Abstract

Health issue is one of national priority issue in Brunei in recent decades. Sultan of Brunei formed the seriousness of the health accord with the realization of the national development agenda Health Promotion Blueprint 2011-2015 and the Brunei Vision 2035. This paper is aims to answer the question why Brunei ratified the WHO Convention on Tobacco Control. This paper is an explanatory with qualitative approach. Data collection method in this research is through library with secondary data sources. All data are taken from books, journals, internet articles and other relevant data to the research. By using the theory of the rational actor model of decision making and the concept of health security, this research shows the policy taken by the Sultan of Brunei is a form of the Health Security of Government to the citizens. Sultan of Brunei ratified the WHO Framework Convention on Tobacco Control because of health issue is including in national development agenda. Various efforts to create Brunei Darussalam as a free smoke state in 2025 have been realized. The evidence of the successes policy of Brunei Government related to tobacco control shown by activities of imported tobacco is significantly decreased and also decreasing the number of smokers in Brunei in 2011. It was also offset by the increasing level of public health in Brunei and the achievement of some of WHO health targets as the Millennium Development Goals.

Abstract

The background of this scientific paper is the author’s awareness of Indonesias crude palm oil production which is abundant and the potential to expand its sales to a larger scale. But its potential to grow has to face many problems in the development process. The most severe constraint that is felt by the government of Indonesia is the black campaign on Indonesian palm oil by European countries. Palm oil produced by Indonesia is not considered environmentally friendly and causing natural damage in the plantation process. Yet, in the reality, Europe countries still use crude palm oil from the countries of themselves. This case according to international relations science can be regarded as EU’s effort of protectionism against palm oil production by another country. Protectionism is the act of a country formulating economic policy in such a way in order to protect the domestic economy from the domination of foreign products, thus requiring different powers of government that affect trade patterns and location of economic activity globally. To deal with this policy, Indonesian government must take some serious actions to minimize the occurrence of protectionism done by other countries. The same protectionism effort has also been faced by the Canadian government through the meat import that has been declined by America due to their protectionism policy. Indonesian government can carry out Canadian rescue mechanism against protectionism as a model to face European practice of protectionism. The effort is to do forum shopping to choose the right legal framework to address these issues. In addition to efforts by forum shopping, Indonesia can also make a positive campaign about the advantages of palm oil production in cooperation with the epistemic community. These things need to be done by the government of Indonesia to rescue the production of palm oil

Abstract

ASEAN Economic Community (AEC) is one of bog changes that is being done by ASEAN on its attempt in integrating the region. One of this community vision is to bring ASEAN on becoming one regional production network, where ASEAN would not be seen as separate entity, instead ASEAN would be seen as one integrated area of investment. In this paper, automotive industry is chosen because of its history in the region as one of sector that has been developed for a long time and always have full support from the domestic government. This paper will try to analyze the effectiveness of AEC implementation in developing regional production network of automotive industry, and how far each of domestic government are willing to push this integration effort.

Abstract

  Despite economic integration challenges, ASEAN faces greater security challenges. It is obvious to assert that a stable economic development requires a secure regional atmosphere. The most probable threats against ASEAN are ranging from hostile foreign entities infiltration, intra and inter states disputes, radical religious movements, human trafficking, drugs and narcotics smuggling, cybercrimes and environmental disasters. In 2009, ASEAN established the ASEAN Political and Security Community as the umbrella of ASEAN’s political and security initiatives. APSC slots in some significant fora; ASEAN Intergovernmental Commission on Human Rights (AICHR), ASEAN Foreign Ministers Meeting (AMM),  ASEAN Regional Forum (ARF), ASEAN Defense Minister’s Meeting (ADMM), ASEAN Law Ministers Meeting (ALAWMM), and ASEAN Ministerial Meeting on Transnational Crimes (AMMTC). The wide array of these forums signify ASEAN efforts to confront double features of security; the traditional and nontraditional or critical security. The traditional security considers state security as the primary object security. While the critical security tends to focus on non-state aspects such as individual human being as its referent object. Even though some argue that APSC has been able to preserve the stability in the region, it still lack of confidence in solving critical issues such as territorial disputes and irregular migrants problems.Therefore, this piece would examine the fundamental questions: How does ASEAN address beyond state security issues in its security policy through APSC? To search for the answer this paper would apply critical security studies approach. Critical security posits that threats are not always for the states but in many cases for the people. Based on the examination of ASEAN security policies, this paper argues that ASEAN’s security policy has touched the non-traditional security issues but showing slow progress on its development and application.

