Abstract

Tujuan penelitian ini untuk menganalisis besarnya pengaruh budaya organisasi, penghargaan dan kepercayaan terhadap motivasi berprestasi pegawai dinas pendidikan pemuda dan olahraga Kabupaten Rokan Hulu. Survei dilakukan terhadap 75 orang pegawai yang dijadikan sampel penelitian dengan teknik simple random sampling. Pengolahan data dilakukan dengan analisis jalur. Hasil penelitian menunjukkan bahwa: (1) budaya organisasi berpengaruh langsung positif terhadap motivasi berprestasi, (2) penghargaan berpengaruh langsung positif terhadap motivasi berprestasi, (3) kepercayaan berpengaruh langsung positif terhadap motivasi berprestasi, (4) budaya organisasi berpengaruh langsung positif terhadap kepercayaan, (5) penghargaan berpengaruh langsung positif terhadap kepercayaan. Berdasarkan hasil penelitian dapat disimpulkan bahwa untuk meningkatkan motivasi berprestasi pegawai dapat dilakukan dengan meningkatkan budaya organisasi, penghargaan dan kepercayaan. Sementara untuk meningkatkan kepercayaan pegawai dapat dilakukan dengan meningkatkan budaya organisasi dan penghargaan.Kata Kunci: budaya organisasi, penghargaan, kepercayaan, motivasi berprestasi THE EFFECT OF ORGANIZATION CULTURE, REWARD, AND TRUST ON ACHIEVEMENT MOTIVATION OF YOUTH AND SPORTS EDUCATION DEPARTMENT OF ROKAN HULU DISTRICTAbstractThe purpose of this study was to analyze the magnitude of the effect of organizational culture, appreciation and trust toward the employees’ achievement motivation of Education, Youth and Sports education Ministery of Rokan Hulu Regency. The survey was conducted on 75 employees. Sample was taken by simple Random Sampling Technique. Data analysis was done by path analysis. The results showed that: 1) Organizational culture has a direct positive effect toward achievement motivation, (2) The reward has a direct positive effect toward achievement motivation, (3) Trust has a direct positive effect toward achievement motivation, (4) Organizational culture has a direct positive effect toward the trust, (5) Reward has a positive direct effect toward the trust. Based on the research results could be concluded that to improve employees’ achievement motivation could be done by improving organizational culture, appreciation, and trust. Abstract

Penelitian ini bertujuan untuk mengukur hubungan kemampuan manajerial kepala satuan PAUD dan self-efficacy guru dengan kinerja guru PAUD. Penelitian ini merupakan penelitian korelasional dengan pendekatan kuantitatif. Sampel penelitian adalah seluruh guru PAUD non-formal yang ada di Kecamatan Bukit Kerman yang  berjumlah 59 guru. Teknik sampling yang digunakan adalah sampling jenuh dimana populasi dijadikan sampel. Data dikumpulkan menggunakan angket yang telah divalidasi oleh ahli dan selanjutnya di uji validitas dan reliabilitasnya. Data dianalisis menggunakan statistik deskriptif, regresi linear sederhana dan regresi linier ganda. Hasil pengujian menunjukkan bahwa (1) terdapat hubungan yang signifikan antara kemampuan manajerial satuan PAUD dengan kinerja guru, (2) terdapat hubungan yang signifikan antara self-efficacy dengan kinerja guru, (3) terdapat hubungan yang signifikan antara kemampuan manajerial kepala satuan PAUD dan self-efficacy guru secara simultan terhadap kinerja guru.Kata Kunci: Kemampuan manajerial, self-efficacy, kinerja guru THE RELATIONSHIP BETWEEN THE PRINCIPAL’S MANAGERIAL ABILITY AND TEACHER SELF-EFFICACY ON TEACHER’S PERFORMANCE OF EARLY CHILDHOOD EDUCATION IN BUKIT KERMAN DISTRICT KERINCI REGENCYAbstractThis study aims to determine the relationship between the managerial ability of the principal of early childhood education and teacher self-efficacy and teacher’s performance. This study uses a quantitative approach. The sample of the research was all non-formal early childhood teachers in Bukit Kerman district, which amounted to 59 teachers. The sampling technique used was saturated sampling where the population was sampled. Data were collected using questionnaires that have been validated by experts and subsequently tested for validity and reliability. Data were analyzed using descriptive statistics, simple linear regression and multiple linear regression and coefficient of determination calculation. The result of the test shows that: (1) there is a significant relationship between the managerial ability of principal of early childhood education and teacher’s performance, (2) there is a significant relationship between self-efficacy with teacher’s performance, and (3) there is a significant relationship between managerial ability of principal of early childhood education and teacher self-efficacy simultaneously on teacher performanceKeywords: Managerial ability, self-efficacy, teacher performance

