Abstract

Southeast Aru Islands Marine Conservation Area (SE Aru MCA) has been existed for nearly 21 years, a period that long enough for a timely evaluation about how far improvement of management has been made in the area in question, i.e. whether management has improved situation of local communities and marine resources availability in the area. This study, therefore, aims at assessing management effectiveness and impacts of SE Aru MCA. Results suggest that the MCA, which was originally established as a marine nature reserve (Cagar Alam Laut, CAL) in 1991 and changed status into marine sanctuary in 2009, has not yet produced the expected positive impacts. Assessment using available tools indicated that the management level of SE Aru MCA is at level 1, with percentage of 34.12%, meaning it is still at initiation stage and less effective in terms of management outcomes. Index of conservation area effectiveness with a value of 0.387 shows that the overall conservation area in the 3 categories mentioned above is less effective, therefore conservation effect has not been able to solve area problems. It is concluded that, after more than 20 years exists in the area, few benefits have been produced by SE Aru MCA for local people associated with it and biological resources in it.Keywords: marine sanctuary, conservation, effectiveness, impactDOI: 10.7226/jtfm.19.2.119

Abstract

Karimunjawa National Park (KNP) inhabited mostly by fisherman. Its area surrounds by 111.625 ha as waters. Fishing zone is dedicated for traditional fisheries. Therefore the capture fisheries in KNP should be adjusted to ccommodate conservancy and utilization objectives. The objective of the research is to design management model of reef fisheries in KNP. Selection of leading fish product was conducted by implementing comparative performance index. Potency of reef fish resources was performed by using bio-economic model. Optimization number of fishing gear is performed by using LGP. Feasibility study for fishery business was conducted with R/C, ROI, PP, NPV, B/C, and IRR criteria. Policy and institutional for capture  fisheries was conducted by using institutional analysis. The result shows the leading fish from reef fish is jack trevallies and yellow tail; reef fish potency is 174.225,68 kg/year; the fishing technology for reef fish are hand line  (1.412 units) and traps  (102 units);  hand line, fish trap, and muroami  are  competent to develop  continuously in KNP area; the policy of reef fisheries need to coordinate between stakeholders and institutions  to gain optimal management; the institutional that involve in management are fishermen group, BTNKJ, DKP, NGO, fisherman’s business group, and educational institutions.

Abstract

Dengan adanya Undang-undang nomor 32 Tahun 2004 tentang Pemerintahan Daerah, Pemerintah daerah dalam hal ini pemerintah kabupaten atau pemerintah kota memiliki peranan penting dalam pengelolaan perikanan karang. Disisi lain kapasitas sebagian pemerintah kabupaten dan kota dalam pengelolaan perikanan masih relatif lemah. Sehingga banyak pemerintah kabupaten dan kota tidak melakukan kegiatan pengelolaan perikanan karang. Kota Sabang, merupakan kota terletak di ujung barat laut Pulau Sumatera, termasuk wilayah Provinsi Aceh. Berdasarkan Rencana Pembangunan Jangka Panjang Kota Sabang, bidang perikanan merupakan salah satu bidang prioritas dalam rencana tersebut. Salah satu masalah utamanya adalah kapasitas pemerintah Kota Sabang masih terbatas dalam melakukan pengelolaan perikanan khususnya perikanan karang sehingga memiliki kelemahan dalam menyusun strategi pengelolaan perikanan. Tujuan penelitian ini adalah: adanya kajian status kelembagaan pemerintah kota sabang dalam melakukan pengelolaan perikanan karang; dan adanya strategi dan rekomendasi pengelolaan perikanan karang berdasarkan status kelembagaan. Metode yang dipakai dalam studi ini adalah Institutional Development Framework (IDF) yang dikembangkan oleh Renzi (1996) dan Manulang (1999). Hasil penelitian menunjukkan secara kelembangaan, Dinas Kelautan, Perikanan dan Pertanian (DKPP), Badan Perencanaan Pembangunan Daerah (BAPPEDA), dan Badan Pengendalian Dampak Lingkungan, Kebersihan dan Pertamanan (BAPEDALKEP) berada dalam tahap pemantapan dalam melakukan pengelolaan perikanan karang.Kata kunci: kapasitas pemerintah, pengelolaan perikanan, perikanan karang

Abstract

Disolved oxygen plays an important role for fish living in its life environment. Information on the ammount of oxygen consumption of a fish in certain volume of water is needed in order to give balancing between the ammount of disolved oxygen and fish in it. The objective of this research is obtaining oxygen consumption level of a juvenile of humpback grouper (Cromileptes altivelis) of 5-7 cm body length. Oxygen consumption of fish was measured using a tube that equiped with DO tool (dissolved oxygent, DO), and the tube was filled by sea water. Measurement of oxygen con-sumption of juvenil was done by measuring the concentration of dissolved oxygen from sea water in the respirometer tube, began when fish had entered into the respirometer tube up to two hours observation. The result showed that oxygen consumption rate of a juvenile of humpback grouper (Cromileptes altivelis) of 5-7 cm length, is ranging between 0.816 and 1.734 mg/hour.

