Abstract

Research on fish behavior in boat lift net fisheries (bagan petepete) equipped with LED light is very important since the similar research is very limited conducted in Indonesian waters. The purpose of this study was to understand the LED light distribution and its impact on the fish behavior around the LED light.  This study was conducted in the laboratory of Simulation Workshop and Navigation, Pangkep State Polytechnique of Agricultural and fishing experiment was done in Barru District waters, Makassar Strait, South Sulawesi. The light intensity was measured by a digital lux meter and under water lux meter, while fish behavior was observed by side scan sonar color. Light intensity analyses showed that the distribution of 80 watts LED light was mostly focused with 1096 lux with an angle168°. Fishes approached the light at 5-10 m and 20-30 m water depth from all directions after all lights were turned on. Fishes in smaller groups and higher density concentrated around the light when only one lamp was turned on. After catch processing, some fishes left the lighting area and others still stayed in the lighting area. Keywords: fish behavior, LED lamp, light fishing, lift net

Abstract

Pulau Simeulue yang dikelilingi oleh terumbu tepi, secara geografis termasuk ke dalam wilayah Kabupaten Simeulue yang berbatasan langsung dengan Samudera Hindia. Tuna sirip kuning Thunnus albacares dan tuna bambulo Gymnosarda unicolor merupakan jenis epipelagik yang potensial di perairan Simeulue. Kedua jenis tuna ini belum banyak dipelajari karakter bio-ekologinya. Penelitian ini penting dilakukan untuk mengetahui karakter morfometrik dan mengkaji asosiasi spesifik tuna di perairan Simeulue. Penelitian dilakukan pada bulan Februari 2017, dengan metode pengamatan dan pengukuran langsung tuna hasil tangkapan nelayan yang menggunakan alat tangkap pancing ulur, dan selanjutnya dianalisis dengan menggunakan analisis komponen utama (principal component analysis) dan analisis cluster. Hasil tangkapan tuna sirip kuning sebanyak 85 ekor dengan kelas ukuran 35-105 cm dan sebanyak 189 ekor tuna bambulo dengan kelas ukuran 40-110 cm. Karakter morfometrik tuna sirip kuning dan tuna bambulo yang didominasi ukuran besar terdapat di stasiun Teupah Selatan, dan dominasi ukuran kecil di stasiun Simeulue Timur. Asosiasi spesifik tuna sirip kuning dan tuna bambulo pada tingkat similaritas 80,0% membentuk 3 (tiga) kelompok.

Abstract

Kapasitas penangkapan berlebih merupakan suatu masalah kritis padaperikanan tangkap. Berkaitan dengan isu kapasitas tersebut, kajian ini dilakukan untuk menentukan kapasitas penangkapan ikan pelagis kecil di wilayah pengelolaan perikanan-714 Laut Banda, dengan menggunakan data runtun waktu periode tahun 1985-2006 yang dianalisis dengan teknik data envelopment analysis. Terdapat indikasi excess capacity pada perikanan pelagis kecil, dan pada periode tahun 1989-1998 kondisi perikanan menunjukan over capacity. Dengan demikian, dibutuhkan alternatif kebijakan pengelolaan perikanan untuk mengurangi input penangkapan pada perikanan di wilayah pengelolaan perikanan-714 Laut Banda.Excessive fishing capacity is a critical problem in marine capture fisheries. In line with the capacity issue, this study was conducted to determine fishing capacity of the small pelagic fishery at fishery management area-714 Banda Sea using time series data of 1985-2006 analyzed using technique of data envelopment analysis. There was indication of excess capacity on the small pelagic fishery, and the fishery in the period of 1989-1998 was found to be over capacity. Therefore, alternative fishery management policies were needed to reduce fishing inputs from the fishery of the fishery management area-714 Banda Sea.

Abstract

ABSTRAKTelur ikan terbang termasuk salah satu komoditas perikanan yang memiliki nilai ekonomis penting di perairan Kota Tual. Berdasarkan Keputusan Menteri Kelautan dan Perikanan Nomor 69 Tahun 2016 tentang Rencana Pengelolaan Perikanan Ikan Terbang, beberapa isu priorotas yang menjadi permasalahan ikan terbang yaitu; (1) sumber daya ikan dan habitat; (2) sosial dan ekonomi; (3) tata kelola. Rencana pengelolaan perikanan ikan terbang ini diharapkan dapat mendukung kebijakan dalam pengelolaan sumber daya ikan terbang maupun telur ikan terbang di Wilayah Pengelolaan Perikanan Negara Republik Indonesia. Tujuan dari penelitian ini adalah menganalisis situasi permasalahan sistem serta membangun model untuk pengembangan perikanan telur ikan terbang. Metode penelitian ini menggunakan pendekatan sistem. Empat langkah pendekatan sistem dimulai dari analisis kebutuhan, formulasi masalah, identifikasi sistem dan pemodelan sistem. Hasil penelitian menunjukkan bahwa akar permasalahan dalam perikanan telur ikan terbang adalah banyak kapal yang tidak memilki dokumen perizinan, ketersediaan data potensi sumberdaya ikan, penggunaan alat tangkap yang dianggap tidak ramah lingkungan, sumberdaya manusia rendah, harga BBM yang tinggi dan akses modal kepada nelayan. Model pengembangan perikanan telur ikan terbang terdiri dari submodel penggunaan alat tangkap yang ramah lingkungan dan submodel pengembangan bisnis perikanan telur ikan terbang. Permasalahan perikanan telur ikan terbang di PPN Tual dapat diselesaikan dengan solusi penggunaan alat tangkap yang ramah lingkungan untuk sumber daya ikan terbang dan pengembangan bisnis perikanan telur ikan terbang. ABSTRACTFlying fish eggs are one of the fisheries commodities that have important economic value in the waters of Tual City. Based on the Decree of the Minister of Maritime Affairs and Fisheries Number 69 of 2016 concerning the Plan for the Management of Flying Fish Fishery, several priority issues that are the problem of flying fish are; (1) fish resources and habitat; (2) social and economic; (3) governance. The flying fish fisheries management plan is expected to support policies in the management of flying fish and flying fish eggs in the Fisheries Management Region of the Republic of Indonesia. The purpose of this study is to analyze the system problem situation and build a model for the development of flying fish egg fisheries. This research method uses system approach. The four-step system approach starts from needs analysis, problem formulation, system identification and system modeling. The results showed that the root problems in flying fish egg fisheries were many ships that did not have permit documents, the availability of data on potential fish resources, the use of fishing gear that were considered environmentally unfriendly, low human resources, high fuel prices and access to capital for fishermen. The model of developing flying fish eggs consists of submodel use of environmentally friendly fishing gear and submodel of the development of flying fish egg fishing business. The problem of flying fish egg fisheries in Tual PPN can be solved by the solution of the use of environmentally friendly fishing gear for flying fish resources and the development of the fly fish egg fishing business.