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh Kepemimpinan Kepala Sekolah, Komitmen Guru, Disiplin Kerja Guru, dan Budaya Sekolah terhadap Kinerja Guru di SMK Negeri Kabupaten Sleman Yogyakarta. Penelitian ini merupakan penelitian korelasional dengan menggunakan pendekatan kuantitatif. Populasi dalam penelitian ini adalah seluruh guru di SMK Negeri yang berada di Kabupaten Sleman yang berjumlah 659 orang. Penentuan ukuran sampel dalam penelitian ini menggunakan teknik random sampling dengan mengacu table Krejcie dan Morgan. Uji coba instrumen menggunakan uji validitas dan uji reliabilitas Alpha Cronbach’s. Teknik analisis data menggunakan uji prasyarat analisis yang meliputi uji normalitas, uji linieritas dan uji multikolinieritas. Pengujian hipotesis menggunakan analisis regresi dengan tingkat signifikansi ditentukan sebesar 5%. Hasil penelitian menunjukkan bahwa: (1) terdapat pengaruh yang positif dan signifikan kepemimpinan kepala sekolah terhadap kinerja guru; (2) terdapat pengaruh yang positif dan signifikan komitmen guru terhadap kinerja guru; (3) terdapat pengaruh yang positif dan signifikan disiplin guru terhadap kinerja guru sebesar; (4) terdapat pengaruh yang positif dan signifikan budaya sekolah terhadap kinerja guru; (5) terdapat pengaruh yang positif dan signifikan kinerja kepemimpinan, komitmen guru, disiplin kerja guru dan budaya sekolah secara simultan terhadap  kinerja guru.Kata Kunci: kepemimpinan kepala sekolah, komitmen, disiplin kerja, budaya sekolah, kinerja guru THE INFLUENCE OF PRINCIPAL’S LEADERSHIP, TEACHER’S COMMITMENT, TEACHER’S WORK DISCIPLINE, AND SCHOOL CULTURE ON VOCATIONAL HIGH SCHOOL TEACHER’S PERFORMANCEAbstractThis research is aimed to know the influence of  Principal’s Leadership, Teacher’s Commitment, Teacher’s Work Discipline, and School Culture on Teacher’s Performance in SMK Negeri in Sleman District. This research is a correlational design research that uses quantitative approach. Population in this research includes all teachers in SMK Negeri in Sleman District with a total of 659 persons. The sample measurement in this research applies random sampling technique by referring to Krejcie and Morgan table. The instrument trial uses Alpha Cronbach’s validity test and reliability test. The method of analyzing the data uses analysis precondition test which covers normality test, linearity test and multicollinearity test. The hypothesis proposal uses regression analysis with significance level determined by 5%. The results of this research indicate that: (1) there is a positive and significant influence on the principals leadership on teacher performance; (2) there is a positive and significant influence on teachers commitment to teacher performance; (3) there is a positive and significant influence from teacher discipline on teacher performance as much; (4) there is a positive and significant influence on school culture on teacher performance; (5) there is a positive and significant influence on leadership performance, teacher commitment, teacher work discipline and school culture simultaneously on teacher performanceKeywords: principal’s leadership, commitment, teacher’s work discipline, school culture, teacher’s performance

