Abstract

This research aims to know how the coordination between the vilagge government and facilitators of community in Rural Infrastructure Development Program in Tarobok Village, Baebunta district of North Luwu. This research was categorized in descriptive qualitative. The data collection techniques were observation, interview, and documentation. The result of this research showed that the agreement and the unity in Tarobok Village Baebunta district were still to be done optimally yet, althouht the meeting provided to the public has been pretty good according to the local Village government. Therefore, it is necessary to improve the performance of the head of Village by making an affective working group. Keywords: coordination, government, public  Tujuan dari penelitian ini adalah untuk mengetahui bagaimana koordinasi pemerintah desa dengan fasilitator masyarakat dalam Program Pembangunan Infrastruktur Pedesaan di Desa Tarobok Kecamatan Baebunta Kabupaten Luwu Utara. Jenis penelitian adalah kualitatif deskriptif . Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan menunjukkan bahwa kesepakatan dan kesatuan di Desa Tarobok Kecamatan Baebunta saat ini belum terlaksan secara optimal, meskipun pertemuan yang di berikan kepada masyarakat sudah cukup baik menurut pemerintah desa setempat. Oleh karena itu kiranya perlu meningkat kinerja kepala desa dengam membentuk suatu kelompok kerja yang efektif. Kata kunci : koordinasi, pemerintah, masyarakat

Abstract

The objectives of this research were to describe and to explain about the quality of health services at auxiliary community health centers in Lebang village of Cendana subdistrict in Enrekang regency. The research method of this research was quantitative descriptive that used to explain about the quality of auxiliary community health centers.The respondent were 68 people which were chosen by using incidental sampling. There were some steps in procedures of collecting data. They were question, observation, and interview. The collected data were analyzed by using frequency table. The result of the research showed that the quality of health services at auxiliary community health centers was already good and qualified. These results were based on the recapitulations of each indicators as follows tangible, reliability, competence, and responsiveness where all the mean results were in a good and qualified category.Keywords: quality, healthy service  Penelitian ini bertujuan untuk menggambarkan dan menjelaskan kualitas pelayanan kesehatan di Puskesmas pembantu (PUSTU) Desa Lebang Kecamatan Cendana Kabupaten Enrekang. Jenis penelitian adalah deskriptif kuantitatif yang menjelaskan mengenai kualitas pelayanan kesehatan di PUSTU. Responden sebanyak 68 orang yang dipilih secara sampling insidental.Teknik pengumpulan data yaitu kuesioner, observasi, dan wawancara. Data tersebut dianalisis secara deskriptif kuantitatif menggunakan tabel frekuensi.Hasil penelitian menunjukkan bahwa kualitas pelayanan kesehatan sudah baik dan berkualitas.Hal ini berdasarkan hasil rekapitulasi dari tiap-tiap indikator yaitu bukti fisik (tangible), keandalan (reliability), kompetensi (competence), dan responsivitas (responsiveness) dengan hasil rata-rata persentase berada pada kategori baik dan berkualitas.Katakunci: kualitas, pelayanan kesehatan.

Abstract

The purpose of this was to find out how the geverment supervision on the implementation of fishing gear program in Bissappu district Bantaeng regency as well as to know the factors that influenced the supervision of the implementation in the district. Type of research was qualitative. This study used case study type. Date collection techiniques used in the form of questionnaires. Observation and documentation. The result of this study indicated that the supervision carried ouy by the geverment was monitoring and controlling and there was aa significant influence between the government supervision on the program of distribution of fishing gear in Bissappu District Bantaeng regency. Goverment supervion was strongly influenced by leadership, effectiveness and welfare. Keywords: Government Supervision, Community Empowerment, and Welfare

