Abstract

In accordance with Regional Regulation Sumedang District No. 14 of 2011 on the Management of Ground Water, among which stated that every groundwater management must have a permit. However, in the implementation of violations of the rules and the weak enforcement of sanctions. Lack of public understanding of the importance of how good groundwater utilization is based on established rules is a constraint that leads to efforts to maintain the stability of groundwater availability. This can lead to more uncontrolled use of ground water. The objective of this research is to identify and study the monitoring of ground water usage in Sumedang District Urban Area. This research focuses on how the concept of monitoring the use of ground water. Through the method of description analysis, by recording interview data, observation and documentation obtained.

Abstract

This research is motivated by the existence of the potential of New and Renewable Energy (EBT) in Banten Province. The purpose of this study is to analyze how to policy development model  and potential policies for Renewable Energy (EBT) in Banten Province. The research method used is a qualitative descriptive approach with primary data collection techniques through interviews and observations as well as secondary data in the form of searching various sources and literature both from government documents and reporting on print and electronic mass media. The results of this study are the analysis of innovation and development of Banten Province EBT potential policies, namely the identification of Priority Policies for New and Renewable Energy Policy, innovation and development of EBT policies which include the initial conditions of developing Banten Province EBT potential which includes resources, politics and regulation, culture the community and the bureaucracy / institution as the base capital for the development of the EBT policy in Banten Province and an analysis of the modification of the Banten Province EBT potential policy system model.

Abstract

The 1998 political reform was the gateway to Indonesia towards a new history in the dynamics of national politics, which could go hand in hand with bureaucratic reform. Great changes are expected in the design of life in the community, nation, and state, concerning dimensions of political, social, economic and cultural life. In order to implement the acceleration in the implementation of reforms in Indonesia well, the government implemented nine programs to reach 8 regions which were the objectives of implementing the grand design of bureaucratic reform. One form of bureaucracy reform is innovation, like e-government which has a positive impact on good governance. The journey of bureaucratic reform in Indonesia is not without dignity, facts show, a government that is still full of nuances of Corruption, collusion, and nepotism. This paper describes opportunities and obstacles to bureaucratic reform in Indonesia.

Abstract

The purpose of this research is to know the influence of confidence and determination towards entrepreneurship. The data in this study consists of primary data obtained through questionnaires while the secondary data obtained through the village new terrain Medan Denai. The data obtained are then processed and analyzed with statistical test of Chi-Square in order to be retrieved if there is influence of confidence and determination towards entrepreneurship. The results showed: 1) majority of Entrepreneurship with the category both as much as 48 (52.7%) and the category less obtained 43 (47.3%), 2) the confidence of the majority of the categories less as much as 47 (51.6%) and the category strong retrieved 44 (48.4%), 3) the determination of the majority with a low category as many as 57 (62.6%) and higher category obtained 34 (37.4%), 4) confident effect on entrepreneurship with a value of p = 0.000. 5) determination to entrepreneurship with the value p = 0.028. Of research results obtained then expected society that entrepreneurship can instill a strong determination and has high confidence in entrepreneurship as well as Assistant researchers furthermore expected to be developed by adding some of the variables. It is based on that there are several factors that affect entrepreneurship.

Abstract

Research about Anomaly of Election Procedure of Head Village Government until now become unresolved social problem. Although the Policy of Regional Regulation Number 3 Year 2006 has been going on for a long time. The Local Government has made various breakthroughs, but is constrained by various problems. Among others, internal conflicts of indigenous peoples, lack of community support and the intrigue and interests of local political elites. The use of qualitative methods in this study is because the object under study requires direct observation of the researcher as the main instrument in addition to avoiding the occurrence of speculation and engineering research data, Based on the research, showing there are procedural deviations caused by several aspects such as: Saniri State Resources not yet qualified, implementing agencies are inconsistent with rules, halfhearted and unequivocal policies, external conditions of polarized community with policy the election of the village head implemented by the Soeharto government. The results of the research showing are related to factors (1) Human Resources not yet qualified, (2) Non-compliance with Rules, (3) Unclear policies, (4) with the Electoral Program of the New Order era (5) Intrik and interests of local political elites and (6) The history bias of the State Government.

Abstract

The research method used is descriptive analysis. This method serves to obtain a factual description of the causal relationship between variables through the submission of the proposed hypothesis. Data collection techniques are carried out through literature studies, observations, questionnaires and structured interviews. The study population was all employees at the Badan Penanggulangan Bencana in Sumedang District, namely 198 people. The sampling technique used is proportionate stratified random sampling. the research sample was 50 respondents who were taken randomly. The analysis technique used to test the research hypothesis is multiple linear regression analysis, t-test and F-test, and the coefficient of determination.

