Abstract

Teknologi informasi dan komunikasi (Information and Communication Technology/ICT) menjadi sangat penting dalam era globalisasi . Saat ini mulai tumbuh dengan apa yang disebut electronic government (e-gov) sebagai implementasi penggunaan teknologi informasi dan komunikasi dalam pemerintahan. Salah satu penerapan E gov pada organisasi pemerintahan yaitu website pemerintah daerah. Kabupaten Tegal belum memanfaatkan sumber daya. Website pemerintahan di Kabupaten Tegal, sebagai tolok ukur yang paling sederhana dalam melihat implementasi e-government, isinya masih bersifat informasi yang sangat umum dan jarang untuk di update. Masalah yang muncul adalah bagaimana penerapan website di Kabupaten Tegal. Tujuan penelitian yaitu menjelaskan penerapan website dan menganalisis faktor-faktor yang menjadi penghambat penerapan website di Kabupaten Tegal. Upaya menjawab permasalahan ini dengan menggunakan Teori Prinsip Manajemen G.R. Terry dan Teori Elemen Sukses E-government Harvard JFK School. Penelitian ini menggunakan desain penelitian kualitatif eksploratif. Hasil penelitian menunjukkan bahwa penerapan website di Kabupaten Tegal berada pada tahap kedua yaitu tahap pematangan, Hal ini dapat dilihat dari Support, Capacity dan Value di Kabupaten Tegal. Hambatan penerapan website di Kabupaten Tegal yaitu pelaksanaan regulasi oleh Pemerintah Daerah yang belum maksimal, kerusakan jaringan oleh faktor alam, kurangnya sosialisasi bagi masyarakat, ego sektoral di beberapa SKPD serta minimnya anggaran dari Pemerintah Daerah. Perbaikan jaringan yang rusak, meningkatkan sosialisasi bagi masyarakat,adanya perencanaan anggaran yang baik serta meningkatkan kemampuan pegawai merupakan saran perbaikan.

Abstract

Provision of public services "clean" is something that is expected by the community, see the deteriorating public services. In order to create public services that will be minimal corruption and so on, the government passed a law that Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT). The purpose of the policy is to improve the quality PATENT and service closer to the community. This study aims to determine how the implementation PATENT in District Mlonggo and determine the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation Permendagri No. 4 of 2010 on Guidelines for Integrated Administrative Services District (PATENT) in District Mlonggo. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis of the data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect implementation in the District Mlonggo PATENT, namely communication, resources, ingkungan conditions, as well as the attitude / disposition. It can be concluded that the implementation in the district PATENT Mlonggo there are factors that impede implementation. This is because the transmission process is not optimal, resulting in a lack of understanding of program beneficiaries. In addition, human resources and financial resources to support the facilitys sustainability of the program has not been available for optimum.

Abstract

Penelitian ini dilatar belakangi oleh adanya salah satu kegiatan pemerintah yangberusaha untuk menjamin akses penduduk miskin terhadap pelayanan kesehatanmelalui program Jaminan Kesehatan Masyarakat Miskin. Tujuan dari programJamkesmas ini adalah untuk meningkatkan akses dan mutu pelayanan kesehatankepada seluruh masyarakat miskin dan tidak mampu yang membutuhkanpelayanan kesehatan agar tercapai derajat kesehatan masyarakat setinggitingginya.Tujuan penelitian ini adalah untuk menganalisa daya tanggap dansikap masyarakat terhadap implementasi program Jamkesmas di KecamatanBanyumanik Semarang. Teori yang digunakan sebagai landasan dalam penelitianini adalah teori implementasi kebijakan dari Merilee S.Grindle dan Daniel A.Mazmanian dan Sabatier. Penelitian ini menggunakan tipe penelitian eksplanatoridengan sample sebanyak 44 responden. Pengujian hipotesis menggunakan rumusKorelasi Rank Kendall dan Konkordasi Kendall.Hasil penelitian ini menunjukan adanya pengaruh positif dan signifikanantara daya tanggap terhadap implementasi program Jamkesmas, pengaruh sikapmasyarakat terhadap implementasi program Jamkesmas juga positif dansignifikan.Berdasarkan hasil penelitian dapat diketahui bahwa daya tanggap dansikap masyarakat mempunyai pengaruh terhadap implementasi programJamkesmas di Kecamatan Banyumanik Semarang. Diketahui pula dari hasilpenelitian bahwa implementasi program Jamkesmas masuk dalam kategori kurangberhasil, karena kurangnya sosialisasi program kepada masyarakat miskinsebagai target group. Jadi rekomendasi untuk penelitian ini adalah: 1).Meningkatkan kinerja pelaksanaan program Jamkesmas 2). Meningkatkanfrekuensi sosialisasi program Jamkesmas 3). Pengarahan berkelanjutan tentangprogram Jamkesmas.

