Abstract

The purpose of this study is to describe and analyze the implementation of law number 6 of 2014 concerning villages in simeulue district. This study used a qualitative method with descriptive type. The analysis is carried out by relying on the findings of data that has been successfully collected and various relevant information from the literature (secondary data). This research uses van metter van horn's theory and institutional theory. The determination of informants used non-probability sampling techniques so that not all Simeulue District government officials had the same opportunity to be sampled (informants). The results of the study indicate that the implementation of the law on villages in simeulue district in general can be said to be quite good, it can be seen from indicators 1) standards and policy objectives, 2) characteristics of implementing agents, 3) Attitudes (Dispositions) of implementers, 4) Communication between organizations and implementing activities, 5) Economic, social and political environment. Whereas 6) the resources available in Simeulue Regency are still very insufficient in number, especially at the BAPPEDA and DPMD levels, and so are the skills / expertise possessed by village facilitators in the simeulue that are still weak. Keywords: Village, Implementation, Undang-Undang Desa, Government, Simeulue

Abstract

The purpose of this study is to provide an overview of interfaith communities’ existence in West Aceh until 2018 look’s harmonious without any disputes and conflicts. Although regarding Christians worship houses establishing had been hindered, because of the regulation that specifically regulates about the worship houses establishment according to the Aceh Qanun No. 4/2016 concerning guidelines for maintaining religious harmony and the workship places establishment, more interesting to study about the situation of religious harmony and social vulnerability in West Aceh District. This study uses a qualitative data analysis through the descriptive analysis approach and involved 5 informants that selected using purposive sampling i.e. government elements, the Religion’s Management Ministry, administrators of the Religious Harmony Forum (FKUB) and religious leaders. The results showed that the religious harmony control in West Aceh was under FKUB with a management administrator’s that involved interfaith leaders. The social vulnerability begins when the workship places establisment rules are limited by the Qanun with special conditions in order to the non-Muslim peoples must worship together clandestinely. Abstract

The process of identifying risks and risks is part of policy and risk. Risk control is carried out for efforts to prevent occupational diseases and accidents. To learn about ways to handle risks to the crane barge. This research is a descriptive study, from the time process of this research is a direct research. This research is located at Palong III barge crane PT. Putra Tanjungpura Balikpapan. The method used by researchers in making measurements, information used by companies. In this study, primary data can be used at the same time and direct data that works on location and secondary data obtained from the company. Risk assessment is carried out using the JRA method (Job Risk Assessment and Risk Matrix. In the risk process, finding 12 types of risks, namely 5 risks with low risk levels, 2 risks with moderate levels, 4 risks with risk levels and 1 risk with risk level Things which must be done regularly to achieve different goals, and the results of risks that are effective and efficient. Keywords: Policy, Risk control policy, risk assessment

Abstract

The role of the government in empowering the development community in the Simeulue Islands Regional Water Supply and Environmental Sanitation Action Plan (RAD) will not succeed if it is not balanced with a public awareness program that is an effort to reduce, poor culture by way of remind, convince and injections to the community. To be trying to bounce do the hard work to get used to shame the poor receive aid as well as mental block change. The program targets AMPL activities in sequential order from the district level, the District, the Village (Village / Agencies) reached the target group. This is done through a mechanism in the development plan Deliberation annual planning and budgeting cycle of the area. The purpose of RAD AMPL needs to be supported by the role of the government by prioritizing synergic relations between elements of government, the private sector and civil society and involving the community itself based on the principles of Vision Strategy, by means of transparency, participation, and responsibility, by prioritizing community interests. By looking at the conditions of the community above, the government needs to do a social empowerment. Thus the RAD AMPL requires the support and participation of all development actors from the government, DPRD, universities, organizations and non-governmental organizations, private and international institutions. The involvement of all development actors are expected to encourage the establishment of a common point of view, the agreement and synergy in the efforts to Accelerate Achievement of Universal Access target of 100%. Keywords: Role, Government, Empowerment, Clean Water

Abstract

This study aims to analyze the extent of the role of the Peunaga Rayeuk Village Government in Optimizing the Posyandu Program, analyze what are the supporting factors and inhibiting factors and analyze the actions taken in dealing with communities that are less participatory in the posyandu program. This study uses qualitative methods with descriptive analysis research types. To obtain comprehensive data, informants in this study were village government officials, posyandu cadres, midwives and the community. Data collection techniques are carried out by observation, interviews and documentation. Data analysis techniques using descriptive analysis techniques with a qualitative approach that describes the results of the study as it is.The results of this study indicate that the role of the village government in optimizing the Posyandu program is not optimal. This can be seen from the unavailability of a comfortable place for the community to obtain services, because the posyandu building is still used with kindergarten children and the services provided are not in accordance with the SOP. However, in terms of handling the community, namely infants / toddlers who are affected by malnutrition, the level of responsiveness of the gampong government, cadres and midwives are very good and very helpful to the community. The gampong government also conducted socialization, healthy baby competitions, giving PMT as well as absent community visits to posyandu, which were conducted to increase community participation. The supporting factors in optimizing the posyandu program are very much one of them, good cooperation between the gampong government, cadres and midwives and the gampong community in running the posyandu program. Meanwhile, the inhibiting factors are a lack of public awareness, a mindset that is not yet developed and a sense of laziness in the community that makes them reluctant to bring their children to the posyandu and uncomfortable service places. Keywords: Role, gampong government, optimal, posyandu.

