Abstract

Kapal ikan, alat tangkap ikan dan nelayan merupakan tiga faktor yang mendukung keberhasilan suatu operasi penangkapan ikan. Aktivitas menangkap ikan, terutama di laut merupakan kegiatan yang beresiko tinggi. Faktor keselamatan kapal maupun nelayan merupakan hal yang utama untuk menunjang kesuksesan suatu operasi penangkapan. Menurut IMO, 80% dari kecelakaan, disebabkan oleh kesalahan manusia (human error) dan sebagian besar kesalahan ini dapat dihubungkan dengan kekurangan manajemen yang menciptakan pra-kondisi untuk terjadinya kecelakaan. Kebijakan internasional dibuat berdasarkan persetujuan dan kesepakatan bersama negara-negara anggota yang tergabung didalamnya, sehingga menjadi kewajiban untuk setiap negara anggota melaksanakannya. Telaah yang dilakukan pada penelitian ini adalah mengidentifiksi kebijakan internasional yang berhubungan dengan keselamatan nelayan. Metode yang dilakukan dalam penelitian ini adalah studi kasus. Data tersebut diperoleh dengan cara studi pustaka, yaitu melakukan pengumpulan data pustaka atau telaah dokumen berupa aturan yang terkait dengan materi penelitian. Dokumen tersebut didapatkan dari lembaga internasional yang terkait, antara lain IMO, ILO dan FAO yang mempunyai kepentingan pada keselamatan nelayan, serta penelusuran melalui situs-situs internet yang terkait. Saat ini, pada tingkat internasional, telah ada lembaga atau organisasi internasional yang mengatur tentang keselamatan pelayaran. Keselamatan pelayaran yang dimaksud oleh lembaga tersebut mencakup keselamatan nelayan dan kapal ikan yang digunakan. Lembaga yang dimaksud adalah IMO, ILO dan FAO.  Setiap lembaga yang terlibat, mempunyai batasan-batasan sesuai dengan cakupan organisasi masing-masing. Kebijakan-kebijakan yang dikeluarkan, secara jelas telah mengatur tentang keselamatan nelayan dan kapal ikan, sedangkan implementasi yang dilakukan pada negara-negara anggotanya tersebut masih kurang. Kebijakan internasional yang ada belum dapat diimplementasikan sebelum dilakukan kesepakatan pada regional tersebut. Kata kunci: kebijakan keselamatan, keselamatan nelayan

Abstract

Tujuan penelitian ini adalah mengidentifikasi sumber suplai tuna di PPS Nizam Zachman Jakarta, terkait dengan harga, mutu, jumlah dan daerah asalnya, dan sistem perdagangan komoditi tuna di PPS Nizam Zachman Jakarta. Metode penelitian yang digunakan adalah metode survei, dan data yang dikumpulkan meliputi data primer dan sekunder. Data primer didapatkan melalui pengumpulan tally sheet hasil pembongkaran kapal tuna longline dengan teknik sampling dan observasi terhadap proses pembongkaran tuna longline di pelabuhan. Pelabuhan perikanan yang biasanya mengirimkan tuna ke PPSNJZ adalah PPS Benoa Bali, PPN Palabuhanratu, dan PPS Cilacap. Mutu tuna segar yang di ekspor memiliki grade AAA, AAF, AF, AA, A+ dan A, sedangkan tuna lokal memiliki grade B+, B, B-, Reject/C, Oba/D. Berdasarkan uji statistik, hubungan jumlah dan mutu terhadap harga dapat dikatakan sangat kuat dengan pengaruh sebesar 73,8% dan memiliki nilai Sig F Change= 0,00. Artinya bahwa pengaruh variabel independen (jumlah dan mutu) sangat signifikan terhadap variabel dependen (harga) karena nilainya pada kisaran 0-0,05 (selang besarnya pengaruh).