Abstract

The aims of this research were to find out to what extent the effectiveness of the supervision, the employees’ working effectiveness, and the influence of supervision on employees’ working effectiveness in the office of PT. PLN (Persero) for South-Southeast-West Sulawesi Regions at Secretariat Section for City of Makassar. The focus of the research used Sondang P. Siagian’s theory (namely, direct and indirect supervision) and Hasibuan’s theory (namely, working quantity, working quality, time management and the quality improvement of human resources). The type of this research was quantitative research. Techniques of data collection in this study were literature reviews and field study consisting of observation and questionnaire. The results indicated that the employees’ working effectiveness in the office of PT. PLN (Persero) for South-Southeast-West Sulawesi Regions at Secretariat Section for City of Makassar had not been effective yet. This happened because there were still many employees who were late to go to the office and not careful in carrying out their work. Based on the results of the determination test (R2), it can be concluded that the influence of the supervision on employees’ working effectiveness is 61.3%.Keywords: Influence, Supervision, Effectiveness Of Employee WorkABSTRAKTujuan penelitian adalah untuk mengetahui seberapa efektif pengawasan, seberapa efektif efektivitas kerja pegawai dan seberapa efektif pengaruh pengawasan terhadap efektivitas kerja pegawai di kantor PT PLN (Persero) Wilayah Sulselrabar Bagian Sekretariat Kota Makassar. Fokus penelitian menggunakan konsep atau teori oleh Sondang P. Siagian yaitu, pengawasan langsung dan pengawasan tidak langsung dan teori Hasibuan yaitu, kuantitas kerja, kualitas kerja, pemanfaatan waktu, dan peningkatan kualitas sumber daya manusia. Jenis penelitian yang digunakan oleh peneliti ialah penelitian Kuantitatif. Teknik pengumpulan data dalam penelitian ini menggunakan penelitian keperpustakaan dan studi ke lapangan yang terdiri dari observasi dan angket/kuesioner. Hasil penelitian menunjukkan bahwa efektivitas kerja pegawai di kantor PT PLN (Persero) Wilayah Sulselbar Bagian Sekretariat Kota Makassar belum efektif. Hal tersebut terjadi karena masih banyak pegawai yang terlambat ke kantor dan masih ada pegawai yang kurang teliti dalam melaksanakan pekerjaannya. Berdasarkan hasil uji determinasi ( ) dapat disimpulkan bahwa pengaruh variabel pengawasan terhadap variabel efektivitas kerja pegawai sebesar 61,3%.Kata Kunci: Pengaruh, Pengawasan, Efektivitas Kerja Pegawai

Abstract

Implementation smart government is a smart step for the Soppeng Regency government to consistently improve services using technology. This study aims to find out the implementation of online services and open government in Soppeng Regency. The study design qualitative descriptive analysis method with interactive interviews, and literature studies. The results of the study show that the implementation of smart government uses internet technology for internal use and uses the internet to be accessed by the public. Each SKPD has a website and social media that regulates each SKPD, but it is not yet fully available to the Office of Communication and Information. Online service in the form of services through applications, and integrated numbers for emergencies. Open government through websites and social media. Implementation of smart goverment in the first year is the procurement of networks to BKD and ASN employee attendance and the establishment of Soppeng Command Center (SCC) and the target for this year will be carried out through the network of districts and public places in the subdistrict.Keyword: E-Government, Smart Government, Technology, Information, Soppeng ABSTRAKPelaksanaan smart government merupakan langkah smart pemerintah Kabupaten Soppeng untuk meningkatkan layanan secara konsisten dengan memanfaatkan teknologi. Penelitian ini bertujuan untuk mengetahui pelaksanaan online service dan open government di Kabupaten Soppeng. Jenis penelitian yang digunakan penulis adalah kualitatif dan menggunakan analisis deskriptif dengan wawancara interaktif, observasi dan studi literatur. Hasil penelitian menunjukkan bahwa Pelaksanaan smart government memanfaatkan teknologi ethernet untuk pemakaian internal dan menggunakan internet untuk diakses oleh masyarakat. Setiap SKPD memiliki website dan sosial media yang dikelola masing-masing SKPD, namun belum terintegrasi sepenuhnya ke Dinas Komunikasi dan Informatika. Online service berupa pelayanan melalui aplikasi, dan nomor terpadu untuk kegawatdaruratan. Open government melalui website dan sosial media. Pelaksanaan smart government pada tahun pertama yaitu pengadaan jaringan ke BKD dan absensi pegawai ASN dan pendirian Soppeng Command Center (SCC) serta target untuk tahun kedua ini akan dilakukan perluasan jaringan kekantor kecamatan dan tempat umum yang ada di kecamatan.Kata kunci : E-Government, Smart Government, Teknologi, Informasi, Soppeng

