Abstract

Abstract A thriving city should have a reliable public transport system. A continued decline in the performance of services can not be separated by a detachment of people using public transport, as uncomfortable and unreliable existing services, until unresolved overlapping route yearly by the regulator. Restructuring the route network and preposition institutional arrangement of public transport management are needed to improve public transport services in the community. Restructuring the route network into two, namely: first, the subsidiaryp route network that serves the main line of Jember city use the concept of road based public transport (BRT) with medium buses; second, develop twigs routes of feeder line to serve distrct road network in urban areas. Formulation of public policy was conducted through four stages: formulation of the problem, preparation of policy agenda, selection of policy alternatives to solve the problem, and determination of the policy to minimize the two groups resistance (pro and contra).                                                                                  Keywords: policy formulation, policy agenda, problem solving, policy setting  Abstrak Sebuah kota yang berkembang harusnya memiliki sistem angkutan umum yang dapat diandalkan. Terus menurunnya kinerja pelayanan tidak lepas dari menjauhnya masyarakat menggunakan angkutan umum karena tidak nyaman dan tidak handalnya pelayanan yang ada, hingga overlapping lintasan trayek yang sudah bertahun-tahun tidak terselesaikan oleh regulator. Penataan kembali jaringan trayek dan kelembagaan pengelolaan angkutan umum diperlukan untuk meningkatkan pelayanan angkutan umum di tengah masyarakat. Penataan jaringan trayek dilakukan terbagi dua, yaitu: pertama, jaringan trayek cabang yang melayani jalur utama perkotaan Jember menggunakan konsep angkutan umum berbasis jalan dengan armada bus sedang; kedua, jaringan trayek ranting yang melayani jaringan jalan kabupaten di kawasan perkotaan yang semakin berkembang. Formulasi dalam kebijakan publik dilakukan melalui empat tahapan, yaitu: perumusan masalah, agenda kebijakan, pemilihan alternatif kebijakan untuk memecahkan masalah, dan penetapan kebijakan dilakukan untuk mengurangi resistensi dua model kelompok (pro dan kontra). Kata kunci: perumusan kebijakan, agenda kebijakan, pemecahan masalah, penetapan kebijakan

Abstract

AbstractTanjungwangi public refueling station is an infrastructure that is being built in Banyuwangi which is located around the port of Ketapang. Based on the Regulation of the Minister of Communications No. 75 Year 2015 on the Implementation of Traffic Impact Analysis stated that stations at least have one dispenser that must do Traffic impact analysis. Analysis conducted includes seizure analysis, performance analysis and analysis segment queue. Which Analysis conducted based on Manual Kapasitas Jalan Indonesia 1997. Survey conducted includes seizure, traffic volume survey inventory survey and survey roads long time service gas stations. The results were obtained seizure of 142 MC/hour, 39 LV/hour, 18 HV/hour on working days and 136 MC/hour, 50 LV/hour, 15 HV/hour on holidays. This doesn’t have any significant influence on performance analysis that are still in the LOS B criteria. Key words: traffic impact, degree of saturation, queuing theory, optimization AbstrakSPBU Tanjungwangi adalah suatu prasarana yang sedang di bangun di Kabupaten Banyuwangi yang letaknya sekitar pelabuhan Ketapang. Berdasarkan Peraturan Menteri Perhubungan Nomor 75 Tahun 2015 Tentang Penyelenggaraan Analisis Dampak Lalu Lintas menyatakan bahwa SPBU yang memiliki minimal 1 dispenser wajib dilakukan Andalalin. Analisis yang dilakukan meliputi analisa bangkitan, analisa kinerja ruas dan analisa antrian. Dimana analisa kinerja ruas jalan yang dilakukan berdasarkan Manual Kapasitas Jalan Indonesia 1997. Survey dilakukan adalah survey bangkitan, survey volume lalu lintas survey inventarisasi ruas jalan dan survey lama waktu pelayanan SPBU. Hasil penelitian diperoleh bangkitan sebesar 142 MC/jam, 39 LV/jam,  18 HV/jam hari kerja dan 136 MC/jam, 50 LV/jam, 15 HV/jam hari libur. Hal ini tidak berpengaruh signifikan terhadap kinerja ruas yang masih dalam kriteria LOS B. Kata kunci: andalalin, derajat kejenuhan, teori antrian, optimalisasi

