Abstract

This research was conducted at Hellmet of Tanduran, Village of Kemantren Sub-district of Kedungtuban, Regency of Blora based of judgement in that region which is still respect the culture value of Samin. This type of research the qualitative descriptive research, by the research strategy of mono case study. Used analysis technique is mono case analysis, in every, case of analysis process, will be conducted by interactive analysis model (data reduction, presented data and verification). The direct cash study is not the appropriate solution to pull destitution out, is seen from varying aspect of human values. From spectacle of justice value, that goverment direct cash subsidy above felt, inequitable and precisely trigger and legitimation the government inequitably to protecting and sheltering the society. Is seen form value of pecification and freshment, the direct cash aid tend to generating to covet at society. Is seen from self-regard value, basically the society have the principle of do not want to be depended. The people have to won spirit/own identification, of the people is believe, suspended meanthat he/she is can not taking care of, the own spirit. The people get the aid, interpreted by the society of Samin that this peoples have to follow the willingness from giving the aids. From the perspective of assess the simple life, its very not possible that the people of Samin hope the aid (the current cash aid) from government The Samin’s moderation society can be seen from profit the Samin’s people that is the life style which is not be soiled wealth, work hard, prayer, fasting and donating, to humanity. But from the perspective of collective value and cooperation, the direct cash aids felt as some think that slackened the togetherness and cooperate. All the program that characterize is subsidy will not be able to hold out to solving the problem and precisely always followed appear the new problem. This case will be impact to cover habit accept, or hope the aid. The direct cash subsidy will give the big share to discolor the situation of Indonesian society culture. Therefore, necessarily, more the aid model “humanizing human being” the aid which is empowering society. The aid is based no the need and local society initiative.

Abstract

In developing countries, however, the farmer organizations are still weak in one side and there are a variety of constraints in development of such organizations in other side. Similar experience occurs with farmer organizations in District of Sukoharjo. With this context, it is necessary for the agricultural service to carry out an action plan to promote farmer organizations in order to enhance self reliance of the organizations.  A conceptual framework should be formulated based on the following considerations: (a) continue the existing program of farmer organizations developed and its improvement in the future; (b) analyze the strengths and weakness of the existing farmer organizations; (c) establish the ideal conditions of the farmer organizations, especially in term of self reliance.This studi formulates an alternaiveframework for intervention which cover the followings: (a) increase  the capacity of extension agents, especially in delivering guidance and technical assistant; (b) increase the capacity of farmer organizations to formulate participatory plan; (c) enhance the role of extension agents, especially in facilitating the activities of farmer organizations.Improvement of the capacity of farmer organizations can be done through increasing motivation (AMT), master of technique of productive activities and it is important to assist the organizations for their marketing products. Motivation and stimulation services shoul be directed to self reliance process of the farmer organizations and the members.

Abstract

So far, development of rural agribusiness institutions is commonly far from expectation to solve related problems. The model of partnership between farmers and agribussiness entrepreneurs indicated an unsatisfactory performance. The underdevelopment of the partnership’s model was due to philosophically, it had not united stakeholders within a common purpose which provided benefits proportionally. The objective of the research aimed at (i) describing the local agribussines institution having potential to suppot a carrot agribussiness; (i) to assess the local institutional performance in order to support a carrot agribussiness; (ii) to examine the opinion of its stakeholders towards institutional development for carrot. This study used a descriptive method. The location have been selected purposively. The Subdistrict of Tawangmangu had been selected as the produce of carrot was the highest compared to other subdistricts in District of Karanganyar. The information was collected from a number of key informants. The informants get confused about the concept of ‘agropolitant itself; even some of the farmers did not care about that concept. Area of agropolitant which formerly planned to become agro-tourism and the promotion of the local product was regarded far from expectation. In fact, there was no marketing activities for those local products. Some programs was considered to be reasonable to implement in order to achieve the objectives. First, in order to improve the bargaining positions, it was reasonable to increase the intensity of asssistance. Particularly, it was suggested to increase the quality of organization management and entreprenurship. Second, it is necessary for the local government to facilitate the networks among the subdistricts or with outer districts with special attention to connect the carrot farmers. As the institution which is commodity base is effective for implementing the function of development, advocation, and promotion relevant to carrot. Third, there is necessary for local government to improve the effectiveness, especialy at the stage of socialization, in regard with the agropolitant development.

Abstract

Community empowerment is a process to facilitate and encourage the community to be able to put themselves in proportion and become the main actors in the use of strategic environment to achieve a long-term sustainability. The development of productive economic activities is a rational option for strengthening the local economy and local development potential  in communities around the forest. The purpose of this study were 1) know the mapping of local commodities that have the potential to be empowered, 2) know the introduction of appropriate technologies that meet the characteristics of the local potential, 3) drafting of strategies for developing productive economic activities in vulnerable poverty communities around the forest, the basic method used in this research is descriptive qualitative research. The research was conducted in communities around the Dam of Kedungombo in Ngargotirto Village, Sub district of Sumberlawang, District of Sragen. The approach used in this study is the PRA (Participatory Rural Appraisal). The analysis used is a social institution analysis, stakeholder analysis and SWOT analysis. The results of the study concluded that Ngargotirto Village the postscript is a community around the forest take a relatively longer in the development of productive economic activities compared with the rice fields, or near urban communities. Viewed from the socio cultural perspective is not ready to receive industrialization in their lives and still occur clash between the culture industry and an agrarian culture. In an effort to stimulate and develop the productive economic activities, it needs a strategy that can build the foundation for productive economic activities, namely: 1) strategic forum for dialogue facilitation to synergize stakeholder, 2) institutional strengthening productive economic activities, 3) improve the capability sources human resources, 4) apply the appropriate technology. For that, the starting point in the development of productive economic activities in local communities is to synergize the clash of cultures.

