Abstract

Both ASEAN and China used the concept of Non-Traditional Security (NTS) in order to pursue security diplomacy in the Asia Pacific. For ASEAN, NTS is an area of security cooperation that allows it to drive the agenda of security architectures involving extra-regional powers such as the ASEAN Defense Ministerial Meeting Plus (ADMM+) and ASEAN Regional Forum (ARF). For China, NTS policy agenda allows it to gain acceptance among ASEAN member-states and an active role in the security agenda of ASEAN-led security architectures. The question that this article is pursuing is to what extent has ASEAN-China cooperation on NTS balanced between addressing the humanitarian aspect and the political objectives of security? This question is derived from the conceptual origin of NTS that stands on the importance of both the state and the individuals as the referent subjects of security. This article argues that ASEAN-China NTS cooperation emphasized more towards the strengthening of state’s capacity to deal with non-state actors’ transnational criminal activities, either for profit-seeking or subversive purposes. It is also apparent from evaluating the Memorandum of Understandings and Plans of Action between ASEAN and China that NTS cooperation is one China’s investments to engage a closer cooperation with ASEAN as well as a stronger presence in Southeast Asia’s strategic environment.

Abstract

This paper discusses determining factors behind Indonesia’s deindustrialization in the post-New Order era. Over time, manufacturing sector shows decreasing contribution to Indonesia’s GDP, while industrial transformation stagnates with limited high-technology exports. Using Linda Weiss’ (1998) Governed Interdependence and Christopher Dent’s (2003) Adaptive Partnership theories, this paper offers political-economy arguments to explain the phenomenon. Internationally speaking, while it is true that neoliberal globalization imposes some restrictions, it is too much to claim the death of industrial policy. Rather, it is the limitation of domestic institutions that is best explained Indonesia’s case. Using automotive, rattan and copper industries as case studies, the argument consists of two parts. First, in post-New Order Indonesia there is insufficient coordination between state and capital (both foreign and domestic). Second, the state in Indonesia lacks sufficient administrative capacity. The paper recommends Indonesia to invest in domestic institution as a means to reindustrialize.

Abstract

This article places public diplomacy as an effort to preserve state’s existence in the international relations as well as to share identity in order to achieve mutual understanding by state and non-state actors. The conception of public diplomacy over the years has placed public diplomacy on the narrow framework of the state’s efforts to build a positive image. As a result, such efforts are ignorant of the important efforts of non-state actors in building a fundamental thing for the existence of a state, its identity. Through some historical facts, this article shows that public diplomacy is an effort not only held by the state but also non-state actors in communicating their identity. Both actions are within the public diplomacy of state design or done independently. State domination sometimes limits the movement of non-state actors, but on the contrary in the current era of openness provides wider opportunities for non-state actors to play a better and more independent role in preserving their existence as well as relations among citizen

Abstract

Pink globalization merujuk pada istilah untuk menggambarkan popularitas internasional Hello Kitty melalui penyebaran berbagai jenis produk berlabel Hello Kitty yang kawaii dari Jepang sebagai bagian dari dunia industri. Popularitas Hello Kitty tersebut merupakan soft-power yang memberikan kekuatan nasional tersendiri Jepang. Jepang kemudian menjadikan Hello Kitty sebagai instrumen soft-diplomacy sebagai upaya meningkatkan citra pariwisata dan menarik wisatawan untuk berkunjung ke Jepang. Tulisan ini mengkaji mengenai bagaimana Jepang menggunakan Hello Kitty sebagai instrumen soft-diplomacy dan bagaimana produk budaya pop Jepang berupa manga dan anime dapat menjadi kekuatan nasional. Tulisan ini berpendapat bahwa penggunaan Hello Kitty secara khusus, dan berbagai produk budaya pop berupa manga dan anime secara umum, mampu meningkatkan citra pariwisata Jepang dan membangun citra positif tentang Jepang serta memberikan keuntungan ekonomi bagi Jepang yang ditandai dengan lahirnya istilah Cool Japan dan Gross National Cool.

Abstract

Tujuan dari makalah ini adalah untuk membahas kontur metodologi yang muncul untuk mempelajari hubungan internasional yang telah mengalami perubahan mendasar setelah berakhirnya Perang Dingin. Makalah ini berfokus pada munculnya etnografi dan netnografi sebagai metode alternatif dalam penelitian hubungan internasional. Menurut penulis, etnografi dan netnografi dalam studi hubungan internasional berkembang sebagai respon terhadap berbagai analisis berorientasi teks (analisis wacana dan analisis isi) dan ketergantungan yang berlebihan pada interpretasi diskursif tentang hubungan internasional yang berkaitan dengan pendekatan bahasa. Etnografi dan netnografi adalah metode penelitian yang diadopsi dari antropologi. Kedua metode pada dasarnya menekankan pentingnya keterlibatan peneliti dengan subyek (orang-orang yang diteliti) untuk memperoleh pemahaman tentang lingkungan sosial atau budaya tertentu.
