Abstract

This study aims to determine the level of development of local financial independence Sidoarjo district in order to support the implementation of regional development for the implementation of a decentralized system (Local Government), the contribution of PAD to Sidoarjo district budget in fiscal year 2010-2014 and the commitment of local governments to increase revenue Sidoarjo regency. This type of research is quantitative qualitative (mixed method). The results showed that the ratio of local financial independence Sidoarjoregency status is low or that are in consultative relationship patterns. The ratio of the degree of fiscal decentralization and the index ratio shows the ability of a routine that sufficient fiscal capacity. In harmony ratio shows the results of routine spending a larger share of total development. While the growth rate, the overall experience negative growth. The contribution of PAD to Sidoarjo district budget is low or less. Then the lack of commitment of local governments both the Executive and the Legislature to improve PAD affecting the magnitude of the increase of local financial independence, the lack of loyalty of both the Executive and the Legislature in managing the region's financial sectors ranging from planning to implementation, and the lack of innovation of local governments in exploring the potential Regency Sidoarjo that generate revenue.

Abstract

This research aimed to describe and analyze implementation of The National Program of Urban Self Empowerment (PNPM-MP) in the Gisik Cemandi Village, Sedati Sub-District, Sidoarjo Regency; supporting and inhibiting factor in its implementation. This research used qualitative descriptive research. Key informants in this research included member of event organizer in non-governmental organization (PNPM-MP), member non-governmental organization, and head village. The results showed that the implementation of its program was quite good.  It is showed that adequate human resources, good coordination between local government, volunteers, and community, characteristics and attitudes implementor enforcement agencies that have a high responsibility to achieve its objectives and realizing the ideals of the poor. Supporting factors in its program implementation namely development and empowerment activities got a positive response from community. Meanwhile, inhibiting factor wasthe lack of discipline for community and community who are less conserve the environment so that the bad habits also remain to be done.

Abstract

This research aims to describe community empowerment program synergistic held by local government of Pasuruan regency and the implementation of CSR program by PT HM Sampoerna Tbk in Sukorejo Sub-district, Pasuruan Regency, in addition to describe public-private partnership pattern between local government of Pasuruan regency and private sector. Descriptive type of research and qualitative method through in-depth interview, observation, and documentation were used in this thesis.Result of this research reveals the implementation of PPP with CSR basis between local governments of Pasuruan regency with PT HM Sampoerna Tbk is mutualism partnership. Yet, private sector is a dominant actor in this partnership, whilst local government of Pasuruan regency only play their role and function as regulator, namely to make local government regulation Number 31 Year 2012 about CSR. The lack of governments portion in running this partnership caused by the absence of CSR forum. Public-private partnership here belongs to pseudo partnership due to there are no any written agreements between local government and private sector.

Abstract

The purpose of this study to analyze and describe the quality ofeducational administration services as well as to describe supporting andinhibiting factors that affect towards quality of educational administrationservices in Education Department, Porong Subdistrict. In this study, researchers used a descriptive qualitative method. The results showed that educational administration services in Education Department, Porong Subdistrict had good quality. This is supported by good services from officer. In addition, they provide services prima like fast, responsive, accommodative, innovative, productive and economic. In addition, there were 5 elements in this services, namely reliability, responsiveness, assurance, empathy, and tangible. While supporting and inhibiting factors could affect the service itself, namely: resource officers, public awareness, and facilities.

Abstract

Representation of women in the political sphere can be interpreted as a form of participation in opening that the resulting policy will include the interests of all parties, whether at the local, national, and international levels. In the process of democratic issues, larger women participation, representation, and accountability are absolute prerequisites for the realization of a meaningful democracy. But in fact, in the district of Sidoarjo there is still womens lack of access making it difficult for women to show that their interests are not accommodated in the political system. This was marked by the lack (not quotas) of women representation as members of parliament in Sidoarjo. This paper is also intended to study the participation, quality, and responsibility of womens representation in the political sphere.

Abstract

This study aimed to describe the results of public perception of the policy implementation on modern market zoning. This type of research used qualitative research through the explanation method. Data was collected through interviews with employees of the modern market and government officials in Sidoarjo Regency as the basis of the policy implementation; in addition it is also supported by literature study related to the zoning policy of the modern market. The results showed that the modern market employees and government officials agree associated with modern market competition that is unhealthy and affect traditional markets. In addition, it was found that the licensing process was not in accordance with the procedure. It can be concluded, based on public perception stated that three main factors that affect of policy implementation zoning the modern market, namely the lack of effective communication between the government and the owners of the modern market; abuse of licensing and lack of socialization of the modern market zoning.

Abstract

The purposes of this research was analyzing and describing about implementation of the rice for poor program in Kejapanan Village Gempol Subdistrict Pasuruan Regency as well as was identifing the obstacles of this program. This research used descriptive qualitative method. Collecting of data used observation, interview and documentation. Data analizing technique used descriptive qualitative. The results showed that as long as the implementation of rice program didn’t any evaluation from the citizen or subdistrict. It happened because the government Kejapanan village didn’t had an available legally action system for the villagers. On the other hand, monev team never checked the rice program and the officers of this program never did observation about it.

Abstract

Tujuan penelitian ini adalah menentukan aspek-aspek kompetensi plus dari unsure-unsur kompetensi dengan penambahan aspek lain dari unsure life skill sebagai pendukung pengembangan kemampuan dan kualitas Tenaga Kerja Indonesia (TKI).pencapaian tujuan tersebut diawali dengan mengidentifikasi model saat ini berikut kelemahannya dan dilanjutkan dengan pembuatan model kompetensi plus.penelitian menggunakan metode deskriptif dengan analisis kualitatif terhadap hasil Forum group discussion (FGD). Hasil penelitian menunjukkan aspek-aspek kompetensi belum dipenuhi calon TKI sementara kebutuhan atas kecakapan hidup calon TKI belum terpola jelas sehingga dibutuhkan aspek kompetensi lain yakni kompetensi life skill (kompetensi plus) yang meliputi kecakapan diri, berpikir, komunikasi, kerjasama, dan vokasional.

Abstract

Penelitian ini bertujuan memaparkan quality improvement performance dalam pelayanan administrasi kependudukan yang ada di wilayah Jawa Timur dan format price of non-conformance dalam pelayanan administrasi kependudukan. Data primer yang dikumpulkan dalam penelitian deskriptif kuantitatif ini berasal dari empat kabupaten sebagai lokasi penelitian dengan responden sebanyak 600 orang.
