dan informasi. Kata Kunci: Keluarga Sejahtera  SWOT, AHP, BKKBN
