Abstract

Abstract: Factors Determing the Quality of Learning Process and Aoutcomes. This study aims to find out the influence of predisposing factors, the leadership of the head of Sanggar Kerja Bersama (Study Groups), work climate, financing, and infrastructure to the quality of the learning process and achievement of Package C Equivalence Education. This study found that; (a) leadership factor contributed a direct, dominant influence to the quality process (tutors performance in designing their instructional plans) with a percentage of 51.84%; (b) leadership factor contributed a direct, dominant influence to the quality process (tutors performance in implementing their instructional plans) with a percentage of 44.89%; (c) predisposing factors contributed a direct, dominant influence to the program participants learning outputs with a per­centage of 18.49%; (d) tutors design of instructional plans directly put a great impact on their instructional performance with a percentage of 45%; the percentage of the tutors design of instructional plans impact on the Package C participants outputs was 20.25% whilst the percentage of the tutors implementation of instructional plans impact on the Package C participants outputs was 40.96%. Abstrak: Determinan Mutu Proses dan Hasil Pembelajaran Pendidikan Kesetaraan.  Penelitian ini bertujuan menganalisis pengaruh faktor predisposisi, kepemimpinan kepala Sanggar Kerja Bersama, iklim kerja, pembiayaan, dan sarana prasarana pembelajaran terhadap mutu proses dan hasil pembelajaran pen­didikan kesetaraan paket C. Hasil penelitian menunjukan (a) faktor kepemimpinan memberi pengaruh langsung paling dominan terhadap mutu pembelajaran sebesar 51,84%, disusul faktor predisposisi 12,25%, sarana prasarana pembelajaran10,24%, iklim kerja 11,56%, dan faktor pembiayaan 0,81%; (b) faktor pre­disposisi memberi pengaruh langsung paling dominan terhadap perolehan hasil belajar sebesar 18,49%, disusul faktor sarana prasarana 17,64%, kepemimpinan 16,81%, iklim kerja 4,00%, dan faktor pembiayaan memberi 3,24%; dan (c) mutu pelaksanaan pembelajaran memberi pengaruh langsung terhadap hasil bela­jar sebesar 40,96%, sedangkan pengaruh langsung mutu perencanaan pembelajaran terhadap hasil belajar sebesar 20,25%.

Abstract

Globalization which is identified from the rapid growth of information and technology is suspected to bring impacts towards social dynamic and society culture. Communal values such as: manners, politeness, honesty, social solidarity, kinship, hospitality, mutual aid and nationalism which are used to be honored to unite and as the characteristics of Indonesian, now slowly degrading as pragmatism and materialism are getting stronger. When we adore global values, slowly but sure the true national identity is degradingor even vanished. The Conservation of values and cultural heritage through school teachings is fundamentally urgent to form students’ character and capacity, the moral values of the students can be formed and internalized as a strong character if it is given as early as possible. This strategy is used to create superior schools aiming to preserve conservation values and cultural heritage such as the revitalization of the sublime values, character and national cultures through learning by prioritizing ethics, having the orientation to the conservation of values and cultural heritage, growing awareness, creating a dialogical school environment, developing the ability of learning how to learn. The role of teachers in the studying process and other activities around the school environment shall reflect a characteristics to be followed and taken as example for the students.Globalisasi yang ditandai kemajuan teknologi komunikasi dan informasi yang cepat dan merambah di semua lini kehidupan ditengarai membawa dampak terhadap dinamika sosial dan budaya masyarakat. Nilai-nilai “bebrayan” seperti: “unggah ungguh”, sopan santun, kejujuran, solidaritas sosial,  kekeluargaan, keramahtamahan, gotong royong dan rasa cinta tanah air yang dulu dijunjung tinggi sekaligus kekuatanpemersatu dan merupakan karakteristik bangsa Indonesia, saat ini mengalami degradasi bersamaan dengan menguatnya nilai-nilai pragmatisme dan materialisme. Ketika kita lebih mengagung-agungkan nilai nilai global, maka lambat laun akan terjadi semakin menipis atau bahkan hilangnya jati diri bangsa. Konservasi nilai dan warisan budaya melalui  pembelajaran di sekolah dipandang sangat penting dalamrangka pembentukan watak dan kapasitas peserta didik, nilai moral pada diri peserta didik akan terbentuk dan terinternalisasi menjadi suatu karakter apabila ditanamkan sejak dini. Strategi yang digunakan untuk menciptakan sekolah unggul dengan orientasi konservasi nilai dan warisan budaya adalah revitalisasi nilai luhur, karakter dan budaya bangsa melalui pembelajaran dengan mengedepankan kaidah-kaidah etika, berorientasi konservasi nilai dan warisan budaya,penanaman kesadaran, penciptaan lingkungansekolah yang dialogis, mengembangkan kemampuan learning how to learn. peranan guru dalam proses pembelajaran dan kegiatan lain di lingkungan sekolah harus mencerminkan karakteristik yang dapat menjadi panutan dan teladan bagi peserta didik.

