Abstract

Corporate social responsibility (CSR) is an important part of a company, because in Indonesia there are laws that regulation of CSR. In addition to complying with the Act, CSR is also carried out because of the company’s awareness in assisting the country in alleviating poverty. One of the companies in the banking sector—Bank Mandiri—has a CSR program with empowerment, namely Mandiri Bersama Mandiri (MBM). This study attempts to describe the concept, implementation and results of the MBM program conducted by Bank Mandiri in Mrican, Giwangan, Umbulharjo, Yogyakarta. The results of this study indicate that the concept of Bank Mandiri’s CSR in the MBM program in broad outline is to build community independence through the utilization of local potential. The implementation of CSR carried out by Bank Mandiri through urban agriculture development programs, Micro, Small and Medium Enterprises (MSMEs), and the development of public facilities. Meanwhile, the results of physical empowerment are the creation of a clean and beautiful environment in Mrican, the realization of community meeting halls, increased cooking equipment for PKK mothers, savings in expenditure, and the creation of an increase in the community's economy. Non-physical is the formation of public awareness, increased knowledge of the community, the formation of skilled mothers, and the creation of community independence.

Abstract

In the development of a country or a region, quality of citizen’s health is very important. So that’s why, in order to improve the quality of citizen’s health, there needs a social policy action by the government, especially with the right decision making in its formulation process. In the local context, the Banyuwangi Public Health Services Insurance (JPKMB) Program is the answer to these problems, where the program offers free primary health service without charge for whole community levels. The main finding in this research is that in the decision making of the JPKMB Program, the decision maker claims that they have done in-depth consideration and analysis using the rational approach model. But the facts on the research suggests that decision makers tend to use an incremental approach model, where they make decisions quickly because it is affected by various limitations. This is due to health issues being politicized in terms for political campaigning purposes by one of the candidates who was competing in the local general elections of Banyuwangi Regency 2005. Consequently after the candidate has been elected, the candidates should run the free health service program immediately, no matter what way. Its can be said that the decision making of the JPKMB Program is not going through a mature process.[Dalam pembangunan suatu negara ataupun daerah, kualitas kesehatan masyarakat sangatlah penting. Oleh karena itu, untuk meningkatkan kualitas kesehatan masyarakat, dibutuhkan kebijakan sosial yang baik dari pemerintah, kususnya melalui pembuatan keputusan yang tepat dalam proses formulasinya. Pada tataran lokal, Program Jaminan Pelayanan Kesehatan Masyarakat Banyuwangi (JPKMB) adalah jawaban dari masalah tersebut, dimana dalam program tersebut disediakan pelayanan kesehatan gratis bagi seluruh lapisan masyarakat. Temuan utama dari penelitian ini adalah bahwa dalam pembuatan keputusan program JPKMB, pembuat keputusan mengklaim telah menggunakan pertimbangan dan analisis mendalam dengan model pendekatan rasional. Tapi pada faktanya peneliti lebih menemukan gejala bahwa pembuat keputusan cenderung menggunakan model inkremental, dimana mereka membuat keputusan dalam proses yang sangat cepat disebabkan berbagai keterbatasan. Dalam hal ini isu kesehatan telah dipolitisasi sebagai alat kampanye politik dari salah satu kandidat yang berkompetisi di Pilkada Banyuwangi 2005. Konsekuensinya setelah kandidat tersebut terpilih, pelayanan kesehatan gratis harus segera dilakukan, tidak peduli bagaimanapun caranya. Sehingga dapat dikatakan bahwa pembuatan keputusan program JPKMB tidaklah melalui proses yang matang.]

