Abstract

This research examines the issue of organizational social capital. This research tries to analyze the role of organizational social capital in improving the organizational performance, the efforts to develop the organizational social capital, and the constraints faced in optimizing the organizational social capital at PKP2A I LAN. This research employed a descriptive-explanative, qualitative method. The analysis results showed that the role of organizational social capital at PKP2A I LAN represented an important and fundamental factor in determining the organizations performance although the elements of social capital as a whole have not been optimally practiced by all employees in building cooperation to achieve the performance and objectives of the organization. In the context of PKP2A I LAN, it was found that the elements of social capital, such as mutual trust, mutual giving, mutual respect, participation, and commitment had relatively strong implications in achieving the organizational performance, compared to the values (IPIP) and norms. The efforts to develop the organizational social capital at PKP2A I LAN were conducted through formal and informal activities. The efforts through these activities provided positive implications for the socialization and internalization of various attitudes, values and norms that become important elements of organizational social capital at PKP2A I LAN

Abstract

Akuntabilitas pengelolaan dana desa dapat diwujudkan melalui fungsi pembinaan dan pengawasan yang dilakukan oleh Pemerintah Daerah, sehingga potensi penyimpangan atau korupsi dapat dicegah. Akuntabilitas menjadi salah satu syarat dalam mewujudkan tata kelola Pemerintahan yang baik dan profesional. Penelitian ini bertujuan untuk mengkaji dan mendapatkan gambaran penerapan dimensi akuntabilitas publik, sistem pengawasan, menganalisis faktor Internal dan eksternal serta merekomendasikan model pencegahan korupsi pada pengelolaan dana desa. Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan yaitu dengan  wawancara, observasi, telaah dokumen. Dari hasil penelitian ini didapatkan gambaran empiris tentang penerapan dimensi akuntabilitas publik dalam pencegahan korupsi pada penggunaan anggaran dana desa di Kabupaten Pandeglang, serta menunjukan bahwa penerapan lima dimensi akuntabilitas publik yaitu akuntabilitas hukum dan kejujuran, akuntabilitas manajerial, akuntabilitas program, akuntabilitas kebijakan, dan akuntabilitas finansial. Pengawasan dianggap dapat mencegah potensi tindakan korupsi. Kemudian dapat terpetakan juga kondisi ril serta tingkat keberhasilan Pemerintah Kabupaten Pandeglang bersama mitra (pendamping desa) dalam melakukan upaya pencegahan potensi tindakan korupsi pengelolaan dana desa. Dengan demikian, berdasarkan hasil analisis faktor internal dan eksternal dapat dirumuskan sebuah model pencegahan korupsi.

Abstract

ABSTRACTGlobal transformation is always demands a good governance system and one of the functions that must be run is public administration‚??s system.¬† The impact of powerfull globalization stream, should be anticipated as well as possible.¬† Public Administration with the values of western modernity that developed today, sometimes make us glare about the progress and forget the values‚??s identity of local wisdom that we have.¬† Whereas, Public Administration that appropriate with the local wisdom will be no less great than western Public Administration‚??s model.¬† This paper critically discusses the concept of public administration based on local wisdom (Indigenous) and tried to critize the western of public administration‚??s models which has been predicated in practice and viewed as the core study of contemporary public administration in various country, including Indonesia.¬† A review and reconstruction of ideas, concepts and theories on Government and Governance.¬† The main issues is that it is not always the western model administrative practice was able to solve the problem of public administration and was successfully implemented in various regions in responding the local culture.Keywords: Public Administration, Local Wisdom, Indigenious¬†ABSTRAK¬†Transformasi global senantiasa menuntut adanya sistem pemerintahan yang baik (good governance) dan salah satu fungsi yang harus dijalankan adalah sistem administrasi publik. Dampak dari arus globalisasi yang sedemikian kuat, sudah seharusnya diantisipasi sebaik mungkin. Dimana administrasi publik dengan nilai-nilai modernitas model barat (western) yang berkembang saat ini, terkadang membuat kita silau akan kemajuan sehingga melupakan identitas nilai-nilai kearifan lokal yang kita miliki. Padahal administrasi publik yang beridentitas sesuai dengan nilai-nilai kearifan lokal tak akan kalah hebatnya jika dibanding dengan administrasi publik model barat. Paper ini secara kritis mendiskusikan tentang konsep administrasi publik yang berbasis kearifan lokal yang lebih bersifat indigenous dan mencoba mengkritik administrasi publik model barat yang selama ini digadang-gadangkan dalam praktik dan dipandang sebagai core studi dari administrasi publik kontemporer diberbagai negara termasuk di Indonesia. Sebuah pengkajian ulang dan pendeskonstruksian ide, konsep dan teori terhadap Government dan Governance. Thesis utamanya adalah bahwa tidak selamanya praktik administrasi model barat mampu menyelesaikan masalah administrasi publik dan berhasil dilaksanakan diberbagai daerah dalam merespon budaya lokal.Kata Kunci: Administrasi Publik, Kearifan Lokal, Indigenous