Abstract

Penelitian ini bertujuan untuk mengevaluasi (1) lingkungan strategis implementasi kebijakan, (2) proses implementasi kebijakan, dan (3) hasil implementasi kebijakan sertifikasi guru di Kementerian Agama RI. Penelitian menggunakan pendekatan kualitatif dengan model evaluasi Countenance yang dikembangkan oleh Stake. Lingkungan strategis implementasi kebijakan sertifikasi guru di Kementerian Agama RI cukup mendukung keterlaksanaan dan pencapaian hasil kebijakan namun masih ditemui beberapa kelemahan dan kendala yaitu peserta mengundurkan diri, belum ada rencana induk pengembangan, belum ada evaluasi diri dan penjaminan mutu kelembagaan LPTK. Kementerian Agama RI melakukan proses pengawasan dan evaluasi namun kurang terdokumentasikan sehingga proses tindak lanjut tidak dilaksanakan. Implementasi kebijakan menghasilkan lulusan guru profesional namun terdapat kelemahan dan kendala yang menyebabkan banyaknya peserta yang mengundurkan diri dan tidak lulus. Pada angkatan I seluruh peserta sertifikasi guru lulus. Pada angkatan II dari 947 peserta jumlah yang lulus sebanyak 945 (99,79%) dan yang tidak lulus sebanyak 2 (0,21%).Kata kunci: kebijakan, evaluasi, guru, sertifikasi EVALUATION OF IMPLEMENTATION OF TEACHER CERTIFICATION POLICY IN THE MINISTRY OF RELIGIOUS AFFAIRSAbstractThis study aims to evaluate (1) the strategic environment of the policy implementation; (2) the process of the policy implementation; and (3) the results of the policy implementation of teacher certification on the Ministry of Religious Affairs (MORA). The research method was a qualitative evaluation approach based on a model of evaluation developed by Stake. The strategic environment in the MORA is sufficient to support the implementation and achievement of the policy result although there are still weaknesses and obstacles follows that the participants resign, there is no PPG development master plan, no self-evaluation, and institutional quality assurance. The MORA has conducted a process of monitoring and evaluation although it is not documented so that the follow-up process is not implemented. Implementation of the policy shows the results of graduates of professional teachers despite the weaknesses and obstacles that caused many participants who resigned and did not pass. In the first batch of all teacher, certification participants passed all. In the second batch of 947 participants, the number passed as 945 (99.79%) and who did not pass as much as 2 (0.21%).Keywords: policy, evaluation, teacher, certification

Abstract

Tujuan penelitian ini adalah untuk mengetahui pelaksanaan tugas dan fungsi kepala sekolah dalam hal pengarahan, pengambilan keputusan, dan pendelegasian wewenang serta pengembangan sekolah. Penelitian ini menggunakan pendekatan kualitatif dengan jenis fenomenologi.Teknik pengumpulan data menggunakan teknik observasi, wawancara dan studi dokumen. Analisis data yang digunakan adalah model analisis interaktif Milles & Huberman untuk mendeskripsikan dan menganalisis empat aspek pelaksanaan tugas dan fungsi kepala sekolah yang dijalankan pada kedua sekolah tersebut. Penelitian ini menghasilkan empat temuan utama. Pertama,pengarahan dan pemberian motivasi oleh kepala sekolah pada umumnya dilakukan pada saat upacara bendera dan rapat bersama dewan guru. Kedua, pengambilan keputusan oleh kepala sekolah dilakukan melalui rapat dewan guru dan karyawan sekolah. Ketiga, Pendelegasian wewenang kepala sekolah menengah negeri di Tanah Merah Kabupaten Boven Digoel Papua dilakukan secara formal, non formal dan pendelegasian otomatis.. Keempat, program pengembangan sekolah belum dilakukan secara maksimal oleh kepala sekolah.Kata kunci:tugas dan fungsi, kepala sekolah, sekolah menengah negeri THE IMPLEMENTATION OF DUTIES AND FUNCTIONS OF STATE HIGH SCHOOL PRINCIPALSAbstractThe purpose of this study was to determine the school principal implementation of duties and functions: directing done by the principal, the decision made by the principal, the delegation of authority made by the principal, and the development of schools. This was a qualitative study using phenomenology approach.. Data collection technique used observation, interview and document study. Analysis of the data used was an interactive model Miles & Huberman to describe and analyze four aspects of leadership that run on two schools. This research results in four major findings. First, guidance and motivation by principals are generally performed at a flag raising ceremony and meeting with the teachers. Second, the decision made by the school’s principal was done through meetings by teachers and school employees. Third, the delegation of authority from school principal in the state high schools in Tanah Merah District Digoel Papua is done formally, non formally and automatically. Fourth, school development has not been done maximally yet by the school’s principal.Keywords: Duties and function, school principal, high school

