Abstract

The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.Keywords : E-Procurement, E-Procurement Implementation, Political Process, Principal Influence, Agent Influence.

Abstract

This paper focus on design of company performance management for corporate level of XCompany that produces food ingredient to supply instant noodle, snack and processed meatindustries. The framework of proposed performance measurement systems is combining of theBalanced Scorecard (BSC) and Malcolm Baldrige National Quality Award (MBNQA). Fourperspectives that are Financial, Customer, Internal Process, and Learning & Growth are based onthe BSC framework in which in every perspective several variables are developed using the BSC aswell as the MBNQA approaches. In the Financial Perspective there are three indicators focusesnamely Shareholder Satisfaction, Direct Profit Contribution and Asset Utilization. In the CustomerPerspective consist of Customer Satisfaction, Market Share and Based Customer. In the InternalBusiness Process perspective consist of four indicators namely New Product Development, SupplyChain Management, Productivity and Quality System. Abstract

ASEAN already proposed financial integration through capital market integration based on ASEAN Economics Community (AEC) 2020 treaty in order to aim comprehensive ASEAN economic integration. The objective of this study is to occur the capacity of Indonesian in terms of integrating its capital market towards the big four i.e., Singaporean, Malaysian, Philippines, and Thailand.  Vector Auto-regression (VAR) analysis is utilized to investigate Indonesian market returns co-movement and dynamic link with ASEAN 4. The conclusion of this study, there is neither co-movement nor strong dynamic link between Indonesian capital market with those of Singaporean, Malaysian, Philippines, and Thailand. Abstract

This study analyzes influences of Information and Communication Technology (ICT) in the structural changes of Japanese industrial sectors from 1985 through 2005. ICT is represented by two explanatory variables, computers (including main parts and accessories) and telecommunications equipment. We investigate influences by the Constrained Multivariate Regression (CMR) model and test the statistical significance of this model by the Likelihood Ratio Test (LRT) method. We then perform microscopic analysis, focusing on the commerce, business services and office supplies, and personal services sectors. The results show that these variables, separately and jointly, had significant influence on structural changes in Japanese industrial sectors, including the analyzed ones. The patterns of influence in analyzed sectors are, however, different. Abstract

Holonic modeling analysis which is the application of system thinking in design, manage, and improvement, is used in a novel context for business process modeling. An approach and techniques of holon and holarchies is presented specifically for small and medium sized enterprise process modeling development. The fitness of the approach is compared with well known reductionist or task breakdown approach. The strength and weaknesses of the holonic modeling is discussed with illustrating case example in term of its suitability for an Indonesia’s small and medium sized industry. The novel ideas in this paper have great impact on the way analyst should perceive business process. The phenomenon of Shrinking Defense Capabilities is only the tip of the iceberg of Indonesian Defense System’s problem. The root of the problem that lies beneath and outside is keep untouched. This journal is the part of the efforts to reveal the phenomenon’s structure that binding as a system. Abstract

Planning Operation subdivision at PT Pertamina has to generate supply decisions includingmain depot to supply, supply point and transportation mode. However, the variability inplanning a supply schedule renders the process of determining a supply decision asineffective. The last assessment on uncertainties was done at 2006 and has not beenconsidered during decision making process. On the other hand, the result of this researchindicates that the uncertainty level is too high to be ignored and the poor informationexchange between the regional offices and the head office decreases the Planning Operation’sability to create plans that covers the company condition. This paper proposes an appropriatesafety stock to withstand the uncertainties and a supply scheduling process that also considersuncertainties by using Monte-Carlo Simulation with random numbers to simulate the events inthe upcoming period.Key words: inventory management, distribution planning, managing uncertainties, montecarlosimulation

Abstract

Interbank lending is one mechanism that can make shock, which is accepted by one bank spread to other banks (contagion). There are several researchers that focused their research on analyzing the effect of interbank lending to systemic risk. However, there is a few research that analyzed the effect of banks’ decision maker’s behavior, especially on the bank interbank lending to the systemic risk. In this research, the author creates an agent-based  simulation of the banking system to analyze the effect of banks’ decision maker’s behavior to systemic risk in economic downturn condition. The preliminary result from this research is for an economic downturn in a long time period, the banking system with a low net worth to the assets ratio threshold will produce more default bank than the banking system with a high net worth to the assets ratio threshold. However, for an economic downturn in small time period, banking system which all bank in their system has the higher net worth to assets ratio threshold will have the default bank first than the banking system which has the lower net worth to the assets ratio threshold. Abstract

Abstract. The current and rising challenges in engineering education demand graduate engineers who are well-prepared to provide innovative solutions as technical specialists, system integrators and change agents. Realizing the importance of producing a highly competent manpower, the Malaysian Government has put considerable pressure to the universities to produce engineers who are competitive in the global market. Hence, this assignment of developing a highly competence engineering technologist workforce in support of the government policy highlights issues pertaining to the development and offering of practical-oriented programs as a knowledge expansion in engineering education at universities as envisioned by the Malaysian Government.  This paper evaluates the current scenario and examines the application-oriented programs of engineering technology education as practice in local institutions in Malaysia in comparisons to some universities abroad. It also investigates the challenges faced by university management in dealing with issues concerning national quality assurance and accreditation pertaining to the engineering technology education programs. Specifically, it analyzes the faculty planning of pedagogies in term of hands-on skills in teaching and learning. A key conclusion of this research is that Malaysian universities need to evaluate its engineering technology education strategies if they aim for quality assurance and accreditation to be established and aspire for successful attempts towards the creation of the requisite knowledge workers that Malaysia needs.Keywords: application-oriented, engineering education, engineering technology, hands-on skills, knowledge expansion

Abstract

Supplier selection is an important part of supply chain management process by which firms identify, evaluate, and establish contracts with suppliers. Deciding the right supplier can be a complex task. As such, various criteria must be taken into account to choose the best supplier. This study focused on the supply in the packaging division of a food industry in Denpasar-Bali. A combination of Taguchi Loss Function and fuzzy-AHP (Analytical Hierarchy Process Fuzzy Linear Programming) was used to determine the best supplier. In this analysis, several suppliers’ criteria were considered, namely quality, delivery, completeness, quality loss and environmental management. By maximizing the suppliers’ performances based on each criterion and aggregating the suppliers’ performances based on the overall criteria, the best supplier was determined.