Abstract

The aims of this study are to determine the implementation of the policy of pollution control for hotel wastewater in Yogyakarta in 2017. This study applies a type of a qualitative research, data collection techniques through interviews with Yogyakarta City Environmental Service staff and documentation analysis. The results of the data analysis show that policy implementation is carried out through 3 activities, namely control, supervision and supervision, while the results of the implementation of the policy are implemented well as seen from the main targets of performance achievement in 2017 which reached 99.60%, efficient use of budget, adequate facilities and infrastructure, Clear Standard Operating Procedure  SOPs and encouragement from Non Governmental Organization (NGOs) that indirectly help in the implementation process, informative communication to hotel management, coordination with relevant stakeholders, Yogyakarta City Environment Agency acts as a mediator between the community and the hotel. Constraints that occur in the implementation of control policies are still lacking in human resources so that the implementation of supervisory activities becomes hampered.

Abstract

Bank Sampah merupakan suatu gerakan nasional untuk kebersihan dan kesehatan lingkungan. Konsep Bank sampah mulai banyak dilakukan di Indonesia, dimana masyarakat dapat membawa sampah tertentu, lalu bisa diolah menjadi bahan bermanfaat. Salah satunya ialah Bank Sampah Mutiara Medan, melalui bank sampah kita menabung sampah dan mendapatkan uang. Selain memberikan keuntungan ekonomi, sudah pasti keberadaan Bank Sampah akan memberikan keuntungan untuk kebersihan lingkungan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif menggunakan metode wawancara mendalam untuk mengetahui bagaimana pelaksanaan Peraturan Walikota Medan No. 14 Tahun 2014 tentang Bank Sampah di Bank Sampah Mutiara Kelurahan Binjai Kecamatan Medan Denai Kota Medan tahun 2016. Hasil penelitian menunjukkan bahwa Bank Sampah Mutiara memiliki peran dalam hal ekonomi masyarakat untuk mendapatkan tambahan pendapatan, dalam hal sosial masyarakat sebagai pusat kegiatan masyarakat berbasis lingkungan, dalam hal kebersihan lingkungan untuk dapat menciptakan lingkungan yang bersih, sehat, dan nyaman. Hal-hal yang menjadi hambatan dalam operasional Bank Sampah Mutiara ialah kurangnya partisipasi aktif dari masyarakat, minimnya alat transportasi pengangkut sampah, kurangnya akses pemasaran produk hasil daur ulang sampah, dan kurangnya dukungan dari pemerintah.

Abstract

Penelitian ini melakukan penelitian korelasional untuk mengetahui adanya pengaruh kualitas pelayanan terhadap kepuasan publik di Badan Pengelolaan Pajak dan retribusi Daerah Kota Medan. Hasil penelitian dan pembahasan menjelaskan keandalan, daya tanggap, jaminan, empati dan bukti langsung berpengaruh terhadap Kepuasan Publik pada Badan Pengelolaan Pajak Dan Retribusi Daerah Kota Medan. Hal ini menjelaskan publik (masyarakat) merasa puas atas kinerja pelayanan Badan Pengelolaan Pajak Dan Retribusi Daerah Kota Medan yang berhubungan dengan keandalan, daya tanggap, jaminan, empati dan bukti langsung. Keandalan, daya tanggap, jaminan, empati dan bukti langsung juga memberikan pengaruh terhadap Kepuasan Publik pada Badan Pengelolaan Pajak Dan Retribusi Daerah Kota Medan. Hal ini menjelaskan sudah tepatnya penyusunan dan perwujudan variabel pelayanan yang terdiri dari keandalan, daya tanggap, jaminan, empati dan bukti langsung dalam operasional Badan Pengelolaan Pajak Dan Retribusi Daerah Kota Medan khususnya dalam membentuk Kepuasan Publik yang meminta pelayanan. Secara korelasi juga dapat dilihat bahwa tingkat korelasi antara variabel variabel kualitas pelayanan seperti keandalan, daya tanggap, jaminan, empati dan bukti langsung, dalam posisi korelasi sangat lemah dan bahkan dianggap tidak ada sama sekali. Kecuali korelasi antara daya tanggap dan empati yang berada pada posisi sangat kuat.

Abstract

Implementation of School Operational Assistance Program (BOS) aims to raise the cost of education for underprivileged students and lighten up for the students in the future, in order to obtain quality basic education services in the implementation of various obstacles both in terms of institutional and technical aspects of operations. One of the schools that received attention and School Operational Assistance (BOS) was the State Elementary School No. 060958 Belawan. Based on the results of the study can be concluded that the Implementation of Accountability in the Management of BOS funds in SD Negeri. 060958 Belawan seen from the aspect of the decision making process made in writing, the existence of Accuracy and completeness of information related to the management of BOS funds, the existence of Clarity of policy goals, and The existence of feasibility and consistency in financial reporting in general has been running well. Aspect of Accountability in Management of BOS in State Elementary School. 060958 Belawan not yet effective in pelaksnaannya is disseminating information about the management of BOS funds, public access to information on BOS fund management activities, management information system and monitoring of results and annual report..
