Abstract

Studi terdahulu terkait Dewan Perwakilan Daerah Republik Indonesia sudah sering dilakukan seperti misalnya, Purnomowati (2005), Ali Safa’at (2010), dan Efriza dan Syafuan Rozi (2010)  masing-masing telah melakukan kajian mencakup Implementasi Bikameralisme, Studi Komparatif mengenai Bikameralisme, dan Perkembangan parlemen Indonesia dari Volksraad sampai DPD RI. Namun Penelitian mengenai Proses DPD RI melakukan penguatan kewenangan dalam kerangka perubahan konstitusi masih jarang dilakukan. Penelitian ini bertujuan untuk mengetahui proses penguatan kewenangan DPD RI dalam bikameralisme Indonesia melalui perubahan konstitusi yang terdiri dari beberapa upaya antara lain, beberapa kekuatan utama, amandemen formal, interpretasi yudisial, dan tradisi. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Hasil dari penelitian ialah DPD RI melakukan proses penguatan kewenangan melalui perubahan kontitusi yang terdiri dari beberapa kekuatan utama, amandemen  formal,  interpretasi  yudisial,  dan  tradisi  dan  kebiasaan,  hanya  saja  masing-masing  memiliki karakteristik tersendiri dalam pelaksanaannya dan berbeda pencapaian aspek fungsionalnya dalam rangka mengimbangi kewenangan DPR RI dalam kerangka bikameralisme Indonesia.

Abstract

Penelitian ini adalah tentang Kota Ramah Disabilitas (KRD). Penelitian ini dilatarbelakangi oleh adanya inovasi kebijakan pemerintahan daerah dalam mewujudkan kota ramah disabilitas. Tujuan dalam penelitian ini adalah untuk menggambarkan berbagai upaya yang dilakukan pemerintah daerah Kota Banda Aceh dan Kota Surakarta dalam mewujudkan  KRD. Penelitian ini menggunakan pendekatan kualitatif. Adapun teknik pengumpulan data dilakukan dengan melakukan wawancara kepada informan dan mengumpulkan data sekunder. Sedangkan pengolahan data dilakukan dengan reduksi data yaitu open coding, axial coding dan selective coding.  Temuan dilapangan strategi yang dilakukan kota Surakarta adalah adanya upaya dari pemerintah daerah membuat kebijakan dan dukungan anggaran bagi kaum difabel. Selain itu Pemda Surakarta juga memberikan bantuan sosial kepada penyandang disabilitas yang masuk kriteria keluarga miskin. Sedangkan Banda Aceh, Pemerintah daerah melakukan dukunganya di bidang pendidikan dengan mendirikan 6 unit TK, 20 unit SD, 9 unit SMP, 7 unit SMA, dan 15 SLB dengan 120 orang guru pendukung. Di bidang perumahan, Pemko Banda Aceh juga mengeluarkan kebijakan agar kaum difabel dapat mengakses fasilitas perumahan yang terjangkau dan bantuan al-Quran braile digital kepada para tuna netra.  Hasil dalam penelitian ini adalah Kota Surakarta membuat KRD dengan memberikan dukungan sosial. Sedangkan Banda Aceh lebih pada menciptakan kota inklusif yaitu penyatuan penyandang disabilitas untuk melebur di kehidupan masyarakat.

Abstract

This study is about the Smart City. This research is motivated by the emergence of some local governments that make the district a smart city. The purpose of this research is to describe the various efforts made by the local government in realizing the Smart City. This study uses a qualitative method. The results are in get in this study is the concept of intelligent city of Bandung was named the “Smart City Bandung 1.0”. At least there are four basic frame before building a smart city of Bandung namely the Public Service, Administrative Performance Improvement, Building Civic Interaction with the Local Government Data Access and openness to the public. The concept of intelligent city of Surabaya on the theme “e-Government that is composed of” Management of Regional Development “and the system to” Public Service”. There are many efforts undertaken by the city government, both in Bandung and Surabaya. In addition to receiving many awards, during these two loci have been widely used as a role model for other cities in Indonesia. Nevertheless, respectively the creation of intelligent cities is still more the use of a means of information and technology.

