Abstract

The existence of political parties in a country by many as a form of recognition of civil and political rights, and consequently the existence of political parties begining in the process of political egalitarianism citizens. This research used a phenomenological approach, to see the meaning of the subject of understanding the structure, documentation studies also put the core in-depth interviews as data collection. Strengthening of anti-party sentiment we can traced from the election several times in the reform era: 1999, 2004, and 2009, with the decline in voter participation, voter volatility and declining party identification, which then also reinforced by the results survey released by the institutions, indicate the implications of anti-party sentiment, either reactive or cultural.

Abstract

Substitution of the new order regime reform era to bring home big enough task for holders of development policy in this country . Government bureaucracy into one part left by the new order of special concern by the government , especially pemerintaha area. The inability of the government to manage the bureaucracy caused by many things one of which is the lack of quality of personnel in providing service to the community . Apparatus still positioning itself not as a public servant but someone who must be served . Therefore, in this paper the author tries to analyze the problems with the approach of a paradigm shift regarding the bureaucratic apparatus of government as part of efforts to resolve the issue of government bureaucracy in order to realize good governance.

Abstract

This research discusses the reformation of bureaucracy in Vietnam. The elites of the central government were involved in the process. This study questions state-elite relations in implementing reformation of bureaucracy in combating corruption, what form, what factors shape the form and under what circumstances does it change. Studies on this subject varies from statist, elitist approach. The statist approach focuses on the role of the state, questioning whether it dominate the politics (Evans),. Elitist approach focuses on the concentration and exercise of power by elites (Mills, Mosca, Pareto, and Keller) in shaping policies. This research shows that the conflict between the central elite is caused by dispute over implementing reformation of bureaucracy in combating corruption. The dispute over implementing reformation of bureaucracy within the administration had led to the function of state autonomy in which case is combating corruption indicated by how the state not seriously became government program. This occurred due to the ability of the international issue to influence the policy of Vietnam government. In turn this impacted the state, in this case the government of Vietnam, to be capable of taking normal political decisions but to be incapable taking political decisions of combating corruption. This study supports and corroborates state autonomy theory on the state as dominate policies of combating corruption. In particular on state autonomy that is shown by the interest of elites of central government. In theory of the state’s autonomy is the manner in which the state manages the distortion or pressure of the global issue of corruption.

Abstract

Pertimbangan yang mendasari penelitian ini Bagaimana Pelayanan Izin Mendirikan Bangunan Pada Dinas Tata Ruang dan Bangunan Pemerintah Kota Pekanbaru, apakah di dalam penyelenggaraannya sudah sesuai dengan standar pelayanan yang telah ditetapkan, karena berdasarkan data hasil panggilan bidang pengawasan selama tiga tahun terakhir (2013-2015) ke atas masih banyak ditemukan adanya bangunan RUKO dan RTT yang sudah di bangun di Kecamatan Bukit Raya dan Tampan, tetapi belum memiliki izin mendirikan bangunan. Penelitian ini di lakukan di Dinas Tata Ruang dan Bangunan Kota Pekanbaru, dengan mengunakan metode penelitian kualitatif yang selanjutnya dianalisis dengan mengacu pada standar pelayanan dalam Permenpan Nomor 15 Tahun 2014 dan Perda Kota Pekanbaru Nomor 7 Tahun 2012 Tentang Retribusi Izin Mendirikan Bangunan. Hasil penelitian ditemukan bahwa Pelayanan Izin Mendirikan Bangunan Pada Dinas Tata Ruang dan Bangunan Pemerintah Kota Pekanbaru, pada pelaksanaannya belum terlaksana sepenuhnya sesuai standar pelayanan yang ditetapkan di dalam Peraturan Daerah Kota Pekanbaru Nomor 7 Tahun 2012 Tentang Retribusi Izin Mendirikan Bangunan. Hal tersebut dimana masih ditemukan alur prosedur pelayanan yang berbelit-belit, jangka waktu pengurusan yang lama dan adanya biaya/tarif tambahan yang dimanfaatkan oleh penyedia jasa untuk meraup keuntungan dengan alasan untuk mempercepat proses pengurusan. Kemudian, terkait banyaknya jenis bangunan RUKO dan RTT yang telah dibangun, namun belum memiliki izin mendirikan bangunan itu dikarenakan kurang lengkapnya persyaratan yang diajukan oleh pemohon dan masih minimnya jumlah Personil/Staf juga sarana maupun prasarana yang ada di Bidang Pengawasan Dinas Tata Ruang dan Bangunan Kota Pekanbaru.