Abstract

AbstractThe Reduce performance of urban public transport in Jember can not separated from several factors, among other are less convenient conditions in terms of service, overlapping route, no improvement for route network made by local authority, and cheap moator loans which cause many poeple use motor vehicles. The Worst effect if this thing continous increase population of motor vehicles. At the same time nowdays, new land-use patterns have grown in urban areas which potentially have large demand but still unserved by public transport. Seeing these problems, public branch route network planning is needed as well as the requirment of public transportation fleets in accordance with the legislation. From the planning conducted, it was found 8 plan branch routes and the fleet needs.From such palnning it was expected that it can reduce the overlapping route and accomodate all urban areas in order to served by public transport. Keyword: branch route network planning, legislation AbstrakMenurunnya kinerja angkutan umum perkotaan jember tidak lepas dari beberapa faktor antara lain kondisi kurang nyaman dalam segi pelayanan, overlapping trayek, belum dilakukan perbaikan jaringan trayek oleh pihak berwenang, dan kredit motor yang murah sehingga masyarakat banyak yang menggunakan kendaraan bermotor. Dampak terburuk bila hal ini terus berlanjut, populasi kendaraan bermotor akan meningkat tiap tahunnya. Kemacetan lalu lintas, pemborosan BBM serta polusi udara juga akan meningkat. Disaat yang sama saat ini mulai tumbuh pola tata guna lahan baru di wilayah perkotaan yang berpotensi demand besar namun belum terlayani angktan umum. Melihat masalah tersebut perlu dilakukan sebuah perencanaan jaringan trayek angkutan umum ranting dan kebutuhan armadanya yang sesuai dengan konsep perundang-undangan. Dari perencanaan yang dilakukan didapatkan 8 rute rencana serta kebutuhan armadanya. Diharapakan dari perencanaan tersebut dapat mengurangi overlapping dan mengakomodasi seluruh wilayah perkotaan agar terlayani oleh angkutan umum.Kata kunci: Perencanaan jarigan trayek ranting, Konsep peraturan perundang-undangan

Abstract

Bitumen extraction tests aim to separate a mixture of asphalt paving mixtures and to determine which are made in accordance with the mix plan. In general, using a reflux and centrifuge method. At reflux method, bitumen separation process using the evaporation method, whereas the centrifuge method, the separation processes using a rotation method of extraction tools. The purpose of this study to determine whether the extraction of the AC-BC mixture using two methods above have significant differences using a statistical test. Based on the results of the testing that has been done, the result are different, but not significant in statistical test t-test. From the results of hypothesis testing the value obtained tcount (2.197) < ttable (2.4469) on 5.5% asphalt content, value of tcount (1.767) < ttable (2.4469) on 6% asphalt content, and tcount (0.201) < ttable (2.4469) on 6.5% asphalt content. While on F-test obtained different results, for sample testing with value of Fcount (520.1312) > Ftable (3.284), and there are significant differences between the methods of extraction with value of Fcount (97.779) > Ftable (5.980), and there is no interaction between testing methods with bitumen content with value of Fcount (0.3061) < Ftable (4.560).

Abstract

The strength of the surface pavement can be seen from Marshall Characteristics using Marshall test equipment. Equipment type for Marshall Test can be analog and digital. Digital test equipment using the computer system, and minimize operator/ laboratory intervention for maximum efficiency. The reading of the data was done manually on analog test equipment, so it is very dependent on operator skill. This study examined a mixture of AC-BC using analog and digital Marshall Test equipment, to determine result of Marshall Characteristic. Methods of Marshall Test, material test, mix of bitumen and aggregate follow the guidelines in the Indonesian National Standard (SNI). Results of preliminary test obtained optimum bitumen content of 6,75%, and then the sample is made of 28 pieces (2 x 14). The analysis results of the average difference in the two shows there is no real difference in the Marshall Characteristics of the testing results using analog and digital test equipment. Estimation results of Marshall Characteristics using analog test equipment acquired: stability = + 208,26 kg, Flow = + 0,29 mm dan MQ = + 40,07 kg/mm. Digital test equipment acquired: stability = + 175,47 kg, Flow = + 0,48 mm dan MQ = + 60,93 kg/mm.