Abstract

The coastal area of Weh Island is divided into sub-districts (lhok) which are managed by traditional leader known as Panglima Laot. The Panglima Laot has the authority to regulate customary laws that aimed to bring social harmony and resolve conflicts concerning the marine resource use. In Anoi Itam and Ie Meulee of the east coast of Weh Island, the communities have high awareness toward the sustainable of the natural resources use, and this has led to the implementation of gear restrictions and no fishing zones regulations as part of their customary laws. These regulations have generated conflict with the other custom community, because the other custom community claimed that these existing customary regulations do not have legal base regulations. Gap analysis and analytical hierarchy process was used to analyze and describe the regulation that can be used as their optional regulation base. The result indicated that the Weh Island custom community had chosen a marine protected area that managed by community through Panglima Laot adopting regulations that recognised by local government. In the process of implementation, the determination area is a key priority (36.92%) followed by the establishment of management institutions (23.92%), financing (21.19%) and surveillance (17.94%).

Abstract

 Studi ini mengidentifikasi parameter ikan kerapu yang terdiri dari hubungan panjang-berat, tingkat kematangan gonad dan indeks kematangan gonad yang tertangkap dengan pancing hekaulu, bubu dan panah. Penelitian ini bertujuan menganalisis karakteristik parameter biologi ikan kerapu berdasarkan pendekatan beberapa parameter populasi ikan. Penelitian ini dilaksanakan di perairan Taman Nasional Wakatobi dari bulan Oktober sampai dengan Desember 2010. Pengambilan data biologi ikan kerapu ini dilaksanakan di perairan P. Wangi-wangi, P. Kaledupa dan P. Tomia.  Pengambilan data pata panjang dan berat ikan langsung dilakukan di lapangan sedangkan data TKG dan IKG dilaksanakan pada lokasi yang telah ditentukan sesuai dengan metodologi. Hasil penelitian menunjukkan pertumbuhan ikan kerapu dengan panjang infinity (L∞) sebesar, 59,43 cm, koefisien pertumbuhan  (K) sebesar 0,460 dan umur teoritis (t0) sebesar 0,2540. Pola pertumbuhan ikan kerapu yang tertangkap pada fishing ground pancing hekaulu dan bubu bersifat allometrik negatif  sedangkan yang tertangkap dengan panah bersifat  isometrik. Pada fishing ground alat tangkap bubu menangkap ikan kerapu dalam kondisi tidak matang gonad sebesar 62,5% dengan nilai indeks gonad berkisar 0,3680-0,8996 dan hanya 37,5% saja yang dalam kondisi matang gonad dengan nilai indeks gonad berkisar 1,0059–1,1058.Kata kunci: parameter biologi, kerapu, pancing hekaulu, bubu, panah, Taman Nasional Wakatobi

Abstract

ABSTRACTBiological-Fish Aggregation Devices (Bio FADs) is FADs wich used seaweed or water plants as attractor. FADs live in this study is made using two species of seaweed i.e Eucheuma cottonii and Gracillaria sp. as attractor, so called cottonii FADs or RC and gracillaria FADs or RG. The purpose of this study was to analyze the catches based on its community structures such as the species, abundance, and ecological characteristics spatially and temporally. The research was conducted in Luwu district waters from October 2014-August 2015. RC and RG were installed in three different habitats as an observation station, i.e. river mouth habitat (MS), seagrass habitat (PL), and coral reef habitat (TK). Fish sampling on two types of FADs were collected using a scoop net. Shannon-Wienner diversity index (H') of the three habitats is relatively high. ANOSIM statistical test showed that there is a significance difference of catches abundance between habitats (R = 0.235; p = 0.001). Coral reef habitats have the highest abundance of the catch. Furthermore, there are also highly significant between the months of (R = 0.271; p = 0.001). The highest abundance of fish catches in December. The main species which contribute substantially in the two FADs are Siganus canaliculatus as well as in MS and PL habitat, while in TK habitat the main species is Caranx sp. SIMPER analysis showed that Siganus canaliculatus contribute about 66.42% of the PL habitat.Keywords: Bio- FADs, diversity index, Siganus canaliculatus-------ABSTRAKRumpon hidup atau Biological-Fish Aggregation Devices adalah rumpon yang dibuat dengan menggunakan rumput laut atau tanaman air sebagai atraktor. Rumpon hidup pada penelitian ini dibuat dengan menggunakan rumput laut jenis Eucheuma cottonii (RC) dan Gracillaria sp.(RG). Tujuan penelitian ini adalah menganalisis hasil tangkapan ikan berdasarkan jenis, kelimpahan, dan karakteristik ekologis secara spasial dan temporal. Penelitian ini dilaksanakan di perairan Kabupaten Luwu dari bulan Oktober 2014 hingga Agustus 2015. Sampel ikan dikumpulkan dengan menggunakan serok pada kedua jenis rumpon yang dipasang di tiga habitat yang berbeda sebagai stasiun pengamatan. Indeks diversitas Shannon-Wienner (H') secara spasial dan temporal relatif tinggi. Uji statistik ANOSIM menunjukkan bahwa kelimpahan hasil tangkapan ikan antar habitat berbeda sangat nyata, (R = 0,235; p = 0,001). Habitat terumbu karang memiliki kelimpahan hasil tangkapan tertinggi. Selanjutnya secara temporal antar bulan (musim) berbeda sangat nyata (R = 0,271; p = 0,001). Kelimpahan hasil tangkapan ikan tertinggi pada bulan Desember. Analisis SIMPER menunjukkan bahwa Siganus canaliculatus sebagai spesies utama (penciri) pada kedua rumpon, begitu pula dengan dua habitat MS dan PL. Adapun habitat TK, spesies utamanya adalah jenis Caranx sp. Kontsribusi Siganus canaliculatus cukup tinggi pada habitat padang lamun yaitu sebesar 66,42% .Kata kunci: rumpon hidup, indeks diversitas, Siganus canaliculatus