Abstract

Issues regarding Trash is one of the main problems faced in every big city, including the city of Semarang. Formulation of Semarang Local Regulation Number 6 of 2012 on Trash Management aims to address the problem of waste from upstream to downstream. Policy formulation phase is the most crucial stage for the formulation of good policies that will creat a good implementation as well. Good Governance explicitly wants the need for an active role of the public and private sectors in the implementation and formulation so that it supports the establishment of policy networks. This research aims to explain the formulation of policy networks. This research used a qualitative descriptive method to analyze the process of formulation of policy networks. To answer the problem and purpose of this research, the authors used the theory R.A.W. Rhodes in analyzing the formulation of policy networks. The results of this research indicate that the formulation of policy networks and the only normative integration and relationship with the public has not been properly created eventhough no political interest in it. This is due to the unavailabity of larger space for the public and private sectors in the process formulation local regulation on trash management. The suggestion might be to increase public participation and private sector in the process of formulation local regulations, both the process of making an academic paper and draft regulations.

Abstract

Education is very important because it is the primary means in an effort to improve the quality of human resources. In order to improve the quality of Kudus human resources in order to be more competitive, Kudus government regency has launched a Compulsory Education 12 year program. Compulsory Education 12 year program in Kudus Regency organized with the aim to provide quality and affordable education to the community. Implementation of the Compulsory Education 12 year program is regulated in the Regional Policy Kudus Regency Number 2 Year 2010. This study aims to determine how the implementation of the Compulsory Education 12 year program in Kudus Regency and find out the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation of the Compulsory Education 12 year program in Kudus, guided by Regional Policy Kudus Regency No. 2 of 2010 about Compulsory Education 12 (Twelve) years. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect the implementation of compulsory education 12 year program in Kudus, namely communication, environmental conditions, characteristics of the implementing agencies, and resources. It can be concluded that the implementation of the Compulsory Education 12 year program in Kudus Regency factors still exist that hinder implementation. This is because the human and financial resources to support the sustainability of the program has not been available for optimum.

Abstract

Semarang city is one example of a metropolitan city in Indonesia are experiencing growing inhabitants of significantly. The increasing number of population prompted the Government to improve public facilities to support the activities of daily. One of them public facilities that needs to be improved is on transportation. Perum DAMRI is one of the service company specializing in the field of transport,especially in the city of Semarang. To be competitive, Perum DAMRI acquire passenger must provide good service so passengers loyal to their company. Decline in the performance of services can have an impact on decreasing the number of passengers on board because the company cant keep the wishes of passengers. This may result in the transfer of passenger transport services in the use of Perum DAMRI to transport services on other similar companies.The purpose of this study was to assess the service provided by Perum DAMRI. The type used is descriptive qualitative, looking from 5 dimensions service. The results showed that 3 of the 5 dimensions of service quality assessment shows the value that less well among other things on dimensions of service direct evidence, responsiveness, and reliability. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about the consistency of schedule. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about theconsistency of schedule.

Abstract

Penelitian tentang Strategi Pengembangan Industri Kecil Menengah di DinasKoperasi, Usaha Mikro Kecil dan Menengah, Perindustrian dan Perdagangan KotaTegal bertujuan untuk mendeskripsikan strategi Dinas Koperasi, UMKM,Perindustrian dan Perdagangan di Kota Tegal, menganalisis faktor pendorong danpenghambat dalam pengembangan industri kecil menengah, menilai ataumengevaluasi strategi yang telah ditetapkan oleh Dinas Koperasi, UMKM,Perindustrian dan Perdagangan Kota Tegal dalam mengembangkan industri kecilmenengah, serta untuk memberikan saran dan masukan terhadap strategi yang telahditerapkan oleh Dinas Koperasi, UMKM, Perindustrian dan Perdagangan Kota Tegalagar lebih optimal.Fokus penelitian ini mengenai strategi pengembangan industri kecilmenengah di Dinas Koperasi, UMKM, Perindustrian dan Perdagangan Kota Tegal.Informan yang digunakan dalam pengumpulan data yaitu pihak Dinas Koperasi,UMKM, Perindustrian dan Perdagangan Kota Tegal, pelaku dan tenaga kerja industrikecil menengah, serta masyarakat sekitar daerah industri kecil menengah. Penentuaninforman tersebut menggunakan teknik snowballing.Proses analisis yang dilakukan diawali dengan identifikasi lingkungan internaldan eksternal berdasarkan Renstra Dinas Koperasi, UMKM, Perindag Kota Tegal danhasil wawancara untuk melihat kelemahan, kekuatan, peluang, dan ancaman dalampengembangan industri kecil menengah di Kota Tegal. Dari identifikasi lingkunganstrategis itu ditemukanlah isu-isu strategi yang selanjutnya disebut sebagai SO, ST,WO, dan WT. Langkah selanjutnya yaitu mengevaluasi atau menilai program ataustrategi yang telah disusun oleh Dinas Koperasi, UMKM, Perindag Kota Tegalberdasarkan hasil wawancara di lapangan dengan menggunakan tes litmus untukmenentukan tingkat kestrategisan program yang telah disusun. Sehingga diperolehpenetapan strategi pengembangan industri kecil menengah sebagai usaha intensifikasipelaksanaan program Renstra yang dapat diterapkan di Kota Tegal.

