Abstract

Bribery or illegal paymentsin the street, especially in the transportation of goods in weighing bridge, is still rampant. This leadto various negative impacts, such as accidents, road damage and loss of the state treasury. Someprovinces have actually set up rules to prevent it, but the Transportation Department Officials didnot implement it properly. This study aims to determine the effectiveness controlling of illegalpayment at weigh stations. The method used in this research is a case study with the object ofstudy illegal payments at weigh Karasidenan Surakarta. Results showed that officers conductedsurveillance on the bridge transportation agencies have not been effective because internal controlsare less well supported by external controls of outside agencies as well as from service users weighbridge itself. The implications of the results of this study suggest the need for cooperation of allparties concerned to work together to comply with rule of Jateng on Control of Goods Transport(No. 1/2012), so rampant illegal payment at weigh stations can be minimized.Key words:illegal payment, outward-looking strategy, inward-looking strategy, effectiveness of controlling.

Abstract

This paper describes and analyses changes that occurred in the Department of Plantation and Livestock (Dinas Pertanian Tanaman Pangan dan Peternakan, Dispertanak) Kabupaten Nunukan. There are some 19 aspects that were examined, consisted of 30 items. Among these items, there were 13 (42%) items which experienced positive changes, such as office equipment, formal and informal communication, quality employees, and program evaluation. A total of 5 (16%) items regent; and 12 (39%) items remained relatively unchanged, for example the flow at tasks, project orientation, and decision making process. This condition is not so encouraging. Dispertanak needs to do introspection, then makes up his mind to make positive change significantly and innovatively through a process of learning organisation.  Keywords : organizational change, nepotism, innovation, decision making, learning organisation.Tulisan ini mendeskripsikan dan menganalisis perubahan-perubahan yang terjadi di Dinas Pertanian Tanaman Pangan dan Peternakan Kabupaten Nunukan. Ada 19 aspek yang dikaji, terdiri dari 30 butir kajian. Di antara butir-butir ini terdapat 13 (42%) butir yang mengalami perubahan positif, misalnya peralatan kantor, komunikasi formal dan informal, kualitas pegawai dan evaluasi. sebanyak 5 (16%) butir relatif tidak berubah, misalnya aliran tugas, orientasi proyek dan proses pembuatan keputusan. Kondisi ini kurang begitu menggembirakan. Dispertanak perlu melakukan mawas diri, untuk kemudian membulatkan tekad melakukan perubahan-perubahan positif yang lebih signifikan dan inovatif melalui proses learning organisation.  Kata kunci: Perubahan organisasi, nepotisme, inovasi, pengambilan keputusan, learning organisation.

Abstract

The popularity of New Public Management in the developed countries raises a question whether such a concept applicable in the Third World context. Relies on three focuses group discussion involving local bureaucrats, this article shows the desirability of New Public Management as model of local public administration, despite a strong awareness of the challenge they have to encounter.

Abstract

The planned and centralized development (pembangunan) in Indonesia has been already revised through free, democratic and decentralized one. This s is the right choice and should be maintained, because only this canguarantee the sustainability of the development (perkembangan) of Republic Indonesia. The new modus of government should be however accompanied however accompanied by strengthening the civil society (mass media, people organizations. intellectual associations, law enforcement!, administrative transparency etc.). Furthermore all actors at the levels of state, province as well as leabupaten should begin to learn to practise the so called Subsidiaritats- and Solidaritatprinz0 of governance.

Abstract

The history of Nusantara was since 1600s broken down by the Europeans, so that it has developed not in a "natural" way, in which the governmental style in the independence Indonesia was always in the tendency to centralism, and this has demolished the individual and also local governmental creativities. To make Indonesia back to its "own" socio-political development, the author argues that the decentralisation policies were not satisfied enough and suggests four perspectives on the relation between Kabupaten-Province-State in the 21" century: firstly, the relationship between them should be based on the subsidiary principal, not hierarchical but co-operative, coordinative and many-sided; secondly, the election system should be districtly and the election of the governmental chefs directly; thirdly, the capital city of every governmental level should be moved each 15-20 years; and fourthly, every political actor should be educated so that s/he is od,ready to compromise and the bureaucracy (includes the army) should be professional and clean.

