Abstract

Health center represent one of the public organization structure giving service in health area to common society that is Social Health Center. Health center is a health facility assigned to deal with the issue for public health in sub district. This study aims to find out and get a clear picture about the quality of services provided by Public Health Care of Padangsari. Type used is descriptive qualitative view of the five dimensions of service.the results showed of the five dimensions of health care quality assessment showed value unfavorable. It is evident from the results of the ynterviews show that the dimension. To inprove the quality of health care, public health centers should consider Padangsari service user satisfaction.

Abstract

´╗┐Berdasarkan potensi yang dimiliki, Kabupaten Semarang mempunyai prospek yang cukup menjanjikan untuk meningkatkan daya saing daerah baik di tingkat regional maupun nasional, khususnya beberapa komoditas yang memiliki keunggulan kompetitif pada sektor pariwisata, namun hingga saat ini belum dikembangkan secara optimal, hal ini menunjukkan bahwa upaya dari Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang Kabupaten Semarang belum maksimal. Sebagai gambaran banyaknya pendapatan dari sektor pariwisata Kabupaten Semarang pada semester pertama tahun 2012 telah mencapai 55 persen atau Rp 1,4 miliar dari total target sebesar Rp 2,5 miliar. Pencapaian tersebut lebih baik dibandingkan realisasi tahun 2011 yang hanya mencapai 70 persen atau 1,8 miliar dari target sebesar Rp 2,3 miliar.Namun kesuksesan Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang dalam meraup pendapatan bukanlah satu-satunya tolok ukur suatu keberhasilan dalam pengembangan pariwisata, melainkan proses manajerial yang sempurna dan kompeten lah yang menjadi tolak ukur keberhasilan.Hasil penelitian yang menggunakan metode deskriptif kualitatif menunjukkan bahwa manajemen pengembangan pariwisata di Dinas Pemuda, Olahraga, Kebudayaan dan Pariwisata Kabupaten Semarang belum sempurna. Hal ini dikarenakan masih adanya permasalahan di perencanaan anggaran dan pengorganisasasian dimana kurangnya pegawai berlatar belakang pendidikan pariwisata serta pembagian beban tugas yang diterima para pegawai masih kurang proporsional hal ini disebabkan karena banyaknya beban tugas tetapi tidak ditunjang dengan banyaknya personil..Saran dari hasil penelitian ini adalah untuk perencanan anggaran agar terus mengupayakan pengajuan anggaran ke segala pihak terutama pemerintah provinsi dan pusat untuk pengembangan pariwisata. Untuk pengorganisasian pegawai diberikan diklat khusus atau seminar tentang kepariwisataan dan beasiswa pariwisata untuk pegawai berprestasi serta mengupayakan usulan pemenuhan Sumber Daya Manusia melalui Badan Kepegawaian Daerah (BKD).

Abstract

According to Law No 32 of 2004 (Local Government) and Law No 25 of 2004 (National Development Planning System), regional development planning must be done in a participatory and starting from the bottom (bottom-up planning) that begins from the village. Similarly with The Planning of Development Nongkosawit Tourism Village, which apply the development plans through a bottom-up planning to be a Tourism Village. The research was conducted in the Village/Urban Village the District of Nongkosawit in Gunungpati of Semarang City. The method used is disqualitative-descriptive method. This research aims to: (1) describe the implementation of development planning (bottom-up planning) Nongkosawit Tourism Village, (2) describe the planning phase of the Nongkosawit Tourism Village, (3) determine the supporting and inhibiting factor on the successful implementation of development planning in Nongkosawit Tourism Village.The results showed that: (1) implementation of development planning (bottom-up planning) Nongkosawit Tourism Village produces 7 priority proposal of tourism village in Musrenbang on the Nongkosawit urban village level, and 3 priority proposal of tourism village in Musrenbang on the Gunungpati district level. (2) Some of the implementation phase of development planning of Nongkosawit Tourism Village has not been done which is determined the structure and manpower requirements, assessed feasibility of projects, developed the input project, feasibility studies, and monitoring and evaluation, the rest of the implementation development has been done well. (3) There are 4 factors that determine the successfull of the implementation of development planning in Nongkosawit Tourism Village. Because every factor has elements that support and inhibit the successful of the implementation of development planning Nongkosawit Tourism Village, so every factor is rated as supporting and inhibiting factors.It can be concluded that the implementation of development planning in Nongkosawit Tourism Village running smoothly either in regulatory or technical implementation. However, to get an maximum results the author gives some recommendations, there are: (1) Nongkosawit must have the high commitment and optimism for being a tourism village (2) The role of village government should be maximized (3) Planners should immediately follow up several stages of the implementation of the plan which has not been implemented (4) People need to be given the regular socialization about tourism village.

