Abstract

Results of the implementation for four years (2011-2014) , business / project run by CV Ilmi eligible to run . It is based on the assessment of the investment criteria of net present value (NPV) and internal rate of return (IRR) . Furthermore, NPV =  Rp . 7,815,595.00 which means positive cash flow or the present value of Rp . 1,451,655,095.00 greater than the original investment (OI) amounted Rp.1.443.839.500,00 While  IRR = 13:22 % meaning greater than the interest rate on financial institutions in the amount of 12 % That projects run by CV . Ilmi for four years (2011-2014) based on the assessment criteria , namely investment payback period method . From the analysis of the results obtained payback period PP = 3:11 years or 3 years and 1 month means that the payback period of the invested capital more quickly than the age specified investment is 4 years

Abstract

The success and failure of an organization is determined by the organizational culture attached to its members, and how to apply the culture in building the organization. Organizational culture affect how employees behave and work, recognizing their work, in collaboration with project partner and look to the future. Success and failure are determined from cultural organizations and their ability to transform themselves to support the objectives of the organization and maintain its viability. Organizations must be able to enhance human resources and strengthen the culture to carry out its function as a maker of meaning and control in shaping attitudes and behavior of employees (Robbins, 2006). Organizational culture can affect the survival of the organization if it is linked organizations' efforts to anticipate the difficulties in adjusting the various external and internal changes and the integration of the internal forces (Schein, 1992). The level of organizational empowerment with respect to the ability of the system defines the organization and procedures to be followed by his staff. The reference level and individual capabilities with regard to comfort those who are able to highly motivated to take the initiative and act without strict procedures, if people like and be able to handle empowerment, and they are in an organization that empowers them, then the organization can be categorized as an adaptive organization

Abstract

The purpose of this research is to investigate the application of sanctions against the manning of merchant ships that do not meet the qualifications and competence as well as to know which of the factors that affect the application of sanctions against the manning of merchant ships that do not meet the qualifications and competence in the port area Gorontalo. Metodh used is empirical legal research / sociological, the law conceived as an institution which in real terms are associated with other social variables. Sociological research using secondary data as the data initially, followed by a primary data or field researce. Conclusions from the findings that the imposition of sanctions against the manning of merchant ships that do not meet the qualifications and competence in the port area Gorontalo because there is not yet maximal application of criminal sanctions as stipulated in Article 310 of Law No. 17 of 2008 on the voyage. Sanctions are applied only to the extent the administrative sanctions and seizure of documents of the ship. The factors that hinder the application of criminal sanctions are investigators who do not have a certificate or has not even been sworn in completing education and training. Investigators who have sworn will have an impact on the validity of a legal process that is handled. Similarly, the leadership policy that does not emphasize the investigation of criminal offenses manning of merchant ships that do not meet the qualifications and competence due to the lack of budget allocation investigations, the lack of a fleet of patrol boats, patrol boats which are old and greatly decreased ability not to mention the legality of the investigators. So if there are violations of the sanctions was only limited to administrative sanctions.

Abstract

This research aims to clarify the relationship of capital structure towards earning ratiosof PT PLN (Persero) Region Sulselrabar. Whereas the methods of analysis used in this study is the analysis of optimal capital structure, cost of capital is a weighted analysis, analysis of linear correlation analysis of earning ratios, simple. Results of analysis showed that based on a comparison of capital structure of companies with companyearning ratios for 3 years (2012-2014) it appears that the earning ratios declinebecause companies suffered losses. Results of the analysis of the correlation betweencapital structure (DER) and earning ratios of capital structure to see that companieshave a positive relationship but not significant toward earning ratios of the company.

Abstract

The purpose of this study was to determine the application of the principle of transparency in the delivery of local government in North Gorontalo Regency Gorontalo province as well as to determine the factors that affect the application of the principle of transparency. Application of the principle of transparency in local governance which has not run as mandated by Law No. 6 of 2014 on the village does not operate effectively. The factors that lead to ineffective application of the principle of transparency in local governance in North Gorontalo District are a lack of personnel resources and the limited facilities and infrastructure.

