Abstract

This article will talk about security dilemma and offense-defense balance in the South China Sea. The rising of China’s power in the South China Sea that facilitate the process security dilemma makes cooperation between claimant countries become more difficult. Regarding this matter, it’s important to explain why cooperation in the area is difficult in the midst of many literatures that advocated cooperation as the tools for conflict management in the South China Sea. In order to form an ideal explanation, this article will refer to the concepts of security dilemma and offense-defense balance by Robert Jervis. The data in this article will be explored using qualitative research method of literature review to illustrate the distribution of power in the region. Through the data exploration, this article found that China’s offensive power in the South China Sea is large enough to cause the sense insecurity and security dilemma. Thus, this article argue that the security dilemma caused by China’s offensive power capability in the South China Sea is the main the reason that inhibiting cooperation between claimant states.

Abstract

The large expansion of trade in the form of Intra-Industry Trade (IIT) in ASEAN is driving large volumes and variety of traded goods and is changing patterns of trade across members. This paper examines the factors affecting the level of IIT for ASEAN-5 countries (Indonesia, Malaysia, Philippines, Singapore, and Thailand) in the period of 2004-2014. IIT is measured with Grubel-Lloyd index covering ten different one-digit SITC categories. The result indicates a large Intra-Industry Trade among ASEAN countries and across most manufacturing sectors. IIT Index is employed as a dependent variable, and four variables are used as independent variables: 1) different GDP per capita, 2) foreign direct investment (FDI), 3) trade openness, and 4) distance. Different GDP per capita and trade openness have a positive effect on IIT. FDI does not affect IIT, and distance has a negative effect on IIT across intra-ASEAN trade.  Keywords: International Trade, Intra-Industry Trade, Grubel-Lloyd, Panel Data Analysis

Abstract

After gaining independence in 2002, Timor Leste set a goal for its national development as its first order of business. Timor Leste ratified Sustainable Development Goals (SDGs) in order to receive aid and assistance from member states of the United Nations more developed than they were. In 2013, various media outlets and non-governmental organizations highlighted significant growth that Timor Leste showed in matters of gender equality. The country became the only Pacific Asian state to have up to 38 percent of their parliament seats be occupied by women. The high level of women’s representation in Timor Leste’s government is seen as a way to achieve SDGs and to embody gender equality. However, in reality women still face problems of discrimination on the societal level, as seen from the still all too common occurrences of sexual harassment, as well as accessibility to jobs and education for women which are still far from the standards expected by SDGs. This article argues that the SDG as a form of globalization had not succeeded in homogenizing the culture that applies in Timor Leste. Thus, the top-down structure do not bring any implications towards the needs of women in the country. This article aims to assess the gender-gap phenomenon using three main globalization approaches mainly: homogenized globalization, polarized globalization and the hybrid type of globalization. In the end, this article will also argue that it is more relevant to see current world’s culture as a product of hybrid globalization rather than homogenized or polarized globalization especially when it comes to seeing the phenomenon in Third World countries such as Timor Leste.

Abstract

The article examines the increasing domestic terrorism threat within the U.S. borders and how the U.S. government responded to it. The robust maneuver of the U.S. ledcoalition in the Middle East to coercively hunt down the terrorist groups does not fully stop them from posing the threat. Ironically, the terrorist groups direct their attacks to the U.S. homeland through their small networks. It is not difcult to build networks in the U.S. homeland, since the the advance of millennium technology enables them to radicalize people from long distance. The U.S. surely concerns about the increasing number of terrorist attacks within its borders, that it recently issued a set of national counter-terrorism strategy combining both coercive and soft approach. However, the approval of discriminatory and controversial travel ban policy was believed to hamper the existing national strategy, mistarget the main causes, and create new problems.

