Abstract

Auction market, particularly forward auction market has aims to develop market system through tranparency of price discovery mechanism, increase efficiency trade system and fulfill of needs among region and creating incentive for increasingproduction and quality. Those aims are important to offer solution for farmer’s classically problem, such as asymmetric commodity price information that affect to farmer’s bargaining lower than buyer’s bargaining. Therefore, there’re much region develop forward auction market including Province of North of Sulawesi. Since April 2004, the forward auction market in North Sulawesi holds in Manado. From Value of transaction view, North Sulawesi’s forward  auction market seems,successful. This working paper tried tomeet comprehensive analysis of effectivity of north Sulawesi’s forward auction market, through Importance and Performance Analysis (IPA) and SWOT Analysis approach. There’re eleventh successful indicators be needed in analysis, they’re: 1) price trasparency ; 2) frequency; 3) supply  gurantee for industry; 4) amount of participant; 5) incentive for increasing production and quality; 6) item of product variation;  7) price; 8) distribution chains; 9) failing of payment and delivery;  10) value of transaction and 11) completeness of supporting institution. Using IPA and SWOT analysis, can be conclude that Manado’s forward auction market still faces problems, are: there’s no supporting from other institutions forward auction market still  depend on funding from  DEKONSENTARSI FUND (APBN), limited of human resource in term of quality and quantity, the regulation not fully can be implemented, transaction based on trust, weak in banking gurantee, and frequency of implementation  isn’t continue. One of effects of limitation in human resources interprets in stakeholder perception, there’s an indicator, potentially not hold for auction market consept. The indicator is amount of participant (seller-buyer). In Manado’s forward auction market, sellers in term of quantity have played maximally in forward auction market, but buyers in term quantity have played maximally yet. It be implied by amount of buyer lower than amount of seller, finally, the bargaining of seller/producer/farmer lower than amount of seller, finally, the bargaining. Therefore, based on SWOT analisys, there’re strategies can be proposed for improving performance  of manado’s forward auction market , are: increasing coordination among institutions through develop buyer-seller networking and potency of commodity networking, making, permanenet schedule, improving quality and quantity human resources, socialize of forward auction market, monitoring of management of forward auction market  system and implementing reward and punishment system.

Abstract

Tariff liberalization for Indonesia and European Union (EU) will increase competitiveness, and national welfare for both countries. Liberalization also will increase Indonesia labor demand, but will not significanly increase Indonesia trade value. This study also found that Indonesia private sector need time to adjust with liberal condition. However, it recommends Indonesia to choose long term liberalization, and need more cooperation, and ecofriendly.  All of this proposal will increase Indonesia capability to penetrate EU market.

Abstract

Europe Union (UE) is a large market that has opportunities for Indonesia Crude Palm Oil (CPO) export. Share export of Indonesia CPO in UE Market is 41,2 percent. This number more consider than other development countries and other big countries, for example United States, Japan and Canada. Demand of CPO in UE market shows increasing analogous with utilization biodiesel as energy alternative. The objective of this paper to: (1) Describe production and potency of Indonesia CPO performance and (2) analisys of prospective of CPO Product performance in UE  marked related with uses oils and biodisel . The analisys uses  descriptive  and hold winters  approach method to forecast, the time series data from 1990 to 2008. Main Result of this research are (1) developing of CPO product in the future still prospective with increasing oils consumption, oils world and utilization biodisel energy. (2) share  export Indonesia CPO in International market at 42 percent and tends to increase in five years latest, and (3) the projection Indonesia CPO Export in 2011 achive about 12 to 18 percent. The study suggests that government policy focused to developt of CPO and their derivative product to support export market diversiification and strengthened domestic market with development industry from off farm to absorp excess suplay CPO domestic.