Abstract

The Multiculturalism problema isn’t only the Indonesion but also global’s problem. Multiculturalism is one of the problem key in the world which is crucial, including Indonesia, in facing the global changes in the future, evenmore the national history in past time which apparent and controlled by the hardness. It gives priority to the uniformity which is like the sociopolitical order in Indonesia since 1965. Multicultural learning has been given to the child since early aging, it will give the initial understanding which decide very much, because it’s golden age phase, this phase plays an important role to the development in adult time. Education of early aging child, in practical is materialized trough the kindergarden, play group, children storage place, and the others, which the programmes are variety and packed into informational institutional, and the effort which is looked so important in framework to give undertanding about multicultural concept trough the education of early aging child (PAUD). Abstract

The effectiveness the learning process of Package B Equivalence Education is not only influenced by inner factors of tutors knowledge and motivation, but also influenced by the out work climate. This study aims to analyze the influence of knowledge factors, the motivation, and work climate, to the effectiveness of the learning process of Package B Equivalence Education. This study is ex post-facto as well as descriptiveevaluative- correlative in nature. Sample to be studies were the 122 active Semarang recidental-based SKB-Centers tutors of Package B Equivalence Education. Following a cluster proportional random sampling technique. A set of rating-scale questionaries was used during to collect the data. Data were then analysed using a descriptive-analysis model and regression analysis. This study found that: (a) knowledge factors with contributed a direct, dominant influence to the effectiveness learning process with a percentage 12,25%; (b) motivation factors with contributed a direct influence to the effectiveness learning process with a percentage 18,49%; and (c) work climate factor with contributed a direct influence to effectiveness learning process with a percentage 44,89%. This study imply that to improve the quality of both the effentiveness learning process of Package C Program, the following needs should be met establishment of tutors knowledge factors, motivation factors, and work climate factors. Based on the above findings this study recommends that in order to improve the performance of SKB-Centres the following needs should be met; (a) SKB-centres to improve the centres’ work climate; (b) policymakers, both at national and regional level, to confirm the availability of funding to finance the Package B Equibalence Education Program; (c) policymakers to take into mind seriously the issue of learning facilities availability.Keywords: Management, Effectively, Knowledge, Motivation, and Work Climate-Factors.

Implementasi dan Dampak Kebijakan Anggaran Pendidikan pada Pendidikan Dasar dan MenengahJoko SutartoAbstrak:  Development of human resourcis through education ispurposed to develop individual potency in oder to make productive individu and to gethercompetitive qualification based on characteristic, moral and ethical values of nation, it also makes human investment for the national development. The trials of the development can be realized if it also can be supported by budget allocation 20% from the total "APBN" and APBD budget, this is based on the mandate of laws, or even it is based on the real need to operate teaching and learning processes referredto "SPIN. The real condition shows that educational budget allocation has not been implemented, so that the impact is luckylees for the teaching and learning processes, such as, competence based curriculum, life skill, school based management, and so on, have not run well get as it is hoped so  far.Keywords: educational budget, impact, minumum standart of service

Abstract

Tujuan penelitian ini mengetahui mutu proses pembelajaran, faktor penentu mutu proses, dan merumuskan model yang dipandang tepat dalam pembelajaran kesetaraan berbasis keterampilan vokasional. Pengumpulan data dilakukan melalui wawancara, dan observasi. Prosedur penelitian ini mengikuti alur studi literatur, servei lapangan, dan penyusunan model. Temuan penelitian menunjukkan: mutu perencanaan pembelajaran memberikan pengaruh signifikan terhadap mutu pelaksanaan pembelajaran; mutu perencanaan pembelajaran dan mutu pelaksanaan pembelajaran memberikan pengaruh signifikan terhadap perolehan hasil belajar warga belajar;  penentu mutu proses pembelajaran dipengaruhi oleh faktor tutor, disamping sarana prasarana, pembiayaan, kepemimpinan, dan iklim kerja; pendidikan kesetaraan dikembangkan bermuatan keterampilan vokasional sesuai dengan kemampuan warga belajar dan daya dukung lokal, melalui proses yang dikembangkan dalam pembelajaran  berdasarkan potensi keunggulan lokal memnajadikan warga belajar sebagai pelaku-pelaku yang memberdayakan potensi lokal didaerahnya.