Abstract

Quality of public service is very important, because the role is related to the public interest, even the interests of the people as a whole. Based on preliminary survey in Board of Archives and Library of Central Java Province, there are indications of poor quality of service. It is apparent from services performed by an employee while on duty serving the user. Users have to wait long enough to get the desired information because many officers are not in place or out official duties. The purpose of this study was to describe the quality of service archives on the Board of Archives and Library of Central Java Province.This research is descriptive quantitative study, using the five dimensions of service quality that is direct evidence (tangible), reliability (reliability), responsiveness officer (Responsiveness), employee attitudes (courtesy) and convenience (acces). The samples in this study are archival service users the Board of Archives and Library of Central Java Province, they are students, civil servants and private sector employees that amounted to 100 people taken proportional random sampling. Collecting data by spreading questionnaires to a sample containing closed questions with four answers choice. Then the research data was processed by descriptive analysis in the form of frequency distribution tables.The results showed that service quality of the Board of Archive and Library of Central Java province are included in the good category. With details that direct evidence aspect (tangible) are included in the good category, reliability aspect are included in the good category, responsiveness officer aspect are included in the good category, employee attitudes aspect (courtesy) are included in the good category and convenience aspect (acces) are included in the good category.

Abstract

In government service quality is a very important factor and must be considered as a good quality service will give satisfaction to the community as a whole. Given as a servant of the state provide quality service is his their duty and obligation. However field data about the quality of service at the District Land Office Kendal indications of poor quality of services performed by employees, where people have to wait long amounts necessary to take care of the land titling and the accumulation of the completion certificate.. The purpose of this study was to describe the quality of service creation in the land certificate at the District Land Office Kendal.This research is a quantitative description of the five indicators that is tangible (direct evidence), reliability (reliability), responsiveness (responsiveness), acess (ease) and courtesy (employee attitudes). The sample in this study is that people who need land titling in Kendal District Land Office as much as 89 respondents. The collection of data by distributing questionnaires to a sample that comes to Kendal District Land Office to take care of the land certificate and contains closed questions with four choices answer. Then the research data is processed using the analysis of quantitative description using the mean (average).The results showed that the quality of service in the District Land Office Kendal included in category tangible (direct evidence), reliability (reliability), responsiveness (responsiveness) and courtesy (employee attitudes) all of them categorized as good and acess ( ease ) in enough categories.

Abstract

Disaster management is a systematic and comprehensive effort to overcome all disasters quickly, precisely and accurately to reduce casualties and losses impacted. The study in the authors proposed is about rehabilitation and reconstruction in disaster management. Rehabilitation is ratification and recovery in all public service aspects or society to an adequate level in post-disaster areas by primary for normalization or walks fairly all government aspects and society in post-disaster areas.Reconstruction is rebuilding in all the infrastructures and facilities, the institutions in post-disaster areas, either at the government or society level by growth main target and economic activities, social, cultural, law enforcement development and the primary order, and also the rising of community participation all social life aspects in post-disaster areas.This study is motivated by the Merapi eruption in 2010 which resulted in many losses and damages in around Merapi area, losses and damages that required priority handling and robust reconstructing.This research is descriptive by using qualitative research methods, intended to analyze disaster management practice in the rehabilitation and reconstruction of infrastructural, economical, housing, and social sectors. The author conducted research in Kemalang, Klaten. Based on the authors research, the disaster management of rehabilitation and reconstruction needed priority treatment and disaster management knowledge to minimize damaging and losing after Merapi eruption. Rehabilitation and reconstruction activities required careful planning so that all victims will handle properly.

Abstract

Salah satu fungsi pemerintah adalah sebagai pemberi pelayanan. Badan Lingkungan Hidup Provinsi Jawa Tengah sebagai instansi yang menyelenggarakan pelayanan publik dalam lingkup pelestarian lingkungan hidup. perlu meningkatkan kinerja pegawai dan harus mengutamakan kepentingan publik. Oleh karena itu, untuk menunjang kinerja yang optimal maka instansi perlu meningkatkan motivasi dan disiplin kerja pegawai agar visi dan misi organisasi berhasil diwujudkan.Tipe penelitian yang digunakan adalah tipe penelitian asosiatif. Penelitian ini menggunakan sampel sebanyak 68 responden dengan pemilihan teknik Simple Random Sampling. Analisis data menggunakan metode kuantitatif. Pengujian hipotesis menggunakan rumus Koefisien Korelasi Rank Kendall dan rumus Koefisien Konkordansi Kendall.Berdasarkan hasil perhitungan menggunakan uji korelasi antara variabel Motivasi (X1) dengan variabel Kinerja Pegawai (Y) menunjukkan korelasi yang kuat yaitu dengan nilai sebesar 0,660, disimpulkan bahwa semakin motivasi ditingkatkan maka kinerja akan semakin meningkat, kemudian uji korelasi antara variabel Disiplin Kerja (X2) dengan variabel Kinerja Pegawai (Y) terdapat korelasi yang kuat yaitu dengan nilai sebesar 0,552 yang artinya semakin disiplin ditingkatkan maka kinerja akan semakin meningkat pula. Dengan demikian hipotesisnya diterima, bahwa variabel bebas berpengaruh secara bersamaan terhadap variabel terikat.