Abstract

Pancing tonda merupakan alat tangkap yang banyak digunakan oleh nelayan di PPP Labuhan Lombok. Usaha perikanan pancing tonda tersebut perlu dihitung kelayakan finan-sialnya untuk mengetahui keberlangsungannya di masa yang akan datang. Penelitian ini bertu-juan untuk mengetahui modal awal, biaya produksi, pendapatan serta kelayakan finansial dari usaha perikanan pancing tonda di PPP Labuhan Lombok. Metodologi yang digunakan pada penelitian ini adalah analisis deskriptif, analisis usaha dan analisis investasi. Penelitian ini menunjukkan bahwa pancing tonda di PPP Labuhan Lombok dioperasikan dengan kapal kayu yang berukuran antara 12-18 GT. Jumlah nelayan dalam satu unit penangkapan pancing tonda tersebut adalah 4-6 orang. Nelayan mengoperasikan pancing tonda di sekitar rumpon. Modal awal yang dibutuhkan untuk usaha pancing tonda di PPP Labuhan Lombok adalah Rp 222.250.000. Biaya produksi yang dikeluarkan untuk setiap trip penangkapan yaitu Rp 58.525.000 per tahun untuk biaya tetap dan Rp 114.889.500 per tahun untuk biaya tidak tetap. Adapun pendapatan yang diperoleh dari kegiatan penangkapan dengan pancing tonda tersebut yaitu Rp 1.242.600.000 per tahun. Usaha perikanan pancing tonda di PPP Labuhan Lombok merupakan usaha perikanan tangkap yang layak untuk dilakukan hingga 10 tahun ke depan.

Abstract

The concept of resource based focus on modifying organizational capabilities into company´s competitive advantage, which is the achievements of the unique, rare, cannot be duplicated and cannot be replaced combination between company´s resources and assets. The purpose of this research is to identify the resources, capabilities, and core competencies owned by the SMEs of fish and shrimp crackers in the Indramayu processing center, and their development strategies. The competitive advantage of the SMEs of fish and shrimp crackers in the Indramayu processing center was analyzed using network analysis, while its dynamic capabilities was analyzed using Soft Systems Methodology (SSM). After the core competencies were identified, the next step was formulating the strategic routing for the SMEs of fish and shrimp crackers in Indramayu processing center. The research shows the time required to produce 3.550 kgs of fish crackers with 100 labour are 2.070 minutes, so the level of efficiency was 33.5 kgs/20,7 minutes/person. Some alternative development strategies required for the SMEs of fish and shrimp crackers in the Indramayu processing center to realize the strategic routing are (1) organizational restructuring, (2) business reengineering, and (3) business revitalizing.   Key words: competitive advantage; SMEs processing center; fish and shrimp crackers; resource based

Abstract

The purpose of this study is to analyze the conflict in Bengkalis waters and contributing factors. Analysis of the conflict is descriptive and the factors that cause conflict with the approach of analyzed Fisher et al. (2000). The study was conducted in the waters Bengkalis Regency. The results showed that the conflict in Bengkalis waters began in 1983 to the present. This conflict started when hunting for kurau (Eleutheronema tetradactylum) in the waters of District Bantan began to rise. Primary factors driving the conflict has not received much attention and as basis for conflict resolution that remains in progress. These factors are identified into three parts: 1) cultural background, 2) social factors, and 3) juridical factor.

Abstract

Licensing process of fisheries business is conducted on Directorate Fishing Business Service - Ministry of Marine Affair and Fisheries (MMAF), which is the main actor of fisheries business license (Yuniarta 2009). Several constraints of licensing process are found in this research. There are lateness of licensing process in some regions, minimum research development of licensing process and duration of each stage and over all of the stage of licensing process, so that required performance measurement of the directorate. The purpose of this research is measuring performance of Directorate Fishing Business Service based on balanced scorecard approach, that assess on four perspectives, there are learn and growth, business internal process, financial and customer. The result of these perspectives on Directorate Fishing Business Service performance is 3.34, therefore the directorate needs a strategy to increase the performance.

Abstract

Analisis potensi lestari perikanan tangkap di Kabupaten Kepulauan Sitaro dilatarbelakangi oleh besarnya potensi sumberdaya perikanan yang dimiliki yaitu 78,18% dari seluruh jumlah produksi ikan di Kabupaten Kepulauan Sitaro atau 11.743,20 ton/tahun pada tahun 2010. Penelitian ini bertujuan melihat karakteristik pengelolaan sumberdaya perikanan tangkap dan berapa besar potensi lestari perikanan tangkap di Kabupaten Kepulauan Sitaro sebagai dasar penilaian pengelolaan sumberdaya perikanan berkelanjutan. Hasil perhitungan dengan mengguna-kan model Schaefer didapatkan potensi lestari (MSY) ikan pelagis kecil sebesar 7.904,85 ton/tahun dan upaya optimumnya adalah 18.291,60 unit/tahun. Kemudian diikuti oleh kelompok ikan pelagis besar sebesar 2.689,32 ton/tahun dan upaya optimumnya adalah 99.173,20 unit/tahun. Sedangkan kelompok ikan damersal potensi lestari sebesar 702,74 ton/tahun dan upaya optimumnya adalah 16.151,97 unit/tahun, selanjutnya kelompok ikan karang potensi lestari sebesar 446,30 ton/tahun dan upaya optimum adalah 34.129,00 unit/tahun. Keberlangsungan perikanan tangkap di Kabupa-ten Kepulauan Sitaro dilakukan dengan membuat kebijakan, strategi, program dan rencana aksi pengelolaan sumberdaya perikanan berkelanjutan yang mengatur secara tegas zona penang-kapan; jumlah, ukuran dan jenis ikan yang boleh dan tidak boleh ditangkap; zona perlindungan daerah pemijahan dan tempat asuhan ikan kecil maka dapat menjaga keberadaan sumberdaya perikanan untuk masa yang akan datang. Abstract