Abstract

ABSTRACTKarimunjawa National Park (KNP) consists of 7 zones i.e., core, protection, tourism, residence, rehabilitation, cultivation, and traditional fisheries utilization zone. Fishing activities in the traditional fisheries utilization zone (TFUZ) was not optimal because of limited of fishing zone information. The objective of this study was to determine the fishing zone based on major fish for each fishing gear. This study was conducted in KNP from October to December 2009. The major fish resources were determined through analyses of comparative performance index (CPI). Fish resource potential was analyzed by bio-economic model. The existence of fish resources were used as a basis of arrangement of fishing gear arround the fishing zone, through consideration of fishing gear characteristics, the characteristics of waters, the probabilities of conflict, degradation of fish resources, and regulations. Map of fishing zones were created using geographicl information system. Results showed that potential fishes around the TFUZ were reef fishes such as trevallies, yellow tail, and grouper. The potency of reef fishes was about 149 tons/year and pelagic fish of 19,080 tons/year. Fishing zones around the TFUZ consisted of (1) area of 0-3 miles from coastal line which was allocated as the fishing zone of reef fishes using hand line and fish trap, (2) area of 3-4 miles from coastal line which was allocated as demersal fishing zone using bottom gillnet, (3) area of 0-4 miles from coastal line which was allocated as pelagic fishing zone using surface gillnet, and (4) area that more than 4 miles which was allocated as pelagic fishing zone using dynamic fishing gear (troll line), and boat lift net. Keywords:  fishing zone, reef fish, pelagic fish, gillnet, Karimunjawa

Abstract

Karimunjawa National Parks (TNKJ) is a marine conservation area which has 111.625 ha area with the majority of residents work as fishermen. Utilization of traditional fisheries zone intended for fishing activities. Therefore, fishing activities in TNKJ should be conducted in accordance with the principles of conservation. The aim of this study was to determine the winning fish fishery commodities in TNKJ. The selection of commodities was done by using comparative performance index (CPI). Analysis of potential fish resources is done with bioeconomic model. Optimizing the amount of fishing equipment was done by using linear goal programming (LGP). Feasibility of the business conducted by financial analysis. The results showed commodities TNKJ reef fisheries are pompano, and for pelagic fisheries are anchovies. Reef fish resource potential of 174 tons / year and pelagic fish of 22 069 tons / year. Appropriate fishing technologies for reef fisheries is the fishing rod elongation and traps, while for the pelagic fishery and gillnet fishing minnows on trolling lines. Financial analysis shows that all fishing gear is still viable to continue the effort.   Key words: Selection commodities, fishing activities, Karimunjawa National Parks

Abstract

ABSTRACTThis research aims to analyze the nutritive value of flour head, liver powder and bone meal as by product of Indonesian eel (Anguilla bicolor) processing. Eel waste flour was made by using a thermal process in the drum dryer fish flouring mill PT. Carmelitha Lestari in Bogor, whereas proximate analysis for chemical tests were performed in the laboratory of Integrated Chemical Laboratory, IPB and direct observation was conducted in PT Jawa Suisan Indah, Palabuhanratu Sukabumi district in October 2012—April 2013. The nutritive value based on proximate analysis showed that head flour, liver flour, and bone flour contained protein 61.78%, 53.92%, and 41.01%; fat 15.55%, 27.28%, 13.07%; carbohydrate 11.48%; 14.96%, 8.13%; water 5.44%, 8.48%, 3.01%; ash 12.95%, 3.62%, 37.49%, and crude fiber 1.33%, 0.04%, 1.11%, respectively.Keywords: Anguilla bicolor, bone flour, head flour, liver flour, nutritive valueABSTRAKPenelitian ini bertujuan untuk menganalisis kandungan gizi tepung kepala, tepung tulang dan tepung hati ikan yang merupakan limbah pengolahan ikan sidat Indonesia (Anguilla bicolor).
