Abstract

Trans Koetaradja bus is managed by the government of Aceh Province to improve the urban public transport system. In order to appeal people to use this bus, the local government provides subsidy and applies the free fare, until today. It is expected that, when the subsidy is revoked in a few years ahead, people will get accustomed to use this bus. This research was conducted to observe public perceptions on the desired fare through ability to pay (ATP) and willingness to pay (WTP) analysis. Primary data was collected by doing survey over distributing questionnaires to the citizen. The bus corridors observed were on corridors I, III, and IV. The results showed that, the ATP-WTP of students were above the operator’s proposed tariff for all corridors. However, to attract those students to use the bus, it is recommended that the operator's proposed tariff (IDR 2,000 for each corridor) should be applied. For the general public category (PNS/TNI/Polri, Private Employees, Housewives, and other communities), the proposed tariff for each corridors were in between the average value of ATP-WTP. In that sense, tariff determination can be applied based on the average WTP value. However, the operator's proposed tariff for the public is still also feasible, subject to improving the level of services.

Abstract

Employees who work in the Jantho city parked vehicle in the Lambaro village Ingin Jaya subdistrict Aceh Besar district. Lack of parking locations motorcycle and car causing the vehicle to be chaotic parking. This study aims to analyze the characteristics of the street parking in Banda Aceh – Medan road KM 9 - KM 9,5 . Primary data is data volume required duration of parking and parking, then the data were analyzed using analysis of the characteristics of the park include the calculation of the volume of parking, the average duration of parking, parking capacity, indexes parking and parking plot needs. Results of the analysis showed that the characteristics of parking street parking conditions Banda Aceh - Medan road KM 9 - KM 9,5 already can not accommodate parking requests motorcycle and car. Number of parking plots needs at that location is for motorcycle are as much as 275 stall and parking for car are 44 parking stalls.

Abstract

A fare is a cost that should be paid by the user of the public transportation. The fare is set by the operator who provides the service of the transportation. The aim of this study is to determine the characteristics of the respondents, to analyze the fare based on Ability to Pay (ATP), and to investigate financial feasibility of the ATP fare of Trans Koetaradja bus. The study focuses on Corridor I of Keudah-Darussalam Trans Koetaradja route. Primary data was obtained using questionnaire survey with Stated Preference (SP) method. The sampling technique is Stratified Random Sampling. The target population is the resident of Kutaraja, Kuta Alam and Syiah Kuala districts. The respondents are divided into school students, university students and elderly/disabilities. The results of this study suggest that the ATP fare of Trans Koetaradja service is Rp. 3.200 (school students), Rp. 3.300 (university students), Rp. 3.500 (general public) and Rp. 3.400 (elderly/disability). The estimated gross income by the operator from this ATP fare is Rp. 1.074.590.000/year. The estimated VOC is Rp.13.544.838.955/bus/year. The calculation of investment feasibility of NPV with the rate of Rp. 317.330.243, BCR is around 1,029. Return capital of the ATP’s fare in the year 2016 - 2026 is the 10th year. Return of financial capital is low (around 15 years). The value of IRR is 16,30% which is more than level of interest of IRR > 14%. The result of financial feasibility ATP’s fare, WTP and fare of Transportation Department Aceh (Trans Koetaradja bus) is favorable and feasible.
