Abstract

Investment holds an important role in the attempt ofLocal GovernmentalAutonomy. Investment isan activity conducted for increasing, expanding, adding, and creating business scope that is economic in nature and scale. Investor is someone investing much money or capital within the company. It can be stated that investment constitute adeterminant factor ofthe public economic activity functioning. For that reason a business climate that isconducive in investment area becomes a consideration factor to the investor. The factors becoming consideration materials include the governmental politic stability, local security stability, economic stability as well as law certainty In running business. The inhibiting factors of investment in the local governmental autonomy age include: the less familiar bureaucracy climate fbrthe business activity, coordination constraint between  departments, office or work unit related to the invest ment policy as well as the investor with less attention to the business area he/she runs.

Abstract

Law Nr.30/1999 mentioned aguidance ofimplementing foreign arbitration execution. This article ex plained some law problems deal with foreign arbitration execution. As apart ofinternational private law, which has no codification, foreign arbitration execution has vast varietyproblems. Most ofthem usejuris prudence as solution. Abstract

Gijzelingorhostage institution in taxing law constitutes the governments effort in increasing the States income from taxing sector. As one of the states cash inflow sources, the tax finally is utilized for develop ment for thesakeofpublic welfare   andprosperity. Thestateoften suffers from lost   sincetherearesometax obligators forgetting to pay tax, even tends to avoid their obligation in paying tax. Thus, the government establishes a mechanism providing compulsory power for the tax obligator, namely Gijzeling or Lembaga PaksaBadan (Agency Compulsory Institution). In gijzeling implementation thereare someconstraints: the absence ofspecial place for hostage, cultural factor in which the taxing apparatus islessfirm, and there is still anyjustice mafia thatenablessome parties conducting someapproaches.

As a reaction to illegal excavatfons by the local community in Dieng Archeological Sites, the local government ofBanjarnegara Regency in cooperation with the Archeological Service ofCentralJava has made an effort to exercise control of the sites by leasing them outThis research aims to investigate thebasisofthedecision madeby theArcheological Service to grant theright ofleasehold to thefarmers and toexamine the process as well as the kinds ofauthority given in the granting ofthe right ofleasehold tothe farmers in Dieng Archeological sites.This research is descriptive, I.e It attemps tothe describe the objectsofinvestigation objectively Data collection was made bysending out aquestionnaire torespondents and conducting interviews with resource person, The result ofthe research shows the following findings. The legal bases of the decision on the granting of the right ofleasehold by the Archeological Service are Articles 18,19,20 ofActNo. 5 of 1992concerning conservation ofcultural artifacts andArticle 6 ofActNo. 5or1960 (Basic Agrarian Law) as well as Circular Letterofthe Directorofthe Directorate fbrthe Conserva tion arid Maintenance of Historical andArcheological Remains No. 1338/D. 1/F.S/1999 dated 18 October 1999 concerning a Supervisory Team for the Archeological Sites onthe Dieng Highlands, Banjarnegara Regency. The process ofthe granting ofthe right ofleasehold on land starting from the measurement of sites, calculation anddrawing of land,  Installation of boundary markers, data collection of prospectivelessees, auction ofthedistribution ofparcels ofland,payment ofrent andplanting. The kinds ofauthority given to farmers, i.e. cultivation ofparcels ofland according tothe agrees stipulation: they are notallowed to sellor transfer to  otherpeopleandtheyareobliged to report to thelocal government ifthey discover, during cultivation anycultural artifact such as a building foundation orother objects; activities ofplantingmaintenance andtreatment ofplants should takeInto account theInterests oftourism, e.g. in peakseason they should notspray the plants and put manure in the tourist area; they also mustensure payment ofrent in time. Abstract

Abstract

The research is aimed totake inventoryonMedicinal Herbs which arepotential tobegrown in thearea ofTawangmangu, Karanganyar. The research isalso aimed to discoverIntellectual Property Rights (IPS) on medicinalherbs and theirbreeds. Theresearch used  empirical method with structured interviews to collect primary datas. Result ofresearch showedthat the strategy have done by government in management and security the outermost islands ofIndonesia byopening node access the frontierarea, improving interisland residentmobility, entangling various institution in island  enableness, invitingprivate sectorparticipation in invesmentforthe developmentofisle especially in outermost islands, performing security team at 12 outermost islands and also in other isle having high crisis storey: level asplace to act the badness or collision: and others. Abstract

This research aimto to knowthe executionofobservationandefforts[of] Indonesia BankinovercomingMoneyWash, besides also to knowthe resistances and way to overcome the resistance based on LIU Bank Indonesia.Problems lifted in this research are ( 1) How is the observation of Indonesia bank in overcomingmoneylaundering ?(2) Howisthe efforts ofIndonesian Bankin overcoming moneylaundering?(3) Whatare the resistance ofIndonesia Bank overcoming moneylaundering andhoware the waysout of? In line withthe target and problems, Thismethod ofreserach use  social/nondoctrinalresearch method with interaksional/micro approach. Analysis used is qualitative. This Research type has non doktrinal character, With method paradigm qualitative, inprinciple the analysis conducted withdata constructionintoa circularopinion with searching, reducing and analysing data to yield conclusion. Fromthis research is concluded that: (1) Observation execution todoing aninjustice this defalcating is supported by through system,strategy, basis for operational, observation mechanism enabling todetectearly (2) The preventifefforts are conducted by Indonesian Bank Branch Surakarta in overcoming moneylaundering are tight observation andrepairtheadministratifsystem, give full support toKnow Your Customer Principal (3) The resistances come from internal andexternal, Meanwhile the way to overcome the resistance with coherent observation andexecute various training.
