Abstract

In which way world development theory of globalization influence towards national development strategy in Indonesia become principal topic here. Fact that at this world, there is no country genuinely autonomous, that mean there is no country which development perceivable only as reflection from what is going on outside the national limits, all countries mutual depend on each other. One clear dimension from that interdepende, brainstorming has physical, biological and ecological hit overall and limitedness. Conjunction with the problem above, so its follow three things that become series of the key issue, which are: (a) money current and investment pattern; (b) technology change and production internationalizing; (c) trade and international regime. From all of that third keys issue, for Indonesia in the effort of choose and carry out the develpment strategy must pay attention external factors besides internal factors. Mainstream that mus can be built in this situation and condition now days, is how to create and give birth to innovative thingking, strategic and application so that efficiency and effective the result.

Abstract

This study aims to describe the problems experienced by prospective workers and tries to identify the factors that contribute to these problems, and describes the management of workers by the Department of Labor District Pringsewu.  This research type is a descriptive analysis. The unit of analysis in this study were 10 former workers (TKI) that all are women who residing in Pekon Pujodadi, District Pardasuka, Pringsewu Regency. Informants also from The Department of Labor, that is Head of Labor (Kasi naker) and a former migrant worker who had helped prospective workers on dealing with documents and procedures.                            The study found that problems experienced by migrant workers started from rural origin, pertaining to administrative proceedings before leaving for  work in the destination country to issue such documents. In the destination country, the problems identified such as mismatches jobs promised to those obtained, and also the language barrier. After got back to home country (Indonesia) they got benefit economically but the use of remittance could not be optimal due to daily consumption. It is known that the local government of Pringsewu Regency not paying attention and making human resource development of workers as an efforts of development investments. It can be seen there is no enough budget allocated for integrated management of workers.  Keywords: development, workers, the role of local government

Abstract

The courses of training based on fundamental leadership concepts that said leadership is activity or exertion to influence people to obtain the group goal voluntarily. Because of that, a leader needs knowledge and skill in communication and also motivation. Communication, in brief, means process of sending and aceppting message from someone to other (s). Motivation is efforts  that cause a person or people does/do certain thing that she/he/they wants/want to do. Nowadays, leader is meant as a servant not a boss. She/he should serves everyone in organization, include their subordinates.  This training was run on Tuesday,  17 July  2012 at  Madrasah Aliyah Negeri 1, Batanghari,  Lampung Timur. The participant number 35 students, concist of 16 girls  and 19 boys. The method of training are giving a lectures and games. The result that is reached by the participants, is raising in cognitive aspects. The lowest is 15 % and the highest is 50 %.   The conclusion of this leadership training for board of OSIS are first, generaly they joined this activity enthusiasticly and were motivated to implement this courses in their organization. Second, the average of cognitive improvement is 29,09 %. Base on this experience, there are two suggestions, firstly, it is necessary to continue leadership training for board of OSIS both of senior high school and yunior high school. Secondly, the operation of training can cooperate to universities.  Key words : Leade rship, Ability, Board of OSIS

Abstract

Riset ini didasarkan pada fenomena yang terjadi dalam penyelengaraan pemerintahan daerahkhususnya dalam hal pembentukan daerah otonom baru (DOB) yang ternyata belum sesuai dengan tujuan awaldibentuknya DOB yaitu agar dapat meningkatkan kesejahteraan masyarakat akselerasi pembangunan, serta,meningkatkan kulitas layanan publik. Pemekaran wilayah di berbagai daerah lebih banyak dilatarbelakangikepentingan elit politik di daerah. Sehingga pendekatan dalam implementasi kebijakan DOB juga lebih banyakmenggunakan pendekatan politik. Kementerian Dalam Negeri juga berpendapat bahwa penambahan DOBtidak berbanding lurus dengan peningkatan kesejahteraan masyarakat, pelayanan umum dan daya saing daerah.Bahkan sekitar 80% DOB mengalami kegagalan.Penelitian ini dilakukan di Kabupaten Pesawaran dan KabupatenPringsewu Propinsi Lampung karena kedua kabupaten ini merupakan hasil pemekaran dari Kabupaten indukyaitu Lampung Selatan dan Tanggamus. Penelitian bertujuan menggali berbagai informasi setempat yangdiperlukan dalam rangka menciptakan penguatan desentralisasi dan otonomi daerah sekaligus untuk menghindariberulangnya dampak buruk implementasi otonomi daerah sebagaimana telah berlangsung di kabupaten lainnya.Pengumpulan data melalui wawancara mendalam juga terstruktur, Fokus group discussion (FGD), observasi danstudi dokumentasi. Hasil penelitian menunjukan bahwa empat fungsi pemerintah daerah yaitu pelayanan publik,pembuatan kebijakan, manajemen konflik, dan pemberdayaan masyarakat di kabupaten Pesawaran dan kabupatenPringsewu menunjukkan kondisi yang berbeda di mana Kabupaten Pringsewu yang lebih baru terbentuknya justrumenjalankan empat fungsi pemerintahan dengan lebih baik dibandingkan kabupaten Pesawaran.

Abstract

L-PAMAS sebagai civil society berupaya mengimplementasikan program Sekolah Ramah Anak (SRA) dibantu lembaga donor internasional bernama Childfund International. Program SRA ini diimplementasikan jauh sebelum Peraturan Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak (Permen PPPA) No 8 Tahun 2014 tentang Kebijakan Sekolah Ramah Anak dikeluarkan dan disahkan. Dua sekolah pilot project yaitu, SDN 2 Karangsari dan SDN 3 Panggungrejo, di Kabupaten Pringsewu. Penelitian ini menggunakan pendekatan kualitatif-deskriptif, berupaya menjawab pertanyaan bagaimana keterlibatan dan dinamika civil society NGO L-PAMAS dalam program SRA sebagai upaya mendukung perwujudan KLA di Kabupaten Pringsewu. Hasil penelitian menyimpulkan, sebagai civil society L-PAMAS (1) mempunyai kemandirian terhadap negara, tetapi di antara keduanya terdapat hubungan timbal balik. L-PAMAS menjalin komitmen dengan Dinas Pendidikan, Dinas Kesehatan, Badan Pengelolaan Lingkungan Hidup, Badan Hippun Pemekonan, dan Pemerintah Desa/Kepala Pekon, tanpa adanya komitmen tertulis. Temuan ini menguatkan bahwa sebagai sebuah perwujudan civil society, L-PAMAS, dapat menempatkan dirinya sebagai penghubung antara aktor-aktor pemerintah pelaku dunia pendidikan; (2) bahwa civil society merupakan arena sosial yang mengandung kepentingan berbeda, namun memungkinkan terjadinya negosiasi terus-menerus secara bebas. Childfund International dan L-PAMAS sebagai wujud civil society disatu sisi, berkolaborasi dengan state actor yang di sisi lain, memiliki kepentingan yang berbeda.