Abstract

The purpose of this study was to determine the Behavior Bureaucracy In Birth Certificate Services in the Office of Population and Civil Registration Bone regency.This type of research used in this research is descriptive and qualitative analysis of the data used is Data Reduction, Data Display, Conclusion Drawing / Verification (Conclusions and Verification). While data collection techniques used by researchers is the observation, interviews and documents. The results showed that the behavior is bureaucracy in the Ministry of Birth Certificate not comply with the Public Service Act Number 25 of 2009 on Implementation Public service, as an employee: a) fair, b) Professionals, c) Use the facility with good service, d) Use the authority / Position appropriately. e) In accordance with standard operating procedures (SOP).  Keyword: Behavioral Bureaucracy, Birth Certificate Service  Tujuan dari penelitian ini adalah untuk mengetahui Perilaku Birokrasi Dalam Pelayanan Akta Kelahiran di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Bone.Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dan analisa data yang digunakan adalah  reduksi data, penyajian data, kesimpulan dan verifikasi. Sedangkan teknik pengumpulan data yang digunakan peneliti adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Perilaku Birokrasi dalam Pelayanan Akta Kelahiran belum mengacu pada  Undang-Undang Pelayanan Publik Nomor 25 Tahun 2009  tentang  Penyelenggaraan Pelayanan Publik, yang harus memiliki perilaku adil, profesional, menggunakan fasilitas pelayanan dengan baik, menggunakan jabatan atau kewenangan dengan tepat,  sesuai dengan Standar Operasional Prosedur (SOP) Kata Kunci : Perilaku Birokrasi, Pelayanan Akta Kelahiran

Abstract

The research aims to know the implementation of human relationship in public service at Eka Tiro Subdistric Office in Bontotiro District Bulukumba Regency. The method is a qualitative recearch by using 12 informants. The research result showed the implementation of human relationship in public service didn’t accomplish with maximun, it showed from communication side which too little doing by goverment at Eka Tiro Subdistric Office to the human being. The next showed from the participant aspect, the human being was not implicated in some programs. From the goverments direction, the goverments aparatus had differenciation in implementing public service.Keywords : human relationship, public serviceTujuan penelitian ini adalah untuk mengetahui bagaimana Penerapan Human Relations Dalam Pelayanan Publik Di Kantor Kelurahan Eka Tiro Kecamatan Bontotiro Kabupaten Bulukumba. Adapun metode yang digunakan adalah metode penelitian kualitatif dengan informan 12 orang. Hasil penelitian menunjukkan bahwa penerapan human relations yang dilakukan pemerintah kelurahan dalam pelayanan publik belum terlaksana secara maksimal, dapat ditinjau dari segi komunikasi yang kurang dilakukan oleh pemerintah kelurahan kepada masyarakat. Selanjutnya ditinjau dari aspek partisipasi yang tidak melibatkan masyarakat untuk ikut terlibat langsung dalam suatu kegiatan. Aspek pengarahan pemerintah kelurahan masih membeda-bedakan dalam melayani masyarakat.Kata kunci : human relations, pelayanan publik

Abstract

The objective of the research is to know how the service responsiveness divorce and the obstacle factors of divorce service in religious court at Sengkang, Wajo Regency. The type of the research is descriptive and qualitative which has eight informants. The data collecting techniques used observation and interview. The data was analyzed using descriptive technique. The research result show that the responsiveness of the divorce service have not appropriated yet for the need of society, because of the strong of kinship system or injustice, long time service. Furthermore, there is another factor that became the obstacles of this service such as being arbitrary and indiciplinary.  Keywords: responsiveness, service, public, divorce  Adapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana responsivitas pelayanan perceraian  dan faktor penghambat dalam pelayanan  perceraian Kantor Pengadilan Agama Sengkang Kabupaten Wajo. Jenis penelitian adalah deskriptif kualitatif dengan informan delapan orang. Tekhnik pengumpulan data dikumpulkan dengan menggunakan instrumen  berupa observasi, wawancara terhadap informan. Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa responsivitas dalam pelayanan perceraian belum sesuai dengan kebutuhan masyarkat karena masih kentalnya sistem kekeluargaan atau pilih kasih, pelayanan yang terlalu lama, yang ada dikantor Pengadilan Agama Sengkang Kabupaten Wajo, kemudian faktor penghambat dalam pelayanan ialah bertindak sewenang-wenang dan rendahnya kedisiplinan. Kata Kunci: responsivitas, pelayanan, publik, perceraian

Abstract

This research aims to know the management of flood prevention in the Paccerakkang of district office and how to know the factors that effect the management. This research is categorized in qualitative research and type of research is phenomenology. The number of the informants are 9 people which is chosen purposively. The data collection techniques are observation, documentation, and depth interview. The result of the research shows that the implementation of management of flood prevention has done quite good, but there is still more needs to be repaired. The community is aware that the importance of participation and cooperation in the management of flood. The main factors that effect the management is chairman , employes behaviour , work groups behaviour and external factors.