Abstract

The Syrian conflict brings warfare to a new level where jihadists have evolved from small terrorist cells into large armed groups. The Islamic State of Iraq and Sham (ISIS) seem to be the most outstanding and eye-catching of all, as they seem to be the strongest and most brutal among them.They have allegedly committed numerous breaches of international humanitarian law(IHL). especially in the treatment of War Captives. This includes summary execution, torture, and even acts of crucifixion. While ISIS claims to follow only Islamic law and dismisses other laws, does this mean that Islamic laws of war are inconsistent with IHL? This article will first examine relevant rules of IHL and Islamic laws of war with a focus on the treatment of war captives, finding that the two laws are generally consistent except for a few points. Then the practice of ISIS regarding the treatment of war captives will be observed, and it will be found that there are numerous evidence of violations towards both IHL and Islamic law.

Abstract

This study aims to understand the power of NGOs through advocacy campaign strategies to change the behavior or policies of other actors. This study analyzed Greenpeace advocacy on Detox Campaign on Fashion in China, in the period of 2011 to 2013. The main advocacy strategies used by  Greenpeace is campaign—include information politics, leverage politics, symbolic politics and accountability politics. This research also analyzed the relations between Greenpeace as NGO and targeted actors, namely global brand fashion, global society and state actors, China. This study found that the campaign strategy success in influencing targeted actors to change their behavior and policies regard to the issue of water pollution in China.

Abstract

This article tries to analyze the dynamic of negotiation processes between Government of Republic of Philippines (GRP) and Moro Islamic Liberation Front (MILF) since 2001 until 2008. It will concern in the negotiation process toward the ancestral domain aspect as the last three major aspects of the Tripoli Agreement on Peace 2001 using literature studies. According to the ripeness theory (Zartman and Faure, 2005), GRP and MILF has been conducting negotiation for 2008 because both conflicting parties have realized the two situations of the Mutually Hurting Stalemate and Mutually Enticing Opportunity. Both conflicting parties has shared the bad experience toward military fighting of Mindanao conflict and realize that by conducting a negotiation they can has expectation on the certain goals for the future. They try to avoid catastrophe situation and gain several benefit from local and international support in the term of politics, social and economic sphere.

Abstract

The objectives of this study are to explore Islamic Idea about the concept of power and model of the international political system as Realist central theme, in order to guide Moslem International Relations Scholar knowing the meaning of their existence as Allah servant. This study also as the first step to constructing the practice of international relations based on Islamic Idea. The method of this study is “the revelation guide science” by interpreted Al Quran and Hadist, dialectic it with the mainstream theories and the reality of international relations, and then from the propositions of Islamic Idea, which are: power is the central concept of Islam Religion. Allah is the owner of absolute power on the universe. Human in every level of the social institution has the relative power. Human relative power is limited by space, time and relational. Human relative power comes from Allah as His delegation on the earth. The sources of human relative power are Wisdom, strength, wealth, and beautiful. Every human being who hold the relative power role as Allah agent for the merciful of the universe. The relative power will be audited by Allah S.W.T. The model of the international political system in Islamic Idea is World Society.

Abstract

Since its inception in 1919 from “the womb” of Western civilization, International Relations could not escape from the domination of Western empirical experiences, logics, cultures and worldviews. Islamic perspective as an alternative thought as well as analytical lens in contemporary International Relations appeared on the surface at the end of twentieth century. However, the study of Islamic perspective in International Relations was actually started as early as the middle of the second century of Hijrah within the discipline of Siyar. Islamic perspective in International Relations contained unique principles and way of thinking differed from Western tradition. This article showed how actually Islamic perspective had been applied in the study of relations among nations since Prophet Muhammad Shallallahu ‘Alaihi Wasallam until contemporary Islamic scholars and Islamic law jurists’ era. In Indonesia, the wave of Islamic high learning institutions transformation status at the end of President Susilo Bambang Yudhoyono’s government also opened the gate for awakening of Islamic perspective application in the field of International Relations. This was no wonder as the study of Islamic perspective in International Relations already had its own history, tradition, and basic philosophy.

Abstract

This research is intended to analyze how Ahmadinejad’s political view affects U.S.-Iran relations in 2005-2009 and how such a view has been constructed. This research is also based on the idea that an individual, in this case is the leader, is the factor distinguishing the results of the foreign policies. U.S.-Iran relation, which was getting better, was worsened under Ahmadinejad’s administration. His political decision is resulted from his political view. Indeed, his political view has something to do with the view framing process. The process of framing Ahmadinejad’s political view is closely related to his life and political experiences.