Abstract

Indonesia is an agrarian country where most of its territory in the form of agricultural land and using as a livelihood for its people. With increasing demand and developing new technology, peasants are faced with the selection of alternatives to utilize limited resources. Thus, economic empowerment of integrated agriculture-based communities is needed to open employment opportunities in rural areas, create food sovereignty and increase farmers’ income. This study aims to determine the concept, implementation and results of integrated agriculture-based economic empowerment in Joglo Tani Mandungan, Margoluwih, Seyegan, Sleman, Yogyakarta. The results showed that the concept of integrated agriculture-based economic empowerment in Joglo Tani uses six principles, namely: two basic capital, five initial capital, five basic capital, five principles, six strategies, and nine plans. The implementation of integrated economic empowerment of community based agriculture is carried out by making activities such as mina padi, large livestock, poultry, making compost fertilizer and cultivating horticulture plants. The results of community economic empowerment based on integrated agriculture by Joglo Tani include increasing the income of the Mandungan Hamlet community, the creation of food sovereignty, and the realization of employment in rural areas.[Indonesia merupakan negara agraris yang sebagian besar wilayahnya berupa lahan pertanian dan dimanfaatkan menjadi mata pencaharian masyarakatnya. Dengan bertambahnya kebutuhan dan meningkatnya teknologi, petani dihadapkan dengan pemilihan alternatif guna memanfaatkan sumber daya yang jumlahnya terbatas. Dengan demikian, diperlukan pemberdayaan ekonomi masyarakat berbasis pertanian terpadu untuk membuka lapangan pekerjaan di pedesaan, menciptakan kedaulatan pangan dan peningkatan pendapatan petani. Penelitian ini bertujuan untuk mengetahui kosep, implementasi dan hasil dari pemberdayaan ekonomi masyarakat berbasis pertanian terpadu di Joglo Tani Mandungan, Margoluwih, Seyegan, Sleman, Yogyakarta. Hasil penelitian menunjukkan bahwa konsep pemberdayaan ekonomi masyarakat berbasis pertanian terpadu di Joglo Tani menggunakan enam prinsip, yaitu: dua modal dasar, lima modal awal, lima modal dasar, lima prinsip, enam strategi, dan sembilan perencanaan. Implementasi pemberdayaan ekonomi masyarakat berbasis pertanian terpadu dilakukan dengan membuat kegiatan seperti mina padi, ternak besar, ternak unggas, pembuatan pupuk kompos dan budidaya tanaman hortikultura. Hasil dari pemberdayaan ekonomi masyarakat berbasis pertanian terpadu oleh Joglo Tani diantaranya dapat meningkatkan pendapatan masyarakat Dusun Mandungan, terciptanya kedaulatan pangan, dan terwujudnya lapangan pekerjaan di pedesaan.]

Abstract

Conditional Cash Transfer (CCT) is the country’s poverty reduction policy. In 2017, CCT has changed its cash distribution mechanism to non-cash. The change in the distribution mechanism was alleged as the state’s response to the problems that arose beforehand so that through non-cash it could be really well received by the beneficiaries effectively. This policy change is evenly distributed throughout Indonesia, including in Bantul Regency, Dlingo District. To see the effectiveness of the program from cash to non-cash, this article aims to examine the role of facilitators in the distribution process to beneficiaries. This article is a development of the results of qualitative research. The data collection is through the interview, observation, and documentation methods. Meanwhile, not all participants were interviewed, but only a small part was taken by probability sampling methods. The results of the study in this article show that the role of the facilitator can run effectively with several main activities, including participant sharing, education, and training for beneficiaries, assisting the priority and empowering potential, and organizing learning groups.[Program Keluarga Harapan (PKH) adalah kebijakan penanggulangan kemiskinan negeri ini. Di tahun 2017 PKH telah berubah mekanisme penyalurannya dari tunai menjadi non tunai. Perubahan mekanisme penyaluran ini disinyalir sebagai respon negara atas persoalan yang muncul sebelumnya sehingga melalui non tunai dapat betul-betul diterima dengan baik oleh Keluarga Penerima Manfaat (KPM) secara efektif. Perubahan kebijakan ini merata di seluruh Indonesia tidak terkecuali di Kabupaten Bantul, Kecamatan Dlingo. Untuk melihat efektivitas program dari tunai ke non tunai, artikel ini hendak mengkaji tentang peran pendamping dalam proses penyaluran kepada KPM. Artikel ini merupakan pengembangan dari hasil penelitian kualitatif. Adapun pengambilan data melalui metode wawancara, observasi, dan dokumentasi. Tentu pengambilan data tidak semua peserta diwawancarai, namun hanya sebagian kecil diambil dengan metode probability sampling. Hasil kajian pada artikel ini menunjukan bahwa peran pendamping dapat berjalan secara efektif dengan beberapa kegiatan pokok, antara lain: pembagian peserta, pendidikan dan pelatihan bagi KPM, mendampingi yang prioritas dan memberdayakan yang potensial, dan pengorganisasian kelompok belajar.]