Abstract

Keharusan publikasi ilmiah dari Pemerintah, dapat mendorong dosen untuk meningkatkan kualitas, kuantitas penelitian dan publikasi ilmiah. Sehubungan dengan hal ini, tujuan penelitian ini adalah mengeksplor kinerja dosen di bidang penelitian dan publikasi ilmiah. Informasi ini dapat digunakan oleh stakeholderuntuk melakukan pembinaan terhadap kinerja dosen. Penelitian ini merupakan penelitian survei dan untuk mengumpulkan data digunakan kuesioner yang memiliki validitas dan reliabilitas tinggi, dilengkapi dengan teknik observasi. Pada tahap awal, responden penelitian ini adalah 92 dosen Universitas Negeri Yogyakarta yang terdiri dari 22 Asisten ahli, 26 Lektor, 28 Lektor Kepala, dan 16 Profesor. Hasil penelitian menunjukkan bahwa selama tiga tahun terakhir skor kinerja dosen dalam bidang penelitian dan publikasi ilmiah untuk semua kelompok jabatan mengalami peningkatan, tetapi ada perbedaan skor kinerja dosen dalam penelitian dan publikasi ilmiah bila dilihat dari jabatan dosen. Guru Besar menduduki ranking tertinggi, baik untuk skor kinerja dosen dalam penelitian maupun publikasi ilmiah diikuti oleh Lektor Kepala, Lektor, dan Asisten Ahli.Kata kunci: kinerja dosen, penelitian, publikasi ilmiah LECTURERS’ PERFORMANCE IN SCIENTIFIC RESEARCH AND PUBLICATIONAbstractThe necessity of scientific publication insisted by the government can encourage lecturers to improve their scientific research and publication, both in quality and quantity. In connection with this fact, this research is aimed at exploring lecturers’ performance in terms of scientific research and publication. The information gained through the result of this study can be used by the stakeholder to develop the lecturers’ performance. This study is a survey research employing high-validity-and-reliability questionnaire to collect the data, completed with the employment of observation technique. At the initial stage, the respondents of the study were 92 lecturers of Universitas Negeri Yogyakarta consisting of 22 instructors, 26 assistant professors, 28 associate professors, and 16 professors. The results of the study indicate that during the last three years, there is an increase on the total scientific research performance score and publication at every level of the functional position, but there is also a difference the scientific research performance score and publication seen from these functional positions. Professors are at the highest rank of the scientific research performance score and publication, followed by associate professors, assistant professors, and instructors.Keywords: lecturers’ performance, scientific research, scientific publication

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dampak perubahan kebijakan kelulusan dalam meningkatkan persiapan sumber daya manusia, sarana dan prasarana, biaya, kegiatan monitoring dan evaluasi, serta tindak lanjut hasil monitoring dan evaluasi persiapan pelaksanaan ujian nasional terhadap peningkatan persiapan SDM di Kota Bima. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis research of policy. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Keabsahan data diuji melalui trianggulasi data dan trianggulasi metode. Analisis data menggunakan model interactive. Hasil penelitian menunjukkan bahwa perubahan kebijakan kelulusan tidak berdampak pada perkembangan kegiatan persiapan peserta didik sekolah tingkat atas negeri dan swasta, tidak berdampak pada peningkatan jumlah sarana dan prasarana sekolah swasta, dan tidak berdampak pada peningkatan biaya persiapan ujian nasional sekolah negeri dan swasta. Orang tua, peserta didik, dan pendidik sekolah negeri dan swasta merasakan dampak negatif yang sama yaitu menurunnya motivasi orang tua memantau perkembangan anak, motivasi belajar peserta didik, dan motivasi mengajar pendidik. Dampak positif adalah menurunnya tingkat kecurangan saat pelaksanaan ujian nasional. Kepala sekolah sekolah negeri dan swasta dan dinas terkait melakukan kegiatan monitoring dan evaluasi sebelum, saat, dan setelah pelaksanaan ujian nasional, namun tindak lanjut hasil kegiatan monitoring dan evaluasi belum mempengaruhi perkembangan kegiatan persiapan sumber daya manusia, jumlah sarana dan prasarana, dan biaya persiapan ujian nasional. Perubahan kebijakan kelulusan tidak berdampak pada peningkatan mutu pendidikan menengah di Kota Bima.Kata kunci: kebijakan kelulusan, pendidikan menengah, mutu pendidikan THE IMPACT OF CHANGES IN THE POLICY OF GRADUATION TO THE SECONDARY EDUCATION IN BIMA-WEST NUSA TENGGARAAbstractThis study aims to identify the impact of changes in the policy of graduation to improve the preparation of human resources, facilities and infrastructures, budgeting, monitoring and evaluating, and following-up of monitoring and evaluating in implementation of national exam preparation towards improving the human resources preparation in Bima-West Nusa Tenggara. This is a qualitative research method and kind of the research is policy research. Data were collected through interviews, observation and document study. Data validation examined by data and method triangulation. The data analysis used by interactive. The results showed that the graduation policy changes had no impact on the progress of the preparation public and private senior high school, had no impact on increasing the number of facilities and infrastructures of private school, and had no impact on increasing the graduation exam preparation budgeting of national public and private secondary schools. The parents, students, and teachers of public and private school felt the same negative impact. The negative impact were declining motivation of parents to monitor child development, motivation of learners, and educators teach motivation. Positive impact was a decreased level of cheating during the implementation of the national exam. The principals and government did the monitoring and evaluating before, during, and after the implementation of the national exam, but following-up of the monitoring and evaluating had not affected for preparation of human resources, facilities and infrastructures, and the budgeting of national exam preparation.Keywords: policy of graduation, senior high school, and quality of education

