Abstract

The aim of this paper was (1) to explain some basic issues faced by the education policy makers in South Sulawesi, including the introduction of school fees and the private provision of schools; (2) to outline the relation between planning and budgeting for the educational policy objectives on the one hand and the economic planning and management of resources on the other; (3) to discuss the influence of this policy for the unfortunate in obtaining education. This study was carried in South Sulawesi. A descriptive approach was used in this study. The data were collected through library research and observation. The obtained data were then analyzed and presented descriptively. The results show that the available approach is not adequate to accommodate and to provide the opportunity of education for the unfortunate in South Sulawesi. The full or partial replacement of annual incremental planning and budgeting systems were still less appropriate to current problems. Reforms should also take full account of the need to strengthen a potentially beneficial relationship between the state and the private sectors.

Abstract

his classroom action research aims at improving the quality of Moral Philosophy Course in terms of teaching planning, method and media usage, and evaluate techniques. The action was in the form of developing more contextual teaching materials, more varied teaching methods, as well as more comprehensive evaluation procedures. At the end of the research, the 36 students involved indicated improvement in learning ethos, learning quality and learning achievement

Abstract

This research and development study aims at investigating the effectiveness of an instructional model in improving teaching competencies of physics teacher candidates. The data were collected through observation, tests, portfolios, and field notes, and then analyzed using gain-score and Z-test. The study shows that the model being developed improves students competencies in designing, implementing, and evaluating instructions, as the model integrates knowledge of physics concepts to methods of teaching them; it is more practical; and it is teacher-candidate centered.

Abstract

The aim of the research is to reveal the effects of scores in National Final Test (UAN) and placement test, and students responses to their learning achievement (GPA), both at the departmental and study program level. Taken into the pool of the research subjects were 136 students registering in the 2002/2003 academic year at the Department of Economics, State University of Surabaya. Analysis of the results shows that the effect of the independent variables, X1 (scores of UAN), X2 (scores of placement test) and X3 (students responses), altogether on Y (students learning achievement or GPA) in the Study Program of Economics Education is strong (R2y.x1x2x3 = .866); Accountancy Education is extremely strong (R2y.x1x2x3 = .987); Commercial Education is extremely strong (R2y.x1x2x3 = .942); Cooperative Economics Education is strong (R2y.x1x2x3 = .754); Office Administration Education is extremely strong (R2y.x1x2x3 = .996). The behavior of the independent variables can be presented as follows. In the Economic Department, the most dominant is placement test (ß1 = .428), the second is UAN (ß2 = .376), the third is students response (ß3 = .222). In the Accountancy Education Study Program, the most dominant variable is placement test (ß1 = .908), the second is students response ((ß2 = .054), the third is UAN (ß3 = .053). In the Commercial Education Study Program, the most dominant variable is placement test (ß1 = .403), the second is UAN (ß2 = .332), the third is students response (ß3 = .302). In Cooperative Economics Study Program, the most dominant variable is UAN (ß1 = .810), the second is placement test (ß2 = .382), the third is students response (ß3 = -.382). In the Office Administration Study Program, the most dominant variable is UAN (ß1 = .974), the second is students response (ß2 = .033), and the third is placement test (ß3 = .004).

Abstract

This article reviews the academic integrity at STIE Perbanas based on the case of academic dishonesty having occurred at the institution. Kohlbergs concepts of stages in moral development are used to highlight the case review, indicating the mutual, relationship between lecturers, students, and administrative staff in running a better academic atmosphere. At the end, it is suggested that all the three university elements obey both legal compliance and ethical compliance in their achievement of academic integrity.

Abstract

The present classroom action research (CAR) was carried out to improve students motivation in the course unit of history using "snowballing drill" technique. The CAR was implemented at Grade VII D, SMP Negeri IX, Surabaya. The class, composed of 40 students, was assigned into two groups each of which alternately received the snowballing drill (group 1 in the first teaching period of 40 minutes, and group 2 in the second). The results show that the students made less mistakes, from 50% to 15.79% (group 1) and from 42.86% to 15% (group 2). Concurrently, the results show that the students made more accurate answers, from 60% to 95% (group 1) and from 70% to 100% (group 2). There was also some increase in terms of the students confidence and satisfaction, from 50% to 78.95% (group 1) and from 57.14% to 90% (group 2). The majority of the students (95%) affirmed that they enjoyed learning history using snowballing drill technique. In terms of the students mastery of the learning materials, the improvement can be found in the increase of the percentage, from 92.31% to 97.5%. In summary, snowballing drill helps improve history teaching-learning processes

Abstract

This experimental study aims at finding out whether discovery learning using model media improves students ability in reading projection drawing. Utilizing pretest-posttest design, the study involved 30 students in each of the treatment and the control groups. Result of descriptive and t-test analyses reveal that discovery learning improves the students ability in reading projection drawing and that it is a better learning model than reception learning.

Abstract

Dimensions and stages of student literacy behavior at schools should ideally cover the awareness and motivation, skill, and interest in literacy and maintenance of these aspects in the actualization of literacy behavior. In this way, the activities of reading, thinking and writing as the core of literacy behavior can be fully developed on a high level of awareness and motivation, which will be manifested in the interest shown by students in their daily activites at school. Futhermore, students will be motivated to work hard to maintain their achievement. Therefore assessment of the students literacy should be congruent with the dimention and stages of the ideal literacy behavior.

Abstract

The headmaster is one of the key factors in determining the establishment of quality education. Referring to their functions and roles, headmasters serve as the manager and the leader of the educational school institution. Effective management and leadership require headmasters who realize modelling and transformational leadership, indicated by such characteristics as idealized influence, inspiration motivation, intellectual stimulation and individualized consideration. They should empower the teaching staff, work based on a clear time frame, establish interpersonal relationship, develop fair and accountable principles, and be able to work in team.

Abstract

This descriptive correlational survey aimed to investigate how principals managerial skills and teachers job satisfaction related to teachers performance in remote areas. Using combined random-and-cluster sampling, this study involved 109 elementary schools. Data on principals managerial skills and teachers satisfaction were obtained through the use of questionnaires, whereas data on teaching performance were collected from observation. The results indicate that there was a significant relationship between the two variables of managerial skills and job satisfaction, which were of fair level, and teacher performance.