Abstract

Governance in principle is in order to serve the public good in the form of service of goods, services, or administrative. Their various weaknesses in service delivery adversely affects the quality of care received by the public. As a recipient of the service, the community has an important role in assessing whether or not a quality service through the level of satisfaction felt. This study discusses the level of community satisfaction in the conduct of government affairs asbsolut religious sector, in particular the provision of services KUA in Tanjungpinang. Through survey research methods, known level of public satisfaction towards the provision of services KUA in Tanjungpinang obtain the value of good quality, with an index value of 76.75. The element certainty the cost of services should be prioritized in improvement service quality.

Abstract

Trust is an expectation that a person can be trusted in all relationships, demonstrate consistent and predictable behavior. Trust owned predictions related to gains and losses will result because these choices. Presentation concept of trust is very important to understand the issues of transparency and accountability networking interaction of the actors in governance. Some have argued the importance of trust in governane networking. First, in setting the theory of governance, the concept of trust into one keywords in it. Second, network governance as key words to make the trust as the foundation of the building.Third, the principle of transparency and accountability of governance actors is strongly associated with the concept of trust, where trust becomes the purpose of the implementation of these two principles. Various opinions of scientists put trust as the foundation, pillars and social capital in networking and building effective governance, so it is important to understand the concept of trust in the context of network and governance. Confidence (trust)is the basic element of relations between the actors and the social structure of the network, so the trust manifested in the form of building the network. Social capital makes the trust as an integral part even be the main pillars of social network system. The socialist social system built with the advent integrity of a particular ethnic, one of them ethnic Chinese in Kepulauan Riau, Especially Tanjungpinang. It was built in Tanjungpinang are ethnic Chinese with identity politics and ethnic politics they controlled sectors of the economy, education, culture, and religion is so strong that formed Hight-Trust.

Abstract

Community Institution is one of the civil organization under the authority of village level governance, also acknowledged and under supervision of government. Indonesian legislation has given chance to society to form community institution. Act number 23/2014 on Local Government and Act number 6/2014 on Village laid foundation for society to form village level community institution based on their need. In reality, those community institution like Rukun Tetangga (RT), Rukun Warga (RW), Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK), Pemberdayaan Kesejahteraan Keluarga (PKK), Karang Taruna, etc., have been an integral part in helping government’s task, especially the task of head of urban village related to services on governance, development, and civil matters. Civil institution in urban village has shown its benefit and function in government, especially city government. Act number 5/1974 doesn’t mention about RT and RK/RW, but that does not means those institutions don’t have their reason for existence (raison dieter). RT and RK/RK can be formed based on Mayor’s Order as implementation of mayor’s function on Community Administrator. As Community Administrator Mayor can form act on forming and regulating community institution in its area which in turn can help city government fulfill its community’s participation, thus community’s aspiration can be included in government’s action and further enlarge social participation. Even though it is known that some city is regulates and empowers its community institutions, it is advised that other city has to start, so it won’t be too far behind, because community institution’s benefit and function have been proven. Working relation between community institution and urban village is deep.

Abstract

Reform that took place in Indonesia in 1998, making a new milestone to the changing circumstances of the authoritarian system towards a democratic system, so that the freedom of speech and expression become more open and guaranteed by law. Apart from that there is also the transfer of power from the management of the regulatory role of the broadcasting system which has been the exclusive rights granted to a state regulatory body that is free (Independent Regulatory Body) namely; The Indonesian Broadcasting Commission to implement the management that broadcasting system which is a public space should be managed by a body that is free from interest intervention powers, certain groups and interests of owners of broadcastmedia itself. KPIs is one of the state institutions in the institutional system of the unitary Republic of Indonesia in accordance to Law No. 32 of 2003. In carrying out its role and powers, KPI has a relationship with other stateagencies to protect the right of people in a more equitable and fair in the field of broadcasting. In the spirit of democratization is the most fundamental changes occurring in the field of broadcasting media, the broadcast media are no longer the guardians of balance (impartially) public space but become part of a mediated between the media, the state and society. In general it can be said that in a democratic system requires the interaction between the state (state), the media (industry), and with society (civil society) were very dynamic, in other words the occurrence of an interaction of the prosperity of society. The relationship between them should be harmonized, in the sense that there is a mutualistic relationship interactive complement and notdominate. However, the question is how the democratization of mass media relations of power of the state, society and media owners as well as the role of KPIs that represent civil society or civil-society, so that the media can carry out their functions freely and independently without being influenced by cooptation capitalist or industry, authorities and no more threats and conflicts will occur. KPI was originally expected to become supervisors and referees who have integrity and no play made in gray with no power against the increasingly powerful media conglomerate cenkramannya invest in the motherland. If the case is not impossible broadcasting media face Indonesia in the future only be an agent of a product of modernity, liberalism andhidonisme.

