Abstract

With the downfall ofSoeharto s New Order regime the authoritarian nature of the bureaucratic system wasexposed The implementation ofnew political laws since 1999 gave rise to an invigorated roleforpoliticalpartiesand the implementation ofa government regulationfor a neutral bureaucracy resulted in its declining involvementin politics A strongparliament and the increasingpolitical awareness ofbureaucrats have become a reality todayThese changes have put paid to questions about the involvement ofpolitical parties and the influence of societalforces in theformation ofpolicy The bureaucracy can no longer exist as it was in the New Order and infact hasresponded to societal needs by adjusting to the new political climate Indonesian politics under the transition eratakes on a wider significancefor one ofthe main results has been the emergence ofbureaucraticpluralism a morepluralistic political system that is more open to the influence ofthese societalforces Improvement in governancebecame possible however with the rise of the reformation since 1998 At this time the debate on governance inIndonesia began with a consideration of good governance The post Soeharto era was seen by reformists as along awaited opportunity to improve government policy so that people would not only follow the government sdecisions but would also contribute to the decision making process Indonesian demanded more democraticgovernance that is more regular interaction between government and civil society andfreerparticipation by thelatter in government institutionsKeywords Governance policy democratization reformation good governance

Abstract

As an archipelago Indonesia hasproblem concerning maritime borders with its neighbours such as AustraliaPapua New Guinea and Timor Leste In Arafura sea Indonesia has no problems concerning maritime boundarieswith Papua New Guinea however the Indonesian Australian maritime boundaries concerning continental shelfand economic exclusive zone have notfinished yet In Timor sea Indonesia has problems with Timor Leste concerning territorial sea as well as with Australia concerning with continental shelfand economic exclusive zoneInspite of unfinished maritime boundaries agreements with the neighbours Indonesia still tries to negotiate withits neighbours to solve the problems

Abstract

In Post New Order era the security regulation has been rearranged and has caused a conceptual change ofsecurity and defense in Indonesia This can be seen through the regulation ofseparation ofPolri and ABRI andaccompanied by TAP APR No VI on seperation ofTNI and Polri and TAP MPR VII in 2000 on the role of TNI andPolri These regulations have created a model ofsecurity management which arranged authority between TNI andPolri in conducting security management in conflict areaparticularly in Ambon Poso Aceh and Papua Howeverthese regulations have created new problems in the field especially related to regulation of duty and authoritybetween Polri and TNI in handling security problems in conflict area Based on this illustration this study tries toanalyse the implementation ofstate security managementpolicy in conflict area and to recommend an alternativeofsecurity management model in conflict area along with other operational regulations in order to regulate strictlyand clearly betweenfunction and authority ofTNI and Polri in conducting security management in conflict area

Abstract

The implementation of regional government splitting or proliferation in Indonesia has created many acuteproblems in the local level These problems refer to local ungovernability problem ofgovernability This paperargues that the problem oflocal governability caused by proliferation policy occurs in both governing and governed The weakness ofcivil society marked by lessening of its participation is an indicator of diminishing consentof society Meanwhile corruption bureaucratic and political rent seeking are indicators of the weaknesses ofgoverning capacity

Abstract

In general the 2009 legislative election has been conducted condusively However there were some problemsin the implementation ofthe election such asfixed voter lists and the election results decision In this election participation ofthe voter was decreasing relatively compare to previous election and the trend of the voter behaviourtend to be transactional In this regards there were frictions of the 2009 election results with the victory of theDemocratic Party accompanied by the decline of the Golkar Party PDIP and Islamic parties

Abstract

The article is a study of the dynamics of local budget arrangement especially in the process ofprogram decision and local budget expenses allocation in Sleman region Other dynamics in this study is the establishment ofegosectoral of division ofplanning namely SKPD in Sleman region In this regards planning proposal arrangedby SKPD has not showedpriority scale but rather compilation ofproposal that are reservedfrom process ofplanning It can be said that the SKPD proposal is premature therefore SKPD attempts to reserve budget expenseswithout considering budget limitation andprogram continuation in other SKPD The dynamics inpoliticalprocess islegislative body in Sleman region that is oriented to constituent interests hence neglecting the benefit ofaprogramand the value oftrickle down effect of a program On both levels there have been dynamics that show interactionbetween actors by sharing and bargaining interests The implication ofthis dynamics is that budgetingpolicy cannot increase society welfare instantly and an effective and efficient budget is difficult to achieve
