Abstract

The implementation of pilot standard of international school (pre SIS) is one of the government’s efforts to improve educational quality in order to be able to compete with other countries. Since the establishment of the pre SIS in 2006, they have not been evaluated comprehensively yet. Therefore, it is important to evaluate the student’s enrolment, academic achievement, finance and budgetting, and management. Research method used is mixed quantitative and qualitative method. Samples are 4575910 respondents chosen purposively. They are school committee, school principals, teachers of pre SIS and regular classe. They are English, mahtematics, and science teachers, students, and students’ parents association. The English proficiency of school principals is at the novice level (10-250 TOEIC scores). Teachers’ academic competence of pre SIS and regular classes is relatively equal. The competence of biology and physics teachers of pre SIS in SSS is lower than those in the regular classes. The use of budget and finance is not transparent. Recommendation, it is important to improve teachers’ academic qualification and their competence and a rigid financial and budgeting management guide. ABSTRAKPenyelenggaraan RSBI merupakan salah satu usaha pemerintah untuk meningkatkan mutu pendidikan agar mampu bersaing dengan negara lain. Sejak diselenggarakan tahun 2006, RSBI belum pernah dievaluasi secara komprehensif. Oleh karena itu, perlu dievaluasi PPDB, prestasi, pengelolaan pendanaan, dan sistem tata kelola dan akuntabilitas penyelenggaraannya. Penelitian menggunakan metode campuran kuantitatif dan kualitatif. Sampel sebanyak 4575910 yang diambil secara purposive. Responden: komite sekolah, kepala sekolah, guru bahasa Inggris, matematika, dan IPA yang mengajar di kelas RSBI dan kelas reguler. Temuan: Kemampuan bahasa Inggris pendidik dan tenaga kependidikan RSBI di semua tingkat masih level novice (skor TOEIC 10-250). Kemampuan guru bahasa Inggris kelas RSBI dan kelas reguler relatif sama. Di SD dan SMP, kemampuan siswa dan guru RSBI sedikit lebih tinggi daripada kelas regular. Kemampuan guru Biologi dan Fisika kelas RSBI di SMA lebih rendah daripada guru kelas reguler. Penggunaan dana kurang transparan. Rekomendasi, perlu peningkatan kualifikasi dan kompetensi akademik guru dan perlu disusun panduan pengelolaan pendanaan yang lebih rinci.

Abstract

The aims of this research are to find data and information about: 1) the policy of Directorate of Higher Education (DHE) and universities related to its function on the public service; and 2) the implementation of research and development based on the study result. The research was conducted from June to December 2009. Research sample is 36 respondents in HE at the provinces of DIY, West Java, West Nusa Tenggara, Bali, East Kalimantan, West Kalimantan, Lampung, West Sumatera, and North Sumatera. Data was collected by using questionnaire, study documentation, and interview. Data was analyzed using quantitative and qualitative analysis. Research findings are: The policy of research and public service done by universities is based on the policy of DHE. DHE still makes very few policies of the research for public service and lack of monitoring and evaluation of the universities’ program. ABSTRAKPenelitian ini bertujuan untuk mendapatkan informasi tentang: 1) kebijakan program penelitian dan pengabdian masyarakat yang dilakukan oleh perguruan tinggi (PT); dan 2) pemanfaatan hasil-hasil penelitian dan pengembangan. Penelitian dilaksanakan mulai bulan Juni sampai Desember 2009. Sampel penelitian sebanyak 36 orang dari lembaga penelitian dan pengabdian kepada masyarakat dan dosen senior yang diambil secara purposive di PT di provinsi DIY, Jawa Barat, NTB, Bali, Kalimantan Timur, Kalimantan Barat, Lampung, Sumatera Barat, dan provinsi Sumatera Utara. Data dikumpulkan dengan kuesioner, pedoman studi dokumentasi, dan pedoman wawancara. Data dianalisis menggunakan teknik kuantitatif dan kualitatif. Hasil penelitian menujukkan bahwa: 1) Kebijakan program penelitian dan pengabdian masyarakat yang dilakasanakan oleh PT berdasarkan kebijakan DP2M Dikti; 2) Dikti masih sedikit menetapkan kebijakan penelitian untuk pengabdian kepada masyarakat dan kurang melaksanakan monitoring dan evaluasi program PT.