Abstract

Trash problem becomes quite serious problems that faced by government of Semarang city. The volume of trash grows every year. The Law No. 18 Year 2008 about Trash Management is a reference for government of Semarang city to change the way of trash management from get-haul waste into friendly environmental trash management by using the principle of the 3Rs (reduce, recycle, dan reuse).The purpose of this study is not only to describe and to analyze the implementation of integrated trash management in Semarang city but also to identify the inhibiting factors that occur in integrated trash management of Semarang city.To answer the problem and the purpose of this research, the writer uses descriptive qualitative approach by using management theory that focuses on the function of implementation of the plan, staffing, and coordination.The research shows that the inhibitor in the integrated trash management in Semarang city due to inadequate government budget, the difficulties in marketing the products of processed junk, poor coordination, and low public awareness in trash management.To improve the integrated trash management in Semarang city, the advices that can be given by writer to the Department of Hygiene and Gardening of Semarang city are to cooperate with the agencies that concerned in the problems of trash, to improve the coordination systems, to enforce regulations strictly, and to raise awareness continually in order to be wise in trash management.

Abstract

PDAM Tirta Moedal Kota Semarang merupakan Badan Usaha Milik Daerah (BUMD) yang bergerak dibidang penyediaan air bersih bagi masyarakat. Tujuan PDAM adalah untuk meningkatkan kesejaheraan masyarakat dengan memenuhi kebutuhan air bersih. PDAM Tirta moedal merupakan satu-satunya perusahaan dibidang jasa air bersih di Kota Semarang. Untuk mengetahui kinerja PDAM maka dilakukan evaluasi kinerja. Salah satu alat untuk mengukur kinerja adalah balanced scosecard. Balanced Scosecard.merupakan alat pengukuran kinerja dengan mengukur empat perspektif yaitu perspektif pelanggan, perspektif keuangan, perspektif proses internal, dan perspeltif pertumbuhan dan pembejaran,Tujuan Penelitian ini untuk mendeskripsi kinerja PDAM Tirta Moedal Kota Semarang dilihat dari empat perspektif dengan metode balanced scorecard dan menganalisis terget yang diharapkan PDAM Tirta Moedal Kota Semarang. Teori yang digunakan sebagai landasan dalam penelitian ini adalah evaluasi kinerja dengan empat perspektif dengan metode balanced scorecard. Penelitian ini menggunakan tipe penelitian deskriptif kualititatif sehingga diperoleh gambaran yang jelas tentang objek yang diteliti dan menarik kesimpulan.Hasil penelitian menunjukkan pada perspektif pelanggan menunjukkan kinerja yang baik, perspektif keuangan menunjukkan kinerja yang tidak baik, perspektif proses internal menunjukkan kinerja yang baik, dan perspektif pertumbuhan dan pembelajaran menunjukkan kinerja yang baik. Dari keempat perspektif, dapat disimpulkan bahwa kinerja PDAM Tirta Moedal kurang baik. Peneliti menyarankan penambahan anggaran untuk perbaikan kualitas air dan pipa yang sudah tua, serta peningkatan kualitas SDM.

Abstract

There are 4 Fish Auction Place (TPI) in Kabupaten Kendal. The management is done by working with the Village Unit Cooperatives (KUD) Mina Jaya based on article 8 of Regulation No.10 of 2010 regarding Management and Retribution TPI in Kendal. The problem that occurs is the role of middlemen. It is very detrimental to local revenues as the fishermen do not go to the TPI auction fees. The purpose of this study was to determine how the implementation of cooperative management of TPI in Kendal with KUD Mina Jaya Local Regulation No.10 of 2010 regarding Management and Retribution TPI in Kendal; identify factors supporting and inhibiting the activities of the fish auction in Kendal. This study uses a type of qualitative research with research subjects, among others, the Department of Marine and Fisheries officials Kendal, Employees of KUD Mina Jaya and fishing communities at TPI Kendal district.
