PURPOSE The Asian Journal of Technology management aims to promote interdisciplinary research regarding the special problems and opportunities related to technology management fields in Asia and its effects beyond. Abstract

The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.Keywords : E-Procurement, E-Procurement Implementation, Political Process, Principal Influence, Agent Influence.

Abstract

Management of Technology (MOT) is defined as an academic discipline of management that enables organizations to manage their technological fundamentals to create competitive advantage. MOT covers a wide range of contents including administrative strategy, R&D management, manufacturing management, technology transfer, production control, marketing, accounting, finance, business ethics, and others. For each topic, researchers have conducted their MOT research at various levels. However, a practical and pragmatic side of MOT surely affects its research trends. Finding changes of MOT research trends, or the chronological transitions of principal subjects, can help understand the key concepts of current MOT. This paper studied a bottom-up trend in research fields in MOT by applying a text-mining method to the conference proceedings of IAMOT (International Association for Management of Technology). First, focusing on only nouns found several keywords, which more frequently emerge over time in the IAMOT proceedings. Then, expanding the scope into other parts of speech viewed the keywords in a natural context. Finally, it was found that the use of an important keyword has qualitatively and quantitatively extended over time. In conclusion, a bottom-up trend in MOT research was detected and the effects of the social situation on the trend were discussed.Keywords: Management of Technology; Text Mining; Research Trend; Bottom-up Trend; Patent

Abstract

Financial economics have benefited from game theory advances and its application to various domains where competition is present. Following relevant research this paper presents a literature review of recent works on the intersection of real options and game theory, especially on signaling games. A preliminary background is presented initially and next a review of the works is presented. The paper compiles existing works to a useful reference for researchers in the field. Abstract

Small medium enterprises (SMEs) play a big role for GDP in Indonesia. In 2012, SMEs made contribution 59,08 % for GDP Indonesia. The amount of SMEs in Indonesia is 99,99 % from total company in Indonesia. From that data, we know that SMEs is very big market in Indonesia. However, despite many big contributions that SMEs gave, SMEs also have challenges for themselves. The limitation of capital is one of challenges that SMEs have to face. The limit of capital make SMEs spend their capital wisely. They have to think very carefully how to expand their business. Is it profitable or not. In this paper we want to understand about the phenomenon why SMEs are hard to implement information and system technology. We used observation and secondary data to construct the variables. After that, we use the variables to build the model using system dynamics. And then we simulate it to know the impact implementation of information technology to flow business of SMEs. To propose new alternative technology (cloud computing), we modified the variables in the model and simulated it. We compared the result between own information technology and cloud computing. The result shows that cloud computing is suitable to be implemented in SMEs.Keywords : Cloud computing, SME, System Dynamic, Information Technology, Model

Abstract

In recent business practices, the need of the formal document for business, such as the business license documents, business domicile letters, halal certificates, and other formal documents, is desperately needed and becomes its own problems for businesses, especially for small and medium enterprises. One stop service unit that was conceived and implemented by the government today, has not been fully integrated yet. Not all permits (related with formal document for business) can be completed and finished in one place, businesses are still have to move from one government department to another government department to get a formal document for their business. With these practices, not only a lot of the time and cost will be sacrificed, but also businesses must always fill out a form with the same field. This study aims to assess and identify the problem, especially on applying the formal document for business, and use it as inputs for the development of a web application based on secure and encrypted sharing process. The study starts with a survey of 200 businesses that have applied the formal document for their business, to map the initial conditions of applying the formal document for business in Indonesia . With these applications that are built based on these needs, it is expected that not only the time, cost, and physical effort from both parties are becoming more efficient, but also the negative practices of bureaucratic and economic obstacles in business activities can be minimized, so the competitiveness of business and their contribution for national economy will increase.Keywords : Formal documents, Efficiencies, Web application, Secure and encrypted sharing process, SMEs
