Abstract

Desentralisasi dan otonomi daerah setelah 16 tahun diimplementasikan ternyata belum menunjukkan hasil yang menggembirakan, terutama dalam kaitannya dengan tata pemerintahan yang baik lokal, daya saing ekonomi lokal, kualitas pelayanan publik dan kesejahteraan masyarakat setempat. Meskipun pemerintah daerah di beberapa daerah telah terbukti mampu berinovasi dalam memberikan pelayanan publik, jumlahnya masih minim dibandingkan dengan jumlah daerah yang mengalami stagnasi dalam pembangunan daerahnya. Ada sekitar 122 kabupaten masih dikategorikan sebagai berkembang. Kehadiran Undang-undang nomor 23 tahun 2014, menggantikan Undang-Undang nomor 34 tahun 2004 tentang pemerintah daerah, secara signifikan menuntut kinerja pemerintah daerah. Meskipun masih dipertanyakan, undang-undang ini diharapkan dapat memberikan dasar yang lebih baik dalam melakukan sinergi dan kerjasama antar daerah, meningkatkan hubungan antara pusat dan daerah, mempromosikan inovasi dalam pelayanan publik dan membangun kesejahteraan sosial. Kata kunci: Otonomi Daerah, Hubungan Pusat dan Daerah, Pelayanan Publik, Kesejahteraan Sosial

Abstract

Abstract This research is conducted to examine the development of political Islam in Morocco, Sudan and Somalia in post Arab Spring. Based on research finding in 2014, we found the phenomenon of "backward bending process" in which the political unrest and regime change in previous case studies do not lead towards democracy, but turned back to authoritarianism. The research on Morocco, Sudan and Somalia shows a unique finding that the Muslim Brotherhood (IM) has existed in these three countries. However this movement is deeply rooted in Sudan compared to the rest countries based on geographical and historical reasons. Other findings are Islamic political movements have emerged as democratic opposition movements against the authoritarian regimes. This study shows that the phenomenon of ‘Arab exceptionalism’ has existed. The cultural and political systems in these three countries do not provide a sufficient space for the growth of democracy. Keywords: Arab Spring, Ikhwanul Muslimin, Maroko, Sudan, Somalia

Abstract

Lahirnya UU No.6/2014 tentang desa telah membuka peluang bagi desa untuk menjadi mandiri dan otonom. Otonomi desa yang dimaksud adalah otonomi pemerintah desa dalam melakukan pengelolaan keuangan desa. Salah satu program yang diberikan pemerintah saat ini adalah pemberian dana desa dengan proporsi 90:10. Tujuan pemberian dana desa ini adalah untuk meningkatkan kesejahteraan masyarakat desa. Namun, dalam pelaksanaan penggunaan dana desa masih dirasakan belum efektif dikarenakan belum memadainya kapasitas dan kapabilitas pemerintah desa dan belum terlibatnya peran serta masyarakat secara aktif dalam pengelolaan dana desa.Kata Kunci : otonomi desa, efektivitas, dana desa

Abstract

This paper aims to see possible pattern of socio-economic conditions that may contribute in facilitating the rise and victory of female leaders, particularly in the December 2015 local direct elections. This paper reveals that, human development index, poverty rate, and gini ratio of a region did not strongly correlate with the number of female leader candidates, nor with the number of the elected female leaders. This paper also shows that the number of candidate and elected female leaders is concentrated in areas which have large number of universities and high proportion of internet access, such as Java. This paper highlighted two important points: first, female leader candidates can emerge and be elected from various socio-economic conditions of region; second, flows of ideas and information through universities and internet access are important keys to the rise and victory of female leaders in local politics.

Abstract

Issues surrounding the village is complex. Especially the issue of decentralization in the village are not clear, which is related to the position of the village and the expected impact of decentralization. The existence of the problem structure and function of rural government institutions are not in accordance with the needs of the village and its people. Then the problem changes in the structure and the function has not contributed to the independence of the village. How these changes could create the potential independence of the village can be awakened

Abstract

Participatory budgeting in this article refer to village development through village fund. One of the nine development priorities by the Joko Widodos Government. However, at their second year after implemented, the discourse of this program was merely related to techincal constraint such as the difference of villages number, the recruitment of village assistants, or how the fund being processed. Therefore, this program was not getting any significant responses from the public, which affected the level of public participation, even when empowerment and participation became the main principles. This research aims to describe public responses towards village fund in three provinces which represented three parts of Indonesia; Banten, Gorontalo, and West Papua.This research use descriptive-quantitative method. There are 800 samples that being taken from each province, with 3% MoE. This research finds that more than 50% of respondents did not have any information about the village fund, therefore the numbers of society who actively engaged in the program is low. There only 53% of respondents who agreed that the village fund was used correctly. Publics knowledge and judgement in three provinces are related to their culture which reflected from their intensity to be involved in public consultation or hearing. The higher their intensity to be involed, the greater the respondents tendency to be aware of village fund, and resulting a positive value about the pertinency of village fund.

Abstract

Artikel ini menguraikan tentang praktek oligarki di Wakatobi. Keunggulan pariwisata yang dimiliki Wakatobi menjadikan daerah ini sebagai lahan bisnis paling menjajikan. Potensi ini menjadi incaran para pengusaha, tidak terkecuali para elit politik. Di era otonomi daerah, para elit politik dan pengusaha adalah pemilik perusahan sektor pariwisata terbesar di Wakatobi dan juga berperan sebagai kelompok yang mengerjakan proyek pemerintah. Di era otonomi daerah, elit politik dan elit ekonomi di Wakatobi merupakan elit penentu, diantara mereka bertransformasi menjadi oligarki predator yang melibatkan diri dalam pertahanan dan peningkatan kekayaan melalui sejumlah bisnis yang mereka kelola. Kehadiran oligarki di Wakatobi menumbuhkan gairah usaha baru, membuka lapangan pekerjaan dan meningkatkan jumlah wisatawan. Namun pada sisi yang lain, kehadiran oligarki memunculkan ketimpangan pendapatan, konflik lahan serta perburuhan antara pemerintah, pengusaha dan warga di Wakatobi. Abstract

AbstractThe existence of Islamic political party is not just a marker of the arising of plurality politics in this country. But, far beyond it, plurality "Keindonesiaan" means nothing without islam in the plurality itself. Therefore, Islamic political parties remain relevant and needed, not only as a channel for the aspirations and interests of Muslims, but also as part of plurality and "Keindonesiaan". This study results showed that chance of islamic ideology and Islamic political parties in the future depends on how far the Islamic ideology can be presented to answer the problems about "Keindonesiaan" and nationality. The opportunities of Islamic political parties could be figured out from electoral results. But, the more fundamental point is how to improve the quality of the presence and contribution of islamic political parties in practicing democracy more ethically, civilized, and also fair, accountable, and full of integrity.  Keywords: Democracy, Election, Islamic Political Party
