Abstract

Funds of district development sourced from district of earning and budgeting (APBD) constrained when source of revenue rely on district revenue (PAD) as like as taxes. An act penetration innovatory solution is needed to solve the budget deficit problem such as the potency of Sharia bonds (Sukuk). This article discusses what kinds of potency that become strengths and weaknesses then how opportunities and challenges are faced by Banten Province in an effort to take advantage of sukuk as the source of development budgeting in Banten. Furthermore, what strategis are effective to apply in an attempt to make sukuk as the source of development budgeting in Banten. An analysis of classical SWOT (SWOT Analysis-K) used to solve the problem above. First step of SWOT-K analysis is identifying the internal and external factors faced by the Banten province to take advantage of sukuk as a source of development budgeting in Banten. Second is making combination of internal and external factors. Final step is formulating appropriate strategies to be sukuk as an alternative of development funding in Banten. Result of SWOT-K anafysis in Banten Province has the power of aspects of economic resources as basic capital to make use of sukuk for regional development budgeting. Whereas there are two weakness become obstacles, there are human resources and government management. Besides, the market opportunity to make use of sukuk is widely open because Banten Province is one of the provinces that have a positive economic growth. Opportunities become greater with decentralization right in district financial management, but faced challenges are none of juridis basis for the implementation of district sukuk. The existence of UU SBSN does not yet give potency for district to take advantage of sukuk as APBD because the utilization of new sukuk is allowed for APBN. Priority strategic is improving the quality of human resources in field of Sharia finance by increasing professionalism and accountability in management. Improvement of the quality of human resources is accompanied by efforts to encourage the central government and the legislature to revise the constitution of governing district finances in order that accommpodate the source of society loans as instrument of district Sharia bonds (sukuk). Abstract

This study aimed to analyze relation among religion and economy in developing work ethic. the original thesis concerning relation of religion and work ethic initiated by Max Weber in his study entitled Protestant Ethic and Spirit Capitalism. In Weberian perspective, religion take important role that developing values of work ethics e.g. rationalism, asceticism, and "calling" are encouraging human to work hard in the world. This study aimed to elaborating Weber’s thesis within comparing work ethic in others religion. Library research used as research methodology in this research. The result showed, basically, work ethic invented in many religion; nevertheless, adapted to the context of socio-cultural in society. Abstract

This. article discusses the Islamic veiw on human rights. The idea of human rights is generally viewed as a secular idea of West. This opinion seems incorrect. Doctrines of human rights, as a matter of fact, has existed in the tradition of world religions since more than a thousand years ago and has left moral foot-steps that could not be eliminated from the recent thoughts. The idea of human rights is also noted in the holy texts of Islam. In Islam, the idea of human rights is an important part of Islamic doctrines in which Islam guarantees and provides legitimation not only on political rights, but also on socio-economic rights of individuals. A lot of verses of Qur'an show how Islam appreciate and respect human rights and raise the position of humans among other creations. Key Words: Islam, West, Human Rights, Islamic Doctrines

Abstract

The epistemology of Hadith studies that has been built in the history of Muslim civilization since the beginning of Islam until now with the structure of riwayah and dirayah Hadith study as well as its various branches, has provided a significant contribution to the critique and research of the Prophet Hadith authenticity. Through variety of concepts and theories in ulum al-Hadfts, Muslims can distinguish between authentic Hadiths, which are coming from the Prophet and those are not, in terms of sanad, matan, or both, so it can also be determined whether the Hadiths can be used as argumentation (dalil) in the religious life of Muslims or not.   Throughout history, epistemology of Hadith studies has been recognized by Muslims and there is no significant resistance from ancient times to the present, accept from the Orientalists who had rejected Hadith criticism methodology proposed by Scholars of Hadith. The Orientalists who were skeptical of the authenticity of Prophet Hadith that appeared since the second half of the nineteenth century AD, as if they had tried to break down the foundations of Hadith epistemology through their premise, concept, and conclusions. Facing such orientalist attitudes, this paper tries to offer four concepts, critical and scientific attitude, constructive and not destructive thinking, based thinking on the basic concept of the Koran, and using the method of thinking balancely and proportionally. Abstract