Abstract

The population mobility happened if there are difference value between urban and rural specially at the economic and opportunity of job aspect. The pattern of population mobility: permanent and non-permanent (circulair and commuting). Mobility pattern of responder in this research entirely represent non permanent mobility, consisting of mobility commute (63,3 percent) and also circulair mobility (36,7 percent). As for decision to do mobility because invited by their friend or family and also coincidence of this work is can access. This mobility affect positive to responder, social and also economics.

Abstract

The aim of this research was to design an institutional model for organic rice agribusiness. Data were collected through interviews and focus group discussion which includes the primary and secondary data. Data analysis methods for organic rice agribusiness institutional development were: system analysis, institutional analysis and interactive analysis. Result of the research indicated that organic rice agribusiness system in Sragen was supported by a strong superstructures. There were Go Organic 2010 program and many policies of Sragen government includes: cultivation, extension, marketing, and certification. Profile community of organic rice agribusiness includes organic rice farmers, farmer groups, associations of farmer groups (gapoktan), extension agents, organic rice farmer associations, organic rice agro-industry companies, government, and consumers. Designing models with the agribusiness system suggested a cluster of industry (industrial cluster) which composed of five subsystems, namely: upstream agribusiness, on farm agribusiness, down stream agribusiness, supporting agribusiness system, and marketing subsystem.

Abstract

The study examined the implementation and constraints of Cattle Breeding Loan Program (KUPS) in Sragen. The study used a descriptive qualitative approach, where data on program implementation and constraints were collected through interviews with informants and documents. Informants were stipulated purposively, which represent the entire stakeholders, i.e. from element of farmer group/combined groups of cattle breeder, element banking institutes as well as the government element. The KUPS program for groups/combined groups of breeder could not yet be fully implemented due to several technical and economical constraints. Technical constraints included lack of technical skills and management, there was no breeding companies/cooperatives as partner, difficulty in finding good quality of cattle and lack of assistance. Economic constraints included fluctuations in market prices, payment of the credit, short credit period, and risk of failure of artificial insemination and animal deaths. To increase participation and successfulness this program, it is needed the realization of a partnership with breeding companies, technical and management assistances which involve the stakeholders, banks and partners in the mentoring and monitoring.

Abstract

Information is very important to reach purpose included for a farmer. The farmers tilling the farm which can only depend on rain water need information to survive, solve problems, lessen uncertainty, increase welfare, and to compete with other competitors. In accordance with the new paradigm in development and communication, the information presented by agricultural information organization should come from the need of information which is really felt by farmers. Being known from the previous study, the fact in the location of research indicates that agricultural extensions program was not really arranged with the farmers themselves or based on the need of  information of farmer. Therefore, the purpose of this research is to fins the farmers’ need of information. The method of research which is used qualitative approach and constructive paradigm. The result of research indicates that the information need by farmers are concerning cultivation, capitalization, marketing, the rule of government and agricultural extension.

Abstract

The success of National Movement of Forest and Land Rehabilitation Program (GNR-HL) depends on active participation from any components, including government, program executives and also societies. Effective communication has an important role, because with communicatio, there will be established contacts and interaction among any supporting elements, including peasant-program participant, so that it can drive participant’s knowledge, behavior and skill transformation in an expected condition. The objectives of this research are (1) to analyze the communication effectiveness level in National Movement of Forest and Land Rehabilitation Program in District of Kedawung Regency of Sragen; (2) to analyze the supporting and interfering factors on community effectivenes regarding with communication effectiveness level in National Movement of Forest and Land Rehabilitation Program in District of Kedawung Regency of Sragen. Basic method used in this research is descriptive method. The location is determined in purposive (intended). In such case, the selected location is District of Kedawung Regency of Sragen, because this district has the highest average value in National Movement of Forest and Land Rehabilitation Program in District of Kedawung Regency of Sragen. Whereas to know the relation between the supporting and interfering factors in communication effectiveness with communication effectiveness level in National Movement of Forest and Land Rehabilitation Program, it is using Spearman’s Rank Correlation Formula. Socialization and elucidation activities in National Movement of Forest and Land Rehabilitation Program, in facts, are not provide new knowledge for the peasant-program participants. The use of the message is the most predominant factor and has highly significant relation with communication effectiveness level ini knowledge domain. The source credibility and closeness with the target are the related significant factors with communication effective level in knowledge domain. The source credibility factor is significant in 95% reliability level, whereas the closeness with the target significantly reach 99% reliability.