Abstract

Entrepreneur activities are very important, not only become tools for increasingly individual life quality but also to improve state qualities. For the reason, a country must be having entrepreneurship to very much in society. Hence, as an organization of mobility form entrepreneur motivation, Agriculture Entrepreneur Clinics (AEC) has had the commitment to improving the quality of people. With the field research, this article aims to describe of concept, implementation, and result who social entrepreneur in this institution of AEC. The result of research is showing that the concept of social entrepreneurship in the institution of AEC conducted with the way of revolving and advantageous between institution AEC and peasant in simultaneously. Meanwhile, in implementation is conducting of the activities just like shared rice excellent from the result of researching discovery, conducted of new training methods for the ways of plant, coaching, and buying rice for harvest farmers who then sold by institution AEC. Social entrepreneurship in the institution AEC is not only improving for management but also increasingly for society.[Pentingnya berwirausaha tidak hanya menjadi alat untuk meningkatkan kualitas hidup secara individu, namun juga untuk meningkatkan kualitas negara. Atas dasar inilah sebuah negara harus memiliki pengusaha yang banyak. Dengan demikian, sebagai lembaga yang bergerak dalam bidang motivasi wirausaha, lembaga Agriculture Entrepreneur Clinics (AEC) memiliki komitmen untuk meningkatkan taraf hidup masyarakat. Melalui penelitian lapangan, maka artikel ini hendak mendeskripsikan konsep, implementasi dan hasil yang dicapai dalam berwirausaha sosial di lembaga AEC. Hasil penelitian menunjukkan bahwa konsep kewirausahaan sosial di lembaga AEC dilakukan dengan cara berputar dan sama-sama menguntungkan antara lembaga AEC dengan petani binaannya. Implementasinya, yaitu dengan melakukan kegiatan seperti membagikan padi unggul hasil temuan lembaga, melakukan pelatihan metode tanam terbaru, melakukan pendampingan, dan membeli padi hasil panen petani yang kemudian dijual dalam bentuk beras oleh lembaga AEC. Kewirausahaan sosial di lembaga AEC ini tidak hanya menguntungkan bagi lembaga saja, namun juga menguntungkan bagi masyarakat.]

Abstract

The commitment of the government in developing villages has been implemented in ‘Nawacita Programs’, the theme of Developing Indonesia’s rural areas. For that, the developing country very impossible can regularly, if the government not prepared for this program with the excellently. Hence, this research is the goals for knowing of the strategy which doing of government in the implementation of developing transformation until making Kemadang Village become an independent rural area in 2015 old. In addition, this paper aims to explain about developing transformation form become in Kemadang Village who has an independent rural area. The result of the research shows to us that in the strategy of implementing, is the government of Village Kemadang conducted mapping potential area, coaching and mentoring, building of the network, and implemented of governance village become modern organizations. Meanwhile, the form of developing transformation is increasing of services, and health facilities. For the production of livelihood, society is increasingly in disaster mitigation.[Komitmen pemerintahan dalam membangun desa tertuang dalam Nawacita, yakni “Membangun Indonesia Dari Pinggiran Dengan Memperkuat Daerah-Daerah dan Desa dalam Kerangka Negara Kesatuan”. Sebuah pembangunan suatu daerah tidak akan terlepas dari campur tangan pemerintah itu sendiri. Oleh karena itu, penelitian ini bertujuan untuk mengetahui strategi yang dilakukan pemerintah dalam melaksanakan transformasi pembangunan hingga menjadikan Desa Kemadang menjadi desa mandiri pada tahun 2015. Selain itu, kajian ini hendak menjelaskan bentuk transformasi pembangunan yang terjadi di Desa Kemadang setelah menjadi desa mandiri. Hasil penelitian ini menunjukkan bahwa dalam hal strategi yang dilakukan, pemerintah Desa Kemdang melakukan pemetaan potensi, pembinaan dan pendampingan, membangun sinergisitas dan menerapkan tata kelola desa menjadi organisasi modern. Sedangkan wujud dari transformasi pembangunan itu sendiri ialah terjadi peningkatan pada pelayanan, sarana dan prasarana kesehatan. Dalam keragaman produksi masyarakat dan program dalam hal mitigasi bencana juga turut meningkat.]

Abstract

This research focuses on how to developing the institutional governance in Village-Owned Enterprises(known asBUM Desa)Mardi Gemi with one of its business units is Argo Wijil Ecological Market. The establishment of this ecological market is initiated by the Ministry of Environment and Forestry (KLHK) through the Directorate General of Pollution Control and Environmental Degradation (DG PPKL) to restore the location of former illegal limestone mines and minimize the natural disasters risk that may result from environmental damage. In doing this research, we used qualitative research methods and for collecting data, we used in-depth interviews, observations, and literature study. The results of this study showed that in developing of institutional governance, the Government of Gari Village, the Manager of BUM DesaMardi Gemi, and market traders need to synergize further to formulate Market Standard Operational Procedures (SOP)to serve as guidelines for implementation this ecological market. This market also can realize the practice to create an friendly environment market atmosphere, moreover it can be used toempower the community as well as toimprove the community welfare. So, Argo Wijil Ecological Market can have multiplier effect for all Gari Village community.[Riset ini memfokuskan pada pengembangan tata kelola kelembagaan Badan Usaha Milik Desa (BUM Desa)Mardi Gemi dengan salah satu unit usahanya yaituPasar Ekologis Argo Wijil. Pembentukan pasar ekologis ini diinisiasi oleh Kementerian Lingkungan Hidup dan Kehutanan (KLHK) melalui Direktorat Jenderal Pengendalian Pencemaran dan Kerusakan Lingkungan (Ditjen PPKL) untuk memulihkan lokasi bekas tambang illegal batukapur (gamping)milik rakyat dan meminimalisir risiko bencana alam yang mungkin terjadi akibat kerusakan lingkungan. Untuk itu, dalam kajian ini penulismenggunakan metode penelitian kualitatif dengan penggumpulan data melalui wawancara mendalam, observasi, danstudi literatur.Hasil dari kajian ini menunjukkan bahwa dalam pengembangan tata kelola kelembagaan, Pemerintah Desa Gari, Pengelola BUM Desa, dan pedagang pasar perlu bersinergi lebih lanjut untuk merumuskan Standar Operasional Prosedur (SOP)Pasar agar menjadi pedoman pelaksanaan. Selain itu, pasar ini dapat merealisasikan praktik pasar dengan suasana yang ramah lingkungan sekaligus menjadi media pemberdayaan masyarakat guna mendorong peningkatan kesejahteraan warga. Dengan demikian, Pasar Ekologis Argo Wijil dapat memberikan multiplier effectbagi seluruh masyarakat Desa Gari.]

