Abstract

Meningkatnya kehadiran China di Pasifik Selatan menarik perhatian.Peningkatannya di kawasan yang dianggap sebagai ‘western lake’, secaraekonomi tidak prospektif dan secara politis tidak stabil, telah menimbulkanberbagai pertanyaan. Benarkah sementara Barat menggunakan hard power,China menarik perhatian dengan soft powernya? Peningkatan kehadiranChina menimbulkan spekulasi bahwa China adalah hegemon baru. Penulisberargumen bahwa Pasifik Selatan bukan pusat perhatian baru bagi China,dan China bukanlah pemain baru di sana. China adalah aktor global denganagenda strategis yang dibangunnya di masa lalu dan diperkuatnya ketikawilayah ini ditinggalkan kekuatan-kekuatan tradisionalnya. Menggunakanperspektif realisme stratejik, kehadiran China di Pasifik adalah menyiasataipluralitas global dalam rangka mengambil peluang strategis. perspektif inimemberi nuansa baru dalam memahami hubungan internasional di PasifikSelatan.

Abstract

With its growing geopolitical inclination, Russian foreign policy has beenconsidered as a resurgence of Eurasianism (Neo-Eurasianism).Notwithstanding its strong geopolitical sense, Eurasianism is multifacetedconcept. It is often associated with philosophical thinking, cultural andpolitical doctrines which changed over time and yet full of contradictions. Thisarticle seeks to find out the influence of Neo-Eurasianism in Russian foreignpolicy. Tracing back the idea of Eurasianism from historical perspective andemploying Graham Smith classification on school of Eurasianism, this articleargues that the rise of Neo-Eurasianism in Russia is driven by the needs todefine and strengthen the spheres of influences. It is mainly motivated byethnocentric sentiments to expand the sphere of influences across the border as a safeguard and protection. Neo-Eurasianism compromises building aforeign policy consensus based on political culture and national awareness.

Abstract

Feminists claim that national security is a model of masculinity domination,which hardly disputes. This essay addresses feminists critique on notion ofconventional security and provides feminists own definition. It shows thatfeminists adopt comprehensive approach in relation to security. They tend todefine security in a broad term to accomodate contemporary issues. They alsopropose neutral concept of security to demonstrate that security is notexclusively men’s business.

Abstract

At the beginning of the 21st century, the world started to spot India as one ofthe global epicenter of Information Technology (IT) industry. Unlike any otherindustries, IT caters the idea of knowledge and market, two essential pillars inthe knowledge economy. Also, unlike the old type of financial economy whichtends to be excessive due to its weighting on growth development, the termknowledge economy brings the idea of human capital investment and greateropportunity for vertical mobilization, hence promises more social equity.However, despite a more positive outlook towards India, records on poverty,malnutrition, and other social issues in India seem unmoved. This paperattempts to highlight how IT industry has actually developed in India and howlikely it will lead to.

Abstract

This paper examines the transformation within the practice and concept ofcontemporary peacebuilding. Peacebuilding, practically and conceptually, hasbeen dominated by the liberal peace paradigm. In this case, theinstitutionalising of its core ideas such as democratisation, human rights, therule of law, and liberal market system to the post-conflict states and to a socalled ‘fragile/failed states’ aiming at bringing peace and security has failed to create a comprehensive and sustainable peace on the ground as exemplified in Nicaragua, Haiti, Bosnia, Afghanistan, and other post-war states. Scholars focused on the issue of peacebuilding have engaged to a new approach that challenge the domination of the liberal paradigm through the accommodation and appreciation upon the ‘local’ and thus create spaces for the interaction between the liberal and the ‘local’ within forms of ‘hybrid peace’ or ‘hybrid peacebuilding’

Abstract

Kajian ini membahas mengenai program hibah Millennium ChallengeAccount (MCA) di Indonesia yang merupakan salah satu proyek bantuan luarnegeri Amerika Serikat (AS). Para ahli berpendapat bahwa pemberianbantuan luar negeri selalu terkait dengan motif negara donor. Studi inimenginvestigasi motif AS dalam pemberian hibah MCA ke Indonesia.Ditemukan bahwa MCA dirumuskan untuk motif politik dan ekonomi. Motifpolitik terkait dengan upaya AS untuk menunjukkan komitmen dalam isupelestarian lingkungan global. Motif ekonomi terkait dengan upaya-upayaAS untuk melindungi perusahaan minyak dan gas AS di Indonesia terhadaptuntutan untuk masalah lingkungan dan sosial, perluasan pasar AS untukproduk kesehatan dan farmasi, dan pembentukan iklim yang kondusif bagiperusahaan AS

Abstract

This paper is concerned with two main issues, Indonesian women workingabroad in the informal sector, mostly as domestic workers and the potentialsof other women stakeholders in addressing issues faced by women migrantworkers. This paper is written based on the assumption that an identificationof potential women at various levels and institutions may contribute to thesearch for solutions for the problems faced by the women migrant workersand that women should be seen as active actors that may contribute to theproblem solving. The identification in this paper has been able to identify theexistence of a number of prominent women migrant workers advocates, arguefor their existence in various parts within the labour migration system toguarantee a protected migration for women labour, and suggest for thewidening of the scope and activism of these women migrant workersadvocates, in line with their movements across institutions.

Abstract

Rezim internasional terbentuk oleh organisasi internasional di bawahWashington Consensus. Organisasi internasional seperti World TradeOrganization (WTO) mengakomodasi kepentingan negara-negara maju. WTO membuat aturan main perdagangan dunia, salah satu di antaranya adalah mengatur subsidi pangan. Hal tersebut menimbulkan perdebatan mengenai besaran subsidi pangan antara negara maju dan negara berkembang. Dalam Pertemuan WTO di Bali, India memberikan usulan besaran subsidi pangan 5 persen lebih tinggi dibandingkan usulan WTO dan berhasil disetujui dalam forum WTO yang melahirkan Paket Bali. Usulan India mengenai besaran subsidi pangan terkait dengan kebijakan dalam negeri mengenai keamanan pangan. India pada September 2013 mengesahkan Undang-Undang Keamanan Pangan dan menerapkan kebijakan pangan murah untuk kaum miskin. Populasi yang besar menyebabkan India sangat rawan akan ancaman ketersediaan pangan. Penelitian ini menganalisis bagaimana kebijakan pangan India dalam memperkuat kepentingan nasionalnya di tengah rezim globalisasi.

Abstract

The US rebalancing strategy in Asia Pacific confirms the importance of AsiaPacific region particularly for the US and her interest. A rapid economicdevelopment in Asia Pacific states coupled with security dynamics thatpotentially triggers instability in the region have become driving factors forthe US involvement in the region. The US (re)-existence as well as her activeengagement obviously gives rise to multiple responses and leads to negativeperception. This article perceives that the US pivot in Asia Pacific including thestrengthening of US influence in the region might provoke tension particularlywith China. Nonetheless, a common and mutual interest in economic andsecurity has forced both states to self-restrain and develop strategicpartnership, which is essential to achieve their common goals together withother Asia Pacific states. To understand the US strategy and the impact of thestrategy, this article analyzes the US official documents as well as otherrelated states’ documents, and using the “post-modern states” approach toexplain the implication of US military strategy