Abstract

Artikel ini bertujuan untuk melihat persepsi media di Cina terhadap kebijakan Amerika Serikat “rebalancing to Asia” yang banyak dilihat bertujuan untuk mengimbangi kebangkitan Cina, dan oleh karenanya berpotensi menciptakan ketidakstabilan di kawasan karena persaingan keduanya. Paper ini melihat media sebagai salah satu faktor yang berkontribusi terhadap dinamika persepsi dan kebijakan Cina ke Amerika Serikat berdasarkan landasan teori hubungan media dan kebijakan luar negeri dan meningkatnya peran media di Cina. Paper ini mengisi kekurangan dalam literatur yang ada yang sebagian besar fokus hanya pada diskursus kebijakan AS “rebalancing to Asia” dibandingkan manifestasi kebijakan tersebut. Dengan menggunakan studi kasus sengketa Laut Tiongkok Selatan dan program nuklir Korea Utara, paper ini berargumen bahwa persepsi media Cina bervariasi dari satu kasus ke kasus lain dimana kebijakan “rebalancing to Asia” dipersepsikan cenderung membuat ketidakstabilan dalam kasus-kasus yang berhubungan langsung dengan kedaulatan Cina termasuk dalam kasus sengketa Laut Tiongkok Selatan. Dalam menguji hipotesa ini, paper ini mengadopsi metode kualitatif analisa konten beberapa media Cina untuk melihat variasi persepsi masyarakat Cina terhadap kasus-kasus tersebut, membandingkannya dengan persepsi pemerintah, dan menarik kesimpulan dengan mendiskusikan temuan dan implikasi kebijakan “rebalancing to Asia” dalam hubungannya dengan Cina dan stabilitas kawasan secara umum.This paper aims to examine Chinese media perception toward US rebalancing policy to Asia which many perceive mainly to contain the rise of China and thus potentially create instability in the region. This paper treats media as a factor contributing to the dynamics of China’s perception and policies toward the US based on the well-established theories on the relations between media and foreign policy and the increasing importance of media in China. This paper fills the gap in the existing literature which solely focus on the discourse of US rebalancing policy rather than the manifestation of this policy. Using the case study of the South China Sea Dispute and North Korea Nuclear Program, this paper argues that Chinese media perception varied across cases in which US rebalancing policy is perceived to be more destabilizing in cases relate directly to China’s sovereignty such as the South China Sea. In testing this hypothesis, this paper adopts qualitative method of content analysis of several Chinese media to see the variation of Chinese perception across cases, compare these perceptions with those adopted by the government and draw conclusion by discussing the finding and the implication of U.S. rebalancing policy in its relations with China and regional stability in general.

Abstract

This article tries to answer how the studies of MNCs-INGOs consolidated in the discipline of international relations. By using library research method and qualitative data analysis, it is found that the studies of MNCs-INGOs are possible and urgent to be developed in the international relations discipline. The importance of this study based on the fact that both MNCs and INGOs have developed as private transnational actors massively. The possibility to be independent study of IR is provided by the discource of internationalism. Moreover, if the comprehensive research is conducted it can be understood the transformation of not just only in the level of discource of the internationalism, but also on the exploration of the strategy and the governance of the MNCs-INGOs globally.

Abstract

Diplomasi publik merupakan instrumen pencapaian kepentingan negara yang populer digunakan, dimana Republic of Korea merupakan salah satu contoh negara yang menggunakan diplomasi publik dengan Korean wave menjadi salah satu medianya. Diplomasi publik Korean wave meraih kesuksesannya di Indonesia secara umum dan kota Padang secara khusus. Tulisan ini bertujuan untuk mendeskripsikan pencapaian kepentingan negara melalui pelaksanaan diplomasi publik yang  melibatkan banyak aktor swasta/private. Penulis menggunakan  metode survei ke sepuluh universitas yang ada di kota Padang untuk mengetahui pencapaian kepentingan negara ini di kota Padang. Tulisan ini menemukan bahwa walaupun diplomasi publik ini berhasil dalam meningkatkan popularitas Republic of Korea, tetapi kepentingan yang ingin dicapai seperti tersosialisasikannya kebijakan pemerintah dan penciptaan image  RoK yang cinta damai dan attractive belum berhasil tercapai sepenuhnya, karena ketertarikan kepada budaya populer yang ditawarkan ternyata tidak berhasil untuk menarik pemuda kota Padang untuk lebih lanjut mempelajari kebijakan-kebijakan pemerintah dan membangun image yang diinginkan oleh pemerintah. Kata kunci : Diplomasi Publik, Korean wave, image, budaya populer, Padang

Abstract

This essay intends to analyse the debate about responsibility in the discourse of global justice. The topic is inspired by the statement of Thomas Pogge who argues that the minor outcome in promoting global justice is generated by a deep ethical problem on the question of responsibility rather than a technical problem such as taxation and liberalisation policy (2001a). He argues that many global problems would be solved if only the affluent countries perceived their roles in sending foreign aid as a responsibility and not as charity, which is how many communitarians perceive it. This ethical debate will be the concern of my essay. The main agenda is to find the most convincing argument for ethical guidance in the current world. Analysing through the lense of Bertrand Russell’s (1961) parameter of ‘commendable ethics,’ this essay validates Pogge’s position that foreign aid from affluent states is part of negative responsibility and therefore commendable as an ethical guide in promoting global justice.
