Abstract

Although the concept ofcoalition is only prevalent in parliamentary democratic system but multiparty presidential system scheme which is applied in Indonesia necessitates the existence ofcoalition among its party Thepresence of Coalition is necessary to minimize the risk ofpolitical deadlock in relations between President andParliament on the one hand and due to built effectiveness in the government as the outcome ofgeneral electionBut in fact political coalition do not guarantee effectiveness in government administration even on the contraryit has become a prison for president because opposition comes from inside of The Parliament which also partof the coalition member in government In the era ofPresident Yudhoyono there are three importantfactors thatlead to fragility of the coalition the coalition design factor personalityfactor of the President and character ofthe party in theparliament In order to Built effectiveness in government which requires restructuring the coalitionform especially related to coalition base political nature of the agreement and contract among the members ofcoalition scope ofmaterial agreement and internal mechanism in the coalition in thefuture the effectiveness isalso going to be base on restructuring general election format to become national general election to elect President and Vice President and members ofparliament and local elections to choose head oflocal governmentprovince and district and members of local house of representatives)

Abstract

Impeachment as apublic officialproceedings conducted byparliament has become a quitepopular discourselately despite the impeachment efforts that occurred over many issues associated with interparty rivalry ratherthan as a process ofparliamentary oversight Impeachment in the context oflndonesian politics under the existingconstitution can only be carried by the House ofRepresentatives against the President Vice President on the basisofcertain reasons such as violation of law national treason corruption and others The impeachment which iscarried by District Legislative Council of Surabaya against the local mayor can be an interesting case becauseof besides there is no legal basis under the constitution the process becomes a new precedent in the political dvnamics of the local parliament This paper attempts to explore the District Legislative Council impeachment casecomprehensively The case is to be analyzedfrom aspect of regulation and process as well as political motivesbehind the impeachment effort This paper will also unravel the dynamics that occur in the impeachment processand its impact on parliamentary politics at the local level

Abstract

Environmental issue has become an important topic in today s internationalpolitical dynamics Environmentaldegradation cause byphenomenon ofglobal warming and climate change has become a serious globalproblem Inthe future the continuing of the problems may befar reaching impact on sustainability of the lives and survivalofall people in the world Therefore the environment issues is supposed to be reflected in state policy which noexception in Indonesia sforeign policy International cooperation is a rational solutionforfinding the way out oftheexisting environmentalproblems In the terms of cooperation states which represented by government is not only thedriving actors in the stage but there are other actors such as NGOs international organizations and multinationalcompanies MNCs that take part in managing the environmental crisis This study examines Indonesian foreignpolicy in addressing environmental issues especially global warming and climate change This studyfocuses itstime limitfrom 1972 until 2009 This study is qualitative research with its data is obtained through literature andfield research The result ofthis study shows that although Indonesian government shows its commitment to environmental issues in theforeignpolicy this study underlines the contradiction between rhetoric and implementationThis contradiction reflects dilemma ofrealism and idealism in Indonesiaforeign policy
