Abstract

In accordance with the progress ofeconomic activities asresult of national development processes and to give a better public service as tax payer, so the existence of a comprehensive tax court is becoming an urgent need. Such court estavlished by an act dan be hoped can give tax ceases legal decision with simple, quickly and cheap processes. The taxes court institution decision can become a guidance and procedure in implementing thetaxes act, sofarthetaxes act able give lawcertainty andjustice forall parties. For such reason government have beenestablished Taxes Dispute Resolution Boardandregulated by an act number 6 of 1983 about regulation and mechanism of taxes as being revised by act number9 of 1994(article2).

Abstract

The settlement arrangement in urban area basically hasbeen accomodated within legislation, especially in city master plan local legislation. In fact the settlement have been developed naturally and most of them neglect the regulation existed. The settlement that does not pay attention to the regulation is most doned by housing developer that focusing only to individual benefit rather than public interest, as like construct building at fertile land, agriculture site, build at the shore using reclamation. That conduct is not accordance with the enviroment interest. To solve that problem government should take stiffaction for every body that violence the regulation concerning toenviroment reservation.

Abstract

This paper presents a system design as a management and monitoring of energy consumption in BLDC motors that are applied to electric vehicle. Energy consumption settings are applied using the Pulse Amplitude Modulation principle by adjusting the input voltage on a BLDC motor. This setting uses a DC-DC converter with Buck Converter topology. This converter is designed with a maximum current capability of 20 A and an output voltage that varies from a range of 24 V - 56 V. To ensure the output voltage is always on the set point, the duty cycle of Buck Converter is set using proportional controls. The regulated energy consumption is monitored with modern technology, namely by using low energy components and with the IoT Devices principle. Based on the results obtained, this method can reduce energy consumption up to 36%, as well as monitoring stable energy consumption at reading sensor.

Abstract

During 1½ years, from January 1972 until July 1973, 55 P.C.M. children hospitalised in the Department of Child Health, Medical School, University of Indonesia/Dr. Tjipto Mangunkusumo General Hospital, were involved to this study. Self-prepared "Eiwit Melk (E.M.)" containing protein 2.7%, carbohydrate (lactose) 1.4%, fat 2.2% and calories 600, was used. Thirty children were treated with E.M. and 25 children as controlled, i.e. treated with E.M. + lactose 3.4% (E.M.L.). The results of the clinical trial as expressed with the increase of body weight, were excellent in 85.7% and good in 14.3%, whereas the results in the controlled group were excellent in only 9.1%, good in 36.4% and poor in 54.5%. From these excellent results, low lactose milk formula might be recommended in treating children with P.C.M.

Abstract

This study aims to determine the natural condition of Non Dipterocarpaceae regeneration. The object of this research are sapling and seedling in secondary forests of HPFU by making 5 transects with length 200 meters where its laid 5 x 5 meters sapling plot and 2 x 2 meter seedling plot systematically each on the right and left side. The transects was made purposively by considering areas that were still natural or had not been planted before. The results showed that regeneration was dominated by shrub habitus at both growth level, Fordia splendidissima (Miq.) Buijsen dominating the sapling level and Psychotria viridiflora Reinw. Ex Blume dominating the seedling level. However, the number of individuals at sapling stage is more bigger than the number of seedling. The Fabaceae and Rubiaceae family are most common in this location. The diversity index value is classified as high with a composition that is almost even but still dominated by several species. By comparing the data before burning from Riswan in 1987 with the current research in the same location, it can be concluded that the regeneration of Non Dipterocarpaceae in HPFU area has decreased and it represent the species degradation after forest fires.

Abstract

?Akasia mangium (Acacia mangium Willd) bukan tumbuhan asli Kalimantan namun sejak puluhan tahun tumbuh berkembang pesat di berbagai wilayah Kalimantan termasuk Kalimantan Timur. Dikenal sebagai tumbuhan yang mampu tumbuh di lahan kritis sehingga pada awal tahun 1990-an dijadikan tanaman ?reboisasi sekaligus pengendali alang-alang di wilayah kritis hutan penelitian dan pendidikan Universitas Mulawarman di Bukit Soeharto. Mengherankan, bahwa beberapa tahun taerkhir sebagian praktisi kehutanan dan reklamasi pascatambang merasa gamang menggunakan A. mangium, khawatir jika jenis tersebut akan benar benar menjadi spesies invasif.? Gejala untuk menolak bahkan menghindari ?A. mangium sebagai komoditas kehutanan terutama sebagai jenis pengendali lahan kritis mulai meluas. Untuk mengetahui seberapa benar anggapan Acacia mangium sebagai jenis invasif maka dilakukan evaluasi dengan melakukan analisis vegetasi terhadap 3 ha tegakan hutan A. mangium yang ditanam di Bukit Soeharto sebagai uji petik yang saat sekarang telah berumur sekitar 25 tahun. Hasil evaluasi membuktikan bahwa jumlah tanaman per ha (kerapatan) pohon A. mangium menurun (kurang dari jumlah saat ditanam atau sekitar 800 individu/ha). Jumlah yang menurun itupun cenderung mengelompok. Sebagian pohon bahkan ditemukan dalam kondisi mati generasi (standing dead trees). Sementara itu jumlah spesies pohon setempat (local trees species) juga mulai muncul di antara tegakan A.mangium. Dengan demikian terbukti ?bahwa A. mngium bukanlah tipe invasif? yang sesungguhnya dan tidak ada alasan utuk menolak penggunaannya sebagai tanaman pengendali lahan kritis selama potensi ancaman terjadinya kebakaran lahan hutan dapat dicegah.

Abstract

Salah satu komponen dari ekosistem hutan hujan tropis adalah tumbuhan bawah. Tumbuhnya secara alami tumbuhan bawah di lahan pasca tambang batubara akan membantu dalam proses memulihkan lahan hutan yang terganggu.? Penelitian ini bertujuan untuk mengetahui kondisi tumbuhan bawah dan jenis pionir alami di lahan pasca tambang batubara dalam hal kekayaan jenis, keragaman jenis. Pengumpulan data dilakukan dengan menggunakan metode garis berpetak di lahan revegetasi. Hasil inventarisasi diluar lahan revegetasi dijumpai 71 jenis tumbuhan bawah, sedangkan di lahan revegetasi dijumpai 43 jenis tumbuhan bawah. Dari kedua lokasi penelitian, jenis tumbuhan bawah di lahan sekeliling lokasi penelitian dijumpai lebih banyak. Jika dibandingkan dengan data rona awal, jenis tumbuhan bawah lebih beragam pada saat penelitian dilakukan. Kondisi tersebut diduga karena tempat penelitian sebelum dilakukan penambangan merupakan hutan sekunder bekas hutan produksi yaitu Hutan Produksi Terbatas (HPT) dan Hutan Tanaman Industri (HTI). Di lahan revegetasi terdapat 4 jenis tumbuhan pionir yaitu Homalanthus populneus (Geiseler) Pax., Macaranga gigantea (Rchb.f. & Zoll.) Muell.Arg.,Macaranga tanarius (L.) Muell.Arg., dan Trema orientalis L. (Blume). Lahan pasca tambang batubara merupakan lahan yang mengalami gangguan berat, serta merupakan komunitas yang terkendali oleh manusia, sehingga memiliki keragaman jenis yang rendah.