Abstract

This study is about City Branding. This research is motivated by the potential of City Branding creation as a way to improve regional competitiveness. The purpose of this study is to describe the various efforts made by the local government of DIY to improve the competitiveness of the region with City Branding. This research uses the qualitative method. Data collection method is done by triangulation technique of data source. While data processing researcher does data reduction. The results obtained in this study are First, City Branding DIY has been running well. Rebranding DIY is likely to increase the competitiveness of regions, including local revenue. This is evidenced by the increase in investment achieved by the Government of Yogyakarta. It’s just that City Branding is still focused on tourism, but it can be used for other sectors. Second, the DIY rebranding (2014) provides many improvements, especially in terms of concept, logo, and tagline. In addition, the Yogyakarta provincial government has established city branding councils, city branding strategy roadmap and governor regulation of city branding in DIY. It’s just that there has been no evaluation since the rebranding was done by the provincial government of DIY, how this rebranding can be implemented by the local government and city branding council and there is no extent to which the strategy in the roadmap implemented.

Abstract

Early Studies about Indonesian Republic Regional Representatives has been done frequently, for instance, Purnomowati (2005), Ali Safa‟at (2005), and Efriza and Syafuan Rozi (2010) respectively finished studies covering Bicameralism Implementation, Comparative Study on Bicameralism, and The Development of Indonesia Parliament from Volksraad to DPD RI. But a research on the process of authority reinforcement by DPD RI within constitutional amendment itself has rarely done. This research objected to acknowledge the process of authority reinforcement by DPD RI within Indonesian Bicameralism through constitutional amendment consisting some primary forces, formal amendment, judicial interpretation, and convention. This research is using qualitative method with descriptive approach. Result of this research is DPD RI actuating authority reinforcement through constitutional amendment consisting of some primary forces, formal amendement, judicial interpretation, and convention but each of those posses particular characteristic on the implementation and differ one another at their functional aspects achievement in order to equalize DPR RI authority under Indonesian bicameralism.

Abstract

Abstract The purpose of this research was to describe and find the Techniques of playing Pupuik Batang Padi. This research was conducted by using descriptive qualitative method.The research found the Technique of playing Pupuik Batang Padi performed by Rajo Bonsu Azwir.In this technique, the air was inhealed through the nose and would produced continuos sound when Pupuik Batang Padi was blown. Furthermore, in playing the melody, the higher the instrument blown, the lowder the sound produced. And the Three level of Direction were made of resonators.   Kata kunci:  Pupuik Batang Padi, Rajo Bonsu Azwir.

Abstract

Abstrak. Artikel ini mendeskripsikan penggunaan media sosial sebagai strategi politik untuk pemenangan kandidat Jokowi-Ahok pada pemilihan gubernur dan wakil Gubernur DKI Jakarta tahun 2012. Media sosial seperti facebook dan twitter merupakan medan perang politik pada dunia informasi. Kajian ini mengamati dan menginterpretasi bagaimana kandidat gubernur dan wakil gubernur menggunakan media sosial sebagai instrument poilitik, bagaimana untuk mengkonstruksi tim public yang sukses dengan menggunakan media sosial. Kajian ini dilakukan dengan menggunakan metode penelitian kualitatif. Kajian ini mendiskusikan makna dari penggunaan media sosial.Abstract. This article describes online social networking usages as a political strategy for winning candidates Jokowi-Ahok the Jakarta gubernatorial election of 2012. Social networks such as Facebook and Twitter are medium of political warfare in the information world. This study observes and interprets how the gubernatorial candidate uses social networking as a political instrument, how to construct a successful team public by using social networking. This study conducted by qualitative method. This study discusses the meaning of social networking usage.
