Abstract

The Bungus Bay with ​​21,050 meters of coastline length and 1,383.86 ha of surface area confines with a rounded shape surface. This study aimed to determine coastline changes in the Bungus Bay based on overlay analyses of satellite imagery of 2000, 2006, 2010, and 2011. The method used in this research was visual interpretation using four key interpretation such as hue image, texture association, and shape. The results showed that in general there were abrasion processes in the Bungus Bay. The abrasion processes were more dominant  in the Buo Bay, Kaluang Bay, and Kabuang Bay.   The largest coastline changes occurred in the northern Bungus Bay for 26 m/yr, while in the Kaluang Bay and Kabuang Bay exhibited a moderate  change of  9 m/yr. In general, the rate of coastline change in the Bungus Bay was 5.9 m/yr.Keywords: abration, accretion, coastline changes, Bungus Bay

Abstract

The Survey of Islands Toponymy has been conducted in Lingga County Riau Archipelago Province on March-April 2004. The data were collected by field survey : by interviews andGlobal Positioning System (GPS) measurement. The result of the survey identified 455 islands apart of 223 islands have not been listed at DEPDAGRI (Ministry of Internal Affairs) and 232 islands have been named. Some of 244 islands from Dishidros TNI-Al Sea Map can be updated and 211 islands have been identified from filed survey. Keywords: GPS, Island, Lingga County, Toponymy

Abstract

Survei toponim selat telah dilakukan dengan studi kasus di sekitar Kabupaten Karimun, Provinsi Kepulauan Riau. Indonesia merupakan negara kepuluan, selayaknya memiliki data yang pasti akan jumlah dan posisi unsur-unsur maritim seperti pulau, teluk, tanjung dan selat. Perhitungan sementara menunjukkan bahwa jumlah pulau sekitar 13 ribu lebih, jumlah teluk 612 dan tanjung 2141, sedangkan selat sebanyak 214. Jumlah selat tersebut menunjukkan bahwa masih sedikit perhatian dan penelitian yang mengkaji tentang selat di Indonesia. Selat sebagai salah satu unsur maritim juga tak kalah penting untuk dikaji, guna menyediakan data dasar untuk pengelolaan, pemanfaatan dan demi kepentingan kedaulatan negera. Tujuan penelitian ini adalah  untuk mengetahui kemungkinan dilakukan kegiatan toponim selat di Indonesia dan mengetahui dasar penamaan selat di daerah penelitian. Metode yang digunakan adalah studi literatur, penggunaan perangkat lunak pengolah citra satelit dan Sistem Informasi Gegrafis (SIG). Survei yang dilakukan berhasil mengindentifikasi 21 nama selat dengan 6 nama selat bernama dari peta laut DISHIDROS TNI-AL dapat diperbaharui dari hasil survei, dan dari selat-selat yang tidak memiliki nama pada peta tersebut berhasil diberi nama sebanyak 15 buah nama selat. Proses toponim selat di daerah penelitian berdasarkan pada bentuk topografi, flora, fauna, bentuk dan posisi selat, sejarah dan suku bangsa. Kata kunci : Kabupaten Karimun, SIG, selat, toponim The Survey of Straits Toponymy has been conducted in approximately Karimun County Riau Archipelago Province. Indonesia is an archipelagic country, should have data that would be the number and position of the maritime elements such as islands, bays, capes and straits. Preliminary calculations indicate that the number of islands about 13 thousand more, the number of bays 612 and cape in 2141, while as many as 214 of the strait. Total strait shows that there is still a little attention and research study on the strait in Indonesia. Strait as one of the main elements of maritime also equally important to examine, in order to provide basic data for the management, utilization and in the interest of the sovereignty of countries. The purpose of this study was to explore the possibilities of the strait toponym, activities in Indonesia and know the basic naming the strait in the study area. The method used is literature study, the use of satellite image processing software and Geographic Information System (GIS) and field surveys. The result of the survey identified 21 straits, 6 straits have been named and 15 straits have been identified from filed survey. Toponym process for the strait in the study area based on topography shapes, floras, faunas, shapes and position of straits, history and ethnicity. Key words: Karimun Regency, GIS, strait, toponym

Abstract

Pengelolaan sumberdaya kelautan telah menjadi perhatian dalam kaitannya dengan pembangunan berkelanjutan. Dilain pihak teknologi mengenai pendataan unsur-unsur laut menjadi sangat penting artinya dalam pengelolaan sumber daya wilayah. Guna mendukung pengelolaan wilayah laut dan unsur-unsur geografi laut (pulau) di wilayah kedaulatan Indonesia, diperlukan teknologi GPS yang digunakan untuk menentukan posisi pulau di tengah laut berdasarkan metode toponimi. Survei yang dilakukan berhasil mengindentifikasi posisi ketiga puluh pulau tersebut berikut dengan koordinat lintang dan bujur berdasarkan penentuan GPS. Kata kunci : Global Positioning System (GPS), pulau, toponimi A marine resources management nowadays has became attention in relation with a sustainable development concept. On the other hand, technology about marine elements is very important for marine resources management and for marine use management. In order to support maritime territory management and its geographical elements (Island) in Indonesian territory, it is required to use GPS technology to determine the position of the island on the sea based on island toponymy method. The Survey from Morotai Island and its surrounding has identified the position of thirty islands following the latitude and longitude coordinates based on the determination of GPS. Identification and Spatial Pattern of Kao Bay Bathymetry Based on UNCLOS