Abstract

Business climate of a country or a region reflect the performance of the concerned Government in control of policies and regulations, both in the landscape and in the operational landscape concept. In general trade business climate in Indonesia had not sufficiently demonstrated a satisfactory condition. Results weighting of trading business climate, namely: (1) the licensing indicators (0,146); (2) security conditions (0,146); (3) conditions of the business environment (0,127); (4) public infrastructure services (0,114); and (5) employment regulation (0,102). While indicators are graded so do not give access to financing is the influence of the company (with the value weights 0,059). Results of the assessment of the business climate in the capital Jakarta with using 10 indicators weighted by pointing out Jakarta, with a value of 3,178 and included into the category quite conducive. The three indicators that contributes is the largest security conditions (3,282), employment (3,191) regulations, and customs (3,175), while the three indicators that have the lowest value is taxation (2,587), land/soil conditions (2,824), and licensing (2,893). Implication of this policy is that business climate improved trade opportunities still can and is very necessary, not least by improving the performance of various indicators mentioned earlier. The very conditions expected from results quite conducive is a two-way communication between the Government in collaboration with entrepreneurs and who are able to establish partnerships in a variety of activities.

Abstract

The modern retail industry has grown rapidly in Indonesia for the last decade. The business growth  on one side, it also caused tighter competition among suppliers in the industry in order to be able to access the modern retail networks, as well as the possibility of sacrificing the traditional retail, especially small and medium scale enterprises (SMEs). Although the government has created  regulatory framework that is aimed to maintain profitable business for both traditional and modern market, and to increase  the local business participation  in modern  retail through partnership  program, the issued that has been occurred  is that most  traditional  retailers have difficulties in expanding their market to modern  retails. By using the descriptive analisys, the research is carried  out to reqognize some terms and conditions  that has been determined by modern retails to their become supplier, the factor analisys that are to the profit margin  for both  modern and traditional retailers. Meanwhile Analytical Hierarchy Process (AHP) is used produce draft of policies and procedures mechanisms in order enhance small medium enterprises access to modern market.  Some recommendation from the research is increasing standard quality of local products and lessen the trading terms, specially that could bring disadvantage to the traditional retailers as stated in Presidential Decree No. 112/2007.

Abstract

Since 1999, government has issued Consumer Protection Act No. 8/1999. Following the act, in 2002, Government has issued Industry and Trade Ministry Decree No. 634/MPP/Kep/9/2002 to monitor good and service distribution. One of focus of the decree is to regulate the implementation of “after sales service” The problems of after sales service are occurred in regulation and implementation terms, such as: lack of comprehensive monitoring program and lack of consumer awareness toward “after sales service”. The findings of this research  are: (i) The “after sales service” regulation have  not been implemented  optimally. A lot of goods and services are distributed without appropriate guarantees, (ii) the implementation  of the regulation faces with a lack of resources to conduct monitoring and supervision activities; (iii) Producers perceive that the implementation  of sales service program has less benefit on the improvement of market share (73,6 % of respondent) and the increasing their omzet (55.5 % of respondent); and (iv) there are only about 42,9% of consumers prefer to purchase of good and service in market/shop that have good after sales service. Based on the findings, it is recommended for government to: (i) revise the industry and Trade Ministry Decree No.547/MPP/Kep/7/2002 for Guidelines of Manual Registration and guarantee Card for Information Technology and electronic product. The decree should explicity point out in title provision, definition, product criteria, scope, and responsibility of seller; and (ii) improve the awareness of producer abouturgency of “after sales service” and the monitoring activities through supervisor resource, socialization of regulation, monitoring periodically and  publishing “after sales service” assessment, such us customer satisfaction index, and finally improve  the access of information for consumer and enhance their awareness  concerning after sales sevices.

Abstract

Panel data analysis with fixed effect method is used to analyse data collected in a range of year 1999-2007. This study aims to figure out the effectiveness of trade financing implemented on Small Medium Enterprises (SMEs) Export development in Indonesia.  Trade Financing contributed significantly and positively on non-oil and gas export of SMEs in Indonesia. It is clearly that accessibility improvement to trade financing will be able to open more opportunity for SMEs to improve their export performance. Regression output on panel data analysis for each sector of SMEs has concluded that working capital which has been regarded as the dominant factor for policy maker, to make policies in regard of SMEs export performance in Indonesia. Capital expansion with no improvement on human resources and market diversification will not give a strong impact to SMESs export development in Indonesia. Trade financing gives more bargain power for SMEs to importir. More bargain power will give an incentive to exporter to raise the price in international trade.