Abstract

Peran pendidikan tidak dapat dianggap sebagai pelengkap dalam pembangunan sebuah negara. Peningkatan mutu pendidikan harus dilakukan secara berkelanjutan sebagai upaya menciptakan kualitas manusia Indonesia agar mampu bersaing dengan negara-negara lain. Sistem Manajemen Mutu ISO 9001:2008 merupakan salah satu cara yang dapat digunakan untuk memperbaiki dan meningkatkan kualitas manajemen sebuah organisasi. Tujuan dari penelitian ini adalah untuk mengetahui implementasi penerapan ISO 9001:2008. Pada penelitian ini digunakan metode penelitian kualitatif dengan pendekatan deskriptif. Lokasi penelitian dilakukan di Fakultas Ekonomi Universitas Negeri Surabaya. Penelitian ini berfokus penerapan sistem manajemen mutu, khususnya klausul kelima mengenai tanggung jawab manajemen. Berdasarkan hasil penelitian diketahui bahwa Fakultas Ekonomi Universitas Negeri Surabaya telah mengimplementasikan ISO 9001:2008 dengan baik. Hal ini diketahui dari tahapan plan, do, check, dan action (PDCA) yang telah dilakukan secara berkesinambungan melibatkan unit pelaku proses yang ada di dalamnya sehingga pengelolaan organisasi berjalan efektif dan efisien serta mampu memenuhi kebutuhan dan harapan pelanggan.Kata kunci: mutu, pendidikan, PDCA, ISO   IMPLEMENTATION OF QUALITY MANAGEMENT SYSTEM BASED ON ISO 9001: 2008 (STUDY FROM ECONOMIC FACULTY UNIVERSITAS NEGERI SURABAYA)AbstractEducation has a very important role in the development of a country. ISO 9001: 2008 Quality Management System is one way that can be used to improve the quality of an organizations management. The purpose of this research is to know the implementation of ISO 9001: 2008. This research use qualitative method with descriptive approach. The research was conducted at the Faculty of Economics, State University of Surabaya. This research focus on the application of quality management system, especially the fifth clause regarding management responsibility. The result showed that the Faculty of Economic Universitas Negeri Surabaya has implemented ISO 9001: 2008 well. This is known from the stages of plan, do, check, and action (PDCA) which has been done continuously involving the unit of actors in the process therein. Then, the management of the organization run effectively and efficiently and able to meet the needs and expectations of customers.Keywords: quality, education, PDCA, ISO

