Abstract

Abstract: Capacity Building of Public Servants to Attain Good Governance (Study at The Office of Badan Kepegawaian Daerah Kabupaten Malang). The realization of good governance needs professional and competent public servants. Early step that shall be taken by local government is capacity building of public servants in every public organization in the local. One public organization that is Local Employment Agency of Malang Regency. Result of research indicates that capacity building of public servants at Local Employment Agency of Malang Regency in general has been quite well. Employee transparency for information openness is not working optimally. Employee responsiveness to administrative service is adequate. Employee equality in delivering service is sufficient. Capacity building of public servants must be supported by enthusiastic leadership which drives employee and collective commitment based on work contract and employee agreement. Employee must be made understood through socialization, internal session or even internal regulation. Keyword: capacity building, good governance Abstrak: Pengembangan Kapasitas Pegawai untuk Mewujudkan Good Governance (Studi pada Kantor Badan Kepegawaian Daerah Kabupaten Malang). Dalam mewujudkan good governance di lingkungan pemerintah daerah, dibutuhkan pegawai yang profesional dan berkompeten. Langkah awal yang diambil oleh pemerintah daerah adalah melaksanakan pengembangan kapasitas pegawai dalam setiap organisasi publik di daerah, salah satunya adalah BKD Kabupaten Malang. Hasil penelitian menunjukkan bahwa upaya pengembangan kapasitas pegawai pada BKD Kabupaten Malang secara umum berjalan cukup baik. Penerapan transparansi pegawai dalam bentuk keterbukaan informasi belum dilakukan secara optimal. Responsivitas pegawai terhadap pelayanan administrasi sudah cukup baik. Keadilan pegawai terhadap pelayanan sudah cukup baik. Pengembangan kapasitas pegawai antusiasme pimpinan menggerakkan pegawainya dan komitmen bersama yang sesuai dengan kontrak kerja dan janji pegawai. Namun hal tersebut terhambat adanya faktor kesadaran individu pegawai yang masih perlu diperhatikan. Sebaiknya pegawai diberikan pemahaman melalui sosialisasi atau rapat internal dan membuat aturan internal, serta diterapkan teknik social engineering. Abstract

Abstract: The preparation of metal oxide CaO from chicken eggshell has been carried out by decomposition at various temperatures 600, 700, 800, 900, and 1000oC. The metal oxide CaO was characterized using XRD. Furthermore, The optimum temperature for preparation of CaO was determined based on the XRD pattern, then the characterization of CaO was extended using FT-IR spectrophotometer and BET analysis. The results show that the optimum temperature for preparation of CaO from chicken eggshell is 900oC with peak of 2Ө at 32.3o, 37.4o, 53.9o, 64.2o and 67.5o, respectively. The FT-IR spectrums show the unique vibration for Ca-O at 393 cm-1. The BET analysis show that CaO has surface area 68 m2/g with pore volume 1.65 cm3/g and pore size 6.6 nm which can be classified as mesoporous.Keywords: eggshell, base catalyst, CaO, BET, mesoporous Abstrak (Indonesian): Pembuatan oksida logam CaO dari cangkang telur ayam telah dilakukan melalui dekomposisi pada berbagai suhu 600, 700, 800, 900, dan 1000°C. Oksida logam CaO dikarakterisasi dengan XRD. Selanjutnya, Suhu optimum untuk persiapan CaO ditentukan berdasarkan pola XRD, setelah itu karakterisasi CaO dilanjutkan menggunakan FT-IR spektrofotometer dan analisis BET. Hasil penelitian menunjukkan bahwa suhu optimum untuk pembentukan CaO dari cangkang telur ayam adalah 900°C dengan puncak 2Ө muncul di 32.3°, 37.4°, 53.9°, 64.2° dan 67.5°. Spektrum FT-IR menunjukkan vibrasi unik untuk Ca-O di 393 cm-1. Analisis dengan BET menunjukkan bahwa CaO memiliki luas permukaan 68 m2/g dengan volume pori 1,65 cm3/g dan ukuran pori 6,6 nm yang dapat diklasifikasikan sebagai mesopori.Kata kunci: kulit telur, katalis basa, CaO, BET, mesopori

Abstract

Calcium oxide decomposed from quail eggshell was used as catalyst for biodiesel synthesis from waste palm oil. Prior to being used, the quail eggshell was decomposed at 600-1100 oC to form calcium oxide and it was characterized by X-Ray measurement, FTIR and SEM spectroscopy to analyze the functional groups and the surface morphology, followed by N2 adsorption desorption methods to determine the surface area. The results of X-Ray analysis powder pattern show that the decomposition of quail eggshell at 900 oC gave calcium oxide that has similar characteristic to the standard CaO from Joint Committee of Powder Diffraction Standard (JCPDS). The FTIR spectrum indicated vibration of calcium oxide from quail eggshell have a similar pattern with the calcium oxide of the standard. The SEM analysis showed that morphology of quail eggshell was changed after decomposition at 900 oC and it have the mesoporous structure.  The biodiesel from waste palm oil was synthesized using CaO catalyst from quail eggshell decomposed at 900 oC. The biodiesel product has density of 0.86 g/cm3, viscosity of 5.50 mm2/s, free fatty acid of 0.56 mg/KOH, and iodine number of 60.49 g I2/100g, respectively. All those biodiesel characteristics meet to the biodiesel standard by the Indonesian National Standard (SNI).
