Abstract

The  purpose  of  this  research  is  to  know  and  to  explain  about  the  implementation  of accountability  for  the  management  of  the  budget  in  the  House  of  Representatives  District (DPRK)  Aceh  Barat.  This  research  uses  nomative  juridical method  and  nomative  empirical. Research specifications are descriptive analytical mind. The data source that is used secondary data, through investigations books, official documents and research results of the experts in the form of reports. In addition to the collection of legal materials, also collected primary data that is  done  with  how  to  perform  the  interview.  The  results  of  the  study  showed  that  the DPRK budget  is  a  part  that  is  not  an  inseparable  part  of  the  qanun  Regency  of  Aceh  Barat  about APBK.  The  study  also  follows  the  discussion  of  the  budget  of  other  SKPK  mechanism  and discussed together between a team of Local Government Budget and Budget Committee DPRK. The  realization  of  the  Secretariat  budget DPRK West Aceh  good  enough,  almost  all  planned activities  in 2016 can be  implemented. DPRK budget  supervision of West Aceh done by many parties, which is in addition to direct the Secretary of the DPRK authorities in West Aceh itself, also  done  by  Inspektorat  Jenderal, BPK  district  representatives  of  the  province  of Aceh  and BPKP Aceh Province. It is recommended that the preparation of the Secretariat budget DPRK West Aceh on the future can be more is clarified again to prevent overlapping budget spending to one activity will be but with a different name.  Keywords: Accountability, Budget Management and Planning

Abstract

The purpose of this research is to know the strategy of Industry, Trade and Cooperative Office in developing small and medium enterprises in Nagan Raya District and to know the obstacles faced by Industry, Trade and Cooperative Office in developing small and medium enterprises in Nagan Raya District. The method used in this research is descriptive qualitative with the source data taken through observation, interview and documentation. Disperindagkop Nagan Raya District in the development of Small and Medium Enterprises namely guidance and Counseling, covering (a) the development of various products, (b) improvement of product quality, (c) licensing counseling, (d) marketing, education and training, covering (a) management Capital and finance, (b) production techniques, (c) entrepreneurship, Provision of Assistance, covering (a) capital assistance, (b) equipment aid and Evaluation and supervision. There are also inhibiting factors, such as internal resistor factors from Disperindagkop Nagan Raya District that is the level of quality and quantity of apparatus is still limited, the amount of budget funds for UKM development program. And supporting facilities and infrastructure are still inadequate. External inhibiting factors are the level of quality of human resources is still limited, lack of interest in trying. The authors provide suggestions that can be utilized by relevant agencies Increasing the frequency of meetings with UKM and the growing interest of young people to the importance of wrestle in the field of business. Abstract

This article aims to determine the role of sub-district leadership in coaching employees in the Head Office of Tadu and the factors that influence the subdistrict governments to develop employees at Head Office Tadu. This study uses a qualitative method with purposive sampling techniques. The results of the research that leadership role in coaching employees in the Head office of the District Head Tadu Nagan Raya, has been implemented as not it should be. But basically camat is not based on a government education (SSTP), but camat was commissioned by head of district (bupati), so that the role of the sub-district leadership of the coaching employees in the sub-district office Tadu very emproyent the organization goes by. This is evident from the pattern of the services provided by employees and contract workers to the community environment of the Tadu District. Other hand, many factors that affect the role of Head of the coaching employee first because of factors have been determined based on the regulations of the district. Second, the head is obliged to foster employee. Third, the rules that head is responsible for his subordinates. Fifth, head as the initiative itself. Sixth, because of discipline and responsibility of a leader to build employee duties. Seventh,it was also due to his obligations as camat factor in fostering employee, because camat as head of the district. Eighth, due to employee discipline is highly dependent on the leadership style of the subdistrict head, so that the district head and firm discipline the employee will be disciplined. Abstract

Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. Abstract

This article talks about the emergence of oligarchs in West Aceh district. Oligarch is referred to here are  those who dominate  limited  resources. Furthermore,  this paper aims  to examine  the practice of rent seeking  that played by businessmen after  the  local election process. Based on the study it can be concluded that; First, there is a strong connection between businessmen and candidates; clientelistic both emerging businessman who work on  the basis of patronage; and third the practice of rent seeking in the distribution of government projects.  Keyword: oligarch, rent seeker, local election, democracy