Abstract

Educational character cannot be separated from the values of moral, nation culture, and religion. The nation that keeps tightly on the rule of religion and the principle of its culture will always be conducting its culture. The strongest nation is characterized by the implementation of its characters. The education character cannot be formed spontaneously but it is developed since the children be at home. The family is the first and main defends in educating children for an adult people and for a responsible citizenship. One of the components which influences the reducation of nation character is that the lack of implementation of moral values, religion, and nation culture. Education is one of defends of nation character values. Therefore, education character at school should continuously be implemented integratively in instructional process and it should be put in the curriculum. This analysis uses document study method. The result of analyisis concludes some factors which affect the lack of education character in education i.e: the reduction of the moral values, religion, and culture. Some actions that the Ministry of Education and Culture should do in overcoming the lack of nation moral values in education sector such as at school is that to work collaboratively with media such as television to forcast Indonesian culture as it was done before on television such as: wayang, local dance or song, specific local industry, and community self help. Some simple strategies in implementing character values at school is that by implementing instruction of nation character integratively with all subjects.

Abstract

Abstract: Several surveys conducted by non-governmental organizations indicated the decline of nationalism sense in Indonesia and a real threat of separatist movements insisting to separate from Indonesia. To anticipate it, schools as the guard of education need to be the agents of nationalism through the learning process. This study aims to explore the information, activities and constraints faced by schools in nurturing nationalism character values at school as well as to formulate the problem solving model. This study employed qualitative descriptive approach. The sample of the study was taken from some rural and urban schools in Jayapura district. These schools have been appointed as the role model for character education reinforcement by the Ministry of Education and Culture of the Republic of Indonesia. Jayapura District was chosen since several studies revealed that Papua still indicated active separatist movements. This research began with a secondary data analysis about nationalism in some countries and some regions in Indonesia. Focus group discussion was subsequently conducted with some local teachers and officials to verify and validate the data. The information obtained was then analyzed step by step. The result of the study shows that schools have done possible and creative programs to nurture nationalism character values at school as well as involving their neighbourhood in the reinforcement of nationalism values.Keywords: nationalist, school, education, character PENUMBUHAN NILAI KARAKTER NASIONALIS PADA SEKOLAH DASAR DI KABUPATEN JAYAPURA PAPUA Abstrak: Dari hasil beberapa survei yang dilakukan oleh lembaga swadaya masyarakat mengindikasikan adanya penurunan rasa nasionalisme di Indonesia dan masih nyata adanya ancaman gerakan separatis yang ingin memisahkan diri dari Indonesia. Guna mengantisipasi hal tersebut, sekolah sebagai garda terdepan pendidikan harus bisa menjadi agen penjaga nasionalisme melalui proses pembelajaran. Penelitian ini bertujuan untuk menggali informasi dan aktivitas serta kendala sekolah dalam upaya menumbuhkan nilai-nilai karakter nasionalis sekaligus memformulasikan dalam sebuah model.  Penelitian dilakukan dengan menggunakan pendekatan deskriptif kualititatif. Sampel penelitian adalah Kabupaten Jayapura yang terdiri atas beberapa sekolah yang berada di perkotaan dan perdesaan yang telah menjadi role model penguatan pendidikan karakter oleh Kementerian Pendidikan dan Kebudayaan. Kabupaten Jayapura terpilih karena berdasarkan hasil dari beberapa penelitian Papua masih terindikasi sebagai daerah yang masih cukup aktif gerakan separatisnya. Penelitian ini diawali dengan analisis data sekunder terkait nasionalisme di beberapa negara, beberapa daerah di Indonesia yang kemudian dilanjutkan dengan diskusi kelompok terpumpun dengan guru-guru dan aparat daerah  setempat dalam rangka verifikasi dan validasi data. Informasi yang didapat kemudian dianalisis secara bertahap. Hasil penelitian ini memperlihatkan bahwa sekolah sudah berupaya semaksimal mungkin dan sekreatif mungkin dalam menumbuhkan nilai karakter nasionalis di sekolah maupun dengan mengikutsertakan lingkungan di sekitar sekolah.Kata Kunci: nasionalis, sekolah, pendidikan, karakter