Abstract

Kasus illegal fishing yang terjadi di Kepulauan Riau selama ini merupakan permasalahan keamanan yang masih berakar, sumber daya perikanan di Kepulauan Riau masih dijadikan “aset bersama” oleh negara sekitar. Kerugian negara yang disebabkan oleh illegal fishing yaitu sebesar Rp. 30 Triliun per tahun, dari kerugian tersebut 10 persen berasal dari Kepulauan Riau. Poin yang menjadi kajian ini yaitu bagaimana solusi solusi keamanan kelautan yang menyangkut illegal fishing di wilayah perbatasan Kepulauan Riau dengan beberapa Negara disekitar. Kajian yang menggunakan metode wawancara dan data skunder berupa dokumentasi negara serta pemberitaan di media massa ini menemukan bahwa mayoritas illegal fishing yang terjadi di Kepulauan Riau berada di kawasan ZEE dan mulai meluas ke sektor ekonomi dan lingkungan, sehingga illegal fishing yang terjadi di Kepulauan Riau tidak hanya mengacu pada keamanan tradisional, melainkan sudah meluas ke arah keamanan nontradisional. Visi kelautan bangsa Indonesia yang masih rendah, overlap kewenangan antar aktor dan prasarana yang tidak memadai sangat berpotensi untuk melanggengkan illegal fishing di Kepulauan Riau, sehingga memerlukan aktor nonnegara yang ikut menangani illegal fishing. Penguatan masyarakat pesisir (nelayan) akan menjadi aktor kunci dalam penanganan kasus illegal fishing, bahkan juga dibutuhkan koordinasi dan pengerucutan kewenangan aktor negara serta kerjasama multilateral dengan negara sekitar yang terlibat.

Abstract

Selain sebagai hak masyarakat, keterbukaan informasi publik juga sekaligus  sebagai instrumen bagi pemerintah untuk meningkatkan kinerjanya, karena semakin terbuka suatu pemerintahan maka akan semakin rendah tingkat penyelewengannya serta pemerintahannya semakin dapat dipertanggung jawabkan. Tujuan penelitian ini, untuk mengetahui persepsi masyarakat, civil society organization, dan aparatur pemerintah itu sendiri terhadap keterbukaan informasi yang wajib disediakan dan diumumkan secara berkala, dan informasi yang wajib tersedia setiap saat pada Satuan Kerja Perangkat Daerah Kota Tanjungpinang (SKPD) khususnya Dinas Pendidikan, Kesehatan, Kependudukan dan Pencatatan Sipil. Metode yang digunakan adalah metode survei dengan pendekatan kuantitatif. Hasil penelitian menunjukkan persepsi terhadap keterbukaan informasi publik Pemerintah Kota Tanjungpinang pada Dinas Pendidikan, Kesehatan, Kependudukan dan Pencatatan Sipil adalah cukup baik. Bila dilihat menurut tanggapan responden terhadap seluruh bentuk informasi, maka hanya terdapat satu bentuk informasi yang memperoleh tanggapan baik yakni informasi mengenai profil organisasi, selebihnya adalah cukup baik. Perlu penyamaan pandangan antara pemerintah dengan masyarakat/stakeholder mengenai prinsip penyelenggaraan keterbukaan informasi publik, penyebarluasan hasil pelaksanaan tugas dan fungsi SKPD juga perlu ditingkatkan, serta diperlukan pula peningkatan perhatian dan kesadaran masyarakat terhadap penyelenggaraan pemerintahan.
