Abstract

Qualified human resources is one important component that will determine the success of anorganization in achieving the goals set earlier. To achieve these objectives required good order of existenceand the existence of the organization can be maintained and improved. Efforts that can be used in managementhuman resources is through motivational conducted by the leadership. The method used in this research issurvey method with the explanatory data collection techniques using questionnaires as the main instrument(primary data), in addition to interviews, and observation. While analyzing the data using path analysis.The results indicate a motivating influence on the effectiveness of employees working in Riau ProvinceEducation Department. These effects indicate that the effectiveness of the work will be increased if themotivating factor that external factors and internal factors implemented as a whole, so that employees havethe sincerity in carrying out their work because they get real attention.

Abstract

A principle is base, guidance or something that considered as truth; that become thinking purposeand principles of guidance. Principles of Government come to be general principles as base and rule inconducting appropriate government, therefore the governmental conduct can be polite, fair and honor, freefrom cruelty, rule violation, abuse action of authority and too authoritative action. According to ConstitutionNo 32 in 2004, it states that in conducting governmental affairs, Government rules by itself or gives away apart of the affairs to its elements or subsidiary in district or gives it to regional government and/or villagegovernment. In line with conducting governmental affairs as regional authority, the regional carries outautonomy widely in order to rule and accomplish governmental problems on its own based on autonomy and“tugas pembantuan”.

Abstract

One impact is most felt by the government in the era of globalization, the 21st Century, and publicadministration reform, the public demands to improve the quality of service received from the government. Inother words, people get “excellent service” from the government. Community demands are not excessive,therefore during this “paradigm to serve” from the government bureaucracy, in fact, reverse the “paradigmserved”. Although many critics and even blasphemy against the slow pace of public service provided thegovernment bureaucracy, but it seems not much significant change. The slowness of service, based onobservations and assessments of experts, among others, as a result of the path length that must be taken to anactivity (work procedures convoluted), deviant attitudes and behavior of government bureaucracy, weaksupervision immediate superior, systems and management style tend to be authoritarian, centralized authorityand power, professionalism, limited facilities and infrastructure, as well as other things. The question thatthen arises is how the efforts of the government, so that the service provided to the community is increasing itsquality. This is important, therefore, the public has a right to get excellent service from the government. Atleast three criteria for excellent service quality measures, namely: “faster, better, and cheaper”, a highlycoveted community. Associated with these things, the following will be presented on “Excellent Service”.

Abstract

Changing paradigms sentralized become decentralized, it is not easy. The problem is the conceptionof centralization has been understood by the people during the Dutch colonial era, the end of the Sukarnogovernment (Guided Democracy), and in the reign of Suharto (New Order). It is therefore not too surprisingthat the management of decentralization in the form of regional autonomy by using the concept of goodgovernance does not take place as expected. The application of this conception in the visible region was stillloaded with centralistic conception. The question is, should we give up? Should not give up, because somethingnew is to be learned while implemented. The thing to keep in mind is, in the learning phase should not be toolong and costly, especially at the expense of the people.

Abstract

This study examines the policy implementation to reduce poverty in urban areas with the object ofstudy Pekanbaru City. The focus of research directed at the implementation of the Program PemberdayaanKelurahan (PPK) in the form of Usaha Ekonomi Kelurahan-Simpan Pinjam (UEK-SP) to answer the questionwhy this program has not been able to accomplished with a maximum in the city of Pekanbaru. It is seen from11 regencies / cities in Riau Province, Pekanbaru is a region of low absorption of funds including loans UEK-SP. This study aims to get clear information and identify the factors that influence the implementation processof poverty reduction through the PPK in Pekanbaru City

Abstract

Warnet is a container in accessing information through the intenet is issued and managed the localcommunity. Its presence is important in accelerating the achievement of the information society and medialiteracy to the dynamics of information, namely by making access to information, social interaction /communication through information technology facilities and communication technology (ICT) to thecommunity. This study aims to describe the motivation of users Warnet in meeting the needs of media forpeople in Pekanbaru. The results showed that the existence of Internet cafes to meet the needs of informationand communication is less optimally utilized in accordance with the objectives and targets, while meetingthe needs of entertainment considered quite high utilization.

Abstract

Pekanbaru is one city in Indonesia that have evolved so rapidly, especially in the economic field.Developments led the city witnessed a social change and urban development that is high enough. The impactof social changes that took place between the other is the high level of poverty. To overcome the problem ofpoverty is one of them with the development of social entrepreneurship is developing social entrepreneurs byway of changing behavior and understanding or awareness of those around him. Where has the transformativepower of social entrepreneurs with new ideas to exploit and create opportunities in the face of big problems,who was tireless vision to successfully deploy an idea he had. This study aims to determine and analyze thepicture of the factors that affect the application of social entrepreneurship in empowering the poor throughprograms UEK - SP in the city of Pekanbaru.
