Abstract

ASEAN is one of the regions with the highest rate of disaster vulnerability. Tsunami 2004 has triggered the momentum for Indonesia and ASEAN to deal with disaster-related issues more seriously. Losses and casualties from the catastrophe led to the decision by Indonesian government to put disaster prevention and risk reduction as a priority. Indonesia continues to encourage and supporting ASEAN in order to improve the region’s capability to deal with natural disaster. Through AADMER (ASEAN Agreement on Disaster Management and Emergency Response) that was signed in July 2005, ASEAN held an unequivocal and defined base in any efforts of disaster management, especially in the ASEAN region. Through Qualitative Methodology, this paper will discuss about how the disaster diplomacy of Indonesia contributes to the improvement of ASEAN’s capability in the disaster management, but also examines BNPB as both the backbone and the focal point of Indonesia’s disaster management, which then leads up to how disaster can abolish certain diplomatic hurdles, as well as improving regional cooperation, and strengthen the Indonesia’s position as a key country in regional disaster management.

Abstract

Globalization covers the most diverse spheres of human life, including social, where the processes of migration and globalization of culture take on special significance. Cultures arise and develop, interacting with each other. And the first field of this interaction is the diaspora. Diaspora is the environment where culture is directly developed and enriched. The development of diasporas is carried out by spreading the culture, values and traditions of their people, but at the same time integrating into society with a different culture, which implies the acquisition of new socially and spiritually significant qualities. The psychological reason for the emergence of the diaspora is that people far from their homeland begin to understand, appreciate and even more love their native culture. The development of the modern world is characterized, as we know, by globalization. Can the phenomenon of the diaspora in modern social life be associated with it? No, because the diaspora is directly connected with culture, while globalization is opposed to culture. Globalization is aimed at unification, ignoring the problem of cultural identity. Globalization involves the erasure of cultural features, the loss of cultural, ethnic, religious differences. But at the same time, globalization contributes to the growth of population migration, which leads to an increase in the number of diasporas abroad. The rapid growth of immigrant communities and their institutionalization forced to talk about "the diasporaization of the world" as one of the scenarios for the development of mankind. One way or another, this process deepens and takes more and more new forms, and the role of diasporas and their influence are intensified.

Abstract

This article elucidates the importance of Indo-Pacific in maritime security today. In the 21st century, the region has gained the world’s attention due to dramatic growth of China’s economy, steady rise of India, the more proactive regional countries, and the increasing oil exports to the region. With such importance, the region has been contested with powerful nations, such as China, India, Australia, Japan, the Southeast Asia nations, and even the United States. China’s increasing military presence in Indo-Pacific has been perceived as assertive by some of the regional countries. Meanwhile, the United States has become a more prominent actor in the region since the application of Rebalance policy in 2012. The paper discusses the issues, challenges and prospects of maritime security in Indo Pacific.

Abstract

This article aims to observe the behaviour of China’s foreign policy in the conflict of South China Sea (SCS), by analyzing the internal factors and external factors that affect China’s foreign policy. China is one of the parties that take direct claim on the SCS. China’s claim is overlapping with other parties such as Vietnam, Filipina, Malaysia, dan Brunei. In defending its claims, China seeks to dominate both in the dispute area and in multilateral negotiations. In the dispute area, China seized the area, building land reclamation, and attacked other countries’ ships under various pretexts. In multilateral negotiations, China rejects the intervention of great power countries outside the region and maintains ambiguous and non-binding code of conduct. China also continues to increase its military power to press other countries. The author argues that the internal factors has greater influence on Chinese foreign policy decision and action in the SCS dispute than the external factors. Thus, it could triggers China to keep dominating the issue of SCS disputes.

Abstract

This research is attempted to answer the question of why John Howard used the Pacific Solution as Australian policy towards Asylum Seekers and Irregular Maritime Arrivals (IMAS). By using the descriptive method with a qualitative approach, the researchers took a specific interest in decision-making theory and sovereignty concept to analyze the phenomena. The policy governing the authority of the Australian Government in the face of the Asylum Seeker by applying multiple strategies to suppress and deter IMAs. The results of this research indicate that John Howard used Pacific Solution with emphasis on three important aspects. First, eliminating migration zone in Australia. Second, building cooperation with third countries in the South Pacific, namely Nauru and Papua New Guinea in shaping the center of IMAs defense. On the other hand, Howard also made some amendments to the Migration Act by reducing the rights of refugees. Immigrants who are seen as a factor of progress and development of the State Australia turned into a new dimension that threatens economic development, security, and socio-cultural.

Abstract

The trade relation among countries does not necessarily benefit all members, in that case it so common for issue to arise that often turns to be dispute. Interestingly, the role of WTO somehow does not fulfill the gap, sometimes it is necessary to add additional mechanism to resolve the dispute. At the end the result can be obtained by the members.This research focuses on the diplomacy process between Indonesian and South Korea regarding the dumping issue on paper commodity. It should be noted that South Korea has not fully implemented the obligation after DSB Appellate Body’s decision on 2005 and 2007. As for the research question, this research comes out with “what is the strategy imposed by Indonesian government to settle the dispute on paper dumping?”. Trade diplomacy and linkage theory will be used as foundation to deepen the analysis.