This research analyzes some factors affecting economic activities in relation with the conduct of pilgrimage. Those factors are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers. The objective of this research is to acquire the information of how each factor and all factors together affect the economic activities. This research also analyzes the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses on UMKM - Micro, Small, Medium enterprises' economic activities.             This research is conducted in DKI Jakarta in 2007. The population of this research is the average economic activities in DKI Jakarta in 2007. There are 42 respondents (Banks), 157 respondents (travel agencies), and 50 respondents (UMKM - Micro, Small, Medium enterprises) which are taken as samples from the population using the purposive sampling method. The data is obtained by the researcher using questioners and secondary data which is taken from 1990-2007.             The methodology used in this research is based on. the causal relationship model In testing the hypothesis of this research, the researcher uses the simple and multiple regression methods, and path analysis method. The significant rate a = 0,05 used in determining the interpretation of the statistic result. The data is processed using SPSS (Statistical Packages for the Social Sciences) version 12.00.             The results of the analysis in the 1st equation -are (i) the effect of the pilgrimage cost on banks' revenues is quite strong, (ii) the effect of the pilgrimage cost on travel agencies' revenues is quite strong, (iii) the effect of the pilgrimage cost on UMKM - Micro, Small, Medium enterprises' revenues is weak.             The results of the analysis in the 2nd equation are (i) the effect, of the amount of pilgrims on Banks' revenues is very weak, (ii) the effect of the amount of pilgrims on travel agencies' revenues is very weak, (iii) the effect of the amount of pilgrims on UMKM - Micro, Smal4 Medium enterprises' revenues is very weak.             The results of the analysis in the 3rd equation are (i) the effect of the amount of pilgrimage officers on banks' revenues is very weak, (ii) the effect of the amount of pilgrimage officers on travel agencies' revenues is very weak, (iii) the effect of the amount officers on UMKM-Micro, Small Medium enterprises' revenues is very weak.   The results of the analysis in the 4th equation are (i) the effect of all three factors which are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on banks' revenues is very strong, (ii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on travel agencies' revenues is strong, (iii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on UMKM-Micro, Small Medium enterprises' revenues is strong.             The result of the analysis in the 5th equation is the effect of foods and drinks expenses on UMKM-Micro, Small Medium enterprises' revenues is weak. In the 6th equation, the effect of nonfoods and drinks expenses on UMKM-Micro, small Medium enterprises' revenues is weak. In the 7th equation, the effect of miscellaneous expenses on UMKM - Micro, Small Medium enterprises' revenues is quite strong. In the 8th equation, the effect of all three factors which are the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses simultaneously on UMKM-Micro, Small Medium enterprises' revenues is quite strong.             The implication of the research results mentioned above is the factors in the conduct of pilgrimage do increase the economic activities (Banks, Travel Agencies, and UMKM - Micro, Smal4 Medium enterprises) in DKI Jakarta. Therefore, considering that matter, the General Director of the conduct of pilgrimage division of Department of Religion Republic of Indonesia should determine the pilgrimage cost which is affordable, increase the service, and provide a good information system which will result in a better conduct of the pilgrimage. Abstract

In an attempt to spread Islamic teaching, Karaton (Javanese royal kingdom) Surakarta along with Walinsongo, nine saints spreading the religion in Java, designed the annual ritual, Grebeg Maulud, to celebrate the birth of Muhammad. The ritual, which is still held until now, symbolizes the generosity of the Surakarta King. The ritual also conceals many other valuable traditional values. In order to uncover them, this study explores the historical backgrounds that underlined the commencement of the ritual This study also examines the symbolical meaning and function as well as the structure and the working procedures of the ritual Besides, this study explores the Javanese-Islamic values as represented by Grebeg Maulud's Gunungan, mountain-shaped rice presented by the Karaton on Muhammad's birthday. To collect data, this study used historical literatures obtained from various references and information provided by sentana dalem (King's inner circles), religious figures, cultural experts, academicians and society in general This study has found that Karaton Surakarta's Gunungan still serves a traditional ritual although there has been some shifting over the time as reflected by the decreasing number of presented Gunungan. Initially, there were 12 Gunungan presented in every annual Grebeg Maulud. However, in the last couple of years, there are only around two until seven Gunungan presented by the Karaton. This study has also found that over the years, the ritual is still popular in society as many are interested to come when the Gunungan is presented. People are still eager to compete with each other to grab a piece of the Gunungan.

Abstract

This study aims to determine the possibility of granting of guarantees and interest subsidies by central government in· order to accelerate the provision of drinking water, as stated in the Presidential Regulation 29 of 2009, based on Islamic principles.             This research uses descriptive qualitative method. Collecting the data used in this study using the literature study. Data collected through the research literature related to the topic of study to obtain secondary data.             It was concluded that the government guarantee as stipulated in the Presidential Regulation 29 of 2009 can be implemented based on Islamic financing and using the kafalah and the qardh contracts. The Kafalah contract put. the Government as guarantor (kafil).The Qardh contract implementation would be used in the event of payment of guarantee claims. The Qardh put the Government as provider of funds for payment to Islamic banking. Upon payment of warranty claims, the Government may request repayment to PDAM and local government. The interest subsidy in the Presidential Regulation 29 of 2009 can be converted into margin subsidy using the Hawalah contract, the Government accept the transfer of liability to the bank On the basis of the realization of partial payment obligations through subsidy mechanism, the Governement waived the right to claim to PDAM. Abstract

This article tries to understand Islamic reformation movements in the modern era based on two points of views: internal and external aspects. On the one hand, based on the internal aspect, Muslims need to reform their social structure and mental attitudes in arranging their socio-political lift by reforming their religious understanding which is accordance with their developing logics and imagination. In the other hand, based on the external aspect, it is because of the development of 'the economic-political authorities' in this modern era, i.e. a system of nation state, democartion, human ghts and modem capitalism. The changes force Muslims to reform their ways of thinking toward their religious orthodoxy, traditions, and intellectual treasury. To understand reformation movements could not be separated from their historical contexts because the reformation movements are not monolitic. They have various forms and different purposes. However, the religious understanding could not also be separated from the intellectual development and the challenges of life faced by Muslim societies.