It is apparent that the middle class in Indonesia is experiencing change in all &mentions including the economic. social and political aspects. This change. ofcource. requires that there is a shift in the paradigm of the athninistration of-development which has a paternalistic pattern pointing toward an egalitarian and participative pattern. The desire for this shill can only be fulfilled by among others. a shift in leadership which is initiated by the public leaders themselves. 77rc mahor is ultimately lured to draw a conclusion that the application of carious leadership soles which air explored in this piece of work will Ivy much depend on the assumptions which are used when evamining the community as a whole. If the civil society in Indonesia is seen as one which will grow towards the social situation as it is intended to be shaped. then the choice of a participative type of leadership becomes inevitable.

Abstract

The economic crisis which hit Greece was in 2008 helped to flow into a political crisis. The old political oligarchy that since 1974 up to 2010 alternately dominate the Greece that is PASOK party and the New Democracy party suffered shocks that lead to new political dynamics. Austerity policies and neoliberal reforms under the moderation of the troika (Europaen Central Bank, European Union, and International Monetary Fund) have created a decrease in the level of welfare and the economic crisis are instead growing. That situation creates a distrust of the Greek people, until they are searching for an alternative system other than capitalism. At that time the idea of socialism promoted by Syriza party has been able to to gain influence in the mass base, to deliver Syriza-led government with 36.3 percent of voters in Election 2015. Abstract

This research aims at identification of spatial plan zonation in rock fall prone areas. Research method applies hazard, vulnerability and risk analysis as an input for spatial modeling using Multi Criteria Evaluation (MCE). Research reveals that in Girimulyo is susceptible towards rock fall. In the last decades, there were 16 occurrences of rock fall that impacted to physical damages. Fortunately, such disaster did not cause any harm to human life. Therefore, research argue that physical vulnerability analysis can be analyzed, while social vulnerability cannot be analyzed further, since it had less data support. According to the research, there are more than 48 housing units located in hazard zone. Hence, local government should initiate structural mitigation to avoid further loss. Research also reveals that areas with high susceptibility will not directly consider as high risk zone, unless it has high vulnerability index. Example: areas along escarpment, where it has high susceptibility, but it has no element at risk in the area. Thereby, research tries to present zonation for prone hazard areas, using risk index. The result is quite representative, since possible areas to be developed is anywhere alongside road network. Indication of the area is produced from the multi criteria analysis. Multi criteria analysis is an essential method to combine spatial data and its attribute. Using such method requires more data input and expertise in justifying indicator to be selected.

Abstract

AbstrakDalam tradisi marxisme melihat gerakan sosial dan perubahan sosial tidak bisa dipisahkan dari pertentangan kelas dan peran organisasi atau partai. Perkembangan Marxisme sekarang ini memunculkan pertentangan dalam tradisi partai politik, yaitu antara partai dengan tendensi politik kepeloporan dan partai bertendensi kiri luas. Kedua tendensi tersebut memiliki kelebihan dan kelemahannya masing-masing sesuai ruang dan waktu tertentu. Dalam tulisan penelitian ini berupaya mengelaborasi tentang dinamika pergerakan Partai Rakyat Demokratik (PRD) dalam upaya mewujudkan cita-cita sosialisme yang diusungnya. Ada dua periode yang berupaya dianalisa, yaitu ketika pada masa Orba yang mana PRD bertendensi partai pelopor dan paska-reformasi yang mana kemudian ada pergeseran tendensi politik menuju ke partai sosial-demokrat dan mencondongkan ideologi menuju Soekarnoisme. Tulisan ini berupaya membongkar basis material dibalik perubahan tendensi politik tersebut. Berubahnya tendensi politik juga mengkondisikan perubahan dalam strategi menentang kapitalisme dan perubahan taktik bagaimana menciptakan tangga-tangga menuju sosialisme yang mencoba dianalisa dalam tulisan ini.Key word: Marxisme, Partai Rakyat Demokratik, Partai Pelopor, Partai Kiri Luas