Abstract

This study aims to determine the ethics of government officials to the quality of service of making the deed of sale of land and determine the factors that influence the ethics of government officials to the quality of service of making the deed of sale of land in District Panca Chert. The design study is quantitative descriptive approach. The population in this study is the entire community that takes care of making the deed of sale of land in District Five Chert in January-December 2014 as many as 136 people. The samples in this study is Simple Random Sampling whereas the members of a sample of 58 people from a population of 136 people was randomly without regard to strata that exist in this population. Data collection techniques used were observation, interviews (interviews), Questionnaires, and a Research Library. The data obtained were then processed using frequency tables. The conclusion of this thesis research is ethical government officials classified in either category. Reflected in the results of this study which shows the scope of applicability of 57.33%. And quality of service are classified in either category. Reflected in the results of this study which shows the level of implementation of 57,60%. As for the temporary factors that influence the ethics of government officials to service quality land purchase deed, among others: (a) Awareness Officials, with the percentage rate of 53.5%. (B) Rules, with the percentage rate of 34.75%. (C) organization, with a percentage rate of 59.5%. (D) Skills Officer, with the percentage rate of 70.75%. (E) Support, with the percentage rate of 61.25%. (F) Supervision, with the percentage rate of 48.25%. (G) Consistency bureaucratic apparatus, with the percentage rate sebesar49,5%. (H) Communication, dengantingkat percentage of 58.25%.

Abstract

Abstract

The purpose of this study was to determine and analyze the Influence of Human Resource training on the productivity of work forces at the village office Maleo Pohuwato. Based on the results of data processing using SPSS results are obtained the following regression equation: Y = 15.010 + 0,438X. SPSS data processed from the simple regression equation where the constant value of 15.010 and productivity of 0,438 officials were also used as a benchmark. Processed data on SPSS program obtained value of R Square (R2) of 0.540 or 54.00%. While anatara relationship with productivity training apparatus in Maleo village of 0.735 or 73.5%. The processed data using SPSS can be obtained F count amounted to 21 132> sig. 0,000 means that Ho refused and Ha accepted which means a partial contribution to the training of personnel productivity is the amount of 54.00 and relations between them amounted to 0.735 or 73.5% is significant. Contributions of training on productivity in the rural village officials Maleo at 54.00. Therefore it can be concluded that the training variables significantly affect labor productivity in the rural village officials Maleo.

Abstract

This study aims to know about levies market policies towards improving reception on the Lancirang Market of Pitu Riawa in Sidenreng Rappang Regency and to determine market levies managementby the Department of Revenue to the increased acceptance of market levies in Lancirang Market in Sidenreng Rappang.The method used in this research is quantitative research method (table percentage).Techniques of data collection is by distributing questionnaires to the respondents amounted to 81 people for a compulsory levy and 12 people from the Department of Revenue employee and conducting the direct interviewto informants of 5 people. From this research, it can be presented that the factors which influence the policy implementation of Regional Regulation Nu. 13 of 2011 about Service Fees Market Nu 4, includes communicating, organizing, implementing, and monitoring the obtained 78% based on the accumulated number of overall average percentage of indicator of market retribution management. In this research, there arethe indicators of market retribution management in Lancirang market which include planning, organizing, implementing, and monitoring of the obtained 67.25% based on the accumulated number of overall average percentage of the indicators of market retribution management. As the indicators of acceptability Regional Income from market levy sector Nu 5, covers expanding the revenue base, strengthening the process of collection, improving the supervision, increasing the administrative efficiencyand reducing the cost of collection, and improving the capacity through better planning, which of the 12 respondents who participated obtained 75 , 4% of the accumulation of each indicator output or outcome of research undertaken.

Abstract

The background of this research; Authority in testing the Constitutional Court Act which was enacted before the 1945 amendment; And How implementation of the authority of the Constitutional Court in examining the Act which was enacted before the 1945 amendments. This thesis research aims to: To determine the Constitutional Court and analyzing powers in examining legislation enacted before the 1945 amendments, and for knowing and analyzing How the implementation of the Constitutional Court the authority in testing the law that was enacted before the 1945 amendments. From the results of this research note that the Constitutional Court in implementing the Judicial review is limited to the Act after the 1945 changes, but with the cancellation of article 50 of Law No. 24 Year in 2003 by the Constitutional Court that none other than the law governing the Constitutional Court Act which can be requested to be tested is the Law which was enacted after the 1945 change, while the Constitutional Court the authority contained in Article 24C of the 1945 Constitution there are no restrictions in testing the Act, then the that the basis of article 50 of Law No. 24 Year 2003 is seen deviating from the Constitution in 1945. thus the Constitutional Court in accepting applications for the Act to be tested are not limited anymore to the Act which was enacted after the 1945 amendments. Based on the conclusion that the Supreme Kostitusi in testing law was enacted before the 1945 change is a constitutional authority. The reason of article 50 of Law No. 24 Year 2003 regarding the Constitutional Court Act which set restrictions on who should be tested against the Constitutional Court of Article 24C of the 1945 Constitution. Article 50 of Law No. testing. 24 Year in 2003 by the Supreme Constitutional Court can not be said to extend authorities but upholding the Constitutional Court (1945).
