Abstract

This research is motivated by problems that occurred in the PT. Wika Beton Semarang, such as the low level of productivity. The purpose of this study to analyze influence of motivation and discipline to productivity. To answer the problem and purpose of this study, the author used the theory of productivity using quantitative research methods. In collecting the data, the writer uses tehnique through questionnaire. The informants were the employee of PT. Wika Beton Semarang. The results showed that motivation dan discipline partially and simultaneously positively influenced productivity.

Abstract

In the apparatus of state development efforts can not be separated from the role of education and training. Education and training are well supported by the provision of education and training well too. A good curriculum, good teachers, good infrastructure, and good regulations will support the implementation of the optimal education and trainingThe research is descriptive qualitative, so it uses the phenomenon in which there are interview subjects. This phenomenon is about leadership training that consist of referenced curriculum, facilities and infrastructure, lecturer, participant education and training. Where this phenomenon is a decisive indicator and constraining factors of education.Based on the interview can be seen that providing education and leadership training level III which has become routine was still save some fundamental issues that should have the attention of the organizers of the Education and Training Institute of Central Java Province.

Abstract

In the era of regional autonomy, the service provided by services institutions must be able to meet the expectations of society. In addition, the services provided must also be qualified and satisfy the public. Public service as a focus discipline of Public Administration science remains interesting to observe because of the services provided government services institutions are still considered unsatisfactory. Office Sub-District Purwonegoro in Banjarnegara district as one of the demographic service agencies must be able to provide data recording of e-KTP is good and on schedule. Reality on the ground say there are indications of dissatisfaction on the quality of services that include dimensions : tangible, reliability, responsiveness, assurance, and empathy given Office Sub-District Purwonegoro.The purpose of this study was to determine the quality of service as well as assessing five dimensions of service quality of e-KTP data recording that includes tangible, reliability, responsiveness, assurance, and empathy. This study used quantitative descriptive type of research using SERVQUAL.The results of this study indicate that service quality of e-KTP data recording at the Office Sub-District Purwonegoro weighs the performance of services by 6839 so that the quality of these services in the category of good, but not satisfactory because SERVQUAL score obtained is -634. The weight of expectation of services is 7473 so it is very high category. In addition the level of compatibility between performance and expectations on service quality of e-KTP data recording at the Office Sub-District Purwonegoro is 91.52%, so the service performance data recording e-ID nearly meet respondents expectations of service quality of e-KTP recording data given.Based on the analysis of the Cartesian diagram, tangible dimension in the quadrant A so that it is the first priority in repair. The dimensions of reliability in the quadrant B. This means that the execution (performance) those dimensions are in line with community expectations. Next is the dimension of responsiveness and empathy in the C quadrant so that the need for improvements in low priority. Assurance dimension in the D quadrant because the dimension is considered not very important, but execution (performance) exceed peoples expectations. Through this research is expected to improve and enhance the service quality of e-KTP data recording in the Office Sub-District Purwonegoro

Abstract

Birth certificate on when these undergo elimineted dispensation, policy problem among them procedures to be to other institutions, the cost is very expensive, there are still scalpers, and the system arsiping fucked-up. The central government want of all citizens must indonesia recorded events its birth, because a function of birth certificate some of them are very important for the citizens, to document the state and evidence autentik incident to birth. See the problems very much is good news in the analysis of a policy of making birth certificate.The purpose of this research was to find the best alternatives from these problems and for the creation of a birth certificate procedures become better in order to increase production of a birth certificate to be on the rise. To answer these goals using the theory of policy analysis Brigmen and Davis refers to the stages of policy analysis with design research discription.Research showed want birth certificate become more dispensations and socialization. Coordination between each employee must also done so that the policy walk should be.

Abstract

Rendahnya kualitas pelayanan pembuatan paspor di Kantor Imigrasi Kelas I Semarang menjadikan ketidakpuasan masyarakat terhadap Kinerja yang diberikan oleh Instansi Pemerintah. Oleh karena itu, penelitian ini dibuat untuk menganalisis dan menilai kualitas pelayanan yang diberikan Kantor Imigrasi Kelas I Semarang termasuk faktor pendukung dan penghambat serta solusi yang telah dan akan dilakukan. Penelitian ini menggunakan jenis penelitian Deskriptif Kualitatif dengan Teknik Pengumpulan Data melalui wawancara (interview) dan Observasi. Informan yang diambil adalah beberapa Pegawai Kantor Imigrasi, Birojasa serta Masyarakat pengguna layanan. Hasil data dan wawancara dianalisis menggunakan literatur yang ada dan sumber pustaka lain sebagai penunjang.Dengan menggunakan Konsep penilaian berdasarkan lima dimensi yaitu Tangibles masih menunjukan kualitas yang kurang baik terutama pada performa SDM dan optimalisasi sarana, Responsibility sudah menunjukan kualitas yang baik karena pengembangan SDM yang ada sudah dilakukan secara optimal, Responsiveness sudah menunjukan kualitas yang baik karena petugas yang da dapat merespon masalah secara cepat, Assurance Belum menunjukan kualitas yang baik karena masih terjadi kesenjangan waktu dan biaya antara masyarakat dan penyedia layanan, dan Empathy sudah menunjukkan kualitas baik karena sikap petugas yang ramah dan sopan.Berdasarkan hasil analisis yang telah dilakukan dapat disimpulkan bahwa Kualitas Pelayanan pembuatan paspor pada Kantor Imigrasi Kelas I Semarang masih belum menunjukkan kualitas yang baik karena masih terjadi kesenjangan antara harapan masyarakat dengan kualitas yang diberikan dalam pembuatan paspor sehingga kepuasan pelanggan belum dapat tercapai. Oleh karena itu diharapkan dapat dilakukan perbaikan dalam beberapa aspek yang belum optimal terutama dalam penambahan loket dan SDM serta pemberantasan Calo.