Abstract

Disaster emergency response is an important stage in the process of disaster management in which the action is performed while tackling natural disasters. The goal of the research is to describe the phenomenon of floods and landslides disasters as well as the efforts of emergency response in the event of a disaster in pacitan regency year 2017. Research conducted through a descriptive qualitative approach. Method of data collection with interviews, observation and documentation. As for the data analysis stage include data condensation, data presentation and the final stage, namely the withdrawal of the conclusion. The results showed  flooding and landslides diasters in pacitan regency in the year 2017 including big disaster from a series of disasters that have occurred. These categories include  national scale natural disaster  because there are any victims and damage inflicted is large enough so that the various parties get involved in the handling of the disaster. The process of emergency response in the event of a disaster, led by komadan dandim 0801 military see as commander of the emergency response to natural disasters. Emergency response could be made in learning to cope with disasters that are better realized through disaster prevention and mitigation. Therefore, the overall infrastructure improvements that are vulnerable to disaster-affected and disaster-prone area mapping as well as awareness of stakeholders in the disaster prevention and mitigation very recommended to improve the ability of the community in the face of natural disasters.

Abstract

It is the right of every citizen to get good and quality public services. Community satisfaction is an indicator of the success of these public service providers, therefore public service providers should be directed to increasing community satisfaction. This study uses a survey approach. Respondents were 120 people selected by accidental techniques and spread in 6 sub-districts. Based on the results of the study, the average level of compliance of the service units (districts) in Kutai Kartanegara District against the Law on Public Services was only 69.83 (yellow zone) with the medium compliance category. While the level of community satisfaction is -0.43 or less satisfied with the services provided. However, the average IKM is 87.71 with an A title or very good.

Abstract

This research aims to conduct on-going evaluation on community-based clean water and sanitation program (PAMSIMAS) 2015-2018 in the Jogomulyo Village, Magelang Regency. PAMSIMAS is one of strategic government program to achieve clean and healthy communities by providing clean and drinking water services and sanitation based on community participation. Our on-going evaluation occupy six aspects as an analytical framework consist of effectiveness, efficiency, adequacy, equity, responsiveness, and appropiateness. A qualitative research with case study as research strategy was conducted to address the research aim. We triangulate both primer and secondary data to attain data source validity. Our study shows that PAMSIMAS 2015-2018 has contributed some positive results in the effort to provide clean water and sanitation services for Jogomulyo villagers. However, efficiency and resource utility aspects need to be improved to maximize the outcome of this program. There are two implications from this study. First, that government have to formulate ongoing evaluation framework since there is no on-going evaluation standard and various instrument was apllied in PAMSIMAS evaluation. Second, capacity building is necessity to build more competence management.

Abstract

The title of this research is Coordination of Aerotropolis Policy in Kertajati Sub-District, Majalengka District. This research is motivated by the issue of inter-organizational relations in the application of the Aerotropolis policy which is focuses on three aspects; availability of land in accordance with Majalengka Districts regional policies, availability of human resource as workforce, and to minimize social conflicts by creating the direction social and cultural transition of communities affected by the development of Aerotropolis areas. Aerotropolis policies arise from the existence of policies from the central government concerning the establishment of airports location in Kertajati sub district, Majalengka district, West Java. The location establishment of Kertajati Airport has opened many opportunities to West Java province so that the government of West Java can make a policy about "Peraturan Daerah Provinsi Jawa Barat nomor 13 tahun 2010 tentang Pembangunan dan Pengembangan Bandarudara Internasional Jawa Barat dan Aerocity Kertajati". The Aerotropolis in Kertajati District is expected to be able to boost the economy in West Java, especially Majalengka District. This Aerotropolis area is a very wide area and often reffered as Airport City or a new independent city that develops around the airport. According to Lie (2010) as a good criteria of coordination the author used factor that affect coordination such as planning, meeting point, partition of work, common goals, leadership, trust, and positive attitude. This research using qualitative descriptive method where data collection techniques are used literature and field study such as observation and interview. The result of this research show that inter-organizational relations in the application of the Aerotropolis policy not going well. This is shown by still unclear the partition of work and responsibilities, the unclear of the planning, and there is no mutual understanding in the application of policies.Keywords : Regional Development, Coordination, Aerotropolis, Kertajati