Abstract

Performance apparaisal are one of important phase for an organization because the result reflect asan aacoomplish measurement reaching tree mission. This research used desrciptive method with qualitative. The research result shown that Performanceof Agricultur and Farm Departement of West Aceh Region has well run and need improvement as consist in the vision and mission that implemented on programs and event at each division in Agriculture and Fam Departemen of West Aceh Region. So as to improve Agriculture and Fam  Departemen of West Aceh Region performance continously need cooperation well between manager and staf. Abstract

This research aims to find out how the implementation of participatory development and to know the factors that affect public participation Gampong Panggong subdistrict of West Aceh Regency Hero Johan. Methods used in this research is descriptive qualitative method where data is taken from interviews, field notes, documents, memos and other documents to get the proper interpretation. The results showed that overall the participatory development implemetasi in Gampong Panggong subdistrict of Aceh Heroes Baratmasih Johan less good, in this case only a part of the community that are involved in the planning development. This is due to social and economic factors which the community at large as a fisherman so just focus on the fulfillment of survival. In addition the implementation of planning construction of Gampong Panggong subdistrict of West Aceh Regency Hero Johan. dietemukannya multiple factors that affect the level of public participation in the planning of development in Gampong Panggong is the factor endowments include presence awareness, public participation, and support from the Government and society. While restricting factors include poor quality of education, low income levels, limited employment and diperdesaan.Keywords: Implemetasi, Participatory development

Abstract

This paper discusses the process of organizational restructuring that occurred at the Regional Secretariat of Ende District as a result of the policy of regional apparatus arrangement in Ende District, East Nusa Tenggara Province. Although it has gone through various changes, a number of regulatory tools have been replaced with the consequences of changing the concept of organizational restructuring from downsizing to rightsizing, but have not been able to significantly improve the performance of the Regional Secretariat of Ende District. In this study the author uses the concept of restructuring derived from the 4R theory (Gouilarrt & Kelly, 1995) with the indicators namely building an organizational model, integrating physical infrastructure, and redesigning the work architecture. The research method used is descriptive with a qualitative approach that is carried out through observation and interviews and reinforced secondary data studies from relevant agency documents and the results of previous competent research. The results show that indicators build economic models, integration of physical infrastructure, and redesign the work architecture have not run optimally. The restructuring was apparently not balanced with the availability of human resources and pre-facility facilities as well as good financial management . Keywords: Regional Secretariat of Ende District, Restructuring, Local Government Organization

Abstract

law number 11 Year 2006 was the implementation of the contents of the notes kesefahaman a memorandum of understanding (MoU) to Helsinki Government Indonesia with the free Aceh Movement (GAM) on 15 August 2005. This MOU is the beginning of a permanent peace in Aceh. Objective of writing this was the development of the implementation of the BAL after peace in Aceh. This research with qualitative and descriptive analysis method, by using the technique of observes and interviews. The goal of his research can contribute to the legislature in order to understand the stages of the process of legislation happen polemic in the realization of this legislation as BAL due to rules of normative binding, but in terms of the realization of the implementation of the special autonomy policy is not as easy as normative rules contained in regulation perundangan-undangan. It is given the legal system in Aceh. The policy objectives have not yet reached target BAL of the Aceh government readiness in meeting the needs of the community. In addition, the implementation of this legislation requires specific strategies and the DPRA capacity is crucial in separating political and administrative functions for the achievement of the input, output and outcomes in public life in post peace in Aceh.Keywords: Development Of The BAL. Abstract

This study aims to analyze the readiness of the Navy of Simeulue in preventing illegal, unreported, unregulated (IUU) fishing and want to know what are the supporting factors and obstacles for TNI AL Simeulue in preventing IUU fishing. This study uses a qualitative method with a descriptive approach. Data retrieval is done by observation, interview and documentation techniques. The results showed that the readiness of AL Simeulue in preventing illegal, unreported, unregulated with various indicators, namely physical, mental, needs and knowledge conditions had fulfilled two indicators, namely physical and mental conditions. While the needs and knowledge cannot be said to be good. A supporting factor for the Navy of Simeulue in preventing IUU Fishing is the establishment of good coordination between the Simeulue Navy Post which is under Lanal Simeulue and the cooperation that has been established with other related agencies. In addition there are also obstacles to the Indonesian Navy's AL Simeulue in preventing IUU Fishing, namely the lack of facilities and infrastructure as well as weak coordination between the various agencies involved and can lead to overlapping of their respective authorities and policies, so it is very vulnerable to conflict of interests.Keywords: IUU Fishing, Readiness, Indonesian Navy Simeulue