Abstract

Functions of public service is one of the fundamental functions it must fulfill the government both at central and regional levels. Given the governments main function is to serve the community, the government needs to continue to work to improve the quality of service. One is the service AK.1 (Kartu Kuning) in Dinas Tenaga Kerja dan Transmigrasi Kota Semarang. This study aims to determine the effect of employee job skills and motivation to quality of service AK.1 (Kartu Kuning) in Dinas Tenaga Kerja dan Transmigrasi Kota Semarang.This study uses the type of explanatory variables to test the relationship between the researched. And measure how much influence the relationship of independent variables and the dependent variable. The results showed that there was a positive relationship between employee job skills and motivation to the quality of service, so that the initial hypothesis is accepted. The results showed that job skills of the variables (X1) and motivation variables (X2) has a positive relationship with service quality variables (Y) in Dinas Tenaga Kerja dan Tranmigrasi Kota Semarang . In accordance with the provisions of the statistical test, it can be concluded that Ho refused and Ha is received significantly, with KD = 98.2%.

Abstract

Situs Patiayam, is a new tourism destination in Kabupaten Kudus, that having lots of potential to be developed. But, the condition is not comparable yet, with the potencies. The questions are; what internal and external factors, supporting and inhibiting factors, success factors, and how regional Government Kabupaten Kudus to develop the potencies of Situs Patiayam. This research aims to identify internal and external factors, supporting and inhibiting factors, success factors, and analyze how Regional Government Kabupaten Kudus, to develop the potencies of Situs Patiayam. Using theory of strategic management, this research using SWOT Analysis to identify the strengths, weaknesses, opportunities, and threats, in strategic circle. This research is a qualitative descriptive type of research. Strategic management is important to do, and needed by departement to plan the program. The result shows that there are eight issues, in the process to developing Situs Patiayam. After using Litmus test measurement to evaluate the strategic issues, the two most strategic issues can be found. It is increasing cooperation with investors, also improving quality and variation of facilities in this tourism destination.

Abstract

This research is motivated by problems - problems that occurred in the Village Mangunharjo Semarang, such as the level of welfare of society. The purpose of this study to describe the strategy in an effort to optimize public welfare. In answer to the problem and the purpose of this study, the authors used the theory of empowerment and strategic prencanaan using descriptive qualitative research methods. In collecting the data, the writer uses tehnique through interviews, observation. The informants were selected include: urban employees and the people of community. The results showed the results of the existing planning. Recommended in this research to increase the number of human resources so that the service provided to the community becomes optimal

Abstract

In order to support the achievement of performance accountability Semarang regency government better by improving the performance of civil servants who are in the local government area in Semarang. The study aims to describe the performance of employees and determine the influence of environmental variables and the ability to work on the performance of employees working in the District Gayamsari Semarang. Employee performance is a process of assessment of the progress of the work against the goals and objectives in the management of human resources in achieving organizational goals. According to Armstrong there are four factors related to the performance of one´s work environment, style of leadership, productivity, and interpersonal skills. Whereas performance by Surya Dharma theory is a theory of motivation, the concept of organizational effectiveness, confidence managing performance, work environment. This study has a locus in the District Gayamsari the city, it is because there is an indication of less than optimal performance of employees in the agency. This type of research is explanatory, respondents drawn a number of 33 people by using population. This study uses quantitative data analysis and hypothesis testing using Rank Kendall, Kendall concordance coefficient and the coefficient of determination.The results showed the results of the performance of employees in the district of Semarang Gayamsari high of 15.2% and a high of 84.8%, the magnitude of the effect between the ability of the (X 1) on employee performance (Y) is equal to 27.56%, the level of influence between the work environment (X 2) on employee performance (Y) is equal to 24.21%, and Employee Performance (Y) is affected by the Work Capability (X 1) and Working Environment (X 2) jointly by 52.71%. From these results, the authors provide suggestions for service revenue and financial management in the form of improved employee performance is optimal, then the increase employability through the provision of training / skills training and work environment through improved infrastructure and create intimacy all employees.

Abstract

Security Childbirth Program is an extension of membership of Public Health Security Program and includes not only the poor alone. Benefits received by beneficiaries Security Childbirth Program is limited to pregnancy care, delivery, postpartum, newborn and postpartum family planning. Management of Security Childbirth Program done at every level of government (central, provincial, and district / city) which is an integral part of the Security Childbirth Program and managed to follow the governance of Public Health Security Program. The purpose of this study is to describe and analyze the implementation of the PHC Ngesrep Security Childbirth Program in Semarang viewed from membership aspects. This study used a qualitative descriptive type using the informan of the City Health Office of Semarang, Ngesrep Public Health Center, Independent Practice and Community Midwives. Model Implementation Van Horn and Van Metter used to analyze the implementation of the Security Childbirth Program At PHC Ngesrep Semarang.   The results showed that the Security Childbirth Program in Semarang for this is still in compliance and equity of health personnel and facilities. The main objective to reduce MMR and IMR is still not achieved even no trend of increased MMR and IMR. There is a weakness in the claims payment process Jampersal program which resulted in delays in the disbursement of claims. The delay will affect the income of the Independent Practice Midwife working with the government to serve the patient, the program imposes costs Security Childbirth Program but rather the fact that participants did not conform Security Childbirth Program Technical Instructions. Researchers advise that funding claims each month on an ongoing basis, the increase in the amount of claims service delivery, increase the number of midwives and providing standardized ambulance to transport for referral of patients in emergency cases.
