Abstract

AbstractThe existence of Islamic political party is not just a marker of the arising of plurality politics in this country. But, far beyond it, plurality "Keindonesiaan" means nothing without islam in the plurality itself. Therefore, Islamic political parties remain relevant and needed, not only as a channel for the aspirations and interests of Muslims, but also as part of plurality and "Keindonesiaan". This study results showed that chance of islamic ideology and Islamic political parties in the future depends on how far the Islamic ideology can be presented to answer the problems about "Keindonesiaan" and nationality. The opportunities of Islamic political parties could be figured out from electoral results. But, the more fundamental point is how to improve the quality of the presence and contribution of islamic political parties in practicing democracy more ethically, civilized, and also fair, accountable, and full of integrity.  Keywords: Democracy, Election, Islamic Political Party

Abstract

Abstract

The political transformation of Gerakan Aceh Merdeka (GAM) is a process to change GAM as a "military" power into a civil power. This fundamental process is a part of conflict resolution ofAceh that has been conducted for about 32 years. This political transformation highlights some forms of change of GAMs organizations, character, and behavior in the post-MoU Helsinki.

Abstract

The 2004 legislative election in Aceh descrihing a very fundamental change of political constellation. The powetful o fth e Islamic basis party is an astonished phenomenon in the political constellation of Aceh based on the 2004 legislative election results. However, the victory of Golkar party which is in balanced with PPP (Partai Persatuan Pembangunan) must be underlined that this New Order party in Aceh is also powetful. Eventhough there are fundamental political changes, we stillfind an intimidation, terror, and political mobilisation in the 2004 legislative election. It happened because of this election was carried out in military emergency situation.

Abstract

Pertumbuhan partai-partai politik di era reformasi cenderung mengarah pada partai yang tidak memiliki basiskelas (class-based parties). Partai yang tumbuh lebih mirip sebagai catch all party. Partai politik juga dibayangbayangi oleh personalisasi yang dapat berasal dari orang yang berpengaruh atau orang kuat. Pengarah personalisasiyang kuat menyebabkan masuknya unsur-unsur tradisional dalam struktur partai yang menyebabkan kelembagaanpartai tidak berfungsi bahkan hampir tidak memiliki institusi kelembagaan. Walaupun pengarah tradisional tersebutdijadikan sebagai strategi dalam mendulang suara, dalam kenyataannya justru lebih banyak mudharatnya ketimbangmanfaatnya.Kata Kunci: partai tradisional, partai modem, personalisasi, faksionalisasi

Abstract

Upaya untuk mencari dan membenahi sistem pemilu dan partai politik yang efektif bagi demokrasipresidensial, membutuhkan proses koreksi dari sistem pemilu dan kepartaian yang saat ini dianut. Proses perbaikanitu dimaksudkan agar terjadi perbaikan dan penataan sistem pemilu, sistem kepartaian yang memperkuat sistempresidensial. Kajian ini merekomendasikan bahwa perbaikan sistem pemilu perlu diarahkan pada terjadinyapraktik sistem multipartai yang mampu menghasilkan tingkat fragmentasi partai yang relatif rendah di parlemen.Rendahnya tingkat fragmentasi partai di parlemen pada gilirannya dapat mengkondisikan terciptanya prosespengambilan keputusan yang relatif cepat dan tidak berlarut-larut. Dalam konteks itu, sistem pemilu perlu dibangunsecara sungguh-sungguh dan ideal agar mampu menciptakan partai politik yang moderat (5-7 partai) secaraalamiah dan mendorong lahirnya partai pemenang pemilu minimal di parlemen. Untuk kebutuhan itu diperlukanrekayasa perubahan sistem pemilu dari sistem proporsional ke sistem yang lain. Kajian ini sedang menjajakitingkat fisibilitas sistem pemilu campuran, sejauh mana tingkat kecocokannya bagi Indoenesia. Dari kesimpulanawal, perbaikian sistem pemilu dapat dilakukan melalui pemberian ruang penggunaan sistem campuran, melaluipenerapan Mixed Member Majoritarian (MMM) yang secara teoretik dan pengalaman negara-negara lain telahterbukti dapat menciptakan munculnya partai mayoritas di parlemen.Kata kunci: Sistem pemilu, sistem kepartaian, sistem presidensial dan fisibilitas sistem pemilu campuran

Abstract

MoU Helsinki telah membuka kotak pandora konflik di Aceh. Penyelesaian konflik melalui desain politik,ekonomi, dan integrasi, membawa perubahan yang signifikan dalam konstelasi politik di Aceh, khususnya setelahGAM mendirikan Partai Aceh. Dominasi Partai Aceh tidak saja mengalahkan partai-partai lokal lainnya, tetapi jugasekaligus mengalahkan partai-partai nasional. Perubahan konstelasi politik di Aceh akan membawa implikasi yangpenting, khususnya bagi masa depan perdamaian di Aceh. Eksistensi GAM yang diwujudkan oleh dominasi PartaiAceh dan Komite Peralihan Aceh tentu akan menjadi faktor penting. Sebagian mereka yang pernah mengangkatsenjata dan kini berkuasa serta memperoleh keuntungan dari segi ekonomi, tentu akan berpikir ulang jika inginmenghidupkan kembali ideologi GAM masa lalu. Artikel ini sekaligus memberikan kesimpulan bahwa konflik Acehsesungguhnya sudah usai dengan terpilihnya dua kali Gubernur Aceh dari pihak GAM.Kata kunci: Partai lokal, Partai Aceh, konstelasi politik, eksistensi GAM.

Abstract

Proses pencarian sistem pemilu yang cocok bagi Indonesia merupakan peluang sekaligus tantangan bagikalangan intelektual. Dalam proses pencarian itu, tim pemilu P2P LIPI telah melakukan serangkaian upaya untukmencari solusi dalam membenahi watak rapuh dan kelemahan utama sistem proporsional yang telah beberapa kaliditerapkan di Indonesia. Kajian P2P LIPI mengenai Fisilibilitas Sistem Pemilu Campuran: Upaya MemperkuatSistem Pemilu Presidensial di Indonesia adalah sebuah kajian yang membandingkan tingkat kecocokan penerapanvarian-varian sistem pemilu bagi Indonesia. Tujuannya adalah untuk menemukan sebuah formulasi sistem pemiluyang dapat memunculkan pemenang pemilu mayoritas minimal di parlemen (DPR) dalam rangka mengurangijumlah partai.Kata Kunci: Sistem Presidensial, Sistem Pemilu, Sistem Pemilu Campuran.

Abstract

The 2009 election is regarded as the worst election in the history of the reform era elections particularly in the quality of its implementations and results This happened as a consequence of systemic problems particularly the inconsistency ofUU No 10 2008 with its implementation technical rules The change of election system has been one of the main causes since the draft of UU No 10 2008 is not a full opened proportional system but rather a semi opened system that is changed further by the Constitution Court Mahkamah Konstitusi into a full opened proportional system This change that is not followed by the change of its articles has made the implementation of the 2009 election was full of dilemmas and deficiencies.
