To the effect this research (1) describe needs analysis of Learning Model Based Character of Verbal Tradition in The Elementary Schools; (2) formulate design of Learning Model Based Character of Verbal Tradition in The Elementary Schools For The Cultivation of Moral Values In a Nations Character Building; (3) find of Learning Model Based Character of Verbal Tradition in The Elementary Schools For The Cultivation of Moral Values In a Nations Character Building; This research method is a type of qualitative research with the analytical model used is an interactive model. Research sites are located at five elementary schools at Surakarta. The Â findings on this research are: (1) Analysis of learning needs in elementary school in this study were obtained from the identification of problems in learning activities that are reviewed in terms of teachers and students. (2) Formulation of the design model of learning in elementary character-based verbal traditions carried through the stages of moral development or the process as follows (a) preparing the foundation of the characters, (b) modeling learning through verbal tradition-based learning model, (c) the development of knowledge/understanding of morality; (d) the development of moral feelings, and (e) the development of moral action; (3) Alternative learning model developed in character-based learning through the verbal tradition of tales methods, role playing and puppet suket. The model is based on the verbal Tradition of learning is done by integrating some of the relevant subjects, like subjects Civics, Indonesian Language and SBK (arts culture and skills); (4) Learning verbal tradition for the cultivation of moral values will be able to develop the character of the nation.