Development of capture fisheries in South Sumatra province in decline since the separation of Bangka Belitung province. This area of waters caused by the increasingly narrow. However, the development of fisheries sector still has a big opportunity, especially those based on competitive commodities. This study aimed to analyze the type of capture fisheries yield commodities, type, and allocation to take advantage of superior technology, excellent fish seumberdaya, and calculate the necessary facilities and infrastructure for the development of competitive commodities based fishery in South Sumatera province. Research conducted by survey with some analysis tools such as scoring methods, LGP and fishery facilities needs analysis. Flagship species of fish that can be developed such as prawn, swimming crab, fish and machete-cleaver manyung with superior fishing gear types trammel net, drift gill nets, gill nets and fishing equipment. Fisheries is needed is a means of fishery harbors as many as 10 pieces, as many as 20 fruit shipyards, factories nets one unit and processing 8 units. Abstract

The increasing use of fish agregating devices (FADs) in the Indian Ocean South Coast of Java is concerned that will be affect the sustainability of tuna resources. The research aimed to evaluate and make development model of FADs as a tool in the sustainability utilization of tuna fish resources. Research was conducted in PPP Tamperan and PPP Pondokdadap. The evaluation was conducted to 1) the lengths size composition, 2) tuna stok resources, 3) map location of FADs, 4) policy rules of use of FADs. Evaluation results indicated 1) the size composition of decent catch tuna fish in PPP Tamperan and PPP Pondokdadap differed for sampling in different month, i.e. respectively in June-July 75,14 and 99,42%, while in August-September 43,18 and 73,43% respectively; 2) estimation of MSY is 2.569 tonnes per year, the optimum effort of 970 units, the level of utilization is 78,81; 3) FADs installed in position 8-13 oLS, 111-113 oBT, the number of FADs quite a lot with the installation distance was less than 10 miles and not in order; 4) regulations already existed, but the level of stakeholder understanding of regulations was still low. Based on evaluation results, recommendations of development model are 1) tightening the permissions, that tuna fish which is allowed to be caught is with lenght size over than 80 cm; 2) FADs installation location refers to the variability of chlorophyll-a, sea surface temperature and the rules that are contained in the Kepmen KP No. 30/2004, 3) more technical regulations need to be made and socialized, accompanied with monitoring and controlling. Abstract

Fishing license, as a tool of fisheries management, is one of the popular instrument to control fish resources utilization. The purposes of fishing license for government are : (1) to optimalization of fish resources utilitization; (2) to maintain fish resources sustainability; and (3) to gain the economic benefit as government revenue. As part of fisheries management, fishing license affect to many aspects of fisheries as ecology, economic, technology, social, and ethic. Fishing license for large fisheries scale in Arafura Sea play an important role in Indonesian fisheries as Goverment issued 1072 fishing license or almost 25% of total license issued for all Indonesian waters. Unfortunatelly, Arafura Sea faces many problem and issues like overfishing, IUU fishing, destructive of fish habitat and environment that threaten the sustainability of fisheries. So it’s important to know the sustainability state of Arafura Sea in present to determine the best fishing license policy. The analysis of RAPFISH for sustainability of fisheries (including Leverage and Monte Carlo analysis) by major type of fisheries give some results as : (1) the fisheries of Arafura Sea is sustainable enough with score 53,86; (2) squid jigging, bottom longline, and gillnet fisheries are sustainable enough; but fish net and shrimp net are less sustainable; (3) the ecological dimension is good sustainable with score 72,43; but the ethic dimension is less sustainable with score 37,26. The leverage analysis shows the attributes which give the highest influence to each dimensions as: (1) size of fish on ecology dimension; (2) sector employment on economic dimension; (3) FAD (fish attracting devices) using and gear selectivity on technology dimension; (4) education level on social dimension; and (5) just management on ethic dimension. It’s recommended for Arafura Sea fisheries development to promote the sustainability fishing gears like squid jigging, bottom longline, and gillnet fisheries.
