Abstract

Indonesian Military (TNI) involvement in counter-terrorism basically has its historical background. Before Indonesian political reform 1998, the military played as a main role in counter-terrorism in both domestic and international context. Along with the Indonesian political reformation in 1998 and the separation of military (TNI) and police (Polri), the problem of terrorism has considered as criminal acts that put the Police to perform as main role and the TNI as supporting role. However, the discourse to restore TNI’s authority (as main role) on counter terrorism continues to emerge. This paper argues that TNI involvement in certain degrees and contexts can indeed support counter-terrorism efforts in Indonesia. However it is important to note that giving the TNIs equal authority with the Police (in counter terrorism) would impacted to serious problems, such as: counter-productive to counter-terorrism efforts and the development of TNI professionalism, or even risk Indonesias democratic life. Keywords: Indonesian Military (TNI), Indonesian Police (Polri), Military, Terrorism