Abstract

Abstrak¬†Penelitian ini bertujuan untuk mengetahui persepsi Calon Pegawai Negeri Sipil mengenai pelanggaran etika. Metode penelitian yaitu dengan survey, data yang diambil dari Calon Pegawai Negeri Sipil yang sedang melakukan Pelatihan Dasar setelah berakhirnya mata ajar etika publik. Variabel instrument survey adalah persepsi dan pelanggaran etika. Hasil penelitian menemukan bahwa secara keseluruhan Calon Pegawai Negeri Sipil yang menjadi responden dalam penelitian ini dapat mengenal, memahami, dan menyatakan tidak setuju dengan berbagai contoh pelanggaran etika yang seringkali terjadi di lingkungan instansinya. Dua faktor utama yang mungkin menyebabkan orang berperilaku tidak etis adalah standar etika orang tersebut berbeda dengan masyarakat pada umumnya, dan Orang tersebut secara sengaja bertindak tidak etis untuk keuntungan sendiri.¬†¬†Kata Kunci : Persepsi, Etika, Pelanggaran Etika¬†Civil Servants Candidate‚??s perception on Ethical Violations¬†Abstract¬†This research aims to determine Civil Servants Candidate‚??s perception on ethical violations. This research applies a survey, data taken from Civil Servants Candidate which doing basic training in the end of subject public ethic. This research focuses on two elements namely perception and ethical violation. The¬† results of this research indicated that generally Civil Servants Candidate recognize, understand, and disagree with various examples of ethical violations that often occur in the office environment. Abstract

The low quality of public services in government agencies becomes a challenge for all Autonomous Regions, especially the Regional Government of Gorontalo Province in increasing public satisfaction. Policy Implementation of Diklatpim IV Pola Baru is expected to increase the competence of Civil Servants in order to improve the quality of public service.This research was conducted in Gorontalo Province aims to know how influence of policy implementation of Diklatpim IV Pola Baru to public service quality.The research method uses quantitative design with explanatory method. Data collecting using questionnaire technique which 84 respondents obtained by stratified random sampling from population which amounted to 520 units.Data analysis using Partial Least Square (PLS) with SmartPLS 3.1 software to test the measurement model and to know the significance of Policy Implementation of Diklatpim IV Pola Baru to Quality of Public Service.The result showed that the loading factor of Policy Implementation of Diklatpim IV Pola Baru to Quality of Public Service was not significant at 5% because the value of T-Statistic under the value of t table 1,96. Similarly, the value of P-Value 0,546 higher than the value of significance P-Value <0.05 and coefficient value 7,9% only, so that the hypothesis H0 accepted, H1 rejected.Thus, it can be concluded that although the level of Policy Implementation of Diklatpim IV Pola Baru is high and the level of public service quality is also high but Policy Implementation of Diklatpim IV Pola Baru has no significant effect to the Quality of Public Service.

Abstract

Era disrupsi yang terjadi saat ini menuntut pemerintah untuk beradaptasi dengan melakukan perbaikan-perbaikan organisasi guna meningkatkan akuntabilitas, kinerja, transparansi, serta pelayanan publik. Tuntutan ini ditanggapi oleh Pemerintah Kabupaten Purbalingga dengan meluncurkan inovasi Sistem Dokumentasi Masyarakat (Sidomas) yang berguna untuk memfasilitasi masyarakat dalam menyimpan dokumen keperdataan dan legalitas kependudukannya. Adanya sebuah perubahan, tentu akan ada penerimaan maupun penolakan didalam organisasi. Tujuan penelitian ini adalah untuk menganalisis proses penerimaan inovasi Sidomas di Kabupaten Purbalingga serta untuk menganalisis pembelajaran yang didapatkan dari pelaksanaan aplikasi Sidomas dalam kerangka organizational learning. Hasil penelitian menunjukan bahwa tahap-tahap proses penerimaan inovasi Sidomas telah dilewati. Kurangnya kolaborasi antar aktor pada pelaksanaan Sidomas menunjukan bahwa inovasi ini belum dapat diterima oleh internal organisasi di lingkungan Pemerintah Kabupaten Purbalingga. Selain itu, potensi-potensi yang dimiliki oleh aplikasi Sidomas belum dapat dimaksimalkan oleh Pemerintah Kabupaten Purbalingga dalam mereformasi pelayanan publik. Kekurangan yang terdapat pada proses penerimaan inovasi Sidomas dapat menjadi bahan perbaikan Pemerintah Kabupaten Purbalingga dalam kerangka pembelajaran organisasi.