Abstract

Tulisan ini menganalisis pengaruh rezim perdagangan internasional terhadap struktur domestik Indonesia. Standart Sanitasi dan Fitosanitasi (SPS) merupakan bagian dari kesepakatan AoA yang menjamin konsumen menikmati produk yang aman dan sehat untuk dikonsumsi dan berupaya memastikan bahwa peraturan kesehatan dan produk yang ketat tidak digunakan sebagai instrumen untuk melindungi produsen dalam negeri. Tujuan dari penulisan ini menjawab bagaimana harmonisasi kesepakatan SPS berdasarkan perspektif politik ekonomi pemerintah Indonesia. Melalui praktik liberalisasi perdagangan, penerapan tindakan sanitasi dan fitosanitasi menjadi bagian dari mitigasi gangguan terhadap ketahanan pangan Indonesia yang berada pada kewenangan Kementerian Pertanian. Strategi pemerintah Indonesia dalam penerapan ketentuan SPS mempertimbangkan: 1) perkembangan tantangan perdagangan internasional pada aspek peningkatan daya saing komoditas Indonesia dan 2) skema kerjasama ASEAN yang berfokus pada kebijakan Indonesia National Single Window.Kata Kunci: ASEAN, harmonisasi, kesepakatan SPS, politik, perdagangan

Abstract

This research attempts to identify some of the trends in changing the orientation of Donald Trumps and United States security policies toward North Koreas nuclear weapons development program. The identification begins with an explanation of some of the strategic and policy options that have been done and have not yet by the United States in an effort to stop nuclear tensions in the East Asian region. After describing some of the policy options for Donald Trump, this study will predict the right security policy in the denuclearization of the Korean peninsula. The Trump policy is expected to show greater urgency than the previous United States presidential policy. Based on the assumption, through "Maximum Pressure and Engagement" strategy, Trump tries to combine diplomatic rhetoric, sanctions, and negotiations. This strategy is expected to be effective in forcing Pyongyang to choose between nuclear weapons development or its survival as a country. Keywords: Security Policy, Nuclear Weapons, Maximum Pressure, And Engagement Strategy.

Abstract

Permasalahan lingkungan masih menjadi isu utama bagi negara-negara di Kepulauan Pasifik. Kawasan ini dikenal sebagai salah satu yang paling rentan terkena bahaya alam dan perubahan iklim di dunia.[1]  Penelitian terbaru menunjukkan bahwa setidaknya 8 pulau di Samudera Pasifik telah tenggelam akibat naiknya permukaan air laut.[2]  Ancaman serupa pun terjadi di Indonesia. Sebagai negara yang terletak di kawasan Pacific Ring of Fire dan dikelilingi tiga lempeng tektonik menyebabkan Indonesia menjadi wilayah yang rawan bencana. dampak perubahan iklim telah mengancam sekitar 2000 pulau akan tenggelam sebelum tahun 2050.[3] Melihat pada tantangan dan ancaman yang dihadapi oleh negara-negara di kepulauan Pasifik dan Indonesia, membangun kerja sama yang konstruktif untuk mengatasi permasalahan lingkungan yang terjadi menjadi hal yang penting. Tujuan dari penelitian ini adalah mengidentifikasi tantangan-tantangan keamanan lingkungan yang dihadapi oleh negara-negara kepulauan Pasifik, memetakan kerja sama yang sudah dilakukan antara Indonesia dengan kawasan Pasifik, dan mengelaborasi mengapa kerja sama ini penting. Penelitian ini mengandalkan metode kualitatif dengan teknik pengumpulan data melalui studi literatur. Penelitian ini berpendapat bahwa kerja sama yang dilakukan melalui kerangka kerja sama Selatan-Selatan dan Triangulat merupakan upaya untuk memperkuat peran Indonesia dalam menjalin hubungan dengan PICs dan untuk mengatasi tantangan lingkungan.

Abstract

Russia and Iran are countries with high cooperative relations. However, in recent years, Russia-Iran relations have declined. This is due to the Iranian nuclear issue, which at the time Russia was present as a party that gives UN sanctions to Iran. Despite of this fact, by 2015, Russia and Iran signed a military cooperation agreement signaling the establishment of a Russian-Iranian security alliance. The author sees that there is a puzzle, namely the establishment of the security alliance even though Russia has helped to put pressure on Iran. Furthermore, the authors argue that there are several reasons or factors for the formation of the Russian-Iranian security alliance. In explaining this, this writing will borrow the theory Balance of Threat proposed by Stephen M. Walt. Thus, this paper will be divided into several parts. First, will be presented on the background of the problem and the theoretical framework to be used. Then, it will be explained about the discussion of factors that encourage the formation of the Russian-Iranian security alliance. In the last section will be closed with a conclusion.