Abstract

In 2013, the construction of road median on JalanHayamWuruk Km Jbr 3+825 – Km Jbr 5+930 Jember caused traffic jam. It was shown by the number of degree saturation increased (DS=92) than without a road median (DS=0.66). This research evaluate the comparison between the sections with median and without mediant, parameter, degree of saturation, fuel cost and safety evaluation. The data collection was carried out directly in rapidity survey, and volume vehicles.The analysing of fuel comparison resulted damage 26.12 %, the same as Rp.206.4,00/knd/km, or raised 2.23 Billion per year. It based on the results of evaluation road median SNI 03-2444-2002, the degree of safety in dimension and installation of road median on km Jbr 3+825 – km Jbr 5+930 was not standarized.

Abstract

Two intersections in the campus of the University of Jember need attention. That name is Doubleway intersection and Triumviraat roundabout. This is related to the frequent occurrence of accidents at the intersection. Previous research conducted by Isnanto (2007) and Novel (2013) at  the Doubleway intersection. This intersection assumed into a roundabout, and the performance of the roundabout until 2023 showed DS ≤ 0.75. This study was conducted to evaluate the design of Doubleway and Triumviraat roundabout at the University of Jember. Evaluation results used to re-design of  Doubleway and Triumviraat roundabout in order to satisfy applicable standards/guidelines. So the safety aspect of the review of infrastructure can be realized. The diameters size results obtained from the design of the Doubleway and Triumviraat roundabout  is 38.5 m and 44.7 m. Performance of the each other roundabout  in 2014 showed  the DS value ≤ 0.75.

Abstract

To determine the level of service of an intersection should be calculated on the performance. And in Indonesia, intersection performance calculations performed using the method MKJI. MKJI methods have software that is KAJI. Along with the changing times, there are other software that circulated in Indonesia, one of which is the PTV Vistro. In contrast to KAJI, this software using HCM 2010. Therefore necessary to analyze the results of calculations both the software. In this study, both the software used to calculate the performance of several examples of intersections in Jember. And then the results of the calculation of performance compared. The analysis shows that at signalized intersections, KAJI and PTV Vistro produce the same degree of saturation pattern. However PTV Vistro tend to produce better performance than the KAJI. Whereas in unsignalized intersections, both the software shows a different pattern.

Abstract

Traffic Impact Analysis (TIA) is study on the impact of development on the surrounding transportation network. Complex Ruko Berjaya is a commercial and residential complex that will be built on the city of Batam.This area has been done but the traffic impact analysis using the manual calculation method MKJI . For traffic impact analysis was performed on the complex of the RukoBerjaayaBatam use PTV Vistro . Analysis on PTV Vistro will be compared with MKJI method that performed on the input volume adjustment. There are differences in the determination of the saturation flow and the capacity of the two methods, which produce the PTV Vistro capacity greater than MKJI. Output performance PTV Vistro  results show a lower value than the calculation MKJI.

Abstract

Two methods for determining asphalt content thats usually used are centrifugal and reflux method. Both of The two methods have the same theoretical principle, but different ways to separate mixtures. Centrifugal method separating a mixture by stirring the solvent and sample mechanically, but the reflux method with evaporation. This study, conducted a study of two methods for bitumen extraction test, bitumen extraction comparing results between the two methods, and compare with bitumen content plans. Three levels of AC-WC (5,5%, 6,0% and 6,5%) are used for bitumen extraction. Results of studies using F-test approaches showed significant differences between bitumen extraction test results (reflux and centrifugal) against the bitumen content plan. Indicated by the value of Fcount > Ftable (38,447 > 3,555). While the results of comparison testing between centrifugal and reflux extraction using T-test indicated that there were differences in the test results, but not significantly. Where indicated tcount < ttable (0,997 < 2,4469).Bitumen extraction test results reflux method most closely with bitumen value plans and standard deviation between the smallest test results. However, testing of bitumen extraction methods reflux testing requires a very long time.