Abstract

This study aims: (1) to map the practice of skill learning management in several special schools recently; (2) to gain information of things needed in developing the skill learning model (3) to create vocational skill learning management model to prepare mild mentally retarded children in entering the world of work; (4) and to find out information of the model effectiveness. The design of this research and development broadly comprises three phases: (1) the preliminary study covering the literature study, the arena study,(2) questionnaire distribution and need analysis through the FGD with 30 headmasters, 102 teachers and 33 parents from 33 special schools in Yogyakarta as the research subject; (3) the model development including the formulation of the model, validation of the model draft by 14 practitioners (headmaster and teacher) and 10 experts, and the revision of the model; and (4) the limited testing by 6 practitioners, the small group testing by 12 practitioners, the extended testing by 33 practitioners, and final model revision. Data analysis uses descriptive statistical analysis techniques and descriptive qualitative analysis. The results show that: 1) the practice of vocational skill learning management in special schools recently outlining following evidences (a) the skill material is not appropriate to the needs of DUDI (World of Business and Industry), (b) study group classification is based on the class grade, (c) thematic learning approach is in line with the skill themes, (d) the use of drilling methods, (e) learning evaluation is oriented on the result, (f) has not organized field practice (PKL) and job training yet, (g) schools have not established cooperation with parents and DUDI yet, and (h) the headmasters have not fully implemented the management function. 2) the needs of model development are (a) vocational skill material selection based on the need of DUDI; (b) study group classification based on the types of skill; (c) thematic learning approach based on the skill themes; (d) the use of drilling methods; (e) learning evaluation on the process and result; (f) organizing field practice and job training; (g) establishing cooperation with parents and DUDI; (h) the charismatic headmasters who have a lot of ideas are able to implement the function of management in vocational skill learning. 3) The resulting model are (a) vocational skill material selection based on the need of DUDI; (b) study group classification based on the types of skill; (c) thematic learning approach based on the skill themes; (d) the use of drilling methods; (e) learning evaluation on the process and result; (f) organizing field practice and job training; (g) establishing cooperation with parents and DUDI; (h) the charismatic headmasters who have a lot of ideas are able to implement the function of management in vocational skill learning. 4) The result of model content testing in very good category and the result of model applicability testing in very good category.

Manajemen pendidikan dalam membentuk karakter siswa SMP Tunas Bangsa Sunter

Abstract

Penelitian ini dilaksanakan di SMP Tunas Bangsa Sunter Jakarta Utara. Adapun tujuan  dari penelitian ini adalah memperoleh pemahaman mendalam Manajemen Pendidikan Karakter SMP Tunas Bangsa. Data yang dikumpulkan dari responden melalui wawancara, observasi dan studi dokumentasi. Teknik keabsahan data menggunakan triangulasi sumber, teori dan waktu. Teknik analisa data yang digunakan dalam penelitian ini adalah reduksi data dan display data. Hasil temuan penelitian meliputi: (1) Perencanaan Pendidikan Karakter di Sekolah Tunas Bangsa, yang selaras dengan visi dan misi, dengan berfokus kepada karakter ketaatan dan penuh perhatian, Kepala sekolah dan timnya membuat program sekolah berbasis karakter; (2) Pelaksanaan Program Pendidikan Karakter, semua program sekolah tersebut disosialisasikan melalui staff meeting, pekan informasi pembelajaran dengan orang tua siswa dan seluruh siswa di awal tahuan pembelajaran; 3) Pengawasan pelaksanaan Program Pendidikan Karakter, untuk memastikan semua kegiatan sekolah berjalan sesuai dengan perencanaan, visi, misi yang ada. Kepala sekolah harus memastikan dengan observasi kepada siswa dan guru dengan standard performa. Temuan mengarah pada rekomendasi untuk menerapkan pendidikan karakter dapat membentuk siswa untuk memiliki kepemimpinan, kemandirian, perilaku yang baik, tanggung jawab sendiri, rasa yang baik di masyarakat, kreatif dan inovatif, ini semua termasuk kepala sekolah, guru dan juga orang tua untuk terlibat agar dapat terlaksana dan tujuan tercapai.Kata kunci: perencanaan, pelaksanaan, pengawasan EDUCATION MANAGEMENT IN FORMING STUDENT CHARACTER OF SMP TUNAS BANGSA SUNTERAbstractThis research was carried out at SMP Tunas Bangsa Sunter, North Jakarta. The purpose of this study was to obtain an in-depth understanding of the Tunas Bangsa Middle School Character Management. Data collected from respondents through interviews, observation and documentation studies.The data were collected through participant observation using interview, observation, document study and recording. The data analysis and interpretation indicates that: 1)Planning of Character Education  in Tunas Bangsa School based on vision and mission, focusing in Attentive and obedience character, the headmaster and team made school programs based on character. 2) Actuating of Character Education, all school programs have to socialized through Staff Meeting, Information Day with parents and of course to all students in the new semester. 3) Controlling of Character Education to improve that all school activities would done according to planning, vision and mission. Headmaster has to ensure by observe teachers, students with standard of performance. The finding lead to the recommendation to apply character education could formed students to have leadership, independence, good behavior, self responsible, good sense in community, creative and innovative, these all includes headmaster, teachers and also parents to contribute their effort to make it happen.Keywords: planning, actuating, controlling