Abstract

Pemerintah Kota Semarang Melalui Regulasi Peraturan Daerah tentang Pengaturan dan pedagang kaki lima Nomor 11 tahun 2000 dan pemakaian kekayaan Daerah nomor 6 tahun 2008. Merelokasi PKL kawasan Simpang lima dan Pahlawan ke kawasan Taman Menteri Soepeno dengan menghabiskan anggaran sebesar RP. 370.483.000,00 yang telah di relokasi ke kawasan Taman KB, Pemerintah Kota Semarang melakukan upaya pembangunan lapak-lapak PKL di Taman Menteri Soepeno agar dapat menata PKL-PKL liar yang berada di pinggiran jalan Kota Semarang.Penelitian ini berusaha menjawab pertanyaan Bagaimana proses manajemen program relokasi Pedagang Kaki Lima dai Jalan Pahlawan ke Taman Menteri Supeno di Kota Semarang serta mencari tahu apa yang menjadi faktor pendorong maupun faktor penghambat dari proses manajemen relokasi Pedagang Kaki Lima di Jalan Pahlawan ini, sebab sebagaian besar Pedagang merasa banyak mengalami kerugian didalam program relokasi ini, dimana mereka mengalamai penurunan pendapatan yang diakibatkan hilangnya langganan mereka dulu serta sepinya konsumen di Shelter Taman Menteri Supeno Kota Semarang.Penelitian ini menggunakan metode penelitian kualitatif, untuk menjelaskan fenomena yang mempengaruhi proses manajemen program relokasi di Taman Menteri Supeno Kota Semarang, dengan menggunakan teori fungsi mananjemen dari George Terry sebagai pedoman didalam melakukan penelitian ini, sehingga pembagian penelitian terdiri dari proses perencanaan, pengorganisasian, pelaksanaan, dan pengawasan.Rekomendasi dari hasil penelitian ini adalah untuk meningkatkan pelaksanaan program relokasi Program Relokasi Pedagang Kaki Lima Taman Menteri Supeno di Kota Semarang sehingga diharapkan dengan mengoptimalkan pelaksanaan program ini diharapkan mampu meningkatkan pendapatan para Pedagang Kaki Lima di Taman Menteri Supeno sehingga program ini tidak hanya memberikan solusi permasalahan tata kota buntuk Pemerintah tetapi juga untuk kesejateraan Pedagang .

Abstract

This research aims to whather the current strategy is not effective or not. Research design used is descriptive qualitative reesearch with descriptive qualitati method. Informants in this study is the head of the field of tourism and marketing cation of Disbudparpora Wonogiri disctrict, the head of government of Setda Wonogiri district. Technique use is technique purposive sampling and random.Of the results showed the condition of the district tourism Wonogiri not good. SWOT analysis, resulting strategy is promoting of the potential that exist in the district Wonogiri order to attract investors to invest in the tourism sector with the aim of improving the walfare of soiciety.Conclusion of this study is to function as a SWOT analisys of strategy formulation. Tourism development strategy Wonogiri district a affected by vision and mission, human resources, budget, facilities and infrastructure, commitment stakeholder, economic factor, social and cultural, regulatory, role pokdarwis. To improve and develop tourism in the disctrict Wonogiri, authors suggest to Disbudparpora disctric Wonogiri to improve the quality of human resources, collaborate with stakeholders, creating distinctive new food product.

Abstract

Lack of motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang has prompted the author to undertake the study, entitled Study of Motivation and Discipline Employees at the Dinas Kebudayaan dan Pariwisata Kota Semarang.This study aims to describe and analyze the motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang. The data was collected through the distribution of questionnaires to a sample population of 64 people and a number of 32 employees in the Dinas Kebudayaan dan Pariwisata Kota Semarang. Type of research is descriptive research. The method of data analysis in this study using qualitative data analysis methods using frequency distribution table to find out the average results.The analysis showed that motivation and discipline in the Dinas Kebudayaan dan Pariwisata Kota Semarang quite good, with a summary score of 2.88 and the motivation variable summary score variable discipline of 3.09.Recommendations from this study were (i) giving compliments to employees who successfully perform the job well, (ii) in accordance with tupoksi staffing, educational background, and experience of employees, (iii) enhance the relationship between subordinates with leadership, (iv ) the need for supervision and sanctions attached to a firm such as payroll deductions for employees who arrive late, (v) conducted similar research outside variables motivation and discipline.