Abstract

Kao Bay is located in the province of North Maluku between Regency of North Halmahera and West Halmahera. The study aims are to identify bay criteria according to UNCLOS and bathymetry based on Nautical Chart. The methods used in this study are the identification of the bay area under UNCLOS and spatial analysis using GIS software. The result shows that Kao Bay has a coast line length of 127.7 km, a mouth bay cover line of 11.1 km, total surface area of  964.38  km2, and total surface semi-circular bay cover area of 48.4 km2. The total surface area larger than the area of the semicircle bay cover area. It has been full compliance with the criteria required by UNCLOS. Spatial analysis, found that for the depth of water in Kao Bay can be divided into six classes, these are: (1) 0 – 100 meter with area of 964,38 km2, (2) 100 - 200 meter with area of 667.25 km2, (3) 200 - 300 meter with area of 556.95 km2, (4) 300 - 400 meter with area of 376.89 km2, (5) 400 - 500 meter with area of 202.44 km2, (6) 500 - 600 meter with area of 2.22 km2.

Abstract

Toponymy is the scientific study of geographical names. Island Toponym represents step of island identi- fication by identifying its name and geographic position. Island Identification in toponymy was conducted through desk study and field survey. Desk study was implemented to obtain earlier description of islands physical condition, social and culture of local people. Field survey to obtain names of the islands was carried out by interviewing local people and positions were measured by using a simple GPS system then validated using nautical chart Dishidros publications 1997 and Image from Google Earth in 2013. The Survey at Bulungan Regency of East Kalimantan Province, 19 islands had been identified 7 islands which have not been listed at DEPDAGRI (Ministry of Internal Affairs) in 2004 but the other 10 islands have been named, and 9 island which is not drawn yet in sea chart published by DISHIDROS TNI-AL.

Abstract

The study aims is to define bathymetry based on General Bathymetric Chart of the Oceans (GEBCO) and Nautical Map using GIS technique. The methods used in this study are the kriging method which combines the spatial correlation among the data using GIS and Remote Sensing software. The result shows that bathymetry at research area can be divided into five classes, these are: (1) 0-2 meter with area of 1.797,61 hectare, (2) 2-5 meter with area of 2.059,06 hectare, (3) 5-10 meter with area of 1.184,02 hectare, (4) 10-25 meter with area of 3.025.00 hectare, (5) 25-200 meter with area of 5.648.62 hectare.The spatial pattern of bathymetry dispersed from the shallow water at the edge of beach and more deep at the offshore, except at the eastern side of Wangi-Wangi island which has barrier reef and created basin between them.

Abstract

Latar belakang. Kekurangan hormon tiroid dapat menyebabkan defisit otak minimal. Gangguan AkibatKekurangan Iodium (GAKI) merupakan salah satu masalah gizi masyarakat dan perlu mendapat perhatianbagi kesehatan karena berpengaruh langsung terhadap kehidupan dan kualitas sumber daya manusia .Tujuan Penelitian. Menilai pengaruh pemberian hormon tiroksin terhadap IQ (intelligence quotient) anaksekolah dasar yang menderita gondok di daerah endemik.Metode. Penelitian terkontrol acak tersamar ganda dengan desain pararel telah dilakukan pada anak sekolahdasar di kecamatan Anggeraja dan kecamatan Baraka Kabupaten Enrekang provinsi Sulawesi Selatan Maret-Juli 2001, dengan membandingkan IQ anak gondok yang mendapat hormon tiroksin dan kelompok plasebo,sebelum dan sesudah terapi hormon tiroksin dengan dosis 100 ug/hari selama 3 bulan. Nilai IQ diukurdengan menggunakan cara Coloured Progressive Matrices (CPM).Hasil. Tujuh puluh anak sekolah dasar yang menderita gondok berumur 6-11,2 tahun secara acak dibagimenjadi 2 kelompok yaitu kelompok perlakuan 34 anak dan kelompok kontrol 36 anak. Analisis statistikmenunjukkan perbaikan IQ yang bermakna sesudah pemberian hormon tiroksin pada kelompok perlakuan(p<0,001).Kesimpulan. Pemberian hormon tiroksin 100 ug/hari selama 3 bulan meningkatkan IQ anak yang menderitagondok di daerah endemik kekurangan iodium.

Abstract

Penyalahgunaan wewenang merupakan konsep yang selalu tumbuh dan berkembang dalam ranah hukum publik. Konsep ini merupakan alat uji yang penting, bagi jalannya roda pemerintahan. Karena, tindakan dan/atau keputusan badan dan/atau pejabat pemerintahan bukan otoritas yang tanpa batas. Perlu adanya pembatasan atau lembaga yang mengawasi tindakan dan/atau keputusan pemerintahan tersebut. Lembaga yang dimaksud adalah lembaga peradilan. Pasca dinormakannya penyalahgunaan wewenang dalam Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan (khususnya Pasal 21), ada pandangan yang berbeda dalam menyikapi penegakan hukumnya. Hal ini terkait dengan kompetensi absolut lembaga peradilan, yaitu PTUN dan Peradilan Umum (Pidana/Tipikor). Untuk itu, perlu ada kejelasan makna dalam norma yang mengatur penyalahgunaan wewenang tersebut. Agar tidak terjadi kesimpangsiuran dalam implementasinya. Oleh karenanya, perlu adanya pemahaman makna penyalahgunaan wewenang dengan mengkajinya dari sudut perkembangan pemikiran dan pengaturannya dari perspektif hukum administrasi negara.
