Abstract

Lebak Regency as one of the districts that is still lagging behind in Banten Province, does not rule out the possibility of having the potential to be developed so that it can compete with other districts / cities in Banten Province. PKWp is the center of activities that are promoted later to be designated as Regional Activity Centers. There are two sub-districts included in the PKWp in Lebak Regency, namely Maja and Bayah. The problem that occurs is that it still relies on the agricultural sector so that it needs to be developed in the non-agricultural sector, limited supervision of spatial utilization, not yet supporting infrastructure facilities in the development of PKWp, and regional disparities between districts in Lebak Regency. The purpose of this study was to find out and analyze the development of PKWp in Lebak Regency and analyze the driving or inhibiting factors in developing PKWp in Lebak Regency. This study used qualitative research methods. The results of this study the driving factors in regional development, namely physical (education, health, economy and infrastructure) and investment, while inhibiting factors in regional development, namely social, productive population migration, government policies, trade patterns and trade activities.

Abstract

The condition of the Nongkosawit tourist village during the past six years, could be said to be still premature. The Elimination of the budget for village tourism program in the year 2018 undermines Nongkosawit tourist village to look forward to the Government. Thus the Nongkosawit tourist village had to dig social capital to get another alternative in management. The purpose of this research was to identify the social capital as well as analyze the driving factor and a barrier to social capital in the management of Nongkosawit tourist village. An attempt to answer the problem and research objectives is done using the theory of social capital through qualitative methods. The research subjects were a Kandang Gunung group, Department of Culture and Tourism Semarang City, and the people of Nongkosawit tourist village. The results showed that social capital in the management of the Nongkosawit tourist village have no impetus to build tourism potential. Custom factors became the driving factor and the factor of the position and the role of the individual; education; social class and economic disparities; and patterns of consumption and personal values into the factors restricting the development of social capital in the management of Nongkosawit tourist village. It is recommended to the Government of the Semarang City and/or through the Department of culture and tourism should be more selective in linking the proposed community groups who filed his village as a tourist village. Need for institutional reorganizing the Kandang Gunung Group. Turn of the Chairman and of the range of Kandang Gunung Group is required to be able to drive or urge people to engage actively in the management of the Nongkosawit tourist village.

Abstract

The task of the Government is providing good service to the community. Efforts that can be made with respect to such matters, that is to optimize the utilization of information and communication technology. The utilization of information technology by Governments is called electronic government, or e-Government. The city is one of the cities of Cirebon in West Java province who are implementing e-Government. This research aims to know the development of the website in the implementation of eGovernment as well as the factors that influence the implementation of e-Government. This research is a descriptive qualitative study types with data collection process through interview, observation and documentation. The stages of the implementation of e-Government that are used as a factor that influence the implementation. Things that affect the implementation of e-Government that is, there is no maximum support where the government rules the management of e-Government. Capacity financial resources, human resources and information technology infrastructure are inadequate. The advice that can be given by researchers to improve the implementation of e-Government, is held in cooperation with stakeholders, the capacity of human resources by holding technical training in a periodic environment, the procurement network infrastructure that is more stable, the massive socialization to society about the existence of eGovernment and its use as well as improving the look of the website to make it more interesting and interactive.

Abstract

Alokasi Dana Desa adalah dana yang dialokasikan oleh Pemerintah Kabupaten Tegal untuk desa, yang bersumber dari bagian dana perimbangan keungan pusat dan daerah yang diterima oleh kabupaten. Alokasi Dana Desa sebagai salah satu sumber pendapatan desa diharapkan mampu membiayai berbagai pembangunan di desa sehingga dapat meningkatkan kesejahteraan masyarakat setempat.  Dana dari kabupaten diberikan langsung kepada desa untuk dikelola oleh Pemerintah Desa.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Kebijakan Alokasi Dana Desa di Desa Margasari Kecamatan Margasari Kabupaten Tegal dan menganalisis faktor-faktor apa saja yang mempengaruhinya. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi Kebijakan Alokasi Dana Desa di Desa Margasari belum menunjukkan hasil yang efektif. Hal ini bisa dilihat dari beberapa aspek implementasi kebijakan yang belum dijalankan dengan optimal seperti keterlibatan masyarakat dalam perencanaan ADD, pelaksanaan tupoksi tim koordinasi ADD tingkat kecamatan dan tingkat kabupaten, kesesuaian alokasi dengan pedoman, pelaporan dan pertanggungjawaban, dan kemanfaatan ADD untuk kemandirian desa. Faktor-faktor yang mempengaruhi implementasi seperti komunikasi, sumber daya, disposisi pelaksa dan struktur birokrasi juga belum berjalan dengan baik. Berdasarkan kesimpulan tersebut, peneliti merekomendasikan kepada para pelaksana mengenai perlunya komitmen yang tinggi dan memanfaatkan dukungan sumber daya finansial yang ada secara maksimal sehingga apa yang menjadi tujuan dari kebijakan ini dapat tercapai.
