Abstract

ndonesian government has implemented new paradigm on the land border area management by combining security and prosperity approaches. This Evaluative research compared Entikong border area condition in West Kalimantan when the combined-approach based policy is implemented, with the condition before. The result showed that this policy is potensial to solve infrastructure weakness, trade dependence on Malaysia, poor education, threat to nationalism, and lack of coordination among institutions. But, this combined approach also proved lack of attention toward socio-culture aspect in local community. This research recommends Indonesian government to ask for active society involvement in decision making process and implementation of the policy on the land border area management. Thus, the objectives of security, prosperity, and socio-culture will be reached together.

Abstract

Sengketa Laut Tiongkok Selatan merupakan tantangan bagi stabilitas kawasan, termasuk Indonesia, yangsedang menyongsong Abad Asia. Sengketa ini menjadi ancaman bagi pertahanan Indonesia karena lokasi yangdiperebutkan berada di dekat perbatasan Indonesia. Selain itu, sengketa ini juga menjadi salah satu isu politik yangmenjadi ganjalan di ASEAN. Oleh karena itu, Indonesia, baik dalam posisi sebagai negara yang memperjuangkankepentingannya maupun sebagai pemimpin alami ASEAN, berupaya menyelesaikan sengketa tersebut melaluijalan damai. Tulisan ini berfokus pada dua hal, yaitu bagaimana gambaran umum dari sengketa Laut TiongkokSelatan sehingga menjadi potensi ancaman bagi kepentingan nasional Indonesia dan bagaimana peran Indonesiadalam upaya penyelesaian sengketa tersebut. Melalui metode studi pustaka, tulisan ini menemukan bahwa sengketaini secara umum berada dalam tahap polarisasi, bahkan untuk hubungan Tiongkok-Vietnam sudah masuk tahapsegregasi. Kemudian, peran Indonesia masih dalam tingkat pengelolaan konflik. Hal ini disebabkan oleh hambataninternal berupa posisi tawar Indonesia yang relatif lebih lemah dibanding negara yang bersengketa maupun hambataneksternal berupa perbedaan pendekatan penyelesaian dan keterlibatan pihak-pihak asing yang turut memperkeruhdinamika sengketa.Kata Kunci: ASEAN, Laut Tiongkok Selatan, peran Indonesia, penyelesaian secara damai.

Abstract

Abstract Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) is recognized as one of the sub-regional cooperation to support ASEAN Community. However, geographical character differences and consequently creating different interests among three member states, is likely to hinder the implementation of the IMT-GT in establishing such connectivity. This study focuses on three issues, namely, the significance of IMT-GT for each member state, implementation of IMT-GT’s programs in 2012-2016, and the role of IMT-GT in building ASEAN connectivity, particularly in the maritime sector. Through correlative descriptive qualitative method, this study found that the IMT sub-region contributes nearly 50% for the Malaysian economy, supports the Indonesian vision of Global Maritime Fulcrum for Indonesia, as well as encourages the development of less-developed Southern Thailand region. In Addition, the implementation of  IMT-GT’s programs in 2012-2016 was still low, especially on the side of Indonesia due to too many programs were planned. Another finding was that IMT-GT has played  significant role in building the ASEAN connectivity through the development of five economic corridors, although it was still more on land connectivity rather than maritime connectivity.  Keywords: ASEAN, IMT-GT, connectivity, and maritime

Abstract

ASEAN (Association of Southeast Asian Nations) as one of the worlds leading regional organization is moving forward to develop a more solid entity and to take a bigger role in the world. This rapid development is represented in the well-planned ASEAN Community 2015 and in the optimistic prediction of ASEANs key role in the Asian Century 2050. Nevertheless, regional stability as the main requirement to realize those development still have to face challenges, particularly dispute and conflict that exist among its member countries. This qualitative research will describe Thai-Cambodia border conflict and its potential impact toward regional stability. Besides, analysis on ASEANs effort to deal with these challenges will also be conducted.Keywords: ASEAN, Cambodia, conflict, dispute, and Thailand.

Abstract

AbstractFor centuries, the Mekong river has become the center of six riparian countries’s people life. Geographically, it flows through these countries for about 4,900 km.  It created a 795,000 km² river basin, distributed between the Upper Mekong River Basin that is formed by China (21 percent) and Myanmar (3 percent), as well as the Lower Mekong River Basin, which comprised Laos (25 percent), Thailand (23 percent), Cambodia (20 percent), and Viet Nam (8 percent) (FAO, 2011). To fullfill their own people’s needs over  the Mekong River and its subregion, those riparian states have been developing some transboundary cooperation initiatives among them. Greater Mekong Subregion (GMS), Mekong Ricer Commission [MRC] etc. are examples of the transboundary cooperation. Besides, there are some other cooperations that cover the whole or part of the Mekong subregion but  do not specifically focus on Mekong River, i.e. ASEAN-China Free Trade Area and ASEAN Community. This condition creates a complexity of relationships among the cooperations in the Mekong subregion. This paper analysis some potential/existing problems i.e. a possibility that those cooperations overlap; the differences in the countries’ profile seem to create different interests among them etc. The analysis is based on some field research in some places [Vietnam, Laos, Thailand] in 2015. Keywords: transboundary cooperation, Northern ASEAN countries, GMS, MRC, Mekong River, connectivity.

Abstract

Masyarakat Ekonomi ASEAN (MEA) sudah mulai diberlakukan pada akhir tahun 2015, dan akan ditarnsformasikan menjadi MEA yang inklusif pada tahun 2025. Sebagai penduduk kawasan perbatasan yang pintu gerbang lintas batas Indonesia-Malaysia, masyarakat Entikong harus memiliki ketahanan sosial yang kuat untuk menghadapi semakin bebasnya pergerakan orang dan barang di wilayah mereka. Tulisan ini mengkaji kondisi ketahanan sosial masyarakat Entikong dalam menghadapi MEA tersebut. Dengan menggunakan kerangka Sustainable Livelihood Approach yang dimodifikasi, tulisan ini mengidentifikasi bahwa masyarakat Entikong memiliki empat modal ketahanan sosial yang kuat, yaitu modal alam, modal sosial, modal keuangan, dan modal politik/pemerintahan, serta dua modal yang masih lemah, yaitu modal fisik dan modal manusia. Selain itu, ketahanan sosial masyarakat Entikong juga dibantu dengan pelaksanaan kerja sama lintas Indonesia-Malaysia.Tulisan ini menyarankan reoptimalisasi kerja sama lintas batas dan pengaturan khusus perdagangan lintas batas di dalam MEA.