Abstract

The program ‘Sangu Akhirat’ is popularity by people of Sumber Gamol Village, Sleman. If we are variously from behind, ‘Sangu Akhirat’ program is a model of Muslim philanthropy movement who increasingly develops in the society of this country for old. For the early, this programs has been the purpose of cost salvage building mosque in 2007, but the next step when mosque building after finished is still existed until right now. Meanwhile, the programs have been changing of function become social cost since 2012. Hence, this article aims to explain the transforming develop from cost building mosque become social cost security for empowerment. For the step early, this paper is developing research of thesis for the graduate program, then this article cultivated to become a narrative field study with a qualitative approach. Data of this research has been treated through the interview process, observation, and documentation. Moreover, the data was cultivated by reduction data, display data, and conclusion. Based on field discovery, this article is twice part of the implementation program both interpretation and organizing steps and the application program. After implementation of ‘Sangu Akhirat’ program, I am discovering of impact in the growing of mutual assistance spirit, increasingly of sympathy, and developing for spirit helping people in the village.[Program ‘Sangu Akhirat’ dipopulerkan oleh masyarakat Dusun Sumber Gamol, Sleman. Jika ditelisik, ‘Sangu Akhirat’ masuk dalam gerakan filantropi Islam yang sudah tumbuh berkembang di tengah masyarakat negeri ini. Pada tahap awal, program ini bertujuan untuk menutupi biaya pembangunan masjid di tahun 2007, namun tahap selanjutnya ketika pembangunan masjid selesai, program ini masih memiliki eksistensi. Di mana eksistensi program ini berubah fungsi menjadi dana sosial umat sejak 2012. Dengan demikian, artikel ini menjelaskan tentang transformasi program bantuan pembangunan masjid Al-Amin Aminah Binti Saif menjadi dana sosial umat. Secara eksploratif, artikel ini menjelaskan lebih dalam tentang implementasi program ‘Sangu Akhirat’. Pada awalnya, kajian ini adalah penelitian lapangan (field research) dengan jenis kualitatif. Seiring dengan kebutuhan publikasi, maka hasil draft penelitian ini diolah menjadi sebuah artikel dengan analisis deskriptif. Data penelitian ini diolah dari proses wawancara, obsevasi, dan dokumentasi. Adapun data yang diperoleh melalui proses penyederhanaan dengan cara reduksi data, menyajikan data, dan penarikan kesimpulan. Berdasarkan temuan lapangan, artikel ini di bagi menjadi dua implementasi program, yakni tahapan interpretasi, tahapan pengorganisasian, dan tahapan aplikasi. Setelah melalui tahap implementasi, penulis menemukan beberapa dampak dari program ini, antara lain: tumbuhnya semangat gotong royong,  meningkatnya rasa simpatik sesama masyarakat, dan berkembangnya rasa saling tolong menolong di masyarakat.]

For the reason, a country must be having entrepreneurship to very much in society. Hence, as an organization of mobility form entrepreneur motivation, Agriculture Entrepreneur Clinics (AEC) has had the commitment to improving the quality of people. With the field research, this article aims to describe of concept, implementation, and result who social entrepreneur in this institution of AEC. The result of research is showing that the concept of social entrepreneurship in the institution of AEC conducted with the way of revolving and advantageous between institution AEC and peasant in simultaneously. Meanwhile, in implementation is conducting of the activities just like shared rice excellent from the result of researching discovery, conducted of new training methods for the ways of plant, coaching, and buying rice for harvest farmers who then sold by institution AEC. Social entrepreneurship in the institution AEC is not only improving for management but also increasingly for society.