Abstract

The purpose of this research is to know the duties and functions of civil service police unit and wilayatul hisbah in enforcing qanun. Determination of the sample is done by purposive sampling method The research method used qualitative descriptive research. Data collection techniques used three ways: observation, interview, and documentation. The results showed that the tasks of Satuan Pamong Praja Police Unit essentially bind the relationship between members / groups / members of society with the government, basically the three pillars that are related to each other and can not be separated. The three pillars are: First, tranquility is a feeling of the soul of a person (community member) who enjoys his life comfortably free from both physical and spicical disturbances and threats. All activities, creativity, productivity of citizens can be done without fear of fear and worry. Second, peace is an order in a living environment manifested by the existence of human behavior, both personal and as a member of society that adheres to the rules of religious norms, social norms and applicable legislation. Thirdly, the enforcement of regulations (including norms and values) is an important means for the realization of order. Satpol PP and WH Kabupaten Aceh Barat have the task of upholding Qanun and organizing peace and public order and protection of society and enforcement of syariat islam. Abstract

This study aims to explain the gold mining in Gunong Ujeun, Aceh jaya by using the theories of Thomas Homer-Dixon of  the environmental scarcity, whether  in Gunong Ujeun mining can be categorized as a blessing or a disaster with a view of reality and phenomena  that exist  in  the field.  The  data  in  this  research was  obtained  through  literature  (library  research)  and  field research. The  results  showed  that  small-scale  gold mining  in  the  region Gunong Ujeun has many benefits, it is a blessing bestowed by the Almighty to the people, especially for people who do the mining. Since 2008 has been a lot of things are changing in the region District of Krueng Sabee, ranging from forests to watersheds in the river. The destruction of the forest will be an impact on other natural  resources  such as  soil cycles are no  longer  fertile, discoloration and quality of water, as well as damage to the fish that were in the river will die, and as a result of toxic mercury wastes are poured into the river. This caused conflict among the community. It is is a horizontal conflict   between migrant and  local communities. The cause of it, namely (1) frequent flooding aftermath of the mining (2) more difficult to get fresh fish and   the water has been  contaminated with mercury  and  cyanide.  (3)  government  agency  that  is  less  concerned with the environment (4) Control of natural resources by immigrant communities.  Keywords: Peoples Mining, conflict, environmental degradation.

Abstract

The purpose of this research is to know and analyze the leadership of village head in development in Jambak village, Pante Ceureumen District, West Aceh Regency and to identify how the success rate of Jambak village development in terms of physical development and non-physical development. The research method used is qualitative descriptive method with research focus among others development of education facilities, bridge facilities, road facilities, electricity facilities, training courses of village government institutions, PKK development courses, and the development of art and culture. Primary data sources in this study were village head, village secretary, community, and community leaders in Jambak village.The results obtained by the authors in showing the leadership of the village head in the development of the village of Jambak is still lacking and can not say good, because there is still a lot of work that includes physical development and non-physical development of Jambak village has not all been resolved properly. Like the construction of educational facilities that are still said to be quite good. Bridge facilities that have not been built all in accordance with community expectations. Road construction has not been fully resolved yet, electricity facilities are also a problem faced by Jambak villagers. In addition to the non-physical development of the village, the training of village institutions has been running but still ineffective to further improve the quality of village government officials, so that village government officials are more comfortable. Abstract

Legally, it is known there are two ways of settling disputes, first settling disputes in litigation that is in court, and both are known by way of non-litigation dispute resolution outside the court that. With the existence of alternative dispute resolution such as non-litigation, the court only used as a last choice by the parties to resolve the dispute. In Aceh disputes in society more dominant resolved through Customary Council, as a matter of dispute inheritance, because according to them more in line with a growing sense of justice in society. Abstract

The awarding of employee service, aiming to motivate the passion and loyalty. The award, a government effort to provide remuneration or the work of employees, so as to encourage employees to be more enterprising and achievement. The award was in recognition of an achievement that has been achieved by a person, who will be a strong motivator. While the performance of employees, is the result of work achieved in executing the duties or responsibilities assigned to them, which are based on the timeliness, quality work. In this study, the authors use quantitative data analysis, namely data processing in the form of numbers, whether as a result of measurement and results. Kompensi, more widely used in research because it produces a more precise conclusion, compared with qualitative analysis techniques. Based on the results of research conducted, the results of coefficient r = 0.574 and r rithmetic tables 0.266 (0.574> 0.266), it can be concluded that there is a positive relationship between the awarding of the performance of employees, the Department of Education Culture Youth and Sports. From the table data classification determines that the award in the cultural education offices Youth and Sports, at the high category. This shows that the award to the Department of Education Culture Youth and Sport has been good, while for the result of the impact of the award on employee performance is pa6da very high category. Researchers found that employees expect every year, Head of promoting employee or proposed employee in order to get the award. Given to every employee job performance, will improve the performance of the duties in their respective fields.Keywords: awards, performance, employee