Abstract

Muhammadiyah sebagai suatu organisasi memiliki budaya organisasi yang kuat. Peningkatan Sumber Daya Manusia Perguruan Tinggi Muhammadiyah sebagai salah satu amal usaha Muhammadiyah mutlak dilakukan berlandaskan nilai-nilai organisasi Muhammadiyah.  Upaya PTM adalah bagaimana dengan budaya organisasi yang dimiliki tersebut dengan strategi yang tepat menjadikan Sumber Daya Manusia  yang berkualitas dan berkarakter berlandaskan nilai Muhammadiyah. Kajian bidang SDM pada tulisan ini difokuskan pada faktor yang mendukung  untuk internalisasi nilai-nilai budaya. Proses internalisasi diperlukan 3 unsur pokok yang saling menunjang, yaitu: lingkungan kondusif, kepemimpinan dan keteladanan. Lingkungan kondusif dapat dibentuk melalui implementasi Teori Z di bidang pendidikan dengan memperhatikan 6 unsur sebagai berikut: kepercayaan, motivasi diri, sistem reward, pelatihan peningkatan skill, kontrol dan pengambilan keputusan bersama dan pembelajaran yang berkualitas. Abstract

Muhammadiyah as an organization hasthe values ofa strong organizational culture. Efforts Muhammadiyah Universities (PTM) is how the culture ofthe organization with the right strategy could predispose Human Resources (HR) professionals and character based on the value of Muhammadiyah. One of the objectivesof this studyare identify the role ofTheory Zand the factors that support the process of internalization of organizational culture in Muhammadiyah Universities. This study uses qualitative research sites at the Muhammadiyah University of Surakarta in Central Java and Universitas Ahmad Dahlan in Yogyakarta. Samples taken are leaders include Vice Rector, the head units such as HR, BIFAS, LPSI as well as lecturers and employees. Internalization process of organizational culture to form employee orientation required three basic elements that support each other, namely: a conducive environment, leadership and exemplary. In this study a conducive environment can be created through the implementation of Theory Z in the field of education that takes into account the following six elements: (1) trust, (2) self-motivation, (3) the reward system, (4) training for enhancing skills, (5) control and shared decision-making as well as (6) quality learning. Activities carried UAD and UMS forinternalization process such as religious activities together, pray, kultum, memorial religious holidays and forms of professional activity as well as other shared ritual that characterize organizations that bring together all employees and lecturers from various faculties and units that exist as an important aspect in creating organizational culture.

Abstract

The aims of this study were: (a) to analyze the direct effect of knowledge on the motivation of Couple of Reproductive Age, (b) to analyze the direct effect of socio-economic status on Couple of Reproductive Age motivation, (c) to analyze the direct effect of knowledge on Couple of Reproductive Age participation, (d) to analyze the direct effect of socio-economic status on Couple of Reproductive Age participation, (e) Analyzing the indirect effect of knowledge on the participation of PUS through motivation, (f) Analyzing the indirect effect of socioeconomic status on the participation of PUS through motivation. The research approach was quantitative. Data collecting technique was done by observation and questioner. The Couple of Reproductive Age population on the age of 30-45 years old in Juwiring is 3.086 and the number of sample was 248 respondents. The data analyzed by using Path Analysis test. The results of the study were: (a) There was significant effect of knowledge level to the motivation in Family Planning (26.10%), (b) There was significant effect of socio-economic status to the motivation in Family Planning (24,10%), (c) There was significant effect of knowledge level on the participation of PUS in Family Planning (67%), (d) There was significant effect between socioeconomic status on PUS participation in Family Planning (19.60%), (e) Motivation was able to mediate the Effect of Knowledge Level on PUS Participation in Family Planning, (f) Motivation was able to mediate the effect of Socio-economic Status to Participation of PUS in Family Planning.

Abstract

The problems of the research are (1) how the establishment of independence value of early childhood in TPA (one Daycare) of PAUD Taman Belia Candi Semarang city, (2) how the establishment of creativity value of early childhood in TPA (one Daycare) of PAUD Taman Belia Candi Semarang city. This research aimed to describe the establishment of independence value of early childhood in TPA (One Daycare) of PAUD Taman Belia Candi Semarang city and describe the establishment of creativity value of early childhood in TPA (One Daycare) of PAUD Taman Belia Candi Semarang city. This study used qualitative descriptive approach with the research subject from this study were learners, educator, nursemaid, Daycare coordinator, and headmaster also learners parents. The collecting data technique obtained from observation, interview, and documentation. This research result, the establishment of independence value done through custom establishment, role model, supporting area and then adjusted with the children development level and the establishment of creatvity value done through play learning activity. suggestions in the establishment of independence and creativity value include the quality improvement of APE tool and infrastructure and pay attention to the level of children development by cooperate with parents, school, and surroundings.
